ENGLISH: Seasonal changes in the climatology, oceanography and fisheries of the Panama Bight are determined mainly by the latitudinal movements of the ITCZ over the region. Evaporation is about 980 mm annually. Rainfall is probably much less than previous estimates because of a discontinuity in the ITCZ. Freshwater runoff from the northern watershed varies from 22 X 109 m3/mo in October-November to 11 X 109 m3/mo in February-March; from the southeastern watershed it varies from 16 X 109 m3/mo in April-June to 9 X 109 m3/mo in October-December. Total annual runoff is about 350 X 109m3. A marked salinity front is found at all seasons off the eastern shore. In the northern part of the Bight temperatures in the upper layers remained fairly constant from May to November; by February the mean temperature had decreased by 4°C and sharp gradients existed in the geographic distributions. Salinities in the upper layers decreased steadily from May to November; by February the mean salinity had increased by 2.5‰. The mean depth of the mixed layer increased from 27 m in May to 40 m in November; by February upwelling decreased it to 18 m. Between November and February upwelling had doubled the amount of P04-P and tripled that of NO3-N in the euphotic zone; surface phytoplankton production and standing crop, and zooplankton concentrations also doubled during this period. Upwelling was about 1.5 m/mo during May-November and about 9.0 m/mo during November-February, the annual total is about 48 m, Mean primary production is about 0.3 gC/m2day during May-December and about 0.6 gC/m2day during January-April; annual production is about 140 gC/m2. A thermal ridge occurred in February running from the northern to the southwestern part of the Bight. Within this ridge was a marked thermal dome coinciding with the center of the cyclonic circulation cell. Upwelling in the dome averaged 16 m/mo in November-February. The fisheries of the Panama Bight annually produce about 30,000 metric tons of food species and about 68,000 m.t. of species used for reduction. Most attempts to further the understanding of tuna ecology were unsuccessful. The apparent abundances of yellowfin and skipjack in the northern part of the Bight appear to be related to the seasonal cycle of upwelling and enrichment, as abundances are greatest in April and May when food appears to be plentiful. The life-cycle of the anchoveta in the Gulf of Panama also appears to be related to upwelling; the species mass varies from about 39,000 m.t. in December to about 169,000 m.t, in April. About 19.1 X 1012 anchoveta eggs are spawned annually. The life-cycles of shrimp in the Panama Bight appear to be related to upwelling as catches are greatest in May-July, about 3-5 months after peak upwelling, and annual catches are inversely correlated with sea level. SPANISH: Los cambios estacionales en la climatología, oceanografía y pesquerías del Panamá Bight están determinados principalmente por el movimiento latitudinal sobre la región de la Zona de Convergencia Intertropical (ZCIT). La evaporación es de unos 980 mm al año. La pluviosidad es probablemente muy inferior a las estimaciones previas a causa de la descontinuidad en la ZCIT. El afloramiento era cerca de 1.5 mimes durante mayo-noviembre y de unos 9.0 mimes durante noviembre-febrero, el total anual es de unos 48 m. La producción media primaria es aproximadamente de 0.3 gC/m2 al día durante mayo-diciembre y cerca de 0.6 gC/m2 al día durante enero-abril; la producción anual es de unos 140 gC/m2. En febrero apareció una convexidad termal que se extendió de la parte norte a la parte sudoeste del Bight. Dentro de esta convexidad se encontró un domo termal marcado el cual coincidió con el centro de la circulación ciclonal de la célula. El afloramiento en el domo tuvo un promedio de 16 mimes en noviembre-febrero. Las pesquerías del Panamá Bight producen anualmente de cerca 30,000 toneladas métricas de especies alimenticias y unas 68,000 t.m. de especies usadas para la reducción. La mayoría de los esfuerzos realizados con el fin de adquirir más conocimiento sobre la ecología del atún no tuvo éxito. ENGLISH: The abundance of skipjack larvae in the central and western Pacific approximately doubled for every 1°C increase in sea-surface temperature (SST) from 23°C to a maximum of about 29°C, and then usually decreased with further increases in SST. Skipjack larvae are scarce in the eastern Pacific Ocean (EPO), so most skipjack recruits and adults in this area are believed to have originated in the central and, possibly, the western Pacific. The catch per unit of effort (CPUE), in short tons per day's fishing, and the catch rate, in number of fish per day's fishing, are estimates of apparent abundance in a fishery. The logarithm of the annual CPUE for skipjack for international baitboats in the EPO for the 1934-1960 period was positively correlated with SST in the spawning area in the central Pacific 18 months earlier (r2 0.31), during the July-June period when most of the recruits in each cohort were presumed to have been spawned. Adequate data for other environmental variables were not available for testing with the baitboat data. The other environmental variables available and selected for testing for correlation with estimates of skipjack abundance for purse seiners for the 1961-1984 period and the reasons for their selection are as follows. 1)Wind-mixing index (WMI). The degree of mixing in the upper layers of the ocean is proportional to the cube of the wind speed, called WMI. The degree of mixing in the spawning areas of the central and the western Pacific may affect the concentration of organisms that skipjack larvae feed upon, thereby influencing their survival, and ultimately determining cohort strength and the number of recruits to the eastern Pacific fishery. 