Non-governmental organizations (NGOs) are now major players in the realm of environmental conservation. While many environmental NGOs started as national organizations focused around single-species protection, governmental advocacy, and preservation of wilderness, the largest now produce applied conservation science and work with national and international stakeholders to develop conservation solutions that work in tandem with local aspirations. Marine managed areas (MMAs) are increasingly being used as a tool to manage anthropogenic stressors on marine resources and protect marine biodiversity. However, the science of MMA is far from complete. Conservation International (CI) is concluding a 5 year, $12.5 million dollar Marine Management Area Science (MMAS) initiative. There are 45 scientific projects recently completed, with four main “nodes” of research and conservation work: Panama, Fiji, Brazil, and Belize. Research projects have included MMA ecological monitoring, socioeconomic monitoring, cultural roles monitoring, economic valuation studies, and others. MMAS has the goals of conducting marine management area research, building local capacity, and using the results of the research to promote marine conservation policy outcomes at project sites. How science is translated into policy action is a major area of interest for science and technology scholars (Cash and Clark 2001; Haas 2004; Jasanoff et al. 2002). For science to move policy there must be work across “boundaries” (Jasanoff 1987). Boundaries are defined as the “socially constructed and negotiated borders between science and policy, between disciplines, across nations, and across multiple levels” (Cash et al. 2001). Working across the science-policy boundary requires boundary organizations (Guston 1999) with accountability to both sides of the boundary, among other attributes. (Guston 1999; Clark et al. 2002). This paper provides a unique case study illustrating how there are clear advantages to collaborative science. Through the MMAS initiative, CI built accountability into both sides of the science-policy boundary primarily through having scientific projects fed through strong in-country partners and being folded into the work of ongoing conservation processes. This collaborative, boundary-spanning approach led to many advantages, including cost sharing, increased local responsiveness and input, better local capacity building, and laying a foundation for future conservation outcomes. In January 2006 the Maumee Remedial Action Plan (RAP) Committee submitted a State II Watershed Restoration Plan for the Maumee River Great Lakes Area of Concern (AOC) area located in NW Ohio to the State of Ohio for review and endorsement (MRAC, 2006). The plan was created in order to fulfill the requirements, needs and/or use of five water quality programs including: Ohio Department of Natural Resources (DNR) Watershed Coordinator Program; Ohio EPA Great Lakes RAP Program; Ohio DNR Coastal Non-point Source Pollution Control Program; Ohio EPA Total Maximum Daily Load Program; and US Fish & Wildlife Service Natural Resources Damage Program. The plan is intended to serve as a comprehensive regional management approach for all jurisdictions, agencies, organizations, and individuals who are working to restore the watershed, waterways and associated coastal zone. The plan includes: background information and mapping regarding hydrology, geology, ecoregions, and land use, and identifies key causes and sources for water quality concerns within the six 11-digit hydrological units (HUCs), and one large river unit that comprise the Maumee AOC. Tables were also prepared that contains detailed project lists for each major watershed and was organized to facilitate the prioritization of research and planning efforts. Also key to the plan and project tables is a reference to the Ohio DNR Coastal Management Measures that may benefit from the implementation of an identified project. The paper critically examines the trend in fish production in Nigeria. The problem of excessive mismanagement and lack of attention by relevant agencies are still common place in inland water bodies. The paper discusses these mismanagement practices which are non compliance with the existing rules and regulations on good fishing methods, uncontrollable, unorthodox and obnoxious fishing practices, destruction of the natural breeding grounds and the collapse of the fishery due to massive over fishing. The challenges posed by the fishing methods as well as the effect of different gears and mechanization of fishing crafts on fish production are discussed. The paper recommends ways to increase domestic fish production in inland water bodies, which include a well planned strategy of restocking the existing reservoirs after careful scientific study, enforcement of the existing laws and regulation based on community participation. Training of stakeholders on the code of practice for responsible fisheries (CPRF), extension of subsidies to fisher folks, the traditional practices, which encourage the adherence to close season and other fish conservation and utilization strategies, are also advocated

The involvement of communities with the assistance and support of government and non government organizations on the management of the coastal resources in Southern Thailand are discussed. The 3 most important resources, mangrove, seagrass and coral, create a complex coastal ecology. Several man-made activities causing the deterioration of this resources are also presented.

