HIGHLIGHTS FOR FY 2004 1. Completed the second of a 3-year Gulf sturgeon population estimate on the Escambia River, Florida. 2. Completed the first of a 2-year Gulf sturgeon population estimate on the Apalachicola River, Florida. 3. Conducted Gulf sturgeon presence-absence surveys in three other Florida river systems. 4. Documented Gulf sturgeon marine habitat use in the near shore waters of the Gulf of Mexico. 5. Identified environmental threats to Gulf sturgeon spawning habitat in the Choctawhatchee River, Florida. 6. Initiated a study to document Gulf sturgeon spawning with the collection of fertilized eggs in the Yellow River, Florida. 7. Implemented Gulf Striped Bass Restoration Plan by coordinating the 21st Annual Morone Workshop, leading the technical committee, transporting broodfish, and coordinating the stocking on the Apalachicola-Chattahoochee-Flint (ACF) river system. 8. Over 86,000 Phase II Gulf striped bass were marked with sequential coded wire tags and stocked in Lake Seminole and the Apalachicola River. Post-stocking evaluations were conducted at 31 sites. 9. Drafted updates to Apalachicola-Chattahoochee-Flint Striped Bass Restoration and Evaluation Five-Year Plan with partners. 10. Fishery surveys were conducted on Tyndall Air Force Base and St. Marks and St. Vincent National Wildlife Refuges. 11. Habitat evaluations and population surveys were completed at 153 Okaloosa darter stream sites. 12. Aquatic insect biomonitoring and identification of over 39,000 individual aquatic macroinvertebrates was completed and provided to Eglin Air Force Base. 13. Ten years of fishery data from Okefenokee and Banks Lake National Wildlife Refuges was analyzed with recommendations incorporated into the refuge Comprehensive Conservation Plan. 14. A draft mussel sampling protocol was tested in wadeable streams in northwest Florida and southwest Georgia. 15. Implemented recovery plan and candidate conservation actions for 14 listed and candidate freshwater mussels in the Northeast Gulf Watersheds. 16. Worked with partners in developing the Spring Creek Watershed Partnership in the Flint River basin, Georgia. 17. Multiple stream restoration and watershed management projects were initiated or completed. A total of 6.8 stream miles were restored for stream fishes, along with 56.4 miles of coastline were enhanced for sea turtle lighting. A total of 135 acres of wetlands and 58 acres of understory habitat were restored. 18. Multiple outreach projects were completed to detail aquatic resources conservation needs and opportunities. Participated in National Fishing Week event, BASS ProShops event, several festivals, and school outreach.

The paper provides a description of a methodology used for quantitative assessment of post harvest losses in the Kainji Lake Fishery (Nigeria). The sample population was made up of 314 fisherfolk, 115 processors, 125 fish buyers and 111 fish sellers. For the determination of handling losses, 24,839 fishes weighing 2,389.31 kg belonging to 43 species were examined of which 10% by number and 9% by weight deteriorated at checking and 4% by number and 3% by weight at landing. Processing losses recorded 22% by number and 16% by weight deteriorated prior to and during smoking with the traditional 'Banda' kiln. During marketing, 16% of fish sold had deteriorated and 6% by weight of fish bought also deteriorated, mainly due to insect infestation during storage. Based on the 1995 yield estimate for Kainji Lake fishery, approximately 1000 tons of fish estimated at 80 million Naira were lost during handling alone. This figure would be much higher if the level of losses during processing and marketing are included. This assessment technique is recommended for use in obtaining quantifiable data on post harvest losses from other water bodies in Nigeria

The noise emission of the vessel, especially in shallow waters, causes a fright reaction of the fishes near the vessel. To reduce the uncertainty of hydroacoustic measurements connected with that fact, a side shifted towed body is used for the hydroacoustic stock estimation in the Baltic sea. If the towed body was running close to the surface it was quite sensitive to waves. To make the running properties of the side shifted towed body more robust a control of the center of buoyancy depending on the diving depth was introduced. The goal was set to control the towed body without additional energy supply. First results are shown.

