This report contains results from the fourth cruise of the MODIS Optical Characterization Experiment (MOCE). Also resented are oceanographic data from two MOBY maintenance cruises L-20 and L-25. The MOCE4 cruise was the first NOAAINESDIS-Ied SeaWiFS Initialization cruise during which a variety ofspectroradiometric observations ofthe upper water column and atmosphere were made by investigators from NOAA, the University of Miami, CHORS and MLML. Data presented in this report were obtained by oceanographic CTD profiler: salinity, temperature, dissolved oxygen, beam attenuation and chlorophyll-a fluorescence~ and by water samplers: total suspended matter and suspended organic carbon and nitrogen, salinity and dissolved oxygen. ENGLISH: The Inter-American Tropical Tuna Commission (IATTC) operates under the authority and direction of a convention originally entered into by Costa Rica and the United States. The convention, which came into force in 1950, is open to adherence by other governments whose nationals fish for tropical tunas and tuna-like species in the eastern Pacific Ocean (EPO). Under this provision Panama adhered in 1953, Ecuador in 1961, Mexico in 1964, Canada in 1968, Japan in 1970, France and Nicaragua in 1973, Vanuatu in 1990, Venezuela in 1992, and El Salvador in 1997. Canada withdrew from the IATTC in 1984. The 60th meeting of the IATTC was held in La Jolla, California, USA, on February 7, 1998. SPANISH: La Comisión Interamericana del Atún Tropical (CIAT) funciona bajo la autoridad y dirección de un convenio suscrito originalmente por Costa Rica y los Estados Unidos de América. El convenio, vigente desde 1950, está abierto ala afiliación de cualquier país cuyos ciudadanos pesquen atunes tropicales y especies afines en el Océano Pacifico oriental (OPO). Bajo esta estipulación, la República de Panamá seafilió en 1953, Ecuador en 1961, México en 1964, Canadá en 1968, Japón en 1970, Francia y Nicaragua en 1973, Vanuatu en 1990, Venezuela en 1992, y El Salvador en 1997. The fishing activity in Inhambane Bay is still strictly artisanal, with predominance of trawl and line fishing among other methods. Trawl fishing in particular, is considered to be the most important fishing method in terms of revenue and potential for the future.

In February 1996 A Strategy for the Management of Salmon in England and Wales was launched by the National Rivers Authority. The strategy concentrates on four main objectives for the management of salmon fisheries in England and Wales: (i) Optimise the number of salmon returning to home water fisheries, (ii) Maintain and improve the fitness and diversity of salmon stocks, (iii) Optimise the total economic value of surplus stocks, (iv) Ensure necessary costs are met by beneficiaries. These four objectives will be addressed through local Salmon Action Plans (SAPs) which will be produced for each of the principle salmon rivers in England and Wales by the year 2001. This Salmon Action Plan for the River Lune reviews the status of the stock and the fisheries, seeks to identify the main factors limiting performance, to draw up and cost a list of options to address these, and to consult with local interest groups.

The River Tawd is a tributary of the River Douglas catchment. The Tawd is approximately 8km in length from its source, to the south of Skelmersdale, to its confluence with the River Douglas at Snipe Hall farm. The aim of this study was to determine whether the water quality of the River Tawd had improved sufficiently to allow a mixed coarse fish population to establish itself on the river after the stocking of juvenile Roach (Rutilus rutilus), Dace (Leucisus leucisus) and Chub (Leucisus cephalus) in 1997. This report will consider the survival of the stocked fish. If the stocking was successful, other potential stocking sites will be recommended for future stocking with a view to developing the River Tawd fishery.

The North West region covers around 14,000 square km, from Cheshire in the south to its northern border with Scotland. This report provides national and regional developments,and special projects, including fish stocking assessments, radiotracking, and Cumbria surveys. Salmon and sea trout catches, including rod and line and net catches appear in the appendix.