2) SST in the fishing areas at the time of fishing (SST). The CPUE for yellowfin tuna has been shown to be inversely related to SST in the fishing areas, and there are indications that skipjack CPUE is lower during EI Nino events when SST is higher than normal. 3) North-south SST gradient across the thermal front off the Gulf of Guayaquil. This is a measure of the degree of upwelling and nutrient enrichment of the upper waters south of the front and ultimately of the production of food for tunas. 4) Speed of the North Equatorial Countercurrent (NECC). Young skipjack may migrate from the central Pacific to the EPO in the eastward flowing NECC; if so, the number of recruits might be affected by variations in the speed of the current. The logarithm of the annual catch rate of skipjack recruits by international purse seiners in the EPO for the 1961-1984 period was positively correlated with SST in the spawning area of the central Pacific 18 months earlier (r2 = 0.21),and inversely correlated with WMI in the spawning area 18 months earlier (r2 0.46). The logarithm of CPUE for purse seiners in the area off the Gulf of Guayaquil was not correlated with SST in the spawning area 18 months earlier, but was inversely correlated with WMI in the spawning area 18 months earlier (r2 = 0.19), and inversely correlated with the north-south SST gradient in the fishing area at the time of fishing (r2 0.32). Neither of these estimates of apparent abundance from purse seiners were correlated with SST in the fishing areas, or with the speed of the NECC at earlier times. SPANISH: La abundancia de larvas de barrilete en el Pacífico central y occidental se multiplicó por dos, aproximadamente, por cada aumento de 1°Cen la temperatura de la superficie del mar (TSM) entre 23°C y un máximo de unos 29°C, y luego generalmente disminuyó con más aumentos en la TSM. Las larvas de barrilete son escasas en el Océano Pacífico oriental (OPO), y por lo tanto se cree que la mayoría de los reclutas y adultos en esta zona surgieron del Pacífico central, y posiblemente también del Pacífico occidental. La captura por unidad de esfuerzo (CPUE), en toneladas cortas por día de pesca, y la tasa de captura, en número de peces por día de pesca, son estimaciones de la abundancia aparente en una pesquería. El logaritmo de la CPUE anual de barrilete lograda por barcos de carnada en el OPO en el período 1934-1960 se correlacionó positivamente con la TSM en la zona de desove en el Pacífico central de 18 meses antes (r2 = 0.31), durante el período de junio-julio en el cual se cree que nació la mayoría de los reclutas en cada cohorte. El grado de mezcla en las capas superiores del océano es proporcional al cubo de la velocidad del viento, llamado IMV. Es posible que el grado de mezcla en las zonas de desove del Pacífico central y occidental afecte la concentración de los organismos que alimentan a las larvas del barrilete, afectando así la supervivencia de éstas, y finalmente determinando el tamaño de las cohortes y el número de reclutas a la pesquería del OPO. 2) TSM en la zona de pesca al realizarse la pesca (TSM). Se ha mostrado que la relación de la CPUE del atún aleta amarilla a la TSM en la zona de pesca es inversa, y existen indicaciones que la CPUE de barrilete es inferior durante eventos del Niño, cuando las TSM son superiores a lo normal. 3) Gradiente norte-sur de las TSM a través del frente térmico frente al Golfo de Guayaquil. Esto es una medida del grado de afloramiento y enriquecimiento nutritivo del nivel superior de las aguas al sur de dicho frente, y finalmente de la producción de alimento para los atunes. 4) La velocidad de la Contracorriente Ecuatorial del Norte (CCEN). Es posible que los bariletes juveniles migren del Pacífico central al Pacífico oriental en la CCEN, que fluye hacia el este; de ser así, es posible que la cantidad de reclutas se vea afectada por variaciones en la velocidad de la corriente. El logaritmo de la tasa anual de captura de reclutas de barrilete por cerqueros de varias banderas en el OPO en el período 1961-1964 estuvo correlacionado de forma positiva con las TSM en la zona de desove del Pacífico central de 18meses antes (r2 0.21),y de forma inversa con el IMV de la zona de desove de 18 meses antes (r2 0.46). El logaritmo de la CPUE de los cerqueros en la zona frente al Golfo de Guayaquil no estuvo correlacionado con las TSM en la zona de desove de 18 meses antes, pero sí estuvo correlacionado de forma inversa con el IMV en la zona de desove de 18 meses antes (r2 0.19),y con el gradiente norte-sur de las TSM en la zona de pesca al realizarse la pesca (r2 0.32). Ninguna de estas estimaciones de abundancia aparente provenientes de barcos cerqueros estuvo correlacionada con las TSM en las zonas de pesca o con la velocidad de la CCEN en épocas anteriores. The interests of the Inter-American Tropical Tuna Commission in the hydrography and biology of the Gulf of Panama have been adequately stated in the Commission's Bulletin series (Forsbergh, 1963; Howard, 1954; Howard and Landa, 1958; Peterson, 1961; Schaefer, 1953; Schaefer and Bishop, 1958; Schaefer, Bishop and Howard, 1958). The present report deals with data collected on 10 surveys made by Tuna Commission personnel for the purpose of describing seasonal upwelling by means of a study of the temperature structure of the Gulf of Panama, and a comparison of the thermal pattern during the dry, upwelling season (January to April) with that of the rainy season (May to December). Considerations of upwelling in the Gulf have been shown to be of interest and of probable biological consequence by Schaefer (1951) and by Simpson (1959). (PDF contains 60 pages.)

