In response to a growing body of research on projected climate change impacts to Washington State’s coastal areas, the Washington State Department of Natural Resources’ (DNR) Aquatic Resources Program (the Program) initiated a climate change preparedness effort in 2009 via the development of a Climate Change Adaptation Strategy (the Strategy)i. The Strategy answers the question “What are the next steps that the Program can take to begin preparing for and adapting to climate change impacts in Washington’s coastal areas?” by considering how projected climate change impacts may effect: (1) Washington’s state-owned aquatic landsii, (2) the Program’s management activities, and (3) DNR’s statutorily established guidelines for managing Washington’s state-owned aquatic lands for the benefit of the public. The Program manages Washington’s state-owned aquatic lands according to the guidelines set forth in Revised Code of Washington 79-105-030, which stipulates that DNR must manage state-owned aquatic lands in a manner which provides a balance of the following public benefits: (1) Encouraging direct public uses and access; (2) Fostering water-dependent uses; (3) Ensuring environmental protection; (4) Utilizing renewable resources. (RCW 79-105-030) The law also stipulates that generating revenue in a manner consistent with these four benefits is a public benefit (RCW 79-105-030). Many of the next steps identified in the Strategy build off of recommendations provided by earlier climate change preparation and adaptation efforts in Washington State, most notably those provided by the Preparation and Adaptation Working Group, which were convened by Washington State Executive Order 70-02 in 2007, and those made in the Washington Climate Change Impacts Assessment (Climate Impacts Group, 2009). While New Hanover County is the second smallest county in North Carolina, it is also the second most densely populated with approximately 850 people per square mile. Nestled between the Cape Fear River and Atlantic Ocean with surrounding barrier island beach communities, the County’s geographic location provides a prime vacation destination, as well as an ideal location for residents who wish to live at the water’s edge. Wilmington is the largest city in the County with a population just under 200,000. Most of the Wilmington metropolitan area is developed, creating intense development pressures for the remaining undeveloped land in the unincorporated County. In order to provide development opportunities for mixed use or high density projects within unincorporated New Hanover County where appropriate urban features are in place to support such projects without the negative effects of urban sprawl, County Planning Staff recently developed an Exceptional Design Zoning District (EDZD). Largely based on the LEED for Neighborhood Development program, the EDZD standards were scaled to fit the unique conditions of the County with the goal of encouraging sustainable development while providing density incentives to entice the use of the voluntary district. The incentive for the voluntary zoning district is increased density in areas where the density may not be allowed under normal circumstances. The rationale behind allowing for higher density projects is that development can be concentrated in areas where appropriate urban features are in place to support such projects, and the tendency toward urban sprawl can be minimized. With water quality being of high importance, it is perceived that higher density development will better protect water quality then lower density projects. (PDF contains 4 pages)

The South Carolina Coastal Information Network (SCCIN) emerged as a result of a number of coastal outreach institutions working in partnership to enhance coordination of the coastal community outreach efforts in South Carolina. This organized effort, led by the S.C. Sea Grant Consortium and its Extension Program, includes partners from federal and state agencies, regional government agencies, and private organizations seeking to coordinate and/or jointly deliver outreach programs that target coastal community constituents. The Network was officially formed in 2006 with the original intention of fostering intra-and inter- agency communication, coordination, and cooperation. Network partners include the S.C. Sea Grant Consortium, S.C. Department of Health and Environmental Control – Office of Ocean and Coastal Resource Management and Bureau of Water, S.C. A review article detailing the background, development and functionality of the Windermere Profiler, a multi parameter environmental monitoring instrument for use in lakes, reservoirs and rivers. The article explains the requirement for regular data collection by the Freshwater Biological Association at Windermere. The article covers the requirements of a profiling instrument, the design considerations, the electronic circuitry, the computer program, the operation of the computer software, the profiler in use and further developments to the design. A number of figures and images accompany the article.