Consensus, compromise and cooperation. That was how more than 100 fishers reached agreement on how they would manage their own fishery in a small reservoir in northeastern Brazil. The long hard road that led to the agreement, the final congress in which fishers made minor history and the lessons that others may draw from the experience are described in this article. The fishers agreed on a nonfishing period of protected areas and a seasonal ban on certain nets in the face of a government department that told them the measures were non-building and essentially illegal.

This is a handbook about Chalk Rivers Nature Conservation and Management from March 1999 by the Water Research Centre and commissioned by English Nature and the Environment Agency, primarly provides an objective basis for formulating conservation strategies for relevant Site of Special Scientific Interest (SSSIs) and Special Areas of Conservation (SACs). It was also seen as being applicable to chalk rivers more generally and has increasingly been regarded as important to the work of the Biodiversity Action Plan Steering Group on chalk rivers, which is led by the Environment Agency. This report contains information on characteristic wildlife communities, their habitat requirements and the ecological impact of activities that are relevant to the chalk river environment. It provides guidance on setting management objectives, options for mitigating impacts, and measures for the maintaining and enhancing the river channel, riparian and floodplain areas associated. The term `chalk river’ is used to describe watercourses dominated by groundwater discharge from chalk geology, including those that flow over a range of non-chalk surface geologies at various points along their length. England contains numerous examples of this river type, located in and downstream of areas of outcropping chalk in the south, East Anglia and up into Lincolnshire and Yorkshire. Indeed, England has the major part of the chalk river resource of Europe. A number of chalk rivers have been designated as Sites of Special Scientific Interest (SSSIs) and English Nature and Environment Agency work drawing up joint conservation strategies.

This handbook provides detailed information for a wide range of legal instruments relevant to fisheries and fishworkers. It covers 114 legal instruments, categorized into the following seven themes: Theme I. Human Rights, Food Security, Women and Development. Theme II. Environment and Sustainable Development. Theme III. Oceans and Fisheries Management. Theme IV. Environmental Pollution Theme V. Fishing Vessels and Safety at Sea Theme VI. Labour Theme VII. Trade The handbook also includes the working of the instruments (decision-making bodies, monitoring and implementation agencies, periodicity of meetings, rules for participation in meetings of the decision-making bodies and implementation agencies for States and non-governmental organizations), regional instrument and agencies. Apart from being a ready reckoner to the instruments, it highlights the important sections of relevance to fisheries or small-scale fisheries and fishworkers. The companion CD-ROM provides the full texts of the instruments in a searchable database. The handbook will be useful for fishworker and non-governmental organizations, and also for researchers and others interested in fisheries issues.

The Indo-pacific panther grouper (Chromileptes altiveli) is a predatory fish species and popular imported aquarium fish in the United States which has been recently documented residing in western Atlantic waters. To date, the most successful marine invasive species in the Atlantic is the lionfish (Pterois volitans/miles), which, as for the panther grouper, is assumed to have been introduced to the wild through aquarium releases. However, unlike lionfish, the panther grouper is not yet thought to have an established breeding population in the Atlantic. Using a proven modeling technique developed to track the lionfish invasion, presented is the first known estimation of the potential spread of panther grouper in the Atlantic. The employed cellular automaton-based computer model examines the life history of the subject species including fecundity, mortality, and reproductive potential and combines this with habitat preferences and physical oceanic parameters to forecast the distribution and periodicity of spread of this potential new invasive species. Simulations were examined for origination points within one degree of capture locations of panther grouper from the United States Geological Survey Nonindigenous Aquatic Species Database to eliminate introduction location bias, and two detailed case studies were scrutinized. The model indicates three primary locations where settlement is likely given the inputs and limits of the model; Jupiter Florida/Vero Beach, the Cape Hatteras Tropical Limit/Myrtle Beach South Carolina, and Florida Keys/Ten Thousand Islands locations. Of these locations, Jupiter Florida/Vero Beach has the highest settlement rate in the model and is indicated as the area in which the panther grouper is most likely to become established. This insight is valuable if attempts are to be made to halt this potential marine invasive species
Mapping reef fish and the seascape: using acoustics and spatial modeling to guide coastal management