A decrease of 137Cs concentration in cod flesh from Barents Sea is shown by six years random sampling. This reduction runs parallel to reduced emissions from the nuclear fuel reprocessing plant Sellafield (Great Britain). It must be emphasized that even the highest values from 1992 are lower than comparable ones from the North Sea and from the Baltic. Although there is no increase of the radiation dose on people by consuming these fishes further monitoring should not be stopped. Potential risk arises from radioactive wastes of the russian nuclear navy in their coastal area. Obviously a safe storage seams almost too expensive.

This study was carried out to establish trends in the cast net fishery of Kainji Lake, Nigeria. The cast net fishery was second in importance to the gillnet fishery in the early years after impoundment of the lake and still continues to be an important component of the fishery. Some of the economically important species such as Citharinus spp, Tilapia spp, Labeo spp, Alestes spp and Synodontis spp are exploited by cast nets. The study has not revealed any drastic perturbation in the species diversity, catch composition, and any real ecosystem overfishing. On the other hand, both the catfish, Auchenoglanis spp and the predator Hydrocynus spp appear to have increased in the catch in recent years. Never-the-less there is a decline in the mean weight of the major exploited fish species due to the capture of under sized fishes without allowing them to grow to 'legally' marketable sizes. The use of small meshed cast net and also fishing in the shallow waters of the lake can give rise to this situation. Thus, there are signs of growth overfishing in the fish stocks. It must also be acknowledged that the situation is complicated by the fact that in a multi-gear fishery as on Kainji Lake, the cast net fishery could not be managed in isolation without due regard to the other competing gears. The catch per unit of effort (CPUE) has declined in the cast net fishery possibly due to the increase in effort by the major fishing gears over the years. The ongoing extension campaigns by the KLFPP appears to be having the desired effect, as there was reduction in the number of the major fishing gears on the Lake in 1997. It can be anticipated that if this trend continues, the CPUE will recover in the long run. Yields observed from the mesh selectivity study revealed that for major species in the cast net fishery, both by number and weight, were maximal at 2.5 inch mesh, which contrasts with the fact that current minimum allowable mesh in the Fisheries Edict for the Lake is 2.0 inch. The adoption of 2.5 inch as the minimum allowable mesh in the cast net fishery is recommended to be included in future revision of existing regulations. It is also recommended that for this control to have a desired effect, the casting of the net from the shore should be prohibited so as to reduce the incidence of juvenile mortality in the nursery areas. ENGLISH: The Inter-American Tropical Tuna Commission was established in 1950 by a Convention between Costa Rica and the United States. The Convention provides for the subsequent adherence of other nations interested in the tuna fishery of the tropical Eastern Pacific Ocean. Panama adhered to the Convention in September 1953. The Commission has the duties of collecting and interpreting all necessary factual information respecting the tunas and tuna-bait fishes in order to facilitate maintaining the populations thereof at levels permitting maximum sustained yields, and of making recommendations to the member governments for joint action toward this objective. The Commission commenced its investigations in 1951. The year 1953 is the third year of scientific study. During the year investigations along several lines were continued and further developed. SPANISH: La Comisión Interamericano del Atún Tropical fué establecida en 1950 en virtud de una Convención entre Costa Rica y los Estados Unidos. La Convención abre la puerta para que otras naciones interesadas en las pesquerías de atún en aguas tropicales del Pacífico Oriental, puedan adherirse posteriormente. Panamá se adhirió al Tratado en Septiembre de 1953. La Comisión tiene como deberes recolectar e