The coastal shrimp trawl fisheries have long been the focus of conservation actions to reduce turtle bycatch and mortality in the Gulf of Mexico and the U.S. Atlantic (NRC, 1990). Calculation of catch rates of sea turtles in shrimp trawls is necessary to evaluate the impact on sea turtle populations. In this paper we analyze sea turtle bycatch to provide an estimate of the current number of interactions with otter trawl gear as well as an estimate of the number of fatal inions in Southeast U.S. waters and the Gulf of Mexico. We also provide an estimate of the number of individuals likely to die in the future with the new regulations that will require an increase in the size of the escape openings in trutle excluder devices (TEDs). In accordance with the Marine Mammal Protection Act (MMPA, 16 U.S.c. et seq.), the National Marine Fisheries Service (NMFS) is required to publish an annual List of Fisheries (LOF) which categorizes U.S. commercial fisheries based on their level of interaction with marine mammals. The objective of this document is to provide a characterization of the six 2001 MMPA Category II commercial fisheries (i.e., those with occasional interactions with marine mammals) in North Carolina (NC). This report outlines the history, fishing method and gear configurations (using the U.S. system of measurement), primary target species, temporal and spatial characteristics including trip and landing statistics, and monthly variations in species composition for each fishery for a five-year period (1995 - 1999). Ichthyoplankton surveys in the Potomac River and Upper Chesapeake Bay were carried out in 1989 to estimate striped bass egg productions, age specific spawning biomasses of adult females, cohort-specific larval growth and mortality rates, and hatch dates of 8.0 mm larvae survivors. Possible consequences to recruitment of environmental factors were examined in 1989 and for data collected in 1987-1988. Monthly population size of bait shrimp in the Bay was estimated from December 1984 to July 1985. Growth rates for male and female P. duorarum showed that pink shrimp exhibit a mean residence time in the nursery area (Biscayne Bay) of approximately 21 weeks. Monthly mortality rates were determined for each sex of pink shrimp. It was estimated that 23% and 26% of the male and female monthly population size, respectively, was absorbed by both the fishery and ecosystem monthly. Monthly proportion of the standing stock expected to die exclusively through fishing was 6.5% and 6.0% for males and females respectively. Estimates of emigration rates showed that approximately 4.0% of the population was lost from the Bay system each month. This surplus production was about 50% of the average monthly catch by the fleet. Fishing mortality represents only 8 - 9% of the losses to the shrimp population. The biggest source of loss is emigration, suggesting that most shrimp beyond the size at recruitment (to the fishery) are not utilized for food while in the Bay. Thus, it appears that the direct impact of the fishery on the bait shrimp population is relatively small. (PDF contains 46 pages)

This research is part of the Socioeconomic Research & Monitoring Program for the Florida Keys National Marine Sanctuary (FKNMS), which was initiated in 1998. In 1995-96, a baseline study on the knowledge, attitudes and perceptions of proposed FKNMS management strategies and regulations of commercial fishers, dive operators and on selected environmental group members was conducted by researchers at the University of Florida and the University of Miami’s Rosenstiel School of Atmospheric and Marine Science (RSMAS). The baseline study was funded by the U.S. Man and the Biosphere Program, and components of the study were published by Florida Sea Grant and in several peer reviewed journals. The study was accepted into the Socioeconomic Research & Monitoring Program at a workshop to design the program in 1998, and workshop participants recommended that the study be replicated every ten years. The 10-year replication was conducted in 2004-05 (commercial fishers) 2006 (dive operators) and 2007 (environmental group members) by the same researchers at RSMAS, while the University of Florida researchers were replaced by Thomas J. Murray & Associates, Inc., which conducted the commercial fishing panels in the FKNMS. The 10-year replication study was funded by NOAA’s Coral Reef Conservation Program. The study not only makes 10-year comparisons in the knowledge, attitudes and perceptions of FKNMS management strategies and regulations, but it also establishes new baselines for future monitoring efforts. Things change, and following the principles of “adaptive management”, management has responded with