The West Indian Ocean is rich in biodiversity and marine resources. This paper gives an overview of fisheries development and resource management in the region. There are many shared issues that must be addressed within countries and at the regional level. These are illustrated by examples from three countries. In Mozambique the issues of lack of information about artisanal fisheries, excessive harvesting of juveniles and conflicts between artisanal and commercial sectors are highlighted. Elements in addressing this include targeted research and decision-making support tools. The challenges faced in Somalia stem primarily from the political instability that contributed to an absence of sound fisheries policy. An example of a highly participatory process to develop the policy provides a model for other countries. In Tanzania, the issue of dynamite fishing was addressed by local communities initiating a program to promote wise use of the resources. There is a clear opportunity for better collaboration and greater integration of fisheries research and management on a regional basis. There is also much to be learnt by the sharing of experiences between countries. This has been initiated by some recently launched regional cooperation projects, but there are still many challenges facing this region.

In both developed and developing countries, there is increased competition for water resources, resulting in deficiencies in supply and in various forms of pollution. In developing countries, the nutritional potential of aquatic resources is very important. To realize this potential, integrated research and management for sustainable water resource use are needed. This requires a sound understanding of the structure and function of aquatic ecosystems. A programme is presented which stresses the interrelationships of the physical, chemical and biological components of aquatic systems and their catchments. The programme consists of 16 stages in 5 phases, which are as follows: System description; System functioning and modelling; Resource assessment/dynamics; Resource potential; and, Resource utilization for sustainability. This programme enables workers within different disciplines to identify how their expertise contributes to the overall research requirements to support resource development.

There is compelling evidence that increased gender equity can make a significant contribution towards alleviating poverty and increasing food security. But past efforts to integrate gender into agricultural research and development practice have failed to address the inequalities that limit women’s access to agricultural inputs, markets, resources and advice. A Gender Transformative Approach (GTA) goes beyond just considering the symptoms of gender inequality, and addresses the social norms, attitudes, behaviors and social systems that underlie them. The CGIAR Research Program on Aquatic Agricultural Systems (AAS) has placed the GTA at the heart of its gender strategy. This workshop was an opportunity for researchers, practitioners and donors working in this area to address the challenge of how to translate this approach into actual research and development practice. The workshop recommended that a GTA should be adopted alongside, not instead of, existing efforts to reverse gender disparities in resources, technologies and markets. It is through this pairing that improved social and material outcomes can be achieved, with the expectation that when achieved together, both types of outcomes will be more lasting than if achieved individually.

The CGIAR Research Program on Aquatic Agricultural Systems (AAS) has developed its Gender Research in Development Strategy centered on a transformative approach. Translating this strategy into actual research and development practice poses a considerable challenge, as not much (documented) experience exists in the agricultural sector to draw on, and significant innovation is required. A process of transformative change requires reflecting on multiple facets and dimensions simultaneously. This working paper is a collation of think pieces, structured around broad the mes and topics, reflecting on what works (and what does not) in the application of gender transformative approaches in agriculture and other sectors, and seeking to stimulate a discussion on the way forward for CGIAR Research Programs (CRPs) and other programs to build organizational capacities and partnerships.

The CGIAR Research Program on Aquatic Agricultural Systems (AAS) is pursuing a Research in Development approach that emphasizes the importance of embedding research in the development context. Reflecting this emphasis the six elements of this approach are a commitment to people and place, participatory action research, gender transformative research, learning and networking, partnerships, and capacity building. It is through the careful pursuit of these six elements that we believe that the program will achieve the development outcomes we aspire to, and do so at scale.

WorldFish is leading the CGIAR Research Program on Aquatic Agricultural Systems together with two other CGIAR Centers; the International Water Management Institute (IWMI) and Bioversity. In 2012 and 2013 the AAS Program rolled out in Solomon Islands, Zambia, Bangladesh, Cambodia and the Philippines. Aquatic Agricultural Systems are places where farming and fishing in freshwater and/or coastal ecosystems contribute significantly to household income and food security. The program goal is to improve the well-being of AAS-dependent people. A hub is a geographic location that provides a focus for learning, innovation and impact through participatory action research. In Solomon Islands AAS works in Malaita Hub (Malaita Province) and Western Hub (Western Province). In each hub we identify a ‘Development Challenge’ that the Program will address to give us focus and motivation.