interpretar todos los informes necesarios respecto de las especies de atún y de los peces de carnada que sirven para pescarlas¡ a fin de facilitar el mantenimiento de las respectivas poblaciones a niveles que permitan un rendimiento máximo permanente; y hacer recomendaciones a los gobiernos miembros para que actúen conjuntamente en pro de los indicados objetivos. Nuestro organismo comenzó sus investigaciones en 1951. El año 1953 es el tercero de estudios científicos. ENGLISH: The Governments of Costa Rica and the United States, being mutually interested in the conservation of the tropical tunas and of the bait-fishes required for capturing them, entered into a Convention in 1950 establishing the Inter-American Tropical Tuna Commission. The Convention provides that other governments having an interest in the tuna and tuna-bait resources may adhere to the Convention by a simple exchange of correspondence with the existing members. The Government of Panama adhered to the Convention in the fall of 1953. SPANISH: Los Gobiernos de Costa Rica y de los Estados Unidos, mutuamente interesados en la conservación de las especies tropicales de atún, así como en la de los peces que sirven de carnada para su pesca, suscribieron en 1950 una Convención por la que se estableció la Comisión Interamericana del Atún Tropical. La Convención permite que otros gobiernos interesados en los recursos del atún y los peces-carnada puedan adherirse a la misma mediante un simple intercambio de correspondencia con los Gobiernos Miembros. ENGLISH: This is the fifth year of investigations, by the Inter-American Tropical Tuna Commission, of the fisheries for tunas and tuna-bait fishes in the Eastern Pacific Ocean adjacent to the shores of the Americas. These investigations are being conducted by an international scientific staff, under the provisions of a Convention to which Costa Rica, Panama, and the United States are signatories. Other nations having an interest in these fisheries may adhere through exchange of correspondence with the present member governments. SPANISH: Este es el quinto año de investigaciones efectuadas por la Comisión Interamericana del Atún Tropical sobre las pesquerías de atún y de peces de carnada usados para la captura de éste, en la zona del Pacífico Oriental adyacente a las costas de las Américas. Esta investigación se efectúa de acuerdo con una Convención en la que son signatarios Costa Rica, Panamá y los Estados Unidos de América. Una de las cláusulas de la Convención abre las puertas a otras naciones que tengan interés en dichas pesquerías para que puedan adherirse a élla, y participar sobre una base de igualdad. The fabrication and operational techniques of Malian and Ndurutu traps mostly used by the fishermen in River Rima in north western Nigeria were evaluated through structured questionnaire and measurement of samples of the Data collected were analyzed using descriptive statistics. There was no standard in the dimensions of either of the traps. The traps were made of locally sourced materials, except the synthetic net of the Malian trap. About 81 and 80% of the respondents fabricated their Malian and Ndurutu traps, respectively. The major problems encountered in the structure and operation of the Malian trap included projection above water, stealing of catches and trap, and trapping of small sized fishes as indicated by 61.9, 47.6 and 28.6% of the respondents, respectively. In the case of the Ndurutu trap, 72.0, 48.0, 12.0 and 8.0% of the respondents respectively indicated poor durability, single entrance valve, destruction by cattle and instability in water, as the major problems encountered. As improvement measures for the Malian trap, the respondents suggested increase in number and size of valve (81.0%), horizontal positioning (57.1%) and square shape (47.6%) while 52.0% each suggested increase in number of entrance valve and netting of Ndurutu trap. The fishermen demonstrated ingenuity in the fabrication and operation of the traps, but they failed to initiate the required improvement. It is important to critically examine the designs, materials, costs and limitations of the traps and the suggestions of the fishermen, as basis for improvement on the technology of the traps