changes in the management plan strategies and regulations. Some of the management strategies and regulations that were being proposed at the time of the baseline 1995-96 study were changed before the management plan and regulations went into effect in July 1997. This was especially true for the main focus of the study which was the various types of marine zones in the draft and final zoning action plan. Some of the zones proposed were changed significantly and subsequently new zones have been created. This study includes 10-year comparisons of socioeconomic/demographic profiles of each user group; sources and usefulness of information; knowledge of purposes of FKNMS zones; perceived beneficiaries of the FKNMS zones; views on FKNMS processes to develop management strategies and regulations; views on FKNMS zone outcomes; views on FKNMS performance; and general support for FKNMS. In addition to new baseline information on FKNMS zones, new baseline information was developed for spatial use, investment and costs-and-earnings for commercial fishers and dive operators, and views on resource conditions for all three user groups. Statistical tests were done to detect significant changes in both the distribution of responses to questions and changes in mean scores for items replicated over the 10-year period. ENGLISH: The egg of the anchoveta, Cetengraulis mysticetus (Günther), was identified in the Gulf of Panama by its size, difference in diurnal period of spawning, seasonal occurrence (October to January) and relative abundance. It is pelagic, translucent and oval with mean dimensions of 1.166 mm. and 0.558 mm. for the long and short axes respectively. The egg membrane is unsculptured, the yolk mass is markedly segmented, and no oil globule or pigmentation is present. It was not found in the plankton from mid-January 1957 until the latter part of the following September; during this period the gonads of the anchoveta were immature. Only one other anchovy egg, spawned during the same diurnal period, is sufficiently similar in dimensions to be confused with that of the anchoveta; however, it is slightly smaller. SPANISH: El huevo de la anchoveta, Cetengraulis mysticetus (Günther), fué identificado en el Golfo de Panamá por su tamaño, diferencias en el período diario de desove, su abundancia en la temporada (de octubre a enero) y por su abundancia relativa. El huevo es pelágico, translúcido, oval y con dimensiones promedio de 1.166 mm. y 0.558 mm. para los ejes largo y corto, respectivamente. La membrana es lisa, el vitelo está francamente segmentado y no posee ningún glóbulo graso o pigmentación. El huevo de la anchoveta no se encontró en el plancton en el período comprendido entre mediados de enero y fines de septiembre de 1957; durante este lapso las gónadas estuvieron inactivas.

Arrowtooth flounder (Atheresthes stomias) has the highest biomass of any groundfish species in the Gulf of Alaska, is a voracious predator of age 1 walleye pollock (Theragra chalcogramma), and is a major component in the diet of Steller sea lions (Eumetopias jubatus). Owing to its ecological importance in the Gulf of Alaska and the limited information available on its reproduction, interest has intensified in describing its spawning and early life history. A study was undertaken in late January–February 2001–2003 in the Gulf of Alaska to obtain information on adult spawning location, depth distribution, and sexual maturity, and to obtain fertilized eggs for laboratory studies. Adults were found 200–600 m deep east of Kodiak Island over the outer continental shelf and upper slope, and southwest along the shelf break to the Shumagin Islands. Most ripe females (oocytes extruded with light pressure) were found at 400 m and most ripe males (milt extruded with light pressure) were found at depths ≥450 m. Eggs were fertilized and incubated in the laboratory at 3.0°, 4.5°, and 6.0°C. Eggs were reared to hatching, but larvae did not survive long enough to complete yolk absorption and develop pigment. Eggs were staged according to morphological hallmarks and incubation data were used to produce a stage duration table and a regression model to estimate egg age based on water temperature and developmental stage. Arrowtooth flounder eggs (1.58–1.98 mm in diameter) were collected in ichthyoplankton surveys along the continental shelf edge, primarily at depths ≥400 m. Early-stage eggs were found in tows that sampled to depths of ≥450 m. Larvae, which hatch between 3.9 and 4.8 mm standard length, increased in abundance with depth. Observations on arrowtooth flounder eggs and early-stage larvae were used to complete the description of the published partial developmental series.(PDF file contains 34 pages.)

