The STREAM Initiative has been working with issues relating to livelihoods, policy and institutional development and communications throughout Asia-Pacific. Recently this has included work in India with indigenous communities supporting people to have a voice in policy making processes. There appear to be some parallels between this work and the objectives of Kimberley Aquaculture Aboriginal Corporation (KAAC) and also the Agriculture Fisheries and Forestry Australia (AFFA) Indigenous Aquaculture Unit (IAU), National Aquaculture Development Strategy for Indigenous Communities in Australia. Solomon Islands has recently developed substantial policy aiming to support inshore fisheries management, conservation, climate change adaptation and ecosystem approaches to resource management. A large body of experience in community based approaches to management has developed but “upscaling” and particularly the implementation of nation-wide approaches has received little attention so far. With the emerging challenges posed by climate change and the need for ecosystem wide and integrated approaches attracting serious donor attention, a national debate on the most effective approaches to implementation is urgently needed. This report discusses potential implementation of “a cost-effective and integrated approach to resource management that is consistent with national policy and needs” based on a review of current policy and institutional structures and examination of a recent case study from Lau, Malaita using stakeholder, transaction and financial cost analyses.

The Oxbow Lakes Small Scale Fishermen Project in western Bangladesh is primarily a Social Fisheries Project. The project aims at self-management of the Oxbow lakes fishing and fish farming by members of the local communities and the sharing of the benefits in an equitable manner. Project emphasis is on social and institutional aspects of the community water resource management and on improving the fish yields through better fisheries practices.

There are many similarities, and some differences, between community-based coastal resource management (CBCRM) and co-management. When CBCRM is considered an integral part of co-management, there is a new category of co-management which can be called community-based co-management. Community-based co-management is people-centered, community-oriented, resources-based and partnership-based. The implementation of community-based co-management has four components: resources management, community and economic development, capability building, and institutional support.

This report presents the findings and recommendations of a strategic planning mission to reevaluate the feasibility of WorldFish implementing a fish value chain research program in Uganda under the CGIAR Research Program on Livestock and Fish (L&F). The over-arching goal of L&F is to increase productivity of small-scale livestock and fish systems so as to increase availability and affordability of meat, milk and fish for poor consumers and, in doing so, to reduce poverty through greater participation by the poor along animal source food value chains. This will be achieved by making a small number of carefully selected animal source food value chains function better, for example by identifying and addressing key constraints and opportunities (from production to consumption), improving institutional arrangements and capacities, and supporting the establishment of enabling pro-poor policy and institutional environments.

The objective of the current report produced for the CGIAR Research Program on Aquatic Agricultural Systems (AAS) is to provide basic information on key constraints driving poverty and vulnerability in aquatic agricultural systems in the Tonle Sap region in Cambodia. Six objectives and corresponding research themes are included in the program: sustainable increases in productivity; equitable access to markets; resilience and adaptive capacity; empowering policies and institutions; reduced gender disparity; and expanded benefits for the resource-poor. In this report, the authors review the main aquatic agricultural systems (status, specific policies and strategies, interventions, challenges, and options), then review the main drivers of change. This leads to an identification of plans and strategies important to AAS, with a particular focus on perspectives, gaps and opportunities in national policies, community engagement, increased benefits, adaptive capacity, and gender. This review, of potential interest to decision makers and all development partners, leads to conclusions and recommendations aimed at policymakers and institutional as well as private investors in development.

The inadequate planning and inefficient management of coastal aquaculture has resulted into serious socioeconomic consequences. These are the displacement of rural communities which traditionally depended on mangroves due to large-scale mangrove conversion for shrimp and fish farming, land subsidence caused by excessive pumping of groundwater for use in aquaculture, financial losses due to disease outbreaks, and public health consequences due to red tide. In order to maximize the socioeconomic benefits of coastal aquaculture the adoption of the principles of sustainable development is recommended. Sustainable development is the management and conservation of natural resource base and the orientation of technological and institutional change in such a manner to ensure the attainment and continued satisfaction of human needs for present and future generations.
