Continuous research on the freshwater fisheries industry in East Africa, in common with most other African countries, did not commence until the end of the Second World War in 1945. Before the war some work on the fishes and hydrobiology of the lakes of East Africa had been undertaken by a series of scientific expeditions, which were sent out from Europe, between the years 1896 and 1939. These expeditions usually lasted for only a few months, and the collected data were published by young graduates and undergraduates, including such people as Mr. L. C. Beadle, (lately Professor Beadle of Makerere), Mr. V. E. Fuchs (now Sir Vivian Fuchs) and Mr. E. B. Worthington of Gonville and Caius College,Cambridge. Later. Dr. Worthington became Scientific Secretary to the Scientific Council for Africa, Scientific Secretary to the East African High Commission, and played a very large part in the furtherance of fisheries research and management in East Africa.

Throughout the year the Fisheries Departments of Tanzania and Uganda continued to forward to EAFFRO data on the commercial fisheries of Lake Victoria, particularly statistics of fishing-effort and fish-landings. The Kenya Fisheries Department was re-established at Kisumu towards the end of 1964 and has expanded its activities during 1965; whilst regular records of commercial fishing activity have not been despatched to Jinja, appropriate information has been made available on request from the Chief Fisheries Officer. None of the existing research officers at EAFFRO have been assigned to a detailed survey of the statistical data available, although several officers have taken the opportunity of analysing the data regarding the species considered under their own research programmes. As recorded in the last Annual Report, one important function of the UNDP Lake Victoria Fisheries Research Project will be to undertake the relevant statistical surveys essential to the proper management of the commercial fisheries of Lake Victoria. The level of the lake remained abnormally high but fluctuated somewhat during the year, reaching a maximum in May, but falling to a minimum in October before beginning to rise again with the rains at the end of the twelve-month period. The maximum figure for the year recorded at Jinja: 12.92 ft. above datum did not reach the peak recorded in 1964: 13.33 ft. above datum, which was the maximum reading taken since records were begun in 1899. The beginning of the 20th century saw the discovery of Africa's vast natural resources. Not only did explorers "discover" lakes, rivers, forests and mountains but scientists and naturalists also "discovered what at that time were called new species of plants, fish and other animals. Thus scientific names were tagged to various species using the famed binomial nomenclature and immortalising the names of some of the people who first described those species. Africa of course abounds with thousands of different floral and faunal varieties and the early colonial scientists found the African environment lucrative fron the point of discovery of new species. This paper therefore attempts to descrihe the role science could only in the development and exploitation of one of Africa's renewable resources namely fisheries. This paper has attempted to expose the value of fish in human nutrition, provision of employment and uplifting of social and economic standards. The fishery resources of Africa are extensive and in the main not fully exploited. These resources like other natural resources are exhaustible although renewable. Efforts to exploit these resources must be encouraged but scientific planning and management of the resource is called for.

Gillnets are popularly used in commercial fishing on both Lake kioga and lake Victoria. On Lake kioga the legal mesh size is from 4½ (114) upwards while on Lake Victoria, a multifishery lake, various mesh sizes are in operation. However, the fishermen on these lakes still use the smaller meshes to be able to harvest certain categories of fish especially Oreochromis species group whose catch rates are already on the decline due to either use of small mesh size nets, high fishing pressure and to L.Kioga in particular, predation by lates niloticus.

A casual study of the hydrological map of Uganda would convince every serious fisherman and fisheater that he is most favoured to be in Uganda. The extent and distribution of the country's aquatic system plus the rich variety of fish species there is promises a fishery potential of considerable magnitude: The open waterways comprised by the Uganda portions of Lakes Victoria, Albert and Edward; and Lakes Kyoga, George plus minor lakes Wamala, Kijanebarora, mutanda, etc. occupy about 15% of the total surface area (91,000 m2; Depart. Land Survey, 1962). Most of the nation's fish supplies are currontly from this source. 1.2. A rich network of permanent and seasonal rivers and streams filling and/or emptying various water systems covers most of Uganda. This aquatic network is associated with a fish fauna whose immense significance as a source of protein is perhaps better appreciated by the local subsistance fisherman and consumer than by the fisheries scientist and manager in this country. Many species of this fish fauna have strong affinities with the open water systems while some are typically riverine. 1.3. Then there are wetlands composed mainly of expanses of swamp, but including some areas of bog. These cover about 2% of the country. While the variety of fish fauna found here is limited by the rather hostile nature of the environment (comparatively de-oxygenated under a canopy of dense stands of emergont vegetation) several specialised fishes e.g. Clarias spp. and Protpterus aethiopicus (Kamongo) occur here. Availability of permanent and seasonal sources of water, well distributed throughout most areas of Uganda, opens up immense potential for a variety of aquaculture practices. However, while active exploitation of much of these fishery resources is currently underway, important questions regarding the magnitudes of the various resource potentials and dynamics, and about suitable levels and modes of exploitation, are yet unanswered. These gaps in knowledge go about the fishery resources of Uganda would hinder formulation of adequate development and management schemes. This short paper examines some of the above problems and suggests some approaches towards balanced oxploitation and management of the fisheries of Uganda.
