This bulletin is the second of a series begun in 1948, designed to present detailed records of the commercial fish catch of the state. The statistics set forth were derived from records obtained only from licensed commercial fishermen and contain no data pertaining to small unlicensed units of fishing gear, or to the sports fishery.

This bulletin is the third of a series begun in 1948, presenting detailed data on the commercial fin-fishery of Maryland. A full description of the techniques of collection and tabulation were included in the first bulletin [Publication 69], and inasmuch as identical procedures have been employed throughout the program, further mention of methods is not made. As in past years, records were received on a voluntary basis from approximately 94% of all licensed fishermen. Most of the records were submitted in the form of weekly or monthly summaries. The statistics set forth were derived from records obtained only from licensed commercial fishermen and contain no data pertaining to small unlicensed units of fishing gear, or to the sport fishery.

This report presents a statistical analyses of the "fin" fisheries, as distinguished from the crab and oyster fisheries of Maryland, for 1944 and 1945. Comparative data on the catch by species, by area, and by gear, based principally on daily reports from the fishermen, are available for the first time as a result of a comprehensive statistical survey made by the Department of Research and Eduction to determine the results of the new management plan for the fisheries, referred to as the Maryland Management Plan. With the initiation in 1941 of a new system of fishery management in the State, a conservation plan based on the principle of stabilized fishing effort, it became obvious that a more accurate catch record system was needed for the proper administration of the program. The Management Plan stabilized the number of licensed fishermen at the 1939-1940 level, and provided for controlled expansion of the fishery to take place only when and where the industry warranted it as a result of increased fish populations. The text of the Plan may be found in Article 39, Section 60, Annotated Code of Maryland, 1943 Supplement. Publications 1, 2, 5, and 6 of the Educational Series of the Department of Research and Education explain the operating principles and the application of same to two important Maryland species, the shad and the rock or striped bass. Ocean fishery records only cover monthly gross landings.

Bycatch, or the unintended capture of fish, marine mammals, sea turtles, and seabirds by fishing gear, occurs to some degree in most fisheries. The recently released National Marine Fisheries Service’s (NMFS) U.S. National Bycatch Report provides information on bycatch in U.S. commercial fisheries by fishery and species. The report also provides national statistics in the form of national bycatch ratio and a national bycatch estimate. We describe the methods used to develop these statistics and compare them to similar studies. We conclude that the national bycatch ratio and national bycatch estimates developed by NMFS represent the best available information on bycatch in U.S. fisheries. However, given changes in bycatch management over time, as well as inter-annual variability in bycatch levels and a high percentage of fisheries for which data on bycatch are not currently available, we recommend that NMFS continue to support bycatch data collection and reporting efforts to improve the quality and quantity of bycatch data and estimates available to fisheries managers and scientists over time. This will enable NMFS to meet its requirements for bycatch reporting under the Magnuson-Stevens Act (MSA), as well as requirements for bycatch minimization under the MSA, Marine Mammal Protection Act, and Endangered Species Act.

The Biscayne Bay bait (1986–2005) and food (1989–2005) fisheries for pink shrimp were examined using dealer-reported individual vessel-trip landings data, separated by waterbody code to represent only catches from Biscayne Bay. Annual landings varied little during the 1980’s and early 1990’s, and landings of the bait shrimp fishery exceeded those of the food shrimp fishery. The number of trips and landings in both fisheries increased from the late 1990’s through 2002 and food shrimp landings exceeded landings of bait shrimp; landings in both fisheries decreased sharply in 2003. Landings in both fisheries increased in 2004 and 2005, but the increase in food shrimp landings was stronger. Annual catch per trip was much lower in the bait fishery than the food fishery. Each fishery exploited shrimp of a different size. The bait fishery targeted shrimp less than 19 mm carapace length (CL), whereas the food fishery caught shrimp greater than 19 mm CL. We compared monthly bait shrimp catch per unit of effort (CPUE) from the fishery to an estimate of shrimp density from a fishery-independent sampling effort over a 3-yr period and found a strong statistical relationship with the density estimate lagged by 3 mo. The relationship supported the use of bait shrimp fishery CPUE as an index of abundance in upcoming assessments of the effect of a massive water-management-based ecosystem restoration project on pink shrimp in Biscayne Bay. Project implementation will affect freshwater inflows to the bay and salinity patterns. An abundance index with a lengthy pre-implementation history that can be carried into the operational phase of the restoration project will be invaluable in assessing project effects and protecting an important fishery resource of Biscayne Bay. The bait shrimp fishery can provide a continuing index of shrimp abundance from late 1986 forward.

