ENGLISH: The Inter-American Tropical Tuna Commission (IATTC) operates under the authority and direction of a convention originally entered into by Costa Rica and the United States. The convention, which came into force in 1950, is open to adherence by other governments whose nationals fish for tropical tunas and tuna-like species in the eastern Pacific Ocean (EPO). Under this provision Panama adhered in 1953, Ecuador in 1961, Mexico in 1964, Canada in 1968, Japan in 1970, France and Nicaragua in 1973, Vanuatu in 1990, Venezuela in 1992, and El Salvador in 1997. Canada withdrew from the IATTC in 1984. The 63rd meeting of the IATTC was held in Guayaquil, Ecuador, on June 8-10,1999. SPANISH: La Comisión Interamericana del Atún Tropical (CIAT) funciona bajo la autoridad y dirección de un convenio suscrito originalmente por Costa Rica y los Estados Unidos de América. El convenio, vigente desde 1950, está abierto ala afiliación de cualquier país cuyos ciudadanos pesquen atunes tropicales y especies afines en el Océano Pacifico oriental (OPO). Bajo esta estipulación, la República de Panamá seafilió en 1953, Ecuador en 1961, México en 1964, Canadá en 1968, Japón en 1970, Francia y Nicaragua en 1973, Vanuatu en 1990, Venezuela en 1992, y El Salvador en 1997. These results relate mainly to the Quissico area and have as an objective to verify different features: total fish catch, predominance of caught species, dimensions of captured fish and fishing effort.

The River Lune rises in the hills around Tebay in thje North of England and runs through rural farming country to Morecambe bay. It is generally considered as a river of high purity and unspoiled nature. The salmon fishery was at one time considered amongst the best in England and Wales, with very high catches to both rod and net fishermen. During the late 1960's the disease UDN decimated the stock. Since then there has been a recovery of the stock, but this is considered by most anglers and netsmen to be a partial recovery of some of the previous stock components. In recent years anglers and netsmen have voiced their concerns over the Lune stock and have lobbied for action to improve the Lune fishery. This net limitation order (NLO) and the separate byelaw in conjunction with habitat improvement are proposed as part of the strategy for future conservation and management of this salmon fishery. The fishery is currently exploited by 37 licensed netsmen, the highest number of any single estuary in England and Wales. There are 26 haaf, 10 drift and 1 seine nets available. Current estimates of the rod fishery are that 1100 to 1400 anglers fish 14 000 days per year. The River Luhe is one of the few rivers within England and Wales that has the benefit of an accurate fish counter. The counter is at Forge Weir approximately 4 km upstream of the tidal limit. The counts, together with records of the catches from the rod and net fishery, enable a reasonably accurate assessment of both rod and net exploitation. Extensive surveys of the juvenile population, carried out in 1991 and 1997, provide additional information. The purpose of this document is to describe and explain the current state of the salmon population in the River Lune and in doing so, demonstrate the current need for stock conservation. A second purpose is to demonstrate that the proposed NLO and byelaw package should allow the salmon population to reach its conservation target (spawning escapement target).

This fisheries report summarises national and regional developments focussing on the North West region of the Environment Agency. The North West region covers around 14,000 square km, from Cheshire in the south to its northern border with Scotland. The report provides statistics on fisheries finance, including salmon and sea trout catches, including rod and line and net catches, and special projects, including fish stock assessments, radiotracking, and various surveys. The appendix includes a summary of fish statistics for 1999.

This manual has been produced by members of the national acoustics group (NAG) and represents the first in a series of outputs designed to promote co-ordination and consistency in Agency hydroacoustic surveys. It is designed as a field guide for Agency staff operating the SIMRAD EY500 portable scientific echosounder. It should be simplistic enough for the newcomer to EY500 to be able to set up and run a mobile hydroacoustic survey with some knowledge of the supporting theory. It should act as guidance for standardisation of survey procedures providing a concise list of settings and recommendations that can be used as a quick reference guide in the field. This manual condenses 5 years of practical experience of surveying fish populations using Simrad hardware and software for surveying large rivers and still waters throughout England and Wales. This document should be used as a companion to the manufacturers instruction manual and not act as a substitute for it.

Stomach samples from three rockfish species, yellowtail (Sebastes f lavidus), widow (S. entomelas), and canary (S. pinniger) rockfish, seasonally collected off the Pacific Northwest in 1998 and 1999, provided quantitative information on the food habits of these species during and after the 1997–98 El Niño event. Although euphausiids were the most common major prey of all three predators, gelatinous zooplankton and fishes were the most commonly consumed prey items during some seasonal quarters. The influence of the El Niño event was evident in the diets. Anomalous prey items, including the southern euphausiid species Nyctiphanes simplex and juveniles of Pacific whiting (Merluccius productus) frequently appeared in the diets in the spring and summer of 1998. The results of stomach contents analyses, based on 905 stomach samples from 49 trawl hauls during seven commercial fishing trips and from 56 stations during research surveys, were consistent with the timing of occurrence and the magnitude of change in biomass of some zooplankton species reported from zooplankton studies in the northern California Current during the 1997–98 El Niño. Our findings indicate that the observed variations of prey groups in some rockfish diets may be a function of prey variability related to climate and environment changes.

