A review article which discusses the ecology and management of common water plants in lowland streams, with an introduction containing a review of previous studies on the subject. The article covers the significance of seasonal growth, the significance of stand structure (particularly in relation to hydraulic resistence), an assessment of current river management, improvements to plant management techniques (in relation to cutting), and alternatives to the traditional techniques of river plant management. There are a number of accompanying figures.

This paper summarizes current information on the American shad, Alosa sapidissima, and describes the species and its fishery. Emphasis is placed on (1) life history of the fish, (2) condition of the fishery by State and water areas in 1960 compared to 1896 when the last comprehensive description was made, (3) factors responsible for decline in abundance, and (4) management measures. The shad fishery has changed little over the past three-quarters of a century, except in magnitude of yield. Types of shad-fishing gear have remained relatively unchanged, but many improvements have been made in fishing techniques, mostly to achieve economy. In 1896 the estimated catch was more than 50 million pounds. New Jersey ranked first in production with about 14 million pounds, and Virginia second with 11 million pounds. In 1960 the estimated catch was slightly more than 8 million pounds. Maryland ranked first in production with slightly more than 1.5 million pounds, Virginia second with slightly less than 1.4 million pounds, and North Carolina third with about 1.3 million pounds. Biological and economic factors blamed for the decline in shad abundance, such as physical changes in the environment, construction of dams, pollution, over-fishing, and natural cycles of abundance, are discussed. Also discussed are methods used for the rehabilitation and management of the fishery, such as artificial propagation, installation of fish-passage facilities at impoundments, and fishing regulations. With our present knowledge, we can manage individual shad populations; but, we probably cannot restore the shad to its former peak of abundance.

The European grayling, Thymallus thymallus, is a highly under-rated freshwater fish, particularly in the United Kingdom. As such, little scientific research has been conducted on its biology, ecology or specific management plans, in comparison to the related species, salmon, Salmo salar L. and brown trout, Salm.o trutta trutta L. or the nearest relative to T. thymallus, the Arctic grayling, Thymallus arcticus (Walbaum), whose life history has been well documented in view of its high ranking by anglers, as a game fish. However, the importance of sound scientific research cannot be over stressed for this species, which can potentially provide an excellent fishery and source of income in salmonid depauparate rivers. The aim of this report therefore, is to review all available information on the biology, ecology and management of the European grayling, T. thymallus, incorporating findings for T. arcticus to bridge subjects where the literature is scarce, and propose management strategies for T. thymallus in the United Kingdom, bridge subjects where the literature is scarce, and propose management strategies for T. thymallus in the UK.

Sustainability of benefits from capture fisheries has been a concern of fisheries scientists for a long time. The development of fisheries management models reflects the historical debate (from maximum sustainable yield to maximum economic yield, and so on) of what benefits are valued and need to be sustained. Social and anthropological research needs an increased emphasis on bio-socioeconomic models to effectively determine directions for fisheries management.

In both developed and developing countries, there is increased competition for water resources, resulting in deficiencies in supply and in various forms of pollution. In developing countries, the nutritional potential of aquatic resources is very important. To realize this potential, integrated research and management for sustainable water resource use are needed. This requires a sound understanding of the structure and function of aquatic ecosystems. A programme is presented which stresses the interrelationships of the physical, chemical and biological components of aquatic systems and their catchments. The programme consists of 16 stages in 5 phases, which are as follows: System description; System functioning and modelling; Resource assessment/dynamics; Resource potential; and, Resource utilization for sustainability. This programme enables workers within different disciplines to identify how their expertise contributes to the overall research requirements to support resource development.

This paper presents an evaluation of the 15-week course on Training in Fisheries Planning and Management being offered at the University of Namibia since 1991. This course includes instruction in fisheries technology, fisheries biology, fisheries law and law of the sea, fisheries economics, fisheries sociology, environment impact assessment, planning and management, the logical framework approach to planning and computer literacy. The participats in the course have rated the various elements in a range of 2.9 to 4.7 out of a maximum of 5 points.

