ENGLISH: Methods of collecting samples for the purpose of estimating the numbers and weights of fish caught, by length interval, are described. Several models for two-stage sampling are described, and the equations for the estimators and their variances are given. The results from a brief simulation study are used to show the differences between estimates made with the different models. Estimators for the average weights of fish in the catch and their variances are also described. These average weights are used to provide improved estimates of the total annual catches of yellowfin taken from the eastern Pacific Ocean, east of 150°W, between 1955 and 1990. Se describen varios modelos para el muestreo de dos etapas, y se presentan las ecuaciones para los estimadores y sus varianzas. HIGHLIGHTS FOR FY 2006 1. Captured and tagged 475 Gulf sturgeons in five Florida rivers and one bay. 2. Documented Gulf sturgeon marine movement and habitat use in the Gulf of Mexico. 3. Assisted the National Oceanic and Atmospheric Administration (NOAA) with the collection of Gulf sturgeon, implantation of acoustic tags, and monitoring of fish in a study to examine movement patterns and habitat use in Pensacola and Choctawhatchee bays post-Hurricane Ivan. 4. Provided technical assistance to Jon “Bo” Sawyer in completing a study – Summer Resting Areas of the Gulf Sturgeon in the Conecuh/Escambia River System, Alabama-Florida – for acquiring a Degree of Master of Science at Troy University, Alabama. 5. Coordinated tagging and data collection with NOAA observers aboard trawlers while collecting Gulf sturgeon during dredging operations in the coastal Gulf of Mexico. 6. Hosted the 7th Annual Gulf Sturgeon Workshop. 7. Implemented Gulf Striped Bass Restoration Plan by coordinating the 23rd Annual Morone Workshop, leading the technical committee, transporting broodfish, coordinating the stocking on the Apalachicola-Chattahoochee-Flint (ACF) river system, and evaluating post-stocking success. 8. Continued updating and managing the Freshwater Mussel Survey Database, a Geographic Information System (GIS) database, for over 800 unique sites in the Northeast Gulf (NEG) drainages in Alabama (AL), Georgia (GA), and Florida (FL). 9. Formed a recovery implementation team for listed mussels in the ACF river basin and oversaw grant cooperative agreements for 14 listed and candidate freshwater mussels in the NEG watersheds. 10. Initiated a project in the Apalachicola River to relocate mussels stranded as a result of drought conditions, and calculate river flows at which mussels would be exposed. 11. Initiated a project in Sawhatchee Creek, Georgia to determine the status of threatened and endangered (T&E) freshwater mussels and target restoration projects, population assessments, and potential population augmentation to lead toward recovery of the listed species. 12. Initiated a study to determine the age and growth of the endangered fat threeridge mussel (Amblema neislerii). 13. Provided technical assistance to the Panama City Ecological Services office for a biological opinion on the operations of Jim Woodruff Lock and Dam and its effects on the listed species and designated and proposed critical habitat in the Apalachicola River, Florida. 14. Assisted with a multi-State, inter-agency team to develop a management plan to restore the Alabama shad in the ACF river system. 15. Conducted fishery surveys on Tyndall AFB, Florida and Ft. Benning, Georgia and completed a report with recommendations for future recreational fishery needs. 16. Provided fishery technical assistance to four National Wildlife Refuges (NWR) (i.e., Okefenokee NWR, Banks Lake NWR, St. Vincent NWR, and St. Marks NWR). 17. Initiated an Aquatic Resources and Recreation Fishing Survey on Department of Defense facilities located in Region 4. 18. Identified 130 road-stream crossings on Eglin AFB for rehabilitation and elimination of sediment imputs. 19. Continued the Aquatics Monitoring Program at Eglin AFB to assess techniques that determine current status and sustainability of aquatic habitat and develop a measure to determine quality or degradation of habitat. 20. Assisted Eglin AFB Natural Resource managers in revising the installation’s Integrated Natural Resources Management Plan (INRMP) and its associated component plans. 21. Coordinated recovery efforts for the endangered Okaloosa darter including population/life history surveys, stream restoration, and outreach activities. 22. Initiated a comprehensive status review of the Okaloosa darter with analyses performed to assess available habitat, preferred habitats, range expansions/reductions/fragmentations, population size, and probability of extinction. 23. Assisted the Gulf Coastal Plain Ecosystem Partnership and the Florida Fish and Wildlife Conservation Commission (FWC) under a Memorandum of Agreement to develop conservation strategies, implement monitoring and assessment programs, and secure funds for aquatic management programs in six watersheds in northwest Florida and southeast Alabama. 24. Entered into a cooperative agreement with the U.S. Air Force to encourage the conservation and rehabilitation of natural resources at Hurlburt Field, Florida. 25. Multiple outreach projects were completed to detail aquatic resources’ conservation needs and opportunities; including National Fishing Week, Earth Day, several festivals, and school outreach.