The proposed EC Water Framework Directive (WFD)incorporates some new concepts in the field of water protection. Most of these concepts rely on the use of applied ecology of water systems. The expected improvement of environmental management is very new in this context. The new WFD will allow the checking of the eco-epidemiological results of several human impacts on aquatic ecosystems, such as toxic pollution and habitat modification. This paper intends to show some consequences of the WFD in the field of ecotoxicology.

We compared the density and biomass of resident fish in vegetated and unvegetated flooded habitats of impounded salt marshes in the northern Indian River Lagoon (IRL) Estuary of east-central Florida. A 1-m2 throw trap was used to sample fish in randomly located, paired sample plots (n = 198 pairs) over 5 seasons in 7 impoundments. We collected a total of 15 fish taxa, and 88% of the fishes we identified from the samples belonged to three species: Cyprinodon variegatus (Sheepshead Minnow), Gambusia holbrooki (Eastern Mosquitofish), and Poecilia latipinna (Sailfin Molly). Vegetated habitat usually had higher density and biomass of fish. Mean fish density (and 95% confidence interval) for vegetated and unvegetated sites were 8.2 (6.7–9.9) and 2.0 (1.6–2.4) individuals m-2, respectively; mean biomass (and 95% confidence interval) for vegetated and unvegetated sites were 3.0 (2.5–3.7) and 1.1 (0.9–1.4) g m-2, respectively. We confirmed previous findings that impounded salt marshes of the northern IRL Estuary produce a high standing stock of resident fishes. Seasonal patterns of abundance were consistent with fish moving between vegetated and unvegetated habitat as water levels changed in the estuary. Differences in density, mean size, and species composition of resident fishes between vegetated and unvegetated habitats have important implications for movement of biomass and nutrients out of salt marsh by piscivores (e.g., wading birds and fishes) via a trophic relay.

