During 1973-88, 3,661 marine mammals of 17 species were reported as incidental catch by U.S. fishery observers aboard foreign and joint venture trawl vessels in the U.S. Exclusive Economic Zone in the North Pacific Ocean and the Bering Sea. Northern sea lions (Eumetopias jubatus) accounted for 90% of the reported incidental mortality in the Gulf of Alaska and eastern Bering Sea. Nearly half of these sea lions were taken in trawl nets in the Shelikof Strait, Alaska, joint venture fishery during 1982-84. However, high incidental mortality rates (>25 sea lions per 10,000 metric tons of groundfish catch) also occurred in the foreign fisheries near Kodiak Island and in the Aleutian Islands area in earlier years. Estimated annual mortality of incidentally caught northern sea lions in Alaska declined from 1,000 to 2,000 animals per year during the early 1970s and 1982 to fewer than 100 animals in 1988. In the Bering Sea most sea lions incidentally caught were males, while in the Gulf of Alaska females were more frequently caught. Females may also have been dominant in the incidental catch of sea lions in the Aleutian Islands area, but age and sex composition data are limited. Incidental mortality of adult female sea lions by foreign trawl fisheries in these areas could have partially contributed to the reported declines in northern sea lion populations in Alaska during the 1970s, but it cannot alone account for the present decline in population size. Eleven ichthyoplankton surveys were conducted (1 in 1972 and 10 between 1977 and 1979) in the northeastern Pacific Ocean over the continental shelf off Kodiak Island, Alaska. In the 677 neuston and 632 bongo tows, eggs or larvae of more than 80 fish taxa were found. They were present in every season and throughout the survey area, although more taxa and more individuals were found in summer than in other seasons. Among the more abundant species were the gadid Theragra chalcogramma and several hexagrammids and pleuronectids. The hexagrammids and several coUids were abundant in the neustonic layer, where they spent close to a year as larvae and prejuvenlles. Although the seasonal and geographic distribution of most taxa was complex, two patterns emerged: Late summer-fall spawners produce demersal eggs and have neustonic larvae that remain pelagic for several months (hexagrammids and some cottlds), and spring-summer spawners have pelagic eggs and larvae that spend several weeks in the plankton but are not closely associated with the surface (Theragra chalcogramma, pleuronectlds). ENGLISH: The skipjack tuna, Katsuwonus pelamis is an important resource of the tropical and subtropical waters of the world ocean. Fishermen of many countries exploit this resource; at the present time, the annual world catch is approximately 200 thousand metric tons. Many fishery experts believe that the skipjack is not being fully utilized while stocks of other tunas are being fished, in some areas, at levels exceeding their maximum sustainable yields. In addition to the importance of skipjack as a commercial fish and as a source of food, there is a small but expanding recreational fishery in some countries bordering the Pacific. This bibliography provides a list of publications pertaining to the biology and fishery of the Pacific skipjack tuna. Papers concerned with food technology, food chemistry, radio-chemistry, and certain other subjects are excluded. The main sources for our publication have been the existing bibliographies of tunas, which are listed and indexed accordingly. In addition, reports of various marine laboratories and other scientific organizations have been checked; these are too numerous to list. We are fairly confident that all major works pertaining to skipjack tuna in the Pacific, printed prior to the end of 1966, appear in this bibliography. Only reports considered to be in permanent form are included. Annotations are based on actual examination of each of the entries listed here. The annotations do not evaluate a paper but serve rather to give a more precise idea of its contents if not revealed by the title alone. If the title sufficed in this respect, no annotation was prepared. A relatively small number of works believed to contain information pertinent to our bibliography could not be examined, but a list of such papers is provided. SPANISH: El atún barrilete, Katsuwonus pelamis, es un recurso importante de las aguas tropicales y subtropicales del océano mundial. Los pescadores de varios países explotan este recurso; actualmente, la captura mundial anual es aproximadamente de 200,000 toneladas métricas. Muchos expertos en la pesquería creen que el barrilete no es utilizado completamente, mientras los stocks de otros atunes son pescados en algunas áreas a niveles que exceden su rendimiento máximo sostenible. Además de la importancia del barrilete como pez comercial y como fuente de alimento, existe una pesquería pequeña recreativa que se está desarrollando en algunos países colindantes con el Pacífico. The Alliance for Coastal Technologies (ACT) convened a workshop, sponsored by the Hawaii-Pacific and Alaska Regional Partners, entitled Underwater Passive Acoustic Monitoring for Remote Regions at the Hawaii Institute of Marine Biology from February 7-9, 2007. The workshop was designed to summarize existing passive acoustic technologies and their uses, as well as to make strategic recommendations for future development and collaborative programs that use passive acoustic tools for scientific investigation and resource management. The workshop was attended by 29 people representing three sectors: research scientists, resource managers, and technology developers. The majority of passive acoustic tools are being developed by individual scientists for specific applications and few tools are available commercially. Most scientists are developing hydrophone-based systems to listen for species-specific information on fish or cetaceans; a few scientists are listening for biological indicators of ecosystem health. Resource managers are interested in passive acoustics primarily for vessel detection in remote protected areas and secondarily to obtain biological and ecological information. The military has been monitoring with hydrophones for decades;however, data and signal processing software has not been readily available to the scientific community, and future collaboration is greatly needed. The challenges that impede future development of passive acoustics are surmountable with greater collaboration. Hardware exists and is accessible; the limits are in the software and in the interpretation of sounds and their correlation with ecological events. Collaboration with the military and the private companies it contracts will assist scientists and managers with obtaining and developing software and data