HIGHLIGHTS FOR FY 2005 1. Assisted with a study to assess hurricane impacts to Gulf sturgeon critical foraging habitat. 2. Documented Gulf sturgeon marine movement and habitat use in the Gulf of Mexico. 3. Documented Gulf sturgeon spawning with the collection of fertilized eggs in the Apalachicola River, Florida. 4. Documented Gulf sturgeon spawning with the collection of fertilized eggs in the Yellow River, Florida. 5. Assisted with benthic invertebrate survey at Gulf sturgeon marine foraging grounds. 6. Implemented Gulf Striped Bass Restoration Plan by coordinating the 22nd Annual Morone Workshop, leading the technical committee, transporting broodfish, and coordinating the stocking on the Apalachicola-Chattahoochee-Flint (ACF) river system. 7. Over 87,000 Phase II Gulf striped bass were marked with sequential coded wire tags and stocked in the Apalachicola River. Post-stocking evaluations were conducted at 45 sites in the fall and spring and 8 thermal refuges in the summer. 8. Completed fishery surveys on 4 ponds on Eglin AFB totaling 53 acres, and completed a report with recommendations for future recreational fishery needs. 9. Completed final report for aquatic monitoring at Eglin AFB from 1999 to 2004. 10. Completed a field collection of the endangered Okaloosa darter to be incorporated into a status review to be completed in FY06. 11. Provided technical assistance to the Region 4 National Wildlife Refuge (NWR) program on changes to the fishery conservation targets for the region. Also provided technical assistance to four NWRs (i.e., Okefenokee NWR, Banks Lake NWR, St. Vincent NWR, and St. Marks NWR) relative to hurricanes and recreational fishing. 12. A draft mussel sampling protocol was tested in wadeable streams in Northwest Florida and southwest Georgia, and an associated field guide, poster, and Freshwater Mussel Survey Protocol and Identification workshop were completed in FY05. 13. Implemented recovery plan and candidate conservation actions for 14 listed and candidate freshwater mussels in the Northeast Gulf Watersheds. 14. Initiated or completed multiple stream restoration and watershed management projects. A total of 7.5 stream miles were restored for stream fishes, and 11 miles of coastline were enhanced for sea turtle lighting. A total of 630 acres of wetlands and 2,401 acres of understory habitat were restored. 15. Conducted a watershed assessment to develop a threats analysis for prioritizing restoration, protection, and enhancement to natural resources of Spring Creek, Georgia and Canoe Creek, Florida. 16. Continued the formation of an Unpaved Road Interagency Team of Federal, State, and local agencies in Northwest Florida to promote stream protection and restoration from unpaved road sediment runoff. Began the development of a technical committee agreement. 17. Conducted Alabama Unpaved Road Inventory within the Northeast Gulf Ecosystem. Data collection will be completed during FY06. 18. Finalized the development of two North Florida hydrophysiographic regional curves for use by the Florida Department of Transportation (DOT) and others involved with stream restoration and protection. Initiated the development of the Alabama Coastal Plain Riparian Reference Reach and Regional Curves for use by the Alabama Department of Environmental Management (ADEM). 19. Provided technical assistance in collecting data, analysis, and thesis formulation with Troy University, Alabama, to identify the influence of large woody debris in southeastern coastal plain streams. 20. Completed pre- and post-restoration fish community monitoring at several restoration projects including Big Escambia Creek, Magnolia Creek, and Oyster Lake, Florida. 21. Established a watershed partnership for the Chipola River in Alabama and Florida and expanded development and participation in the Spring Creek Watershed Partnership, Georgia. 22. Continued to identify barriers which inhibit the movement of aquatic species within the Northeast Gulf Ecoregion. 23. Completed a report on road crossing structures in Okaloosa darter streams to guide the closure/repair/maintenance of roads to contribute to recovery of the endangered species. In cooperation with Three Rivers RC&D Council, fish passage sites identified in the report were prioritized for restoration. 