Foraging habitat selection of nesting Great Egrets ( Ardea alba ) and Snowy Egrets ( Egretta thula ) was investigated within an estuary with extensive impounded salt marsh habitat. Using a geographic information system, available habitat was partitioned into concentric bands at five, ten, and 15 km radius from nesting colonies to assess the relative effects of habitat composition and distance on habitat selection. Snowy Egrets were more likely than Great Egrets to depart colonies and travel to foraging sites in groups, but both species usually arrived at sites that were occupied by other wading birds. Mean flight distances were 6.2 km (SE = 0.4, N = 28, range 1.8-10.7 km) for Great Egrets and 4.7 km (SE = 0.48, N = 31, range 0.7-12.5 km) for Snowy Egrets. At the broadest spatial scale both species used impounded (mostly salt marsh) and estuarine edge habitat more than expected based on availability while avoiding unimpounded (mostly fresh water wetland) habitat. At more local scales habitat use matched availability. Interpretation of habitat preference differed with the types of habitat that were included and the maximum distance that habitat was considered available. These results illustrate that caution is needed when interpreting the results of habitat preference studies when individuals are constrained in their choice of habitats, such as for central place foragers.

Previous studies indicate that elasmobranch fishes (sharks, skates and rays) detect the Earth’s geomagnetic field by indirect magnetoreception through electromagnetic induction, using their ampullae of Lorenzini. Applying this concept, we evaluated the capture of elasmobranchs in the presence of permanent magnets in hook-and-line and inshore longline fishing experiments. Hooks with neodymium-iron-boron magnets significantly reduced the capture of elasmobranchs overall in comparison with control and procedural control hooks in the hook-and-line experiment. Catches of Atlantic sharpnose shark (Rhizoprionodon terraenovae) and smooth dogfish (Mustelus canis) were signif icantly reduced with magnetic hook-and-line treatments, whereas catches of spiny dogfish (Squalus acanthias) and clearnose skate (Raja eglanteria) were not. Longline hooks with barium-ferrite magnets significantly reduced total elasmobranch capture when compared with control hooks. In the longline study, capture of blacktip sharks (Carcharhinus limbatus) and southern stingrays (Dasyatis americana) was reduced on magnetic hooks, whereas capture of sandbar shark (Carcharhinus plumbeus) was not affected. Teleosts, such as red drum (Sciaenops ocellatus), Atlantic croaker (Micropogonias undulatus), oyster toadfish (Opsanus tau), black sea bass (Centropristis striata), and the bluefish (Pomatomas saltatrix), showed no hook preference in either hook-and-line or longline studies. These results indicate that permanent magnets, although eliciting species-specific capture trends, warrant further investigation in commercial longline and recreational fisheries, where bycatch mortality is a leading contributor to declines in elasmobranch populations.

Genetic structure and average long-term connectivity and effective size of mutton snapper (Lutjanus analis) sampled from offshore localities in the U.S. Caribbean and the Florida Keys were assessed by using nuclear-encoded microsatellites and a fragment of mitochondrial DNA. No significant differences in allele, genotype (microsatellites), or haplotype (mtDNA) distributions were detected; tests of selective neutrality (mtDNA) were nonsignificant after Bonferroni correction. Heuristic estimates of average long-term rate of migration (proportion of migrant individuals/generation) between geographically adjacent localities varied from 0.0033 to 0.0054, indicating that local subpopulations could respond independently of environmental perturbations. Estimates of average longterm effective population sizes varied from 341 to 1066 and differed significantly among several of the localities. These results indicate that over time larval drift and interregional adult movement may not be sufficient to maintain population sustainability across the region and that there may be different demographic stocks at some of the localities studied. The estimate of long-term effective population size at the locality offshore of St. Croix was below the minimum threshold size considered necessary to maintain the equilibrium between the loss of adaptive genetic variance from genetic drift and its replacement by mutation. Genetic variability in mutton snapper likely is maintained at the intraregional level by aggregate spawning and random mating of local populations. This feature is perhaps ironic in that aggregate spawning also renders mutton snapper especially vulnerable to overexploitation.