analysis tools. Collaborative proposals among scientists to receive larger pools of money for exploratory acoustic science will further develop the ability to correlate noise with ecological activities. The existing technologies and data analysis are adequate to meet resource managers' needs for vessel detection. However, collaboration is needed among resource managers to prepare large-scale programs that include centralized processing in an effort to address the lack of local capacity within management agencies to analyze and interpret the data. Workshop participants suggested that ACT might facilitate such collaborations through its website and by providing recommendations to key agencies and programs, such as DOD, NOAA, and I00s. There is a need to standardize data formats and archive acoustic environmental data at the national and international levels. Specifically, there is a need for local training and primers for public education, as well as by pilot demonstration projects, perhaps in conjunction with National Marine Sanctuaries. Passive acoustic technologies should be implemented immediately to address vessel monitoring needs. Ecological and health monitoring applications should be developed as vessel monitoring programs provide additional data and opportunities for more exploratory research. Passive acoustic monitoring should also be correlated with water quality monitoring to ease integration into long-term monitoring programs, such as the ocean observing systems. ENGLISH: Beginning in February 1972 the usual seasonal cooling of the surface water of the eastern Pacific Ocean in the region of the Peru Current and along the equator failed to develop. By July tropical coastal and equatorial island stations and ships crossing the equator were recording sea-surface temperatures which were 6° to 8°F (3.3°-4.4°C) above the long-term mean. The anomalies spread over most of the eastern tropical Pacific and westward into the central equatorial Pacific through September. During October surface temperatures at coastal stations along South America were returning to normal, but in November and December 1972 temperatures rose rapidly again, with a near-record temperature anomaly of 8.1°F (4.2°C) above the long-term mean recorded at Puerto Chieama, Peru (7°42'S-79°27'W). After January 1973 sea-surface temperatures began returning to normal over most of the eastern tropical Pacific, and by March 1973 the El Nino had completed its cycle. Monthly sea-surface temperature anomalies over the eastern tropical Pacific are discussed to show the extent and magnitude of warming. Annual temperature profiles at several South American coastal and equatorial island stations are compared with temperature profiles for the 1957-1958 and 1965 EI Nino years. Characteristics of the temperature anomaly profiles at Puerto Chicama during several very warm years for the 1925-1972 period are also compared. Finally, meteorological factors contributing to a relaxation of the southeast trade winds and to the decreased unwilling along the coast of South America in 1972-1973 are examined. SPANISH: A comienzos de febrero de 1972, no se registró el enfriamiento común estacional del agua superficial del Océano Pacífico oriental en la región de la Corriente del Perú y a lo largo del ecuador. En julio las estaciones tropicales, costeras y de las islas ecuatoriales, y los barcos que cruzaban la linea ecuatorial registraron temperaturas superficiales del mar de 6° a 8°F (3.3°-4.4°C) más altas que la media a largo plazo. Las anomalías se esparcieron sobre la mayoría del Pacífico oriental tropical, y al oeste en el Pacífico central ecuatorial. En octubre, las temperaturas superficiales de las estaciones costaneras a lo largo de Sudamérica volvieron a la normalidad, pero en noviembre y diciembre de 1972, las temperaturas de nuevo ascendieron rápidamente con una anomalía de temperatura que alcanzó 8.1°F (4.2°C) sobre la media a largo plazo registrada en Puerto Chicama, Perú (7°42'S-79°27'W). Después de enero 1973 las temperaturas de la superficie del mar volvieron rápidamente a la normalidad en la mayoría del Pacífico oriental tropical y en marzo de 1973 el Niño había completado su ciclo. Se discuten las anomalías mensuales de las temperaturas de la superficie del mar en el Pacífico oriental tropical para indicar la extensión y magnitud del calentamiento. Los perfiles anuales de temperatura en varias estaciones costeras y de las islas ecuatoriales sudamericanas se comparan con los perfiles de temperatura de los años en que ocurrió el Niño en 1957-1958 y 1965. Se comparan también las características de los perfiles de las anomalías de temperatura en Puerto Chicama durante varios años muy cálidos para el período de 1925-1972. Finalmente, se examinan los factores meteorológicos que contribuyen al debilitamiento de los vientos alisios del sudeste y a la reducción del afloramiento a lo largo de la costa sudamericana en 1972-1973. During the last century, the population of Pacific sardine (Sardinops sagax) in the California Current Ecosystem has exhibited large fluctuations in abundance and migration behavior. From approximately 1900 to 1940, the abundance of sardine reached 3.6 million metric tons and the “northern stock” migrated from offshore of California in the spring to the coastal areas near Oregon, Washington, and Vancouver Island in the summer. In the 1940s, the sardine stock collapsed and the few remaining sardine schools concentrated in the coastal region off southern California, year-round, for the next 50 years. The stock gradually recovered in the late 1980s and resumed its seasonal migration between regions off southern California and Canada. Recently, a model was developed which predicts the potential habitat for the northern stock of Pacific sardine and its seasonal dynamics. The habitat predictions were successfully validated using data from sardine surveys using the daily egg production method; scientific trawl surveys off the Columbia River mouth; and commercial sardine landings off Oregon, Washington, and Vancouver Island. Here, the predictions of the potential habitat and seasonal migration of the northern stock of sardine are validated using data from “acoustic–trawl” surveys of the entire west coast of the United States during the spring and summer of 2008. The estimates of sardine biomass and lengths from the two surveys are not significantly different between spring and summer, indicating that they are representative of the entire stock. The results also confirm that the model of potential sardine habitat can be used to optimally apply survey effort and thus minimize random and systematic sampling error in the biomass estimates. Furthermore, the acoustic–trawl survey data are useful to estimate concurrently the distributions and abundances of other pelagic fishes.

