With its genesis in New England during the 1800's, the purse seine fishery for Atlantic menhaden, Brevoortia tyrannus, expanded south and by the early 1900's ranged the length of the eastern seaboard. The purse seine fishery for Gulf menhaden. B. patronus, is of relatively recent development, exploitation of the stock beginning in the late 1940's. Landings from both fisheries annually comprise 35-40% of the total U. S. fisheries landings, ranking menhaden first in terms of volume landed. Technological advances in harvesting methods, fish-spotting capabilities, and vessel designs accelerated after World War II, resulting in larger, faster, and wider-ranging carrier vessels, improved speed and efficiency of the harvest, and reduction in labor requirements. Chief products of the menhaden industry are fish meal, fish oil, and solubles, but research into new product lines is underway. Since 1955 on the Atlantic coast and 1964 on the Gulf coast, the NMFS has monitored the fisheries for biostatistical data. Annual data summaries of numbers-of-fish-at-age harvested, catch tonnage, and fishing effort of the fleet form the basis of routine stock assessments and annual catch forecasts to industry for the upcoming fishing season. After landings declined in the 1960's, the Atlantic menhaden stock has recovered through the 1970's and 1980's. Exceptional year classes of Gulf menhaden in recent years account for record landings during the 1980's.

This is the ninth Annual report of the Cumberland River Board on information of its activities and responsibilities on river management in its area between the beginning of April 1959, to the end of March 1960. The report contains 5 main sections on water resources, land drainage, fisheries, pollution, and finally the expenditure and income for the 12 month period. The first area that the report deals with is water resources, which includes information on the completion of a gauging station on the River Eden, and an approval for a similar station on the River Derwent. It also gives information on rainfall and river flow. The section on land drainage looks at work on improvement schemes and information on maintenance work carried out on rivers including Wampool, Waver, Wiza, Ellen, Cocker, Irt, Esk, Annas, Marron, Eden, Eamont, Caldew and Petteril. The fisheries section covers 4 districts of the River Eden, Esk, Derwent and South West Cumberland. It includes angling information and a general report for salmon and sea trout, brown trout and freshwater fish. Fish disease and fish hatchery are also covered as well as re-stocking and fisheries protection. The fourth section on pollution deals with water quality and information on sewage and trade effluents. The River Boards preceded the Environment Agency which came into existence in 1996.

There is apparently great scope for improvement of the design and operational aspects of the gear particularly for the effective exploitation of seasonal fisheries like that of seer, tuna, barracuda etc. In order to evolve improved, yet cheap trolling gear regular investigations were undertaken by the Craft & Gear Wing of the Central Institute of Fisheries Technology, off Cochin for five fishing seasons and the results of these studies are incorporated in this paper.