Based on the findings and diagnostic survey, a new fishing trap, christened Lege trap was designed and fabricated, and the performance evaluated. The 8-valve Lege trap was assessed concurrently with Malian and Ndurutu traps by the fishermen in the study area. The experiment was conducted in a randomized complete block design with one factor each replicated three times. Data collected on fish diversity number, biomass and size were subjected to descriptive statistics and analysis of variance. The results showed that 22 fish species belonging to thirteen families were caught. The prototype (Lege) trap recorded higher species diversity index (0.90) than the Malian (0.50) and Ndurutu (0.50) traps. The Lege trap also accounted for the largest number (55%) and biomass (63%) of fish caught which was significantly (P<0.05) higher than those of the Malian and Nduutu traps were. The mean length (15.03~c5.70cm), weight (60.43~c48.61g) and girth (4.77~c1.65cm) of fishes caught in the Lege trap were also significantly (P0.05) higher than those caught in the other two traps. These results demonstrated better performance of the new trap than the two conventional traps, even though the sizes of some of the fish species caught in all the traps were below those allowed by the Sokoto State Fisheries Edict where the study was conducted. Therefore, since it is desirable to develop conservation-oriented trap at a least cost, it is necessary to research further on the number of valves and mesh size of the new trap

The study focused on men and women involved in artisanal fisheries in some selected areas of Ikorodu Local government in Lagos State. The random sampling technique was used to select 50 fishermen each at Ibeshe and Baiyeku sites. The results revealed that majority of the fishermen were male, christian, semi-illiterate, and married. Data were collected on capital sources, labour used, income, gear techniques and type of fish caught. Analysis showed that the highest sources of capital were from personal savings (50%). Majority of labour used were hired labour, 44% at Ibeshe and 50% at Baiyeku. Highest monthly income ranged between N10, 000 - N25, 000 at both sites. Planks were mostly used at both sites for fishing boats as well as means of transport (Ibeshe 68%, Baiyeku 72%). Common fishing gear was the gill net, The fishes caught were found to be of various tyupes. Ethalmalosa fimbriata constituted the highest fish species caught by weight and number at both sites (50%). However, the problems of capital source were most peculiar coupled with high cost of fishing materials and labour scarcity

The studies on the effects of three fishing baits on the catch composition of Malian traps in Lake Kainji were investigated. The traps were set between Monai and Taafa fishing villages in the Southern basin of the lake, baited with their respective treatment and were inspected daily for twelve days. A total of 218 fish were caught, of which the highest (54.59%) was caught by corn bran, while the lowest (11.01%) was caught by stomach content and rice bran caught 34.4%. The fish caught comprised of 15 species belonging to 8 families. There was no significant different (P>0.05) in the catch of the various baits. The weight also followed the same trend as the number of fish caught. However, both baits showed better efficiency for Alestes baremose. Tilapia zilli, S. galilaeus, Oreochromis niloticus, Labeo coubie and Distichodus rostratus than other species caught. There was a wide range between the inimum and maximum size of species caught, which showed the efficiency of the traps in capturing small size, juveniles and the adult of large fish species due to small mesh size (1") net-cover of the trap. Recommendations were made on the use of corn and rice bran as baits enhancing catch efficiency for fishes such as O.niloticus, T. zilli, T. galilaeus and D. rostratus

In June 1994 and 1995 stations in the North, Irish, Celtic Seas and the Channel were studied for the occurrence of Myxobolus aeglefini in whiting (Merlangius merlangus). The disease was visible externally as either white nodules of a few millimeters diameter in the upper mouth cavity, gill arches and the basis of pelvic fins and in severe cases also on the lower jaws or in the cornea and sclera of the eye. It was verified morphometrically in histological sections of infected eyes by size and shape of spores. Myxobolus aeglefini was present in low prevalences at two North Sea stations and high prevalences of up to 49 % in the Irish Sea (Solway Firth) during both cruises. Whiting between 23 and 55 cm were found to be infected. Neither length-age prevalences nor condition factors and gonado, spleen, liver somatic indices differed in diseased and healthy fishes.

The potential importance of marine produetion as a protein ressource for a growing human population can hardly be overestimated. Climatic changes in the marine environment may affect marine production in a significant way. Increasing levels of UV-B may decrease primary production and thus diminish the food base for harvestable marine ressources. Direct effects on early stages of fishes may occur. Temperature changes can lead to additional mortality in the early phase of life histories of fishes. In spite of the potentially negative scenario, actual effects of global change on the ressources have not been detected so far. The marine organisms dispose of a significant level of pre-adaptation to changes of environmental factors both on a seasonal and an interannual scale. Effects on marine life may therefore be less dramatic than those on terrestrial systems, which are more directly linked with the exponentially growing human population.