In the ocean commercial troll and recreational salmon fishery in Monterey Bay California, California sea lions (Zalophus califomianus) will swim near or follow fishing boats and will depredate fish once hooked. The objectives of the study were to determine the percentage of salmon taken by pinnipeds in commercial and recreational fisheries, identify relative importance of prey items seasonally consumed by sea lions, and determine the proportion of salmonids in the sea lion diet on a seasonal basis. From April 1997 through September 1998, 1041 hours of onboard and dockside surveys of the commercial and recreational salmon fisheries were conducted at the three ports in Monterey Bay, California. Sea lions depreadated 7.9 % of the fish hooked in the commercial fishery in 1997 and 28.6 % in 1998,8.4 % (1997) and 18.3 % (1998) of the CPFV fishery, and 15.6 % (1997) and 17.5 % (1998) of the private skiff fishery. Increased depredation rates in both the commercial and recreational salmon fisheries in 1998 were most likely the result of the large EI Nino Southern Oscillation event that occurred in 1997-1998 during which a greater number of sea lions were present in central California. Prey hardparts identified in sea lion fecal samples collected in Monterey Bay indicated that schooling fishes were the predominant prey fish species, such as market squid (Loligo opalescens), Pacific sardine (Sardinops caeruleus), northern anchovy (Engraulis mordax), and rockfish (Sebastes sp.). Sea lions consumed similar prey species in the summer and fall 1997, winter 1997-98, and spring 1998 (PSI> 70.0) with market squid and northern anchovy being the dominant prey species. However, prey composition changed significantly during the summer 1998 and fall 1998 (PSI < 46.0) because of the increased importance of sardine and rockfish in the diet and the decreased importance of market squid. This report does not intend to imply that salmonids are not a prey species for pinnipeds in the Monterey Bay region, but highlights the difficulties encountered in establishing the role of salmonids in the pinniped diet when analyzing fecal samples. Fisheries management actions taken to protect one species can have unintended, and sometimes positive, consequences on other species. For example, regulatory measures to reduce fishing effort in the winter gillnet fishery for spiny dogfish (Squalus acanthias) off North Carolina (NC) also led to decreases in the number of bycaught bottlenose dolphins (Tursiops truncatus). This study found that a marked decrease in fishing effort for spiny dogfish in NC also corresponded with a marked decrease in winter stranding rates of bottlenose dolphins with entanglement lesions (P= 0.002). Furthermore, from 1997 through 2002, there was a significant positive correlation (r2 = 0.79; P= 0.0003) between seasonal bycatch estimates of bottlenose dolphins in gill nets and rates of stranded dolphins with entanglement lesions. With this information, stranding thresholds were developed that would enable the detection of those increases in bycatch in near real-time. This approach is valuable because updated bycatch estimates from observer data usually have a time-lag of two or more years. Threshold values could be used to detect increases in stranding rates, triggering managers immediately to direct observer effort to areas of potentially high bycatch or to institute mitigation measures. Thus, observer coverage and stranding investigations can be used in concert for more effective fishery management.

Monthly population size of bait shrimp in the Bay was estimated from December 1984 to July 1985. Growth rates for male and female P. duorarum showed that pink shrimp exhibit a mean residence time in the nursery area (Biscayne Bay) of approximately 21 weeks. Monthly mortality rates were determined for each sex of pink shrimp. It was estimated that 23% and 26% of the male and female monthly population size, respectively, was absorbed by both the fishery and ecosystem monthly. Monthly proportion of the standing stock expected to die exclusively through fishing was 6.5% and 6.0% for males and females respectively. Estimates of emigration rates showed that approximately 4.0% of the population was lost from the Bay system each month. This surplus production was about 50% of the average monthly catch by the fleet. Fishing mortality represents only 8 - 9% of the losses to the shrimp population. The biggest source of loss is emigration, suggesting that most shrimp beyond the size at recruitment (to the fishery) are not utilized for food while in the Bay. Thus, it appears that the direct impact of the fishery on the bait shrimp population is relatively small. (PDF contains 46 pages)