The abundances and distributions of coastal pelagic fish species in the California Current Ecosystem from San Diego to southern Vancouver Island, were estimated from combined acoustic and trawl surveys conducted in the spring of 2006, 2008, and 2010. Pacific sardine (Sardinops sagax), jack mackerel (Trachurus symmetricus), and Pacific mackerel (Scomber japonicus) were the dominant coastal pelagic fish species, in that order. Northern anchovy (Engraulis mordax) and Pacific herring (Clupea pallasii) were sampled only sporadically and therefore estimates for these species were unreliable. The estimates of sardine biomass compared well with those of the annual assessments and confirmed a declining trajectory of the “northern stock” since 2006. During the sampling period, the biomass of jack mackerel was stable or increasing, and that of Pacific mackerel was low and variable. The uncertainties in these estimates are mostly the result of spatial patchiness which increased from sardine to mackerels to anchovy and herring. Future surveys of coastal pelagic fish species in the California Current Ecosystem should benefit from adaptive sampling based on modeled habitat; increased echosounder and trawl sampling, particularly for the most patchy and nearshore species; and directed-trawl sampling for improved species identification and estimations of their acoustic target stren

Pacific herring (Clupea pallasii) from the Gulf of Alaska were screened for temporal and spatial genetic variation with 15 microsatellite loci. Thirteen collections were examined in this study: 11 from Southeast Alaska and 2 from Prince William Sound, Alaska. Although FST values were low, a neighbor-joining tree based on genetic distance, homogeneity, and FST values revealed that collectively, the Berners Bay and Lynn Canal (interior) collections were genetically distinct from Sitka Sound and Prince of Wales Island (outer-coastal) collections. Temporal genetic variation within regions (among three years of Berners Bay spawners and between the two Sitka Sound spawners) was zero, whereas 0.05% was attributable to genetic variation between Berners Bay and Sitka Sound. This divergence may be attributable to environmental differences between interior archipelago waters and outer-coast habitats, such as differences in temperature and salinity. Early spring collections of nonspawning Lynn Canal herring were nearly genetically identical to collections of spawning herring in Berners Bay two months later—an indication that Berners Bay spawners over-winter in Lynn Canal. Southeast Alaskan herring (collectively) were significantly different from those in Prince William Sound. This study illustrates that adequate sample size is needed to detect variation in pelagic fish species with a large effective population size, and microsatellite markers may be useful in detecting low-level genetic divergence in Pacific herring in the Gulf of Alaska.