This study summarizes the results of a survey designed to provide economic information about the financial status of commercial reef fish boats with homeports in the Florida Keys. A survey questionnaire was administered in the summer and fall of 1994 by interviewers in face-to-face meetings with owners or operators of randomly selected boats. Fishermen were asked for background information about themselves and their boats, their capital investments in boats and equipment, and about their average catches, revenues, and costs per trip for their two most important kinds of fishing trips during 1993 for species in the reef fish fishery. Respondents were characterized with regard to their dependence on the reef fish fishery as a source of household income. Boats were described in terms of their physical and financial characteristics. Different kinds of fishing trips were identified by the species that generated the greatest revenue. Trips were grouped into the following categories: yellowtail snapper (Ocyurus chrysurus); mutton snapper (Lutjanus analis), black grouper (Mycteroperca bonaci), or red grouper (Epinephelus morio); gray snapper (Lutjanus griseus); deeper water groupers and tilefishes; greater amberjack (Seriola dumerili); spiny lobster (Panulirus argus); king mackerel (Scomberomorus cavalla); and dolphin (Coryphaena hippurus). Average catches, revenues, routine trip costs, and net operating revenues per boat per trip and per boat per year were estimated for each category of fishing trips. In addition to its descriptive value, data collected during this study will aid in future examinations of the economic effects of various regulations on commercial reef fish fishermen.(PDF file contains 48 pages.)

ENGLISH: One aspect of the work of the Inter-American Tropical Tuna Commission is to investigate the biology, life history, and ecology of the anchoveta (Cetengraulis mysticetus) to make possible an understanding of the effects of the fishery on this species. While the catch per standard day's baiting has been used as a measure of the apparent abundance of anchovetas in the Gulf of Panama (Alverson and Shimada, 1957), it would be desirable to have an independent measure of population abundance. One such estimate can be obtained by a knowledge of the fecundity and sex ratio, together with the total annual egg production of this species. This method is one of those used routinely by the U. S. Bureau of Commercial Fisheries to estimate the size of the spawning population of the Pacific sardine, Sardinops caerulea (California Cooperative Research Program, Progress Report, 1 January 1951 to 30 June 1952). While the purpose of the present paper is to provide information about the fecundity of the anchoveta, nothing is known yet of the total annual egg production of this species although Simpson (1959) has provided much of the information (identification of the anchoveta egg, time of spawning, delimitation of the spawning area) which would be necessary as a basis for enumerating anchoveta eggs in the spawning area of the Gulf of Panama. SPANISH: Un aspecto del trabajo de la Comisión Interamericana del Atún Tropical es la investigación de la biología, historia natural y ecología de la anchoveta (Cetengraulis mysticetus) para que sea posible entender los efectos de la pesquería sobre esta especie. Aunque se ha venido usando la pesca de carnada por día estándar de actividad como una medida de la abundancia aparente de las anchovetas en el Golfo de Panamá (Alverson y Shimada, 1957), sería deseable tener una medida independiente de la abundancia de la población. Una estimación de esta naturaleza puede obtenerse por el conocimiento de la fecundidad de la razón de los sexos, junto con la producción total anual de huevos de esta especie. Este método es uno de los empleados rutinariamente por el Bureau of Commercial Fisheries de los Estados Unidos para estimar el tamaño de la población reproductora de la sardina del Pacífico, Sardinops caerulea (California Cooperative Research Program, Progress Report, 1 January 1951 to 30 June 1952). Aunque el propósito del presente trabajo es el de proveer información sobre la fecundidad de la anchoveta, nada se sabe todavía sobre la producción total anual de huevos de esta especie, a pesar de que Simpson (1959) ha proporcionado abundante información identificación del huevo de la anchoveta, tiempo del desove, delimitación de las áreas de desove) necesaria como una base para medir la producción de huevos de la anchoveta en el área de desove del Golfo de Panamá.

