In the Cayman Islands we are enriched with a wonderful natural environment. In this Green Guide to our Marine Environment we hope to show you how all of our lives on these three magical islands are intimately connected to the land and the sea that surrounds it. Like many of our Caribbean neighbours, a large proportion of our economy depends on reef-based fishing, diving and tourism. The beauty of our coral reefs, our beaches and our lagoons is that it is part of our heritage, and it draws many thousands of overseas visitors to our shores. It is our responsibility, as stakeholders sharing this beautiful environment, to do what we can to minimise our impact upon it. The atlanto-scandian herring consists of two major stocks, i.e. the Icelandic summer spawner and the Norwegian spring spawner. Both stocks have recovered well after complete collapse in the seventies and allow for a controlled fishery. The total allowable catch of the Norwegian spring spawner is currently 1.3 mill. t. The resumption of the fishery is accompanied by an annual and multi-national survey with Norwegian, Faeroe Islands, Icelandic and Russian contribution. In 1998 the EU will contribute to the survey with the Swedish vessel ”Argos” and in 1999 with the ”Walther Herwig III” under Dutch, Swedish and German participation. About half of the survey costs are covered by the EU by means of a funded study, the other half is contributed by the participating nations.

Management of coastal development in Hawaii is based on the location of the certified shoreline, which is representative of the upper limit of marine inundation within the last several years. Though the certified shoreline location is significantly more variable than long-term erosion indicators, its migration will still follow the coastline's general trend. The long-term migration of Hawaii’s coasts will be significantly controlled by rising sea level. However, land use decisions adjacent to the shoreline and the shape and nature of the nearshore environment are also important controls to coastal migration. Though each of the islands has experienced local sea-level rise over the course of the last century, there are still locations across the islands of Kauai, Oahu, and Maui, which show long- term accretion or anomalously high erosion rates relative to their regions. As a result, engineering rules of thumb such as the Brunn rule do not always predict coastal migration and beach profile equilibrium in Hawaii. With coastlines facing all points of the compass rose, anthropogenic alteration of the coasts, complex coastal environments such as coral reefs, and the limited capacity to predict coastal change, Hawaii will require a more robust suite of proactive coastal management policies to weather future changes to its coastline. Continuing to use the current certified shoreline, adopting more stringent coastal setback rules similar to Kauai County, adding realistic sea-level rise components for all types of coastal planning, and developing regional beach management plans are some of the recommended adaptation strategies for Hawaii. The diet of Steller sea lions (Eumetopias jubatus) was determined from 1494 scats (feces) collected at breeding (rookeries) and nonbreeding (haulout) sites in Southeast Alaska from 1993 to 1999. The most common prey of 61 species identified were walleye pollock (Theragra chalcogramma), Pacific herring (Clupea pallasii), Pacific sand lance (Ammodytes hexapterus), Pacific salmon (Salmonidae), arrowtooth flounder (Atheresthes stomias), rockfish (Sebastes spp.), skates (Rajidae), and cephalopods (squid and octopus). Steller sea lion diets at the three Southeast Alaska rookeries differed significantly from one another. The sea lions consumed the most diverse range of prey categories during summer, and the least diverse during fall. Diet was more diverse in Southeast Alaska during the 1990s than in any other region of Alaska (Gulf of Alaska and Aleutian Islands). Dietary differences between increasing and declining populations of Steller sea lions in Alaska correlate with rates of population change, and add credence to the view that diet may have played a role in the decline of sea lions in the Gulf of Alaska and Aleutian Islands.

From 2001 to 2004 in the eastern Aleutian Islands, Alaska, killer whales (Orcinus orca) were encountered 250 times during 421 days of surveys that covered a total of 22,491 miles. Three killer whale groups (resident, transient, and offshore) were identified acoustically and genetically. Resident killer whales were found 12 times more frequently than transient killer whales, and offshore killer whales were encountered only once. A minimum of 901 photographically identified resident whales used the region during our study. A total of 165 mammal-eating transient killer whales were identified, and the majority (70%) were encountered during spring (May and June). The diet of transient killer whales in spring was primarily gray whales (Eschrichtius robustus), and in summer primarily northern fur seals (Callorhinus ursinus). Steller sea lions (Eumetopias jubatus) did not appear to be a preferred prey or major prey item during spring and summer. The majority of killer whales in the eastern Aleutian Islands are the resident ecotype, which does not consume marine mammals.

Severe overfishing of sea cucumbers has occurred in most countries of the tropical Indo-Pacific. The release of juveniles is being examined at the ICLARM Coastal Aquaculture Centre in the Solomon islands as a means of restoring and enhancing tropical sea cucumber stocks. Sandfish (Holothuria scabra) are the tropical species that show the best potential for stock enhancement. Sandfish are of high value, widely distributed and relatively easy to culture in simple systemss at a low cost. This paper summarizes information about the culture of H. scabra and compares it to that of the temperate species Stichopus japonicus.

