The 19th Annual Symposium on Sea Turtle Biology and Conservation was the largest to date. The beautiful venue was the South Padre Island Convention Centre on South Padre Island, Texas from March 2-6, 1999. Key features of the 19th were invited talks on the theme The Promise, the Pain, and the Progress of 50 years of Sea Turtle Research and Conservation, a mini-symposium on the Kemp's ridley and an increased emphasis on high quality poster sessions. Hosts for the meeting included Texas A&M University, the Texas Sea Grant College Program, The Gladys Porter Zoo and Sea Turtle, Inc. Co-sponsors included the National Marine Fisheries Service-Southeast Fisheries Science Center, the National Marine Fisheries Service-Protected Resources Branch, Padre Island National Seashore and the U.S. Fish and Wildlife Service. With the assistance of Jack Frazier, we were fortunate to obtain a $30,000 grant from the David and Lucile Packard Foundation. This grant provided travel support to 49 individuals from 24 nations who presented a total of 50 presentations. (PDF contains 309 pages)

An assessment of the status of the Atlantic stock of red drum is conducted using recreational and commercial data from 1986 through 1998. This assessment updates data and analyses from the 1989, 1991, 1992 and 1995 stock assessments on Atlantic coast red drum (Vaughan and Helser, 1990; Vaughan 1992; 1993; 1996). Since 1981, coastwide recreational catches ranged between 762,300 pounds in 1980 and 2,623,900 pounds in 1984, while commercial landings ranged between 60,900 pounds in 1997 and 422,500 pounds in 1984. In weight of fish caught, Atlantic red drum constitute predominantly a recreational fishery (ranging between 85 and 95% during the 1990s). Commercially, red drum continue to be harvested as part of mixed species fisheries. Using available length-frequency distributions and age-length keys, recreational and commercial catches are converted to catch in numbers at age. Separable and tuned virtual population analyses are conducted on the catch in numbers at age to obtain estimates of fishing mortality rates and population size (including recruitment to age 1). In tum, these estimates of fishing mortality rates combined with estimates of growth (length and weight), sex ratios, sexual maturity and fecundity are used to estimate yield per recruit, escapement to age 4, and static (or equilibrium) spawning potential ratio (static SPR, based on both female biomass and egg production). Three virtual analysis approaches (separable, spreadsheet, and FADAPT) were applied to catch matrices for two time periods (early: 1986-1991, and late: 1992-1998) and two regions (Northern: North Carolina and north, and Southern: South Carolina through east coast of Florida). Additional catch matrices were developed based on different treatments for the catch-and-release recreationally-caught red drum (B2-type). These approaches included assuming 0% mortality (BASEO) versus 10% mortality for B2 fish. For the 10% mortality on B2 fish, sizes were assumed the same as caught fish (BASEl), or positive difference in size distribution between the early period and the later period (DELTA), or intermediate (PROP). Hence, a total of 8 catch matrices were developed (2 regions, and 4 B2 assumptions for 1986-1998) to which the three VPA approaches were applied. The question of when offshore emigration or reduced availability begins (during or after age 3) continues to be a source of bias that tends to result in overestimates of fishing mortality. Additionally, the continued assumption (Vaughan and Helser, 1990; Vaughan 1992; 1993; 1996) of no fishing mortality on adults (ages 6 and older), causes a bias that results in underestimates of fishing mortality for adult ages (0 versus some positive value). Because of emigration and the effect of the slot limit for the later period, a range in relative exploitations of age 3 to age 2 red drum was considered. Tuning indices were developed from the MRFSS, and state indices for use in the spreadsheet and FADAPT VPAs. The SAFMC Red Drum Assessment Group (Appendix A) favored the FADAPT approach with catch matrix based on DELTA and a selectivity for age 3 relative to age 2 of 0.70 for the northern region and 0.87 for the southern region. In the northern region, estimates of static SPR increased from about 1.3% for the period 1987-1991 to approximately 18% (15% and 20%) for the period 1992-1998. For the southern region, estimates of static SPR increased from about 0.5% for the period 1988-1991 to approximately 15% for the period 1992-1998. Population models used in this assessment (specifically yield per recruit and static spawning potential ratio) are based on equilibrium assumptions: because no direct estimates are available as to the current status of the adult stock, model results imply potential longer term, equilibrium effects. Because current status of the adult stock is unknown, a specific rebuilding schedule cannot be determined. However, the duration of a rebuilding schedule should reflect, in part, a measure of the generation time of the fish species under consideration. For a long-lived, but relatively early spawning, species as red drum, mean generation time would be on the order of 15 to 20 years based on age-specific egg production. Maximum age is 50 to 60 years for the northern region, and about 40 years for the southern region. The ASMFC Red Drum Board's first phase recovery goal of increasing %SPR to at least 10% appears to have been met. (PDF contains 79 pages)

