The River Lune rises in the hills around Tebay in thje North of England and runs through rural farming country to Morecambe bay. It is generally considered as a river of high purity and unspoiled nature. The salmon fishery was at one time considered amongst the best in England and Wales, with very high catches to both rod and net fishermen. During the late 1960's the disease UDN decimated the stock. Since then there has been a recovery of the stock, but this is considered by most anglers and netsmen to be a partial recovery of some of the previous stock components. In recent years anglers and netsmen have voiced their concerns over the Lune stock and have lobbied for action to improve the Lune fishery. This net limitation order (NLO) and the separate byelaw in conjunction with habitat improvement are proposed as part of the strategy for future conservation and management of this salmon fishery. The fishery is currently exploited by 37 licensed netsmen, the highest number of any single estuary in England and Wales. There are 26 haaf, 10 drift and 1 seine nets available. Current estimates of the rod fishery are that 1100 to 1400 anglers fish 14 000 days per year. The River Luhe is one of the few rivers within England and Wales that has the benefit of an accurate fish counter. The counter is at Forge Weir approximately 4 km upstream of the tidal limit. The counts, together with records of the catches from the rod and net fishery, enable a reasonably accurate assessment of both rod and net exploitation. Extensive surveys of the juvenile population, carried out in 1991 and 1997, provide additional information. The purpose of this document is to describe and explain the current state of the salmon population in the River Lune and in doing so, demonstrate the current need for stock conservation. A second purpose is to demonstrate that the proposed NLO and byelaw package should allow the salmon population to reach its conservation target (spawning escapement target).

This fisheries report summarises national and regional developments focussing on the North West region of the Environment Agency. The North West region covers around 14,000 square km, from Cheshire in the south to its northern border with Scotland. The report provides statistics on fisheries finance, including income and expenditure, salmon and sea trout catches, including rod and line and net catches, and special projects, including fish stock assessments, and surveys. The appendix includes a summary of fish statistics for 1995.

A study to investigate the feasibility of using fenced brushparks for fish ranching in Lake Chilwa was conducted for five months at the Kachulu Harbor. In a water depth of 1.4 m enclosures constructed from bamboo sticks embedded in the sediment and surrounded by a 13 mm seine net, were filled with three different subrates (Typha, bamboo, and Sesbania branches) and a no substrate enclosure served as a control. Netting materials contributed 57 per cent towards the total cost (US$ 0.24-0.30/m2) of brushpark contruction. Fish productivity was highest in the Typha, bamboo and control treatments and lowest in the Sesbania treatments. The decomposition of substrates did not affect water quality. The results indicate that enclosed brushparks may be a feasible technology for enhancing fish yields and providing alternative income sources to fisherfolk in small lakes and water bodies.

A study of the farming systems in the Mekong River Delta (Vietnam) indicate that fish culture brings to the household a higher level of net farm income and family labor use. In general, adoption of fish culture is strongly affected by: (1) decline of wildfish; (2) location of the farm; (3) farm size per person and available water bodies within the farm; (4) income of farm, excluding income from fish; (5) guidance from agricultural extension workers; (6) policies of local government on the development of agriculture including aquaculture.

The increasing harvest of 7 edible seaweeds in Fiji and their importance to the economy of indigenous Fijians are discussed. Traditional methods in the collection, preparation and consumption of seaweeds by the Fijians are also presented.

The region's scientists work together to formed the SEACORM Net (Southeast Asia Coral Reef Monitoring Network) for better integration of information and resources. The group intends to establish a strong working relationship between member countries, share information and lessons learnt, inform and update each other on research and monitoring activities in each country, and provide a mechanism for cross-country assistance and collaboration.

Offshore pound net leaders in the southern portion of Chesapeake Bay in Virginia waters were documented to incidentally take protected loggerhead, Caretta caretta, and Kemp’s ridley, Lepidochelys kempii, sea turtles. Because of these losses, NOAA’s National Marine Fisheries Service (NMFS) in 2004 closed the area to offshore pound net leaders annually from 6 May to 15 July and initiated a study of an experimental leader design that replaced the top two-thirds of the traditional mesh panel leader with vertical ropes (0.95 cm) spaced 61 cm apart. This experimental leader was tested on four pound net sites on the eastern shore of Chesapeake Bay in 2004 and 2005. During the 2 trial periods, 21 loggerhead and Kemp’s ridley sea turtles were found interacting with the control leader and 1 leatherback turtle, Dermochelys coriacea, was found interacting with the experimental leader. Results of a negative binomial regression analysis comparing the two leader designs found the experimental leader significantly reduced sea turtle interactions (p=0.03). Finfish were sampled from the pound nets in the study to assess finfish catch performance differences between the two leader designs. Although the conclusions from this element of the experiment are not robust, paired t-test and Wilcoxon signed rank test results determined no significant harvest weight difference between the two leaders. Kolmogorov-Smirnov tests did not reveal any substantive size selectivity differences between the two leaders.

Logbook set and trip summary data (containing catch and cost information, respectively) collected by NOAA’s National Marine Fisheries Service (NMFS) were analyzed for U.S. pelagic longline vessels that participated in Atlantic fisheries in 1996. These data were augmented with vessel information from the U.S. Coast Guard. Mean fish weights and ex-vessel prices from NMFS observers and licensed seafood dealers, respectively, were used to estimate gross revenues. Comparisons revealed that net returns varied substantially by vessel size and fishing behavior (i.e. sets per trip, fishing location, season, and swordfish targeting). While the calculated economic effects of proposed regulations will depend on the descriptive statistic chosen for analysis, which itself depends on the type of analysis being conducted, results show that considering heterogeneity within this fleet can have a significant effect on predicted economic consequences.

The section on fisheries activities includes an update on Middleton Hatchery; fishing conditions; and fisheries improvement work on the River Leven. The Fisheries Advisory Committee was part of the Regional Water Authorities, in this case the North West Water Authority. This preceded the Environment Agency which came into existence in 1996.

It covers fisheries income and expenditure, licence duties, and information on possible reasons for the apparent depletion of fish stocks on the River Leven. It also comments on the progress report on goosanders and mergansers and the consequent effect they were having on fisheries, net licences, erosion and a brief summary of the present situation of the development of coarse angling on Halton Fishery. Also covered is the report by the area fisheries officer on fisheries activities which includes information on fishing conditions, Skerton Weir, Forge Weir Fish Counter, fish mortalities and the construction of the fishery groynes in the River Lune. The report also includes the numbers of fish passing through counting stations at Haverthwaite and Halton, migratory fish propagation and information on the stocking of salmon and sea trout into the Kent, Leven, Crake, Duddon, Keer, Wyre and Lune watershed, and the Lakes of Windermere, Esthwaite and Grasmere watersheds. The Fisheries Advisory Committee was part of the Regional Water Authorities, in this case the North West Water Authority. This preceded the Environment Agency which came into existence in 1996.