A discussion is presented on the role played by customary marine tenure (CMT) institutions in the regulation of fisheries in the Pacific Ocean Islands. Particular reference is made to the system in operation in Marovo Lagoon, in the Solomon Islands, whereby a number of defined clans control resource use within defined areas of land and sea. It is believed that such systems have considerable capacity for handling and adapting to new circumstances, thereby becoming potentially important tools in the contemporary management of fisheries and of the coastal zone in general.

Survey- and fishery-derived biomass estimates have indicated that the harvest indices for Pacific cod (Gadus macrocephalus) within a portion of Steller sea lion (Eumetopias jubatus) critical habitat in February and March 2001 were five to 16 times greater than the annual rate for the entire Bering Sea-Aleutian Islands stock. A bottom trawl survey yielded a cod biomass estimate of 49,032 metric tons (t) for the entire area surveyed, of which less than half (23,329 t) was located within the area used primarily by the commercial fishery, which caught 11,631 t of Pacific cod. Leslie depletion analyses of fishery data yielded biomass estimates of approximately 14,500 t (95% confidence intervals of approximately 9,000–25,000 t), which are within the 95% confidence interval on the fished area survey estimate (12,846–33,812 t). These data indicate that Leslie analyses may be useful in estimating local fish biomass and harvest indices for certain marine fisheries that are well constrained spatially and relatively short in duration (weeks). In addition, fishery effects on prey availability within the time and space scales relevant to foraging sea lions may be much greater than the effects indicated by annual harvest rates estimated from stock assessments averaged across the range of the target spec

The growth rate of Steller sea lion (Eumetopias jubatus) pups was studied in southeast Alaska, the Gulf of Alaska, and the Aleutian Islands during the first six weeks after birth. The Steller sea lion population is currently stable in southeast Alaska but is declining in the Aleutian Islands and parts of the Gulf of Alaska. Male pups (22.6 kg [±2.21 SD]) were significantly heavier than female pups (19.6 kg [±1.80 SD]) at 1−5 days of age, but there were no significant differences among rookeries. Male and female pups grew (in mass, standard length, and axillary girth) at the same rate. Body mass and standard length increased at a faster rate for pups in the Aleutian Islands and the western Gulf of Alaska (0.45−0.48 kg/day and 0.47−0.53 cm/day, respectively) than in southeast Alaska (0.23 kg/day and 0.20 cm/day). Additionally, axillary girth increased at a faster rate for pups in the Aleutian Islands (0.59 cm/ day) than for pups in southeast Alaska v(0.25 cm/day). Our results indicate a greater maternal investment in male pups during gestation, but not during early lactation. Although differences in pup growth rate occurred among rookeries, there was no evidence that female sea lions and their pups were nutritionally stressed in the area of population decline

During the 1990s, sea otter (Enhydra lutris) counts in the Aleutian archipelago decreased by 70% throughout the archipelago between 1992 and 2000. Recent aerial surveys in the Aleutians did not identify the eastward extent of the decline; therefore we conducted an aerial survey along the Alaska Peninsula for comparison with baseline information. Since 1986, abundance estimates in offshore habitat have declined by 27– 49% and 93 –94% in northern and southern Alaska Peninsula study areas, respectively. During this same time period, sea otter density has declined by 63% along the island coastlines within the south Alaska Peninsula study area. Between 1989 and 2001, sea otter density along the southern coastline of the Alaska Peninsula declined by 35% to the west of Castle Cape but density increased by 4% to the east, which may indicate an eastward extent of the decline. In all study areas, sea otters were primarily concentrated in bays and lagoon, whereas historically, large rafts of otters had been distributed offshore. The population declines observed along the Alaska Peninsula occurred at roughly the same time as declines in the Aleutian islands to the east and the Kodiak archipelago to the west. Since the mid-1980s, the sea otter population throughout southwest Alaska has declined overall by an estimated 56–68%, and the decline may be one of the most significant sea otter conservation issues in our time.