The Second National Workshop on Marine Mammal Research and Monitoring in the National Marine Sanctuaries was held on 28 November 1999 in Maui, Hawaii. The workshop preceded the Thirteenth Biennial Conference on the Biology of Marine Mammals, and provided an opportunity to review and promote marine mammal research and monitoring in the National Marine Sanctuaries (NMS). The purpose of the workshop was to bring together researchers and sanctuary staff and to improve marine mammal research and monitoring throughout the sanctuaries. Discussion topics included: potential multi-sanctuary projects, sources of funding for multi-sanctuary projects, services and equipment for researchers through the sanctuaries, consolidating small levels of funding, help in funding and support for writing up data, publishing documents in Technical Memoranda, and letters of support. Representatives from the NMS national office and nine sanctuaries provided participants with overviews of marine mammal research within the sanctuaries. Presentations were also given by representatives from the National Marine Fisheries Service’s Permits and Health and Stranding programs. During the breakout working groups, there were several comments and suggestions consistent among each of the groups to improve marine mammal research. Each group emphasized the need to improve communication among researchers and to better share data. These suggestions included web-based information networks, advisory panels, and workshops. Regionally based research projects were also emphasized. In order to best study marine mammal populations, collaborative studies must take place throughout multiple sanctuaries. In order to achieve these large scale studies, funding and staffing must be directed towards these studies and distributed among each of the sanctuaries so that they may all be able to have the staffing, equipment, and vessels necessary to achieve a collaborative, ecosystem-based, regional marine mammal monitoring program. It will take several years to achieve all of the suggestions from the workshop, but thanks to the workshop participants, the National Marine Sanctuary Program has begun to direct marine mammal research and monitoring in order to achieve the goals of the workshop. This document provides a summary of the workshop with a focus on key points/main issues. We have included contact information intended to encourage continued collaboration among the individuals and organizations represented at the 1999 Marine Mammal Research and Monitoring in the National Marine Sanctuaries Workshop. Market squid (Loligo opalescens) plays a vital role in the California ecosystem and serves as a major link in the food chain as both a predator and prey species. For over a century, market squid has also been harvested off the California coast from Monterey to San Pedro. Expanding global markets, coupled with a decline in squid product from other parts of the world, in recent years has fueled rapid expansion of the virtually unregulated California fishery. Lack of regulatory management, in combination with dramatic increases in fishing effort and landings, has raised numerous concerns from the scientific, fishing, and regulatory communities. In an effort to address these concerns, the National Oceanic and Atmospheric Administration’s (NOAA) Channel Islands National Marine Sanctuary (CINMS) hosted a panel discussion at the October 1997 California Cooperative Oceanic and Fisheries Investigations (CalCOFI) Conference; it focused on ecosystem management implications for the burgeoning market squid fishery. Both panel and audience members addressed issues such as: the direct and indirect effects of commercial harvesting upon squid biomass; the effects of harvest and the role of squid in the broader marine community; the effects of environmental variation on squid population dynamics; the sustainability of the fishery from the point of view of both scientists and the fishers themselves; and the conservation management options for what is currently an open access and unregulated fishery. This document is in Spanish. El capítulo 1 concentra información sobre los volúmenes de producción obtenidos en la fase primaria de la actividad (captura y acuacultura). Las variables manejadas son: producción por principales especies, destino de consumo, litoral y entidad federativa, acuacultura, así como el valor de lo explotado o cultivado a precios de productor (precio en playa); al final se incorpora un conjunto de cuadros con series históricas de producción, desglosadas por principales pesquerías, litorales y entidades. En el capítulo 2 se presentan estadísticas sobre la transformación o industrialización de productos pesqueros. Sus indicadores más representativos se refieren a materia prima procesada y producción obtenida. desagregándola por entidad federativa y principales líneas de producción, es decir, congelado, enlatado, reducción (elaboración de harina de pescado y aceites) y otros procesos. El capítulo 3 contiene las estadísticas sobre la fase de la comercialización y consumo de los productos provenientes de la pesca: disponibilidad, consumo (aparente y per-cápita), precios y balanza comercial pesquera, incluyendo series históricas sobre estos mismos indicadores. Enseguida, en el capítulo 4, se· da a conocer información acerca de los principales activos disponibles en el sector, esto es, flota, planta industrial, instalaciones portuarias, granjas acuícolas comerciales y centros de acuacultura. De igual manera, aparecen las cifras de los empleos generados por la actividad, las organizaciones sociales pesqueras y su membresía, como también los créditos otorgados al sector por la banca de desarrollo. El capítulo 5 resume información sobre las Normas Oficiales Mexicanas (NOM) vigentes y proyectos de I'JOM que conciernen a la actividad pesquera, así como de las vedas que se aplican en las diferentes pesquerías. En el capítulo 6 se hace un compendio de las principales variables de la actividad pesquera mundial, en el que se puede apreciar la destacada participación de México. La estructura del Anuario concluye con la presentación del anexo, que- comprende el glosario de términos, la lista de las especies que integran cada una de las pesquerías para las cuales se presenta información desagregada y, por primera vez, se presentan cuadros sinópticos a manera de indicadores, sobre las principales variables de la pesca mexicana, de las pesquerías más importantes, al igual que las fases y especies con mayor participación relativa en la pesca mundial. The work presented here represents an 18-month study to examine the relationship between environmental conditions, bacterial load in the water and bacteria levels in tissue macrophages of a range of clinically healthy freshwater fish species, farmed in a range of culture systems in Thailand and Vietnam. Preliminary assessment was made of the clinical significance of the macrophage bacterial load. The aim of this work was to improve production in fresh-water aquaculture through the control of clinical bacterial disease and subclinical infection, and to identify management practices most effective in promoting fish health. „Winter fishery“ on brown shrimp does not imply a special type of fishery. It merely means the continuation of the standard fishing procedure of parts of the fleet during wintertime, when the majority of the mostly smaller vessels stay in harbour due to generally unfavourable weather conditions for their activity. During 1990 to 1999 mean European wide landings in January and February summedup to 854 tonnes making up to only 4 % of the mean annual landings (21 805 t). While German vessels landed0.7 % (68.7 t) of their mean annual landings during that period, the other countries caught about 7 % of their individual, mean annual landings at the same time. The Netherlands and Denmark contributed highest tonnages of 580and 110 tonnes, respectively, to the total European landings, making up 81 % of them. As about 70 % of brown shrimp may carry eggs in January, the winter fishery took a mean total of about 2.15 x 1012brown shrimp eggs out of the stocks in that period annually. As there is no reliable assessment available concerning the brown shrimp stocks, it is despite of these high losses of eggs not possible to trace a negative effect of the winter fishery in scientific terms. However, precautional catch reductions in winter would be in favour of higher survival rates of eggs, which are the carrying source for the recruitment of brown shrimp stocks and catches in forthcoming summer and autumn seasons according to Dutch investigations.