Reef fish distributions are patchy in time and space with some coral reef habitats supporting higher densities (i.e., aggregations) of fish than others. Identifying and quantifying fish aggregations (particularly during spawning events) are often top priorities for coastal managers. However, the rapid mapping of these aggregations using conventional survey methods (e.g., non-technical SCUBA diving and remotely operated cameras) are limited by depth, visibility and time. Acoustic sensors (i.e., splitbeam and multibeam echosounders) are not constrained by these same limitations, and were used to concurrently map and quantify the location, density and size of reef fish along with seafloor structure in two, separate locations in the U.S. Virgin Islands. Reef fish aggregations were documented along the shelf edge, an ecologically important ecotone in the region. Fish were grouped into three classes according to body size, and relationships with the benthic seascape were modeled in one area using Boosted Regression Trees. These models were validated in a second area to test their predictive performance in locations where fish have not been mapped. Models predicting the density of large fish (≥29 cm) performed well (i.e., AUC = 0.77). Water depth and standard deviation of depth were the most influential predictors at two spatial scales (100 and 300 m). Models of small (≤11 cm) and medium (12–28 cm) fish performed poorly (i.e., AUC = 0.49 to 0.68) due to the high prevalence (45–79%) of smaller fish in both locations, and the unequal prevalence of smaller fish in the training and validation areas. Integrating acoustic sensors with spatial modeling offers a new and reliable approach to rapidly identify fish aggregations and to predict the density large fish in un-surveyed locations. This integrative approach will help coastal managers to prioritize sites, and focus their limited resources on areas that may be of higher conservation value.

This report, "Harmful Algal Bloom Management and Response: Assessment and Plan" reviews and evaluates Harmful Algal Bloom (HAB) management and response efforts, identifies current prevention, control, and mitigation programs for HABs, and presents an innovative research, event response, and infrastructure development plan for advancing the response to HABs. In December 2004, Congress enacted and the President signed into law the Harmful Algal Bloom and Hypoxia Amendments Act of 2004, (HABHRCA 2004). The reauthorization of HABHRCA acknowledged that HABs are one of the most scientifically complex and economically damaging coastal issues challenging our ability to safeguard the health of our Nation’s coastal ecosystems. The Administration further recognized the importance of HABs as a high priority national issue by specifically calling for the implementation of HABHRCA in the President’s U.S. Ocean Action Plan. HABHRCA 2004 requires four reports to assess and recommend research programs on HABs in U.S. waters. This document comprises two linked reports specifically aimed at improving HAB management and response: the Prediction and Response Report and the follow-up plan, the National Scientific Research, Development, Demonstration, and Technology Transfer (RDDTT) Plan on Reducing Impacts from Harmful Algal Blooms. This document was prepared by the Interagency Working Group on Harmful Algal Blooms, Hypoxia, and Human Health, which was chartered through the Joint Subcommittee on Ocean Science and Technology of the National Science and Technology Council and the Interagency Committee on Ocean Science and Resource Management Integration. This report complements and expands upon HAB-related priorities identified in Charting the Course for Ocean Science in the United States for the Next Decade: An Ocean Research Priorities Plan and Implementation Strategy, recently released by the Joint Subcommittee on Ocean Science and Technology. It draws from the contributions of numerous experts and stakeholders from federal, state, and local governments, academia, industry, and non-governmental organizations through direct contributions, previous reports and planning efforts, a public comment period, and a workshop convened to develop strategies for a HAB management and response plan. Given the importance of the Nation’s coastal ocean, estuaries, and inland waters to our quality of life, our culture, and the economy, it is imperative that we move forward to better understand and mitigate the impacts of HABs which threaten all of our coasts and inland waters. This report is an effort to assess the extent of federal, state and local efforts to predict and respond to HAB events and to identify opportunities for charting a way forward.

