Self-help groups (SHGs) are ways for farmers and fishers, especially those who are poor, to come together and work together. They can be a useful entry point for outsiders, promote a supportive local environment, strengthen voices in decision-making and in negotiations with more powerful forces, increase the effectiveness of local actions, and provide easier access to micro-credit and other resources and services. This case study describes a rural aquaculture development context, in India, the development of SHGs and the concept of a ‘one-stop aqua shop’, set up and run by a federation of self-help groups in Kaipara village, West Bengal (a pilot state along with Jharkhand and Orissa). It outlines testing new ways to share information, as part of a series of revised procedures and institutional arrangements for service delivery recommended by farmers and fishers and prioritized by government, with support from the Department of International Development, London (DFID) Natural Resources Support Programme (NRSP) and the Network of Aquaculture Centres in Asia-Pacific (NACA) to the Support to Regional Aquatic Resources Management (STREAM) Initiative (10 p.)

The Channel Islands—sometimes called the Galapagos of North America—are known for their great beauty, rich biodiversity, cultural heritage, and recreational opportunities. In 1980, in recognition of the islands’ importance, the United States Congress established a national park encompassing 5 of California’s Channel Islands (Santa Barbara, Anacapa, Santa Cruz, Santa Rosa, and San Miguel Islands) and waters within 1 nautical mile of the islands. In the same year, Congress declared a national marine sanctuary around each of these islands, including waters up to 6 nautical miles offshore. Approximately 60,000 people visit the Channel Islands each year for aquatic recreation such as fishing, sailing, kayaking, wildlife watching, surfing, and diving. Another 30,000 people visit the islands for hiking, camping, and sightseeing. Dozens of commercial fishing boats based in Santa Barbara, Ventura, Oxnard, and other ports go to the Channel Islands to catch squid, spiny lobster, sea urchin, rockfish, crab, sheephead, flatfish, and sea cucumber, among other species. In the past few decades, advances in fishing technology and the rising number of fishermen, in conjunction with changing ocean conditions and diseases, have contributed to declines in some marine fishes and invertebrates at the Channel Islands. In 1998, citizens from Santa Barbara and Ventura proposed establishment of no-take marine reserves at the Channel Islands, beginning a 4-year process of public meetings, discussions, and scientific analyses. In 2003, the California Fish and Game Commission designated a network of marine protected areas (MPAs) in state waters around the northern Channel Islands. In 2006 and 2007, the National Oceanic and Atmospheric Administration (NOAA) extended the MPAs into the national marine sanctuary’s deeper, federal waters. To determine if the MPAs are protecting marine species and habitats, scientists are monitoring ecological changes. They are studying changes in habitats; abundance and size of species of interest; the ocean food web and ecosystem; and movement of fish and invertebrates from MPAs to surrounding waters. Additionally, scientists are monitoring human activities such as commercial and recreational fisheries, and compliance with MPA regulations. This booklet describes some results from the first 5 years of monitoring the Channel Islands MPAs. Although 5 years is not long enough to determine if the MPAs will accomplish all of their goals, this booklet offers a glimpse of the changes that are beginning to take place and illustrates the types of information that will eventually be used to assess the MPAs’ effectiveness. Approximately 100,000 cubic yards of sand was transported to the ocean beach to renourish the eroded beach front during the period December 1985 through May 1986. The ocean beach at Sebastian Inlet SRA was previously studied in a project examining the benthic macrofauna and the fishes of the nearshore zone during 1981-1982 (Allenbaugh, 1984; Peters, 1984; Nelson, unpublished). In view of the existing data, the US Army Corps of Engineers provided funding to study the effects of the beach renourishment activities at Sebastian Inlet SRA on the benthic macrofauna and the fishes of the nearshore zone. This is the report on the results of this study.

The effects of some socio-economic variables on the performance of artisanal fishermen were investigated. The variables include the age-structure of the fishermen, level of investment, educational background, membership of co-operative societies and marketing arrangements. All these variables were found to be crucial to productivity in the artisanal fishing sector

Technology generation and dissemination are important components of rural transformation programmes. Nigerian fisheries sub-sector is still hampered by low productivity (especially in aquaculture) and low output (capture fisheries and post-harvest technologies). Research institutions and the Universities have made efforts in developing improved technologies to find solution to these problems, yet the level of adoption of the technologies remain low. This is due to a combination of various factors among which are faulty agricultural policies; institutional framework and unfavourable socio-economic environment. Niger State plays an important role in production in Nigeria and host the only research institute with the mandate in inland fisheries. It is important therefore to know the effectiveness of various extension approaches used in disseminating the technologies developed and their impact on adopters. Forty fishers were randomly selected in Shiroro L.G.A. of the Niger State and interviewed. The study probed into their socio-economic characteristics, traditional practices, extent of awareness and adoption for fisheries technologies and the effectiveness and impact of various approaches used by the extension organizations to disseminate the technologies. The results show that the economically active age group of the fishers was in the range of 20-50 years (87.5%). Males (95%) dominate the fisher population. 47.5% of the respondents have average household size of 6-10 and 57.5% were below primary school in educational attainment. Only 57.5% belonged to cooperative societies, while 90.0% of the fishers have no access to credit other than personal finance. Majority of fish-farmers (60%) operate at homestead level with pond size less than 50 square meter, stock under polyculture fishing methods are at subsistence level, while 67.5% of processors use mud-oven to cure, by smoking, freshly caught fish. Disseminated aquaculture technologies have low level of awareness (5-20%) and adoption (2.5-22.5%). For capture fisheries and post-harvest technologies awareness levels of 47.5-72.5% and adoption levels of 27.5-50.0% were recorded. Method demonstration (87.5%), result demonstration (75.0%) and field days (47.5%) are the major approaches used by the ADP. Respondents were of the opinion that method demonstration (65%), result demonstration (57.5%) and field day (30.0%) are effective. 62.5% of respondents had enhanced income due impact of extension activities