This contribution gives an overview of the fisheries in the Central Delta of the Niger River (Mali) and highlights the results of a multidisciplinary research and management program conducted in the area to assess the status of the fisheries and improve their management. The importance of multidisciplinary approaches is emphasized to fully elaborate the problems impacting fisheries and the measures for their resolution. Directions for increased decentralization, participation of fishers and ecosystem preservation for improved management of the Central Delta fisheries are briefly discussed.

This paper assesses the costs and benefits of a proposed project for restocking sandfish (Holothuria scabra) in Khanh Hoa Province, Vietnam. It identifies the key stakeholders, institutional framework, management and financing required for its implementation. The recommended management strategy includes a 50 percent harvest at optimum size. Limiting the number of boats fishing an area, possibly through licensing, can control the number of sandfish removed. The easiest way to prevent harvesting of undersized sandfish is to control the size of processed sandfish from processors. The potential benefits of restocking are shown by the rapid changes in selected indicators, particularly the net present value, the internal rate of return, and the benefit-cost ratio. Probability analysis is used to estimate the uncertainties in the project calculations. Based on a conservative estimate, the restocking of sandfish is expected to be profitable, although cost-benefit analyses are sensitive to the survival of restocked sandfish and their progeny, and the number of boats fishing for sandfish in the release area.

The highly productive fisheries of Kerala, India, are suffering from overexploitation. Use of unsuitable fishing gears that result in a high level of wasteful bycatch and destruction of egg bearing and juvenile fish should be controlled. This paper makes some suggestions for monitoring and conservation of the fisheries in Kerala.

The Zhoushan fishing area contains the Zhoushan archipelagos, whose population is nearly 1 million, including over 300,000 fishermen. A detailed account is given of the environment and its resources; there are more than 300 species of fish, over 60 species of shrimp, more than 10 species of crab and more than 50 species of algae in the area. The history of fishery development in the area is described, outlining motorization, technology, and education. Various regulations and management activities, implemented in the 1980s, are highlighted.

We summarize the life history characteristics of silvergray rockfish (Sebastes brevispinis) based on commercial fishery data and biological samples from British Columbia waters. Silvergray rockfish occupy bottom depths of 100−300 m near the edge of the continental shelf. Within that range, they appear to make a seasonal movement from 100−200 m in late summer to 180−280 m in late winter. Maximum observed age in the data set was 81 and 82 years for females and males, respectively. Maximum length and round weight was 73 cm and 5032 g for females and 70 cm and 3430 g for males. The peak period of mating lasted from December to February and parturition was concentrated from May to July. Both sexes are 50% mature by 9 or 10 years and 90% are mature by age 16 for females and age 13 years for males. Fecundity was estimated from one sample of 132 females and ranged from 181,000 to 1,917,000 oocytes and there was no evidence of batch spawning. Infection by the copepod parasite Sarcotaces arcticus appears to be associated with lower fecundity. Sexual maturation appears to precede recruitment to the trawl fishery; thus spawning stock biomass per recruit analysis (SSB/R) indicates that a F50% harvest target would correspond to an F of 0.072, 20% greater than M (0.06). Fishery samples may bias estimates of age at maturity but a published meta-data analysis, in conjunction with fecundity data, independently supports an early age of maturity in relation to recruitment. Although delayed recruitment to the fishery may provide more resilience to exploitation, managers may wish to forego maximizing economic yield from this species. Silvergray rockfish are a relatively minor but unavoidable part of the multiple species trawl catch. California's red sea urchin, Strongylocentrotus franciscanus, catch peaked at 23,577 metric tons (t) in 1988. Since then, catches and CPUE have trended downward at different rates in northern and southern California, with 10,086 t landed statewide in 1995. West coast sea urchin catches and CPUE from British Columbia, Can., to Baja California, Mex., have generally declined during this period which followed a decade of rapid fishery expansion. This expansion was in response to increasing demand from Japan fueled by rising prices based largely on a more favorable export currency exchange rate. West coast stock assessment methods have been based on integrating a combination of fisheries dependent data and population surveys into models at various levels of complexity. California management policy has centered on technical measures such as size limits and seasonal closures and has been largely ineffective in stabilizing declining catches.