We examined the incidental catches of American shad (Alosa sapidissima) taken during research cruises and in commercial and recreational landings along the Pacific coast of North America during over 30 years of sampling. Shad, an introduced species, was mainly found over the shallow continental shelf, and largest catches and highest frequency of occurrences were found north of central Oregon, along the coasts of Washington and Vancouver Island, and in California around San Francisco Bay. Migrations to the north off Washington and Vancouver were seen during spring to fall, but we found no evidence for large-scale seasonal migrations to the south during the fall or winter. The average weight of shad increased in deeper water. Sizes were also larger in early years of the study. Most were caught over a wide range of sea surface temperatures (11–17°C) and bottom temperatures (6.4–8.0°C). Abundance of shad on the continental shelf north of 44°N was highly correlated with counts of shad at Bonneville Dam on the Columbia River in the same year. Counts were negatively related to average weights and also negatively correlated with the survival of hatchery coho salmon (Oncorhynchus kisutch), indicating that survival of shad is favored by warm ocean conditions. Examining the catch during research cruises and commercial and recreational landings, we concluded that American shad along the Pacific coast have adapted to the prevailing environmental conditions and undertake only moderate seasonal migrations compared with the long seasonal migrations of shad along the Atlantic coast of North America. We suggest that the large spawning populations in the Columbia River and San Francisco Bay areas explain most of the distributional features along the Pacific coast.

A 4500-year archaeological record of Pacific cod (Gadus macrocephalus) bones from Sanak Island, Alaska, was used to assess the sustainability of the modern fishery and the effects of this fishery on the size of fish caught. Allometric reconstructions of Pacific cod length for eight prehistoric time periods indicated that the current size of the nearshore, commercially fished Pacific cod stocks is statistically unchanged from that of fish caught during 4500 years of subsistence harvesting. This finding indicates that the current Pacific cod fishery that uses selective harvesting technolog ies is a sustainable commercial fishery. Variation in relative Pacific cod abundances provides further insights into the response of this species to punctuated changes in ocean climate (regime shifts) and indicates that Pacific cod stocks can recover from major environmental perturbations. Such palaeofisheries data can extend the short time-series of fisheries data (<50 yr) that form the basis for fisheries management in the Gulf of Alaska and place current trends within the context of centennial- or millennial-scale patterns.

Nearshore marine resources play a significant role in the lives of South Pacific islanders and can be critical to the economies of nations in the region. However, few countries have adequate management controls in place to ensure harvests remain at sustainable levels, and so determining current levels of utilization is far from easy. A lack of information about the volume of both domestic and international trade in marine invertebrates in high demand is a growing concern. Further hindering management and conservation efforts is the little available background biological information to allow for population assessments, according to this new study on the global trade in South Pacific marine invertebrates.

The Western Pacific Fishery Information Network (WPACFlN) is an intergovernmental agency cooperative program sponsored by the National Marine Fisheries Service (NMFS) to help participating island fisheries agencies carry out data collection, analysis, reporting programs, and data management activities to better support fisheries management under the Magnuson Fishery Conservation and Management Act; and to help meet local fisheries information and management needs. The WPACFlN is the central source of information for Federal fisheries management of most fisheries in American Samoa, Guam, and the Northern Mariana Islands, and it plays an important role in acquiring fisheries data in Hawaii. This paper describes the development and status of this fishery information system.

Modern dinoflagellate cysts in surface sediments collected on Santa Cruz Island, Galapagos, are described, along with other palynomorphs such as microforaminiferal linings, tintinnid loricae, copepod eggs and acritarchs including Domasiella-like micro-remains and Halodinium spp. The dinoflagellate cyst assemblages mainly consisted of Spiniferites cf. scabratus (gonyaulacoid) followed by Brigantedinium spp. and Selenopemphix quanta (peridinioids). No gymnodinioid cysts were found. No remarkable differences in cyst composition and densities were recognized between stations. The cyst assemblages were characterized by low species diversity and low cyst concentrations in comparison with the Pacific coast of Guatemala and Peru. CDF Contribution Number 1019.
