Executive Summary: Information found in this report covers the years 1986 through 2005. Mussel Watch began monitoring a suite of trace metals and organic contaminants such as DDT, PCBs and PAHs. Through time additional chemicals were added, and today approximately 140 analytes are monitored. The Mussel Watch Program is the longest running estuarine and coastal pollutant monitoring effort conducted in the United States that is national in scope each year. Hundreds of scientific journal articles and technical reports based on Mussel Watch data have been written; however, this report is the first that presents local, regional and national findings across all years in a Quick Reference format, suitable for use by policy makers, scientists, resource managers and the general public. Pollution often starts at the local scale where high concentrations point to a specific source of contamination, yet some contaminants such as PCBs are atmospherically transported across regional and national scales, resulting in contamination far from their origin. Findings presented here showed few national trends for trace metals and decreasing trends for most organic contaminants; however, a wide variety of trends, both increasing and decreasing, emerge at regional and local levels. For most organic contaminants, trends have resulted from state and federal regulation. The highest concentrations for both metal and organic contaminants are found near urban and industrial areas. In addition to monitoring throughout the nation’s coastal shores and Great Lakes, Mussel Watch samples are stored in a specimen bank so that trends can be determined retrospectively for new and emerging contaminants of concern. For example, there is heightened awareness of a group of flame retardants that are finding their way into the marine environment. These compounds, known as polybrominated diphenyl ethers (PBDEs), are now being studied using historic samples from the specimen bank and current samples to determine their spatial distribution. We will continue to use this kind of investigation to assess new contaminant threats. With the momentum generated in Nigeria under the Green Revolution Programme to make the country self-sufficient in food, the fishing industry is poised for very rapid development. It is however, realized that there is no quick magic formula for this development, which has to be preceded by careful planning, evaluation of resources, development of necessary management and technical personnel, introduction of appropriate technology and identification of priorities and the needs of the industry. This paper attempts to focus attention on the possibilities and priorities for the development of fisheries in Nigeria during this decade and spells out the role of the agencies in the country connected with fisheries to bring about this development

One of the major problems in the mass production of sugpo is how to obtain a constant supply of fry. Since ultimately it is the private sector which should produce the sugpo fry to fill the needs of the industry, the Barangay Hatchery Project under the Prawn Program of the Aquaculture Department of SEAFDEC has scaled down the hatchery technology from large tanks to a level which can be adopted by the private sector, especially in the villages, with a minimum of financial and technical inputs. This guide to small-scale hatchery operations is expected to generate more enthusiasm among fish farmers interested in venturing into sugpo culture.

This study was conducted to identify a functioning fingerlings production and delivery system for a sustainable aquaculture development. Data were collected from 234 respondents randomly sampled from a population of 600 fish farmers. Results indicated that farmer-to-farmer was the major source of fingerlings production and distribution system. Although this source accessed disadvantaged groups like the rural based, resource poor, less educated and women, it lacked knowledge on how to produce good quality fingerlings. These results suggest that a decentralized and privatized fingerlings production and delivery system should be promoted. For this system to operate effectively the aquaculture department should first identify potential zones for aquaculture growth and profit motivated fingerlings producers and distributors. Furthermore, the institutional mechanism through which farmer-to-farmer will operate should be identified and strengthened through short and long term training programmes. The government should support the system by providing guidelines for good quality fingerlings management; maintain brood stock parents and technical training in Bangladesh.

The Water Framework Directive (WFD; European Commission 2000) is a framework for European environmental legislation that aims at improving water quality by using an integrated approach to implement the necessary societal and technical measures. Assessments to guide, support, monitor and evaluate policies, such as the WFD, require scientific approaches which integrate biophysical and human aspects of ecological systems and their interactions, as outlined by the International Council for Science (2002). These assessments need to be based on sound scientific principles and address the environmental problems in a holistic way. End-users need help to select the most appropriate methods and models. Advice on the selection and use of a wide range of water quality models has been developed within the project Benchmark Models for the Water Framework Directive (BMW). In this article, the authors summarise the role of benchmarking in the modelling process and explain how such an archive of validated models can be used to support the implementation of the WFD.

Ecosystem level models are motivated by some combination of scientific and practical concerns. Those models motivated by practical concerns are likely to bear little historical relation to previous models. Mechanisms of interaction between particular species and their ecosystems vary enormously. Some species literally construct their own ecosystems. Others have more or less complex and important interactions with other species so that their presence or absence may alter the ecosystem. Prior information about the natural history of particular species can make ecosystem investigations quicker, cheaper, and more effective. The optimal resource for preparing to deal with the unlimited diversity of questions asked of ecologists would be a large' computerized databank of natural history observations for as many species as possible.