Reducing shark bycatch and depredation (i.e., damage caused by sharks to gear, bait, and desired fish species) in pelagic longline fisheries targeting tunas and swordfish is a priority. Electropositive metals (i.e., a mixture of the lanthanide elements lanthanum, cerium, neodymium, and praseodymium) have been shown to deter spiny dogfish (Squalus acanthias, primarily a coastal species) from attacking bait, presumably because of interactions with the electroreceptive system of this shark. We undertook to determine the possible effectiveness of electropositive metals for reducing the interactions of pelagic sharks with longline gear, using sandbar sharks (Carcharhinus plumbeus, family Carcharhinidae) as a model species. The presence of electropositive metal deterred feeding in groups of juvenile sandbar sharks and altered the swimming patterns of individuals in the absence of food motivation (these individuals generally avoided approaching electropositive metal closer than ~100 cm). The former effect was relatively short-lived however; primarily (we assume) because competition with other individuals increased feeding motivation. In field trials with bottom longline gear, electropositive metal placed within ~10 cm of the hooks reduced the catch of sandbar sharks by approximately two thirds, compared to the catch on hooks in the proximity of plastic pieces of similar dimensions. Electropositive metals therefore appear to have the potential to reduce shark interactions in pelagic longline fisheries, although the optimal mass, shape, composition, and distance to baited hooks remain to be determined.

Abstract—In the first of two companion papers, a 54-yr time series for the oyster population in the New Jersey waters of Delaware Bay was analyzed to develop biological relationships necessary to evaluate maximum sustainable yield (MSY) reference points and to consider how multiple stable points affect reference point-based management. The time series encompassed two regime shifts, one circa 1970 that ushered in a 15-yr period of high abundance, and a second in 1985 that ushered in a 20-yr period of low abundance. The intervening and succeeding periods have the attributes of alternate stable states. The biological relationships between abundance, recruitment, and mortality were unusual in four ways. First, the broodstock–recruitment relationship at low abundance may have been driven more by the provision of settlement sites for larvae by the adults than by fecundity. Second, the natural mortality rate was temporally unstable and bore a nonlinear relationship to abundance. Third, combined high abundance and low mortality, though likely requiring favorable environmental conditions, seemed also to be a self-reinforcing phenomenon. As a consequence, the abundance –mortality relationship exhibited both compensatory and depensatory components. In the second of two companion articles, a 54-year time series for the oyster population in the New Jersey waters of Delaware Bay is analyzed to examine how the presence of multiple stable states affects reference-point–based management. Multiple stable states are described by four types of reference points. Type I is the carrying capacity for the stable state: each has associated with it a type-II reference point wherein surplus production reaches a local maximum. Type-II reference points are separated by an intermediate surplus production low (type III). Two stable states establish a type-IV reference point, a point-of-no-return that impedes recovery to the higher stable state. The type-II to type-III differential in surplus production is a measure of the difficulty of rebuilding the population and the sensitivity of the population to collapse at high abundance. Surplus production projections show that the abundances defining the four types of reference points are relatively stable over a wide range of uncertainties in recruitment and mortality rates. The surplus production values associated with type-II and type-III reference points are much more uncertain. Thus, biomass goals are more easily established than fishing mortality rates for oyster population

Delayed mortality associated with discarded crabs and fishes has ordinarily been observed through tag and recovery studies or during prolonged holding in deck tanks, and there is need for a more efficient assessment method. Chionoecetes bairdi (Tanner crab) and C. opilio (snow crab) collected with bottom trawls in Bering Sea waters off Alaska were evaluated for reflexes and injuries and held onboard to track mortality. Presence or absence of six reflex actions was determined and combined to calculate a reflex impairment index for each species. Logistic regression revealed that reflex impairment provided an excellent predictor of delayed mortality in C. opilio (91% correct predictions). For C. bairdi, reflex impairment, along with injury score, resulted in 82.7% correct predictions of mortality, and reflex impairment alone resulted in 79.5% correct predictions. The relationships between reflex impairment score and mortality were independent of crab gender, size, and shell condition, and predicted mortality in crabs with no obvious external damage. These relationships provide substantial improvement over earlier predictors of mortality and will help to increase the scope and replication of fishing and handling experiments. The general approach of using reflex actions to predict mortality should be equally valuable for a wide range of crustacean species.