Artisanal fisheries resources and its exploitation trends in Cross River State were evaluated using questionnaire and participatory Rapid Appraisal (PRA) methods for a period of 5 years (1991-1995). They were open-access or unrestricted access fishing in Cross River State within the period under view. It was also discovered that, they were no proper records from the Department of fisheries. There was a decline in the relative abundance of the stock that constituted the important marine and freshwater fisheries in Cross River State Artisanal fisheries (small-scale fisheries) yielded 146,076 metric tons within the period. It was suggested therefore, that government should enforce the policies that restrict open-access in marine artisanal fisheries in Cross River State

A diagnostic survey was conducted among the fishermen in six selected villages in Doko Local Government Area of Niger State. One hundred and fifty fishermen were randomly selected and interviewed to find out whether or not they had interest in commercial fish farming aimed at improving their livelihood. The dwindling fish catches in the natural flood plain ponds and Ex-bow Lakes continue to have a serious negative effect on the socio-economic well being of the village communities in question. A break on natural regular annual flooding of the plains had resulted into very low natural fish recruitment. Data analysis using simple descriptive statistics revealed that land tenure system, educational status, inadequate infrastructural facilities, religious taboos, existing fish species among others were found to be favourable indices for commercial fish farming. However, serious conflicts among the fishermen concerning the ownership status of these natural fish ponds are found to be major obstacles to commercial fish farming despite that the traditional ownership of the ponds were vested in the lands of individuals and village communities. Extensive fish farming and small-scale fish farming in the ponds and Ex-bow Lake with improved management practices are considered to be profitable venture. Despite the fact that fish seeds supply and extension effort are still inadequate, the fish farmers have indicated willingness to adopt commercial fish farming in the Ex-bow Lakes and flood plains in order to restore abundant fish production thereby providing for their food security and also increasing the daily income

In the State of Assam, floodplains cover 2.6 million ha of area that is traditionally rice growing. The ecosystem in the rice-growing areas has undergone major changes as a result of various developmental activities and adoption of modern farming technology. Rice fields were once the major source of fish for the rural farmers. There has been a sharp decline in fish population in rice field leading to a chronic shortage of fish in the State and a deterioration of the rice ecosystem. This paper describes two on-farm experiments for integrating rice cultivation and fish production with the intent of contributing to the understanding of how raising fish can improve rice yields, riceecosystems and farm incomes.

Common carp (Cyprinus carpio) is the single most important species for aquaculture in the state of Karnataka, India, where it is generally grown in polyculture with Indian major carps. Precocious maturation and unwanted reproduction in the species have been identified as constraints to increase production in aquaculture and culture-based fisheries in Karnataka state. Stocks of C. carpio obtained from Hungary (Amur and P3), Indonesia (Rajdanu) and Vietnam (SV) are being assessed alongside two local stocks (L-BRP and L-FRS) in a series of culture performance trials with the objective of setting up a base population for selective breeding. The paper presents progress of research being undertaken at the Fisheries Research Station, University of Agricultural Sciences, Bangalore, India.

The state of Assam in northeastern India has an excellent sub-tropical climate for the development of fresh water fish culture in a variety of aquatic bodies. Aquaculture not only plays an important role in nutrition but also in the rural economy of the State. A pilot project conducted with a group of resource poor tribal farmers revealed that a production of about 1 800 kg/ha/yr could be achieved from small seasonal homestead ponds through integrated use of locally available biological resources. This implies an excellent opportunity for improving the rural economy through the development of small-scale fish culture enterprises. In this project, a greater emphasis was placed on improving the knowledge and skills of the farmers and their farming practices so that in the future they would be in a position to expand their activities with financial assistance made available locally. Aquaculture being a new activity in the area, this pilot project was only a start in acquainting the farmers with the practice and potential of aquaculture.

Rainbow trout is one of the important exotic species that is well established in the upland waters of India. This paper presents the historical background of its introduction and the present status of the fish in the streams of he Nilgiri peninsula of India. The rainbow trout inhabits natural reservoirs and streams of the region as a self-recruiting population. The growth rate