The diet of Steller sea lions (Eumetopias jubatus) was determined from 1494 scats (feces) collected at breeding (rookeries) and nonbreeding (haulout) sites in Southeast Alaska from 1993 to 1999. The most common prey of 61 species identified were walleye pollock (Theragra chalcogramma), Pacific herring (Clupea pallasii), Pacific sand lance (Ammodytes hexapterus), Pacific salmon (Salmonidae), arrowtooth flounder (Atheresthes stomias), rockfish (Sebastes spp.), skates (Rajidae), and cephalopods (squid and octopus). Steller sea lion diets at the three Southeast Alaska rookeries differed significantly from one another. The sea lions consumed the most diverse range of prey categories during summer, and the least diverse during fall. Diet was more diverse in Southeast Alaska during the 1990s than in any other region of Alaska (Gulf of Alaska and Aleutian Islands). Dietary differences between increasing and declining populations of Steller sea lions in Alaska correlate with rates of population change, and add credence to the view that diet may have played a role in the decline of sea lions in the Gulf of Alaska and Aleutian Islands.

The abundance and distribution of California sea lions (Zalophus californianus) in central and northern California was studied to allow future evaluation of their impact on salmonids, the ecosystem, and f isheries. Abundance at-sea was estimated by using the strip transect method from a fixed-wing aircraft with a belly viewing port. Abundance on land was estimated from 126-mm-format aerial photographs of animals at haulouts between Point Conception and the California−Oregon border. The sum of these two estimates represented total abundance for central and northern California. Both types of survey were conducted in May−June 1998, September 1998, December 1998, and July 1999. A haulout survey was conducted in July 1998. The greatest number of sea lions occurred near Monterey Bay and San Francisco Bay for all surveys. Abundance was high in central and northern California in 1998 when warm water from the 1997−98 El Niño affected the region and was low in July 1999 when cold water La Niña conditions were prevalent. At-sea abundance estimates in central and northern California ranged from 12,232 to 40,161 animals, and haulout abundance was 13,559 to 36,576 animals. Total abundance of California sea lions in central and northern California was estimated as 64,916 in May−June 1998, 75,673 in September 1998, 56,775 in December 1998, and 25,791 in July 1999. The proportion of total abundance to animals hauled-out for the four complete surveys ranged from 1.77 to 2.13, and the mean of 1.89 was used to estimate a total abundance of 49,697 for July 1998. This multiplier may be applicable in the future to estimate total abundance of California sea lions off central and northern California if only the abundance of animals at haulout sites is known.

This is the report on the Additonal Crayfish Survey of Checkley Brook, Hollywood End Brook and Black Brook from 1999 by the Environment agency. The aim of the 1999 survey was to obtain a more complete picture of the crayfish distribution in those areas. It contains sections on the sampling methodology which followed the sampling done in 1998, the results of the sampling indicating the species of crayfish occurring in the sampling areas and some discussion and conclusions for each area. The appendix I contains maps locating the sampling points and past records. The appendix II contains detailed information of the sampling points.

This is the Gunnislake Fish Counter, Annual Report 1999 produced by the Environment Agency South West Region on March 2000. The report presents the daily upstream counts of migratory salmonids recorded at Gunnislake Weir fish counting station (SX 435 713) situated on the River Tamar in 1999. The counter data contained within this report covers the period of the commercial migratory salmonid net buy-back scheme and the implementation of the National Spring Salmon Byelaws. The fish counter at Gunnislake is a resistivity based system (Logie 2100A – Aquantic limited) and is installed in the fish pass on the Cornish bank of the River Tamar at the head of the tide. The minimum salmon count for 1999 was 2691. The run pattern observed for salmon and sea trout in 1999 was generally consistent with that of previous years. However, the total combined annual count of salmon and sea trout migrating upstream on the River Tamar in 1999 was 25% higher than the 5 year average (1994 - 1998).

This is the Restormel Fish Counter, Annual Report 1999 produced by the Environment Agency South West Region on March 2000. The report presents the daily upstream counts of migratory salmonids recorded at Restormel Weir counting station (SX 107 613) River Fowey in 1999. The counter data covers the period of the commercial migratory salmonid net buy-back scheme, which was in operation between March and June 1999. The fish counter is a resistivity based system (Logie 2100 A - Aquantic limited) and operates over all three channels of the weir at Restormel. The minimum salmon count estimate was 497, and the 1999 upstream count for sea trout was 6590. The run pattern observed for salmon and sea trout in 1999 was generally consistent with that of previous years. Flows on average were half those of 1998 during September, October, and November.