The increasingly intense competition between commercial and recreational fishermen for access to fish stocks has focused attention on the economic implications of fishery allocations. Indeed, one can scarcely find a management plan or amendment that does not at least refer to the relative food and sport values of fish and to how expenditures by commercial and recreational fishermen on equipment and supplies stimulate the economy. However, many of the arguments raised by constituents to influence such allocations, while having an seemingly "economics" ring to them, are usually incomplete, distorted, and even incorrect. This report offers fishery managers and other interested parties a guide to correct notions of economic value and to the appropriate ways to characterize, estimate, and compare value. In particular, introductory material from benefitcost analysis and input-output analysis is described and illustrated. Fishery scientists engaged in estimating the size of free-swimming populations have never had a technique available to them whereby all the parameters could be estimated from a resource survey and where no parameter values need to be assumed. Recognizing the need for a technique of this kind, the staff of the Coastal Fisheries Resources Division of the Southwest Fisheries Center (SWFC) devised an egg production method for anchovy biomass assessment. Previously, anchovy biomass was estimated by approximate methods derived from a long-time series and anchovy larval abundance, which required about 5 ma of shiptime each year to integrate the area under a seasonal spawning curve. One major assumption used in the larval abundance census method is that there is constant proportionality between larval numbers and spawning biomass. This has now proved to be erroneous. ENGLISH: The staff of the Inter-American Tropical Tuna Commission is collecting and analyzing catch statistics of the Eastern Pacific fishery for yellowfin tuna (Neothunnus macropterus) and skipjack (Katsuwonus pelamis) in order to provide the factual information required for maintaining the catch of these species at maximum sustainable levels (Shimada and Schaefer, 1956). Careful, systematic and continued studies of the population structure, life history, and ecology of these species are needed for a proper and adequate interpretation of the catch statistics so that a sound conservation program may be achieved (Schaefer, 1956). SPANISH: El personal científico de la Comisión Interamericana del Atún Tropical cumple, entre sus tareas, la de reunir y analizar las estadísticas de pesca del atún aleta amarilla (Neothunnus macropterus) y del barrilete (Katsuwonus pelamis) de la pesquería del Pacífico Oriental, a fin de adquirir la información necesaria para mantener la pesca de estas especies a niveles de producción máxima sostenible (Shimada y Schaefer, 1956). Estudios cuidadosos, sistemáticos y continuos de la estructura de la población y ciclo de vida y ecología de estas especies, son necesarios para lograr una interpretación adecuada de las estadísticas de pesca, de modo que éstas, a su vez, permitan realizar un programa conservacionista serio (Schaefer, 1956). The inadequate supply of tilapia seed is considered as one of the major present constraints to the development of the culture industry in Nigeria. The floating bamboo net-hapa hatchery/nursery system was observed to be very efficient in the mass production of tilapia (Oreochromis niloticus) fry and fingerlings at Kainji Lake Research Institute. This system was therefore, recommended for small-scale (artisanal) commercial operators consisting of fishermen families in order to increase their productivity and hasten development of rural communities. The economic analysis of this system showed that loan obtained for the recommended scale of operation can be amortized within 2 years of the project. It was emphasized that the operational and managerial skills of the fish farm operators account largely to the production cost and profitability of the enterprise

This paper discusses the investment prospects in Tilapia fry and fingerling production in raceways created from the concrete drainage channel of a reservoir or pond of an existing fish farm in Nigeria. With an initial capital of 1,300 and an annual operating cost of 310 spent on procurement of fish feed and brood stock for a 10 m super(2) raceway per se, a net profit of 4,100 and 5,090 would be realized from Sarotherodon galilaeus in the first year and subsequent years of production respectively, assuming that the fingerling production rate has been maintained through the production period. It is concluded that the application of this approach of optimizing the use of available resources in the fish farm for the productive breeding of Tilapia fry and fingerlings will apart from alleviating the problem of scarcity of stocking materials in the country, increase the profit margin accruing to the fish farmer