The findings are presented of a survey conducted on Lake Kariba in order to update the basic statistics of the inshore fishery from a previous survey conducted in 1993 and also to collect some socioeconomic data regarding the artisanal fishery. The 1998 frame survey provided information on fishers both for the whole fishery and per village and changes in numbers; socio-economic characteristics as well as the number of fishing units and gear are included.

The report contains data, statistics and information for both the pelagic and inshore fisheries of Lake Kariba for the year 1998. Time series data and notes for the 2 fisheries are included. The pelagic fishery exploits kapenta, the freshwater sardine Limnothrissa miodon, and is carried out all year round using light for attracting the fish. Two types of fishing vessel designs are in use (the pontoon-catamarans and the displacement monohulls) and the type of gear used is the lift net. The inshore fishery distinguishes the fishery that uses gillnets and exploits the indigenous Zambezi River fish species. This fishery is restricted to the lakeshore and uses 3 types of boats - the dugout canoe, fibreglass and metal boats.

The multi-annual climatic event, El Niño Southern Oscillation (ENSO) is an important factor in the population dynamics of coastal marine species in the Galápagos. The Galápagos sea lion, Zalophus wollebaeki, suffered an apparent population decline of about 50%, considering both mortality and movements away from study sites during the 1997-98 El Niño. This change was in part due to changes in the availability of sardines of the Family Clupeidae, its main prey. These declines resulted partly from elevated mortality (35%) in sea lion colonies, particularly among pups, juveniles (< 1 year old), and dominant males and as a result of movements of adults elsewhere (15%), presumably where there were alternative prey and better environmental conditions.

Stomach samples from three rockfish species, yellowtail (Sebastes f lavidus), widow (S. entomelas), and canary (S. pinniger) rockfish, seasonally collected off the Pacific Northwest in 1998 and 1999, provided quantitative information on the food habits of these species during and after the 1997–98 El Niño event. Although euphausiids were the most common major prey of all three predators, gelatinous zooplankton and fishes were the most commonly consumed prey items during some seasonal quarters. The influence of the El Niño event was evident in the diets. Anomalous prey items, including the southern euphausiid species Nyctiphanes simplex and juveniles of Pacific whiting (Merluccius productus) frequently appeared in the diets in the spring and summer of 1998. The results of stomach contents analyses, based on 905 stomach samples from 49 trawl hauls during seven commercial fishing trips and from 56 stations during research surveys, were consistent with the timing of occurrence and the magnitude of change in biomass of some zooplankton species reported from zooplankton studies in the northern California Current during the 1997–98 El Niño. Our findings indicate that the observed variations of prey groups in some rockfish diets may be a function of prey variability related to climate and environment changes.

The abundance and distribution of California sea lions (Zalophus californianus) in central and northern California was studied to allow future evaluation of their impact on salmonids, the ecosystem, and f isheries. Abundance at-sea was estimated by using the strip transect method from a fixed-wing aircraft with a belly viewing port. Abundance on land was estimated from 126-mm-format aerial photographs of animals at haulouts between Point Conception and the California−Oregon border. The sum of these two estimates represented total abundance for central and northern California. Both types of survey were conducted in May−June 1998, September 1998, December 1998, and July 1999. A haulout survey was conducted in July 1998. The greatest number of sea lions occurred near Monterey Bay and San Francisco Bay for all surveys. Abundance was high in central and northern California in 1998 when warm water from the 1997−98 El Niño affected the region and was low in July 1999 when cold water La Niña conditions were prevalent. At-sea abundance estimates in central and northern California ranged from 12,232 to 40,161 animals, and haulout abundance was 13,559 to 36,576 animals. Total abundance of California sea lions in central and northern California was estimated as 64,916 in May−June 1998, 75,673 in September 1998, 56,775 in December 1998, and 25,791 in July 1999. The proportion of total abundance to animals hauled-out for the four complete surveys ranged from 1.77 to 2.13, and the mean of 1.89 was used to estimate a total abundance of 49,697 for July 1998. This multiplier may be applicable in the future to estimate total abundance of California sea lions off central and northern California if only the abundance of animals at haulout sites is known.