Coastal and marine ecosystems support diverse and important fisheries throughout the nation’s waters, hold vast storehouses of biological diversity, and provide unparalleled recreational opportunities. Some 53% of the total U.S. population live on the 17% of land in the coastal zone, and these areas become more crowded every year. Demands on coastal and marine resources are rapidly increasing, and as coastal areas become more developed, the vulnerability of human settlements to hurricanes, storm surges, and flooding events also increases. Coastal and marine environments are intrinsically linked to climate in many ways. The ocean is an important distributor of the planet’s heat, and this distribution could be strongly influenced by changes in global climate over the 21st century. Sea-level rise is projected to accelerate during the 21st century, with dramatic impacts in low-lying regions where subsidence and erosion problems already exist. Many other impacts of climate change on the oceans are difficult to project, such as the effects on ocean temperatures and precipitation patterns, although the potential consequences of various changes can be assessed to a degree. In other instances, research is demonstrating that global changes may already be significantly impacting marine ecosystems, such as the impact of increasing nitrogen on coastal waters and the direct effect of increasing carbon dioxide on coral reefs. Coastal erosion is already a widespread problem in much of the country and has significant impacts on undeveloped shorelines as well as on coastal development and infrastructure. Along the Pacific Coast, cycles of beach and cliff erosion have been linked to El Niño events that elevate average sea levels over the short term and alter storm tracks that affect erosion and wave damage along the coastline. These impacts will be exacerbated by long-term sea-level rise. Atlantic and Gulf coastlines are especially vulnerable to long-term sea-level rise as well as any increase in the frequency of storm surges or hurricanes. Most erosion events here are the result of storms and extreme events, and the slope of these areas is so gentle that a small rise in sea level produces a large inland shift of the shoreline. When buildings, roads and seawalls block this natural migration, the beaches and shorelines erode, threatening property and infrastructure as well as coastal ecosystems.

Coastal managers now recognize that many of the most serious resource degradation problems have built up gradually as the combined outcome of numerous actions and choices which alone may have had relatively minor impacts. For example, alteration of essential habitat through wetland loss, degradation of water quality from nonpoint source pollution, and changes in salinity of estuarine waters from water diversion projects can be attributed to numerous small actions and choices. These incremental losses have broad spatial and temporal dimensions, resulting in the gradual alteration of structure and functioning of biophysical systems. In the environmental management field, the term "cumulative effects" is generally used to describe this phenomenon of changes in the environment that result from numerous, small-scale alterations.

The aquaculture sector has been playing an increasingly dominating role in Indian fisheries scenario since the last two and half decades. Introduction of induced breeding and composite fish culture (CFC) technologies has changed the freshwater aquaculture sector in India. Institutional support has been one of the most crucial aspects in all fisheries development programs, more so in the Indian context where most of fish farmers are socially and economically weak. The innovation of CFC technology in freshwater aquaculture sector in the early seventies generated the need for adequate and effective institutional support to farmers. Under the freshwater aquaculture development program, the Fish Farmers Development Agencies (FFDA) have been established at district level to provide technical and extension support to the farming community besides arranging ponds on lease and supply of seeds. In addition to above, FFDAs are also expected to arrange loans from banks and provide subsidies. Thus, FFDAs are meant to provide institutional support to fish farming community in the country. In view of the above, an effort was made to study the adequacy and effectiveness of institutional support provided by the FFDA, Mirzapur for the development of aquaculture in Mirzapur district of Uttar Pradesh {U.P.), India. Study reveals that leasing of ponds for fish farming has been favourable to economically weaker sections of societies while bank loan accessibility is more for those having relatively higher economic status. Though the FFDA, Mirzapur performed well in providing training to potential fish farmers and creating awareness about fish farming, its effectiveness could not be equally seen in seed supply.