24. Monitored Aquatic Nuisance Species in the Apalachicola River and tested the sterility of exotic grass carp. 25. ENGLISH: The Inter-American Tropical Tuna Commission was established in 1950 by a Convention between Costa Rica and the United States. The Convention provides for the subsequent adherence of other nations interested in the tuna fishery of the tropical Eastern Pacific Ocean. Panama adhered to the Convention in September 1953. The Commission has the duties of collecting and interpreting all necessary factual information respecting the tunas and tuna-bait fishes in order to facilitate maintaining the populations thereof at levels permitting maximum sustained yields, and of making recommendations to the member governments for joint action toward this objective. The Commission commenced its investigations in 1951. The year 1953 is the third year of scientific study. During the year investigations along several lines were continued and further developed. SPANISH: La Comisión Interamericano del Atún Tropical fué establecida en 1950 en virtud de una Convención entre Costa Rica y los Estados Unidos. La Convención abre la puerta para que otras naciones interesadas en las pesquerías de atún en aguas tropicales del Pacífico Oriental, puedan adherirse posteriormente. Panamá se adhirió al Tratado en Septiembre de 1953. La Comisión tiene como deberes recolectar e interpretar todos los informes necesarios respecto de las especies de atún y de los peces de carnada que sirven para pescarlas¡ a fin de facilitar el mantenimiento de las respectivas poblaciones a niveles que permitan un rendimiento máximo permanente; y hacer recomendaciones a los gobiernos miembros para que actúen conjuntamente en pro de los indicados objetivos. Nuestro organismo comenzó sus investigaciones en 1951. El año 1953 es el tercero de estudios científicos. ENGLISH: The Inter-American Tropical Tuna Commission, pursuant to the provisions of the Convention, has the duty of collecting and interpreting factual information to facilitate maintaining the populations of tunas, and of tuna baitfishes, supporting the fisheries pursued by nationals of its Member Governments in the Eastern Pacific Ocean, at levels which will permit maximum sustainable average harvests year after year. This requires a wide variety of research into the biology, life history, ecology and population dynamics of the several species, and investigations into the effects of both natural factors and fishing activity on their abundance and on the harvests they can sustain. The research is conducted by a permanent, internationally recruited scientific staff, employed directly by the Commission, selected on the basis of professional competence by the Director of Investigations. SPANISH: La Comisión Interan1ericana del Atún Tropical, de informidad con las disposiciones de la Convención, tiene el deber de recolectar e interpretar la información que facilite el mantenimiento de las poblaciones del atún y de los peces de carnada que sirven para la pesca de este, sosteniendo las pesquerías a que se dedican los habitantes de sus Gobiernos Miembros en el Océano Pacifico Oriental, a niveles ,de abundancia que permitan un promedio máximo sostenible de cosechas ano tras ano. Esto requiere una amplia variedad de investigaciones dentro de la biología, historia natural, ecología y dinámica de las poblaciones de diversas especies, y sabre los efectos, tanto de los factores naturales como de la actividad pesquera, en la abundancia de las mismas y en el rendimiento que puedan dar. The feeding methods of macrothricids was investigated in three species — Ophryoxus gracilis G.O. Sars, Ilyocryptus sordidus (Lievin) and Lathonura rectirostris O.F.Muller. The procuring of food in those species follows two methods: filtration of dispersed particles or scraping off and collecting food from the surface of the substrate. When collecting food by scraping off is the sole method of feeding (as in Lathonura rectirostris), movement along the substrate and feeding are combined so intimately that they appear as parts of one and the same mechanism.

