Thirty-nine participants from 18 countries, including women fishworkers, representatives of fishworker organizations and NGOs, activists and researchers, met at Mahabalipuram, India, during 7-10 July 2010, to discuss the theme “Recasting the Net: Defining a Gender Agenda for Sustaining Life and Livelihoods in Fishing Communities”. The workshop was meant to reflect on what needs to be done to develop a ‘gender agenda’ for sustaining life and livelihoods in fisheries. It was also organized against the backdrop of the growing international recognition of small-scale fisheries and efforts to enhance their contribution to food security and poverty alleviation, as evidenced in the deliberations of the the Committee on Fisheries (COFI) of the Food and Agriculture Organization of the United Nations (FAO). This publication—the proceedings of the Mahabalipuram workshop—will be useful for fishworker organizations, gender activists, researchers, policymakers, fish farmers, members of civil society and anyone interested in gender, fisheries and livelihoods. Fishing communities around the Indian Ocean were severely affected by the December 2004 tsunamis. Programs for rebuilding coastal fisheries livelihoods need to address the pre-tsunami situation that was characterized by overfishing and degraded natural resources. Adopting appropriate strategies to ensure sustainable livelihoods will require community involvement, as well as cross-sectoral, integrated planning and management at ascending government levels. Key recommendations from the WorldFish Center study Sustainable Management of Coastal Fish Stocks in Asia are presented to encourage discussion and debate.

Over the years, aquaculture has developed as one of the fastest growing food production sectors in Nepal. However, local fish supplies have been extremely inadequate to meet the ever increasing demand in the country. Nepal imports substantial quantities of fish and fish products from India, Bangladesh, Thailand, and elsewhere. Integration of pond aquaculture in existing crop-livestock-based farming system is believed to be effective in increasing local fish supply and diversifying livelihood options of a large number of small-holder farmers in southern plains (terai) and mid-hill valleys, thereby also increasing resilience of rural livelihoods. There is growing appreciation of the role of small-scale aquaculture in household food and nutrition security, income generation, and empowerment of women and marginalized communities. This book includes a total of 25 papers presented at the ‘Symposium on Small-scale Aquaculture for Increasing Resilience of Rural Livelihoods in Nepal’, held in Kathmandu on 5-6 February 2009. The papers cover technological, social, economic and environmental aspects of small-scale aquaculture development emerged from research and development initiatives of governmental, non-governmental and international research organizations in recent decad

Aquatic agricultural systems (AAS) are diverse production and livelihood systems where families cultivate a range of crops, raise livestock, farm or catch fish, gather fruits and other tree crops, and harness natural resources such as timber, reeds, and wildlife. Aquatic agricultural systems occur along freshwater floodplains, coastal deltas, and inshore marine waters, and are characterized by dependence on seasonal changes in productivity, driven by seasonal variation in rainfall, river flow, and/or coastal and marine processes. Despite this natural productivity, the farming, fishing, and herding communities who live in these systems are among the poorest and most vulnerable in their countries and regions. This report provides an overview of the scale and scope of development challenges in coastal aquatic agricultural systems, their significance for poor and vulnerable communities, and the opportunities for partnership and investment that support efforts of these communities to secure resilient livelihoods in the face of multiple risks.

The lacunae in fishing-community engagement in the management and governance of marine and coastal protected areas (MCPAs) were discussed in the 2009 Chennai Workshop organized by the International Collective in Support of Fishworkers (ICSF). To continue the discussion, a second, two-day workshop to review existing legal and institutional mechanisms for implemention and monitoring of MCPAs, titled ‘Fishery-dependent Livelihoods, Conservation and Sustainable Use of Biodiversity: The Case of Marine and Coastal Protected Areas in India’, was held in New Delhi during 1-2 March 2012. The objective was to understand the impact of MCPAs on fishing communities, from an environmental-justice and human-rights perspective, and make specific proposals for better conservation while securing the livelihoods of small-scale fishers. The workshop also served to underscore these issues in light of the upcoming Conference of the Parties (COP) to the Convention on Biological Diversity (CBD), to be held at Hyderabad in October 2012. This publication contains the prospectus of the workshop and a report of the proceedings. It will be useful for fishworkers, non-governmental organizations, policymakers, trade unions, researchers and others interested in natural resource management and coastal and fishing communities.

This report is the result of the livelihoods baseline survey as part of the USAID-funded Integrated Coastal and Fisheries Governance (ICFG) Program for the Western Region of Ghana (Hen Mpoano). The survey aims to provide a baseline for interventions to be implemented as part of the Hen Mpoano project by: 1) Establishing a baseline of the status of livelihoods of households in target communities (assess income levels and sources, seasonality issues, assets, vulnerability); 2) Establishing a simplified nutritional baseline of households in target communities and fish species consumed; 3) Identifying opportunities for livelihood diversification in the target opportunities.

Small indigenous fish species (SIS) are an important source of essential macro- and micronutrients that can play an important role in the elimination of malnutrition and micronutrient deficiencies in the populations of many South and Southeast Asian countries. Of the 260 freshwater fish species in Bangladesh, more than 140 are classified as SIS and are an integral part of the rural Bangladeshi diet. As many SIS are eaten whole, with organs and bones, they contain high amounts of vitamins and minerals, including calcium, and iron and zinc. Some SIS, such as mola, are also rich in vitamin A. SIS are often cooked with vegetables and a little oil, so they contribute to the food diversity of the rural poor.SIS are recognized as a major animal-source food group, contributing to improved food and nutrition security and livelihoods of the people of South and Southeast Asia. The purpose of this workshop is to bring together policy makers, extension agents, researchers, non-governmental and development organizations to share knowledge about small fish, their contribution to better nutrition, production technologies, and strategies for wider dissemination of pond culture and wetland based-production and conservation technologies. The workshop is expected to generate ideas for further research and development of sustainable technologies for production, management and conservation of SIS for the benefit of the people of Bangladesh as well as the South and Southeast Asian region.