The spring session of ACFM gave advice for a number of stocks in the North Atlantic, North Sea and Baltic. The situation is given here for stocks of higher importance for the German fishery. These are: Blue Whiting: A short term upwards trend is observed, which, however, will not last very long, due to too intense fishing. Cod in Kattegat: Stock is outside safe biological limits. No immediate recovery in sight. Cod in Sub. Div. 22– 24 (Baltic): Stock is outside safe biological limits. Due to weak recruitment not immediate recovery in prospect. Greenland Halibut: Stock outside safe biological limits and still in downward trend. Herring (atlanto-scandian, Norw. spring spawner): Stock inside safe biological limits, weak recruitment of the past 5 years will, however, lead to a reduction of the biomass. Redfish: Generally decreasing tendency observed, a reduction of the fishery is recommended.

Information is given about the results of the latest meeting of the Herring Assessment Working Group for the Area South of 62° N and the Baltic Fisheries Assessment Working Group, which were conducted in March and April at ICES headquarters in Copenhagen. The actual stock development and the catch options estimated for different assessment units of herring and sprat are presented. The spawning stock size of North Sea herring reached in 1998 for the first time since 1991 a level above the Minimum Biological Acceptable Level (MBAL) of 800 000 t. Keeping the fishery at the present level the spawning stock size should reach in 1999 a level of about 1.2 mio. t. For the Western Baltic Spring spawning herring stock no actual stock estimate was presented. Due to uncertainties in splitting the catches in North Sea autumn and Baltic spring spawners no analytical assessment was accepted.

Die Situation der bewirtschafteten Fischbestände im NAFO-Gebiet hat sich im Jahr 1998 im Vergleich zu 1997 nicht verändert. Alle Bestände auf der Grand bank (Gebiet 3LNO) bis auf die Gelbschwarzflunder, deren Bestand sich weiter vergrößerte, bleiben auf niedrigstem Niveau mit wenig Aussicht auf eine kurzfristige Erholung. Auch die Bestände auf der Flämischen Kappe (Gebiet 3M) sind mit Ausnahme der Garnelen (Pandalus boreals) in der gleichen Situation.

ENGLISH: The Inter-American Tropical Tuna Commission (IATTC) operates under the authority and direction of a convention originally entered into by Costa Rica and the United States. The convention, which came into force in 1950, is open to adherence by other governments whose nationals fish for tropical tunas and tuna-like species in the eastern Pacific Ocean (EPO). Under this provision Panama adhered in 1953, Ecuador in 1961, Mexico in 1964, Canada in 1968, Japan in 1970, France and Nicaragua in 1973, Vanuatu in 1990, Venezuela in 1992, and El Salvador in 1997. Canada withdrew from the IATTC in 1984. The 63rd meeting of the IATTC was held in Guayaquil, Ecuador, on June 8-10,1999. SPANISH: La Comisión Interamericana del Atún Tropical (CIAT) funciona bajo la autoridad y dirección de un convenio suscrito originalmente por Costa Rica y los Estados Unidos de América. El convenio, vigente desde 1950, está abierto ala afiliación de cualquier país cuyos ciudadanos pesquen atunes tropicales y especies afines en el Océano Pacifico oriental (OPO). Bajo esta estipulación, la República de Panamá seafilió en 1953, Ecuador en 1961, México en 1964, Canadá en 1968, Japón en 1970, Francia y Nicaragua en 1973, Vanuatu en 1990, Venezuela en 1992, y El Salvador en 1997.