Few detailed studies have been made on the ecology of the chalk streams. A complex community of plants and animals is present and much more information is required to achieve an understanding of the requirements and interactions of all the species. It is important that the rivers affected by this scheme should be studied and kept under continued observation so that any effects produced by the scheme can be detected. The report gives a synopsis of work carried out between 1971 and 1979 focusing on the present phase 1978-1979. It assumes some familiarity with the investigations carried out on the River Lambourn during the preceding years. The aims of the present phase of the project may be divided into two broad aspects. The first involves collecting further information in the field and includes three objectives: a continuation of studies on the Lambourn sites at Bagnor; comparative studies on other chalk streams; and a comparative study on a limestone stream. The second involves detailed analyses of data previously collected to document the recovery of the Lambourn from operational pumping and to attempt to develop simple conceptual and predictive models applicable over a wide range of physical and geographical variables. Since 1974 we have been collecting statistics on the main fishing gears in the ivorian lagoons. In order to get good estimation of the catches, it is often more convenient to measure the fishes and to convert this data into weights through a length-weight relationship. In this work we computed this relation for 43 species found in the Aby and Ebrié lagoons.

Fish and other aquatic animals contribute to the food security of citizens of developing countries, both as a source of income and as a component of healthy diets, yet fishing is not currently captured in most integrated household surveys. This sourcebook provides essential technical guidance on the design of statistical modules and questionnaires aimed at collecting fishery data at the household level. Background on the main policies important to the fishery sector, information on the data needed to analyze issues of policy relevance, and methodology on the construction of survey questions to collect necessary data are also provided. The document is organized to provide essential technical guidance on how to design statistical modules and questionnaires aimed at collecting fishery data at the household level. It includes an overview of the main technical and statistical challenges related to sampling fishery-dependent households. The document starts with an introductory section identifying the potential reasons why fisheries and in particular small-scale fisheries have not been adequately included in national statistical systems in a large number of countries. The report then proposes a succinct review of what is known (and what remains unknown) about small-scale fisheries and their contribution to the livelihoods of households in sub-Saharan Africa. It also provides readers with background on the main policies that are important to the fishery sector, information on the data needed to analyze issues of policy relevance, and methodology on the construction of survey questions to collect necessary data.

The small-spotted catshark (Scyliorhinus canicula) (Linnaeus, 1758) and the longnose spurdog (Squalus blainville) (Risso, 1826) are two species occurring in the European and western African continental shelves with a wide geographical distribution. In this study, the diet of S. blainville and S. canicula off the Portuguese western Atlantic coast was investigated in 2006 by collecting monthly samples of these two species from local fishing vessels. In the stomachs of both species, crustaceans and teleosts were the dominant prey items, and molluscs, polychaetes, echinoderms, and sipunculids were found in lower abundance. In S. canicula, urochordate and chondrichthyan species were also observed in stomachs and were classified as accidental prey items. Scyliorhinus canicula consumed a broader group of prey items than did S. blainville. A significant diet overlap was observed, despite both species occupying different depth ranges over the continental shelf. Scyliorhinus canicula exhibited a consistency in diet composition among seasons, sexes, and maturity stages. Nonetheless, for both adults and juveniles, an increase in relative abundance of teleosts in the diet was observed in the spring and summer. This study provides evidence of the importance of S. canicula and S. blainville as benthic and pelagic predators along the western Atlantic coast.

