From the 1940s until 2003, portions of the island of Vieques, a municipality within the Commonwealth of Puerto Rico, were used by the US Navy as a base and training facility, resulting in development and zoning history that differ in comparison to other Caribbean islands. The majority of former Navy lands are now under the jurisdiction of the Department of the Interior’s Fish and Wildlife Service as a National Wildlife Refuge, while a smaller percentage of land was transferred to the Vieques municipality and the Puerto Rico Conservation Trust. An analysis of the distribution and status of the marine resources is timely in light of the recent land transfer, increases in development and tourism, and potential changes in marine zoning around the island. To meet this need, NOAA’s Biogeography Branch, in cooperation with the Office of Response and Restoration and other local and regional partners, conducted Part I of an ecological characterization to integrate historical data and research into a synthesis report. The overall objective of this report is to provide resource managers and residents a comprehensive characterization of the marine resources of Vieques to support research, monitoring, and management. For example, knowledge of the spatial distribution of physical features, habitats, and biological communities is necessary to make an informed decision of the establishment and placement of a marine protected area (MPA). The report is divided into chapters based on the physical environment (e.g., climate, geology, bathymetry), habitat types (e.g., reefs and hardbottom, seagrasses, mangroves) and major faunal groups (e.g. fish, turtles, birds). Each section includes five subsections: an overview, description of the relevant literature, methods of analysis, information on the distribution, status and trends of the particular resource, and a discussion of ecological linkages with other components of the Vieques marine ecosystem and surrounding environment. The physical environment of Vieques is similar to other islands within the Greater Antilles chain, with some distinctions. The warm, tropical climate of Vieques, mediated by the northeasterly trade winds, is characterized by a dry season (December-April) and a rainy season (May-November), the latter of which is characterized by the occasional passage of tropical cyclones. Compared to mainland Puerto Rico, Vieques is characterized by lower elevation, less annual precipitation, and higher average temperatures. The amount of annual precipitation also varies spatially within Vieques, with the western portion of the island receiving higher amounts of rainfall than further east. While the North Equatorial Current dominates the circulation pattern in the Greater Antilles region, small scale current patterns specific to Vieques are not as well characterized. These physical processes are important factors mitigating the distribution and composition of marine benthic habitats around Vieques. In general, the topography of Vieques is characterized by rolling hills. Mt. Pirata, the tallest point at 301 m, is located near the southwest coast. In the absence of island wide sedimentation measurements, information on land cover, slope, precipitation, and soil type were used to estimate relative erosion potential and sediment delivery for each watershed. While slope and precipitation amount are the primary driving factors controlling runoff, land use practices such as urban development, military activity, road construction, and agriculture can increase the delivery of pollution and sediments to coastal waters. Due to the recent land transfer, increased development and tourism is expected, which may result in changes in the input of sediments to the coastal environment.

This is a report to the California Department of Parks and Recreation. It describes water quality and aquatic invertebrate monitoring after the construction of the Carmel River Lagoon Enhancement Project. Included are data that have been collected for two years and preliminary assessment of the enhanced ecosystem. This report marks the completion of 3-years of monitoring water quality and aquatic habitat. The report adopts the same format and certain background text from previous years’ reporting by the same research group (e.g. Larson et al., 2005). (Document contains 100 pages)

In summer and fall 2004, the California Department of Parks and Recreation (DPR) initiated the Carmel River Lagoon Enhancement Project. The project involved excavation of a dry remnant Arm of the lagoon and adjacent disused farmland to form a significant new lagoon volume. The intention was to provide habitat, in particular, for two Federally threatened species: the California Red-Legged Frog, and the Steelhead Trout (South Central-Coastal California Evolutionary Significant Unit). DPR contracted with the Foundation of California State University Monterey Bay (Central Coast Watershed Studies Team, Watershed Institute) to monitor water quality and aquatic invertebrates in association with the enhancement, and to attempt to monitor steelhead using novel video techniques. The monitoring objective was to assess whether the enhancement was successful in providing habitat with good water quality, adequate invertebrate food for steelhead, and ultimately the presence of steelhead. Ground-water is not widely used in Baker County, but the presence of a high equipotential area in the artesian system beneath the County made it necessary that the resource be understood insofar as this high affected the ground-water resources of Nassau and Duval counties which were being intensively studied and mapped. The method and rates of movement of ground-water from one point to another in the artesian aquifer are understood more fully by use of the data in this report. (PDF contains 30 pages)