Electrophoretic and serological studies of foot muscle protein of three species of Cerithiacea (Telescopium telescopium, Cerithidea fluviatilis and C. obtusum) were carried out to understand their relationships. Living specimens were collected from mud flats and mangrove swamps off Portonovo. Polyacrylamide electrophoresis of proteins from foot muscle extract of T. telescopium, C. fluviatilis and C. obtusum showed that the former had a different densitometric profile as well as more number of protein bands; but the later two species showed a closer related pattern as well as lesser number of protein bands. At the same time these two species are distinguished from each other in their total number of bands and Rf values. Immunological studies using micro-Ouchterlony double diffusion tests which absorbed antiserum indicated that C. fluviatilis and C. obtusum were more closely related as revealed by an identity reactions than T. telesopium as shown by non-identity reactions. Results are discussed in relation to ecological and morphological adaptations

We examined socio-economic variables that contribute to malnutrition in selected communities in the Lake Victoria basin during 2001. The study was carried out in nine districts and hinterland communities up to 25 km awayfrom the beach were used as the reference population. The main variables examined were: feeding habits, income and intra-household food distribution and living standards. Others included disease and health, sanitation and hygiene, childcare and mothers' age and workload, weaning practices, agricultural production and food availability, care during pregnancy and food taboos.

The fish stocks of Lake Albert face immense exploitation pressure which has led to “fishingdown” of their fisheries, with some larger species having been driven to near-extinction, while others such as Citharinus citharus have almost disappeared. Both A. baremose (Angara) and H. forskahlii (Ngassia) historically formed the most important commercial species in Lake Albert until the early 2000s but recent Catch Assessment Surveys (2007-2013) revealed a sweeping decline in their contribution to the commercial catch from 72.7% in 1971 to less than 6% in 2013. The catch per unit effort also registered a two-fold decline from 45.6 and 36.1 kg/boat/day to 22.6 and 18.1 kg/boat/day for A. baremose and H. forskahlii respective between 1971 and 2007. Over 50% of illegal gillnets, below the legal minimum limit of four inches (101.6 mm) used on Lake Albert target the two species. Gillnet experiments found the three inch (76.2 mm) gill net mesh size suitable for sustained harvest of the two species. The study concludes that optimal utilization of the two species and probably other non target fish species is achievable through species specific management strategies, coupling species specific licensing, and controlling harvest of juvenile individuals, overall fishing effort and fish catch on Lake Albert and protecting the vulnerable fish habitats.

Prior to introduction of non-native fish species into Lakes Victor i a, Kyoga and Nabugabo, the three lakes suppor ted diverse fish fauna representing 13 families consisting of six cichlid genera and fifteen non-cichlid genera. There were about 50 non-cichlid species and over 300 cichlids consisting of mainly haplochromines (Graham 1929, worthington 1929, Greenwood 1960). Many of the species were commercially and scientifically important and provided a rich variety of protein source to choose from. Following introduction of the Nile perch and several tilapiines species, most of the native species were drastically reduced and some have apparently disappeared. The few remaining species appear to be restricted in distribution due to the presence of the Nile perch. They are mainly confined to refugia such as marginal macrophytes, rocky outcrops and small satellite lakes which are separated from the areas of introduction by swamps

An overview of the biology and ecology of some of the constantly less important commercial species is given below. These included Bagrus docmac, Clarias gariepinus, Protopterus aethiopicus, Labeo victorianus, Barbus spp, Mormyrids, Synodontis spp, and Schilbe intermedius. The stocks of most of these species declined due to over-exploitation and introduction of non-native fishes especially Nile perch. A few of these taxa still survive in the main lake and others in satellite lakes. The current status of these species in the Victoria lake basin is not known but the available information provided some information on some habitat and other requirements of some of these originally important species of the Victoria lake basin.