We analyzed published and archived records for the past 250 years to assess changes in distribution and abundance of Steller sea lions, Eumetopias jubatus, along the Asian coast from the Bering Strait to the Korean Peninsula. We found that the northern extent of Steller sea lion distribution has not changed but that the southern limit has moved north by some 500–900 km (~300–500 n.mi.) over the past 50 years. Additionally, the number of animals and their distribution has changed on the Commander Islands, Kuril Islands, and Kamchatka Peninsula. We found no changes in the number of rookeries in the northern Sea of Okhotsk, but a new rookery was established at Tuleny Island on the eastern coast of Sakhalin Island. We estimate that the total abundance of Steller sea lions along the Asian coast in the late 19th century was about 115,000 animals; during the 1960’s, the total estimate was about 27,000 (including pups), most of which were in the Kuril Islands. The fewest number of Steller sea lions occurred in the northwestern Pacific in the late 1980’s–early 1990’s when only about 13,000 individuals (including pups) were estimated in the entire region. During the 1990’s, and especially in early 2000, an increasing trend in abundance occurred in most areas. Present estimated abundance of Steller sea lions in Asia is about 16,000 individuals (including about 5,000 pups), about half of which occur in the Kuril Islands. Changes in abundance occurred during all time periods but varied by site and period. Specifically, over the past 150 years Steller sea lion abundance at most sites has changed. There were no rookeries on the Commander Islands between 1850 and 1960 and abundance was low, but by 1977, abundance increased to 4,800 individuals and a rookery was established in the mid 1980’s; abundance there has declined since the early 1980’s and in 2004 only 895 individuals (including 221 pups) were counted during the breeding season. Between 1940 and 2004, abundance along the eastern coast of Kamchatka declined from ~7,000 to ~600 individuals, an overall reduction of 90%. Steller sea lion abundance on the Kuril Islands declined by >90% from the 1800’s to 2005; the most severe decline there occurred during 1969–1981. Steller sea lion numbers in the northern part of the Sea of Okhotsk declined during 1930–2002 from 7,200 to 3,100 individuals. Numbers at Tuleny Island have increased since establishment of a rookery there during 1983–2005 and by immigration from other sites.

A preliminary study of reef fish and sharks was conducted at Navassa Island in the Caribbean Sea during a 24-h period beginning 9 September 1998. Conducting a study at Navassa Island was of particular interest because exploitation of Navassa Island’s fishery resources has been considered minimal due to its remote location (southwest of the Windward Passage, Caribbean Sea) and lack of human habitation. Reef fish (and associated habitats) were assessed with stationary underwater video cameras at 3 survey sites; sharks were assessed by bottom longlining at 5 survey sites. Fifty-seven reef fish identifications to lowest possible taxon were made from video footage. Longline catches produced 3 shark species and 3 incidental catch species. When results from the 1998 National Marine Fisheries Service (NMFS) project are combined with a previous 1977 NMFS survey of Navassa Island, 27 fish families, 79 fish identifications to lowest possible taxon, 4 invertebrate orders or families, 3 coraline families, and 2 macroalgae phyla are reported.

Harbor seals (Phoca fvitulina) are an abundant predator along the west coast of North America, and there is considerable interest in their diet composition, especially in regard to predation on valued fish stocks. Available informationon harbor seal diets, primarily derived from scat analysis, suggests that adult salmon (Oncorhynchus spp.), Pacific Herring (Clupea pallasii), and gadids predominate. Because diet assessments based on scat analysis may be biased, we investigated diet composition through quantitative analysis of fatty acid signatures. Blubber samples from 49 harbor seals captured in western North America from haul-outs within the area of the San Juan Islands and southern Strait of Georgia in the Salish Sea were analyzed for fatty acid composition, along with 269 fish and squid specimens representing 27 potential prey classes. Diet estimates varied spatially, demographically, and among individual harbor seals. Findings confirmed the prevalence of previously identified prey species in harbor seal diets, but other species also contributed significantly. In particular, Black (Sebastes melanops) and Yellowtail (S. flavidus) Rockfish were estimated to compose up to 50% of some individual seal diets. Specialization and high predation rates on Black and Yellowtail Rockfish by a subset of harbor seals may play a role in the population dynamics of these regional rockfish stocks that is greater than previously realized.

The harbor seal (Phoca vitulina) is a large-bodied and abundant predator in the Salish Sea ecosystem, and its population has recovered since the 1970s after passage of the Marine Mammal Protection Act and the cessation of bounties. Little is known about how this large predator population may affect the recovery of fish stocks in the Salish Sea, where candidate marine protected areas are being proposed. We used a bioenergetics model to calculate baseline consumption rates in the San Juan Islands, Washington. Salmonids (Oncorhynchus spp.) and herring (Clupeidae) were the 2 most energetically important prey groups for biomass consumed by harbor seals. Estimated consumption of salmonids was 783 (±380 standard deviation [SD]) metric tons (t) in the breeding season and 675 (±388 SD t in the nonbreeding season. Estimated consumption of herring was 646 (±303 SD) t in the breeding season and 2151 (±706 SD) t in the nonbreeding season. Rockfish, a depressed fish stock currently in need of population recovery, composed one of the minor prey groups consumed by harbor seals (84 [±26 SD] t in the nonbreeding season). The variables of seal body mass and proportion of prey in seal diet explained >80% of the total variation in model outputs. Prey groups, such as rockfish, that are targeted for recovery may still be affected by even low levels of predation. This study highlights the importance of salmonids and herring for the seal population and provides a framework for refining consumption estimates and their confidence intervals with future data.