Spawning periodicities of white seabass (Atractoscion nobilis) were evaluated by observing spawning behavior, by collecting eggs, and monitoring recognizable sounds produced during the release of gametes. A total of 297 spawning events were documented from 15 male and 47 female white seabass contained within the seminatural confines of a 526-m3 net pen located in Catalina Harbor, Santa Catalina Island, California. Consistent spawning occurred from March through July 2001−03, and peaked in May at a photoperiod of 14 hours. Most spawning occurred within the 2-hour period following sunset or from 19:00−20:00 hours Pacific Standard Time. White seabass spawned at every phase of the lunar cycle; but an increase in successive spawning events followed the new moon. Most spawning occurred in water temperatures from 15 to 18°C, and there was no apparent correlation with tidal cycles. Seasonal and diel spawning periods were directly correlated with increases in the rate, intensity, and variety of white seabass sounds; this correlation may indicate that sounds function to enhance reproductive success. These findings can be extended to further develop seasonal fishery regulations and to better comprehend the role of sound in the reproduction of sound-producing fishes.

The major constraint to the development of aquaculture in Nigeria has been the non-availability of fingerlings in required numbers of cultivable species. A specifically designed trap to collect mullet (Liza falcipinnis; Liza grandisquamis) juveniles during high tides was successful in collecting juveniles year-round. The collectors was more successful during night spring tides than during neap tides or daytime collections. Thus, the use of traps, especially in the tidal zones, could provide a cost-effective method of stocking fish farms by collecting juveniles and seed from the natural environment.

Nurseries play an important part in the production of marine f ishes. Determining the relative importance of different nurseries in maintaining the parental population, however, can be difficult. In the western Gulf of Alaska, the Kodiak Island vicinity may be particularly well suited as a pollock nursery because of a prey-rich nearshore environment. Our objectives were 1) to examine age-0 pollock body condition, growth, and diet for evidence of a nearshore-shelf effect, and 2) to determine if variation in the potential prey field of zooplankton was associated with this effect. This was a pilot study that occurred in three bays and over the adjacent shelf off east Kodiak Island during 5−18 September 1993. Sampling occurred only during night at locations where echo sign indicated the presence of age-0 pollock. Echo sign was targeted to increase the chance of collecting fish given the limited vessel time. Fish condition was indicated by length-specific body weight. Growth rate indices were estimated for three different periods by using fish lengthage data and daily otolith increment widths: 1) from hatching date to capture, 2) 1−5 d before capture, and 3) 6−10 d before capture. Fish diet was determined from gut content analysis. Considerable variation among areas was evident in zooplankton composition, and fish condition, growth, and diet. However, relatively high prey densities, as well as fish condition and growth rates indicated that Chiniak Bay was particularly well suited as a pollock nursery. Hatching-date distributions indicated that most of the age-0 walleye pollock from bays were spawned earlier than were those from the shelf. The benefit of being reared in nearshore areas is therefore realized more by individuals that were spawned early than by individuals spawned relatively late.

The National Marine Fisheries Service is required by law to conduct social impact assessments of communities impacted by fishery management plans. To facilitate this process, we developed a technique for grouping communities based on common sociocultural attributes. Multivariate data reduction techniques (e.g. principal component analyses, cluster analyses) were used to classify Northeast U.S. fishing communities based on census and fisheries data. The comparisons indicate that the clusters represent real groupings that can be verified with the profiles. We then selected communities representative of different values on these multivariate dimensions for in-depth analysis. The derived clusters are then compared based on more detailed data from fishing community profiles. Ground-truthing (e.g. visiting the communities and collecting primary information) a sample of communities from three clusters (two overlapping geographically) indicates that the more remote techniques are sufficient for typing the communities for further in-depth analyses. The in-depth analyses provide additional important information which we contend is representative of all communities within the cluster.

This opinion was expressed in numerous documents, including reports and records of presentations at scientific and other meetings; these documents are the witnesses to this condemnation.