Diking and holding water on salt marshes ("impounding" the marsh) is a management technique used on Merritt Island National Wildlife Refuge (MINWR) and elsewhere in the Southeast to: a) prevent the reproduction of saltmarsh mosquitos, and b) attract wintertering waterfowl and other marsh, shore, and wading birds. Because of concern that diking and holding water may interfere with the production of estuarine fish and shellfish, impoundment managers are being asked to consider altering management protocol to reduce or eliminate any such negative influence. How to change protocol and preserve effective mosquito control and wildlife management is a decision of great complexity because: a) the relationships between estuarine organisms and the fringing salt marshes at the land-water interface are complex, and b) impounded marshes are currently good habitat for a variety of species of fish and wildlife. Most data collection by scientists and managers in the area has not been focused on this particular problem. Furthermore, collection of needed data may not be possible before changes in protocol are demanded. Therefore, the purpose of this document is two-fold: 1) to suggest management alternatives, given existing information, and 2) to help identify research needs that have a high probability of leading to improved simultaneous management of mosquitos, waterfowl, other wildlife, freshwater fish, and estuarine fish and shellfish on the marshland of the Merritt Island National Wildlife Refuge. Charlotte, De Soto, and Hardee counties are east-southeast of Tampa in west-central peninsular Florida, figure 1. In order to plan the future water-resource development of the area, information about the water resources is needed. To meet this need, the Water Resources Division of the U.S. Geological Survey, in cooperation with the Peace River Basin Board of the Southwest Florida Water Management District as part of the statewide cooperative program with the Division of Geology, Florida Board of Conservation, began a continuing hydrologic data collection program in July, 1963, as an initial step in the investigation and evaluation of the groundwater resources of Hardee and De Soto counties. A similar hydrologic data program commenced in Charlotte County in July, 1964. Previous work in Hardee and De Soto counties included a one year reconnaissance by the Division of Water Resources and Conservation, Florida Board of Conservation, which concluded in June, 1963, and resulted in a hydrologic report (Woodard, 1964). As an outgrowth of the hydrologic data program, a Map Series report portraying the chemical character of water in the Floridan aquifer in the southern Peace River basin was prepared in 1967 (Kaufman and Dion). The data contained herein constitute the basis for the Map Series report. Additional selected data, including records of wells and chemical analyses,, on the ground-water resources of the three county area are also included and are published to make the data available. The Vancouver Lake warmwater fish population was sampled during the fall of 1998. Vancouver Lake is a large lake, connected directly to the Columbia River through the Lake River to the north and the constructed flushing channel on the eastern shore. A total of 16 species of fish were encountered, mostly warmwater game fish with a few seasonal visitors. The lake has suffered from water quality problems, and during the 1970s, it was dredged, and a channel was created to aid in increasing the water turnover rate, effectively connecting both ends of the lake to the Columbia River. As there is direct access to the Columbia River, managing this lake as a closed system may prove difficult. It is of our opinion that it may be a more effective use of resources to increase the anglers access to the available resources through providing improved boat launch access, and fish habitat structure throughout the lake. Additionally, educating the public about the how-to's of common carp angling could possibly open up additional resources not commonly utilized by the public. (Document pdf contains 38 pages)

Salt-water encroachment is undoubtedly the problem of most concern to users of ground water in Florida. This is a problem in many coastal areas where water levels are lowered excessively by heavy pumping. It is a problem also in some inland areas where the water-bearing formations contain salty water at relatively shallow depths. Among the coastal areas where wells have become contaminated with salt water are Pinellas County and the Miami area of Dade County. Inland areas where wells are likely to become contaminated with salt water include Seminole County and the southwestern part of Volusia County. The purpose of the investigation is to make a detailed study of the geology and ground-water resources of the county with special emphasis on the problems associated with declining water levels and salt-water contamination. A large part of western Manatee County is devoted to the growing of winter vegetables and citrus fruits. As in most of peninsular Florida, rainfall in the county during the growing season is not sufficient for crop production and large quantites of artesian water are used for irrigation. The large withdrawals of artesian water for irrigation result in a considerable decline of the artesian head in the western part of the county. This seasonal decline of the artesian head has become larger as the withdrawal of artesian water has increased. The lowering of the fresh-water head in some coastal areas in the State has resulted in an infiltration of sea water into the water-bearing formations. The presence of salty water in the artesian aquifer in parts of the coastal area of Manatee County indicates that sea water may also have entered the waterbearing formations in this area as a result of the decline of artesian pressure during the growing season. The purpose of the investigation is to make a detailed study of the geology and ground-water resources of the county, primarily to determine whether salt-water encroachment has occurred or is likely to occur in the coastal area. Because the Stuart area is, at times, surrounded on three sides by saline water, the underlying fresh-water aquifer is vulnerable to salt-water encroachment. With progressively larger withdrawals of ground water for public and private supplies, the possibility of salt-water contamination of freshwater supplies is increased. (PDF contains 51 pages.)

In the area of this investigation a partial inventory was made of the estimated 2,000 existing wells to obtain information on location, depth, and yield of representative wells. Also, data were obtained on the quality of water from the various aquifers, and on the fluctuation of water levels in certain wells in the Floridan aquifer. The hydraulic characteristics of the Floridan aquifer at several sites were determined by means of pumping tests. (PDF has 80 pages.)

The principal sources of surface-water supplies inBaker County are the St. Marys River and its tributaries. However, the flow of many of the small tributaries is intermittent, and without storage they are not dependable sources of supply during sustained periods of deficient rainfall. Of the six stream-gaging stations in Baker County for which complete records are available, one has been in operation for 31 years and provides a long-term record upon which to base correlative estimates for extending the short-term records at the other stations. All available streamflow data to 1957 have been summarized in graphic or tabular form. The hydrologic balance between minimum streamflows and increased evaporation losses afforded by potential shallow reservoirs provides design criteria for determining the maximum surface area of effective reservoir that can be created at a selected site within Baker County. This information has been presented in graphic and tabular form in the report. (PDF has 37 pages.)