Microsatellites are codominantly inherited nuclear-DNA markers (Wright and Bentzen, 1994) that are now commonly used to assess both stock structure and the effective population size of exploited fishes (Turner et al., 2002; Chistiakov et al., 2006; Saillant and Gold, 2006). Multiplexing is the combination of polymerase chain reaction (PCR) amplification products from multiple loci into a single lane of an electrophoretic gel (Olsen et al., 1996; Neff et al., 2000) and is accomplished either by coamplification of multiple loci in a single reaction (Chamberlain et al., 1988) or by combination of products from multiple single-locus PCR amplifications (Olsen et al., 1996). The advantage of multiplexing micro-satellites lies in the significant reduction in both personnel time (labor) and consumable supplies generally required for large genotyping projects (Neff et al., 2000; Renshaw et al., 2006).

We assayed allelic variation at 19 nuclear-encoded microsatellites among 1622 Gulf red snapper (Lutjanus campechanus) sampled from the 1995 and 1997 cohorts at each of three offshore localities in the northern Gulf of Mexico (Gulf). Localities represented western, central, and eastern subregions within the northern Gulf. Number of alleles per microsatellite per sample ranged from four to 23, and gene diversity ranged from 0.170 to 0.917. Tests of conformity to Hardy-Weinberg equilibrium expectations and of genotypic equilibrium between pairs of micro-satellites were generally nonsignificant following Bonferroni correction. Significant genic or genotypic heterogeneity (or both) among samples was detected at four microsatellites and over all microsatellites. Levels of divergence among samples were low (FST ≤0.001). Pairwise exact tests revealed that six of seven “significant” comparisons involved temporal rather than spatial heterogeneity. Contemporaneous or variance effective size (NeV) was estimated from the temporal variance in allele frequencies by using a maximum-likelihood method. Estimates of NeV ranged between 1098 and >75,000 and differed significantly among localities; the NeV estimate for the sample from the northcentral Gulf was >60 times as large as the estimates for the other two localities. The differences in variance effective size could ref lect differences in number of individuals successfully reproducing, differences in patterns and intensity of immigration, or both, and are consistent with the hypothesis, supported by life-history data, that different “demographic stocks” of red snapper are found in the northern Gulf. Estimates of NeV for red snapper in the northern Gulf were at least three orders of magnitude lower than current estimates of census size (N). The ratio of effective to census size (Ne/N) is far below that expected in an ideal population and may reflect high variance in individual reproductive success, high temporal and spatial variance in productivity among subregions or a combination of the two.

With a focus on white marlin (Tetrapturus albidus), a concurrent electronic tagging and larval sampling effort was conducted in the vicinity of Mona Passage (off southeast Hispaniola), Dominican Republic, during April and May 2003. Objectives were 1) to characterize the horizontal and vertical movement of adults captured from the area by using pop-up satellite archival tags (PSATs); and 2) by means of larval sampling, to investigate whether fish were reproducing. Trolling from a sportfishing vessel yielded eight adult white marlin and one blue marlin (Makaira nigricans); PSAT tags were deployed on all but one of these individuals. The exception was a female white marlin that was unsuitable for tagging because of injury; the reproductive state of its ovaries was examined histologically. Seven of the PSATs reported data summaries for water depth, temperature, and light levels measured every minute for periods ranging from 28 to 40 days. Displacement of marlin from the location of release to the point of tag pop-up ranged from 3l.6 to 267.7 nautical miles (nmi) and a mean displacement was 3.4 nmi per day for white marlin. White and blue marlin mean daily displacements appeared constrained compared to the results of other marlin PSAT tagging studies. White marlin ovarian sections contained postovulatory follicles and final maturation-stage oocytes, which indicated recent and imminent spawning. Neuston tows (n=23) yielded 18 istiophorid larvae: eight were white marlin, four were blue marlin, and six could not be identified to species. We speculate that the constrained movement patterns of adults may be linked to reproductive activity for both marlin species, and, if true, these movement patterns may have several implications for management. Protection of the potentially important white marlin spawning ground near Mona Passage seems warranted, at least until further studies can be conducted on the temporal and spatial extent of reproduction and associated adult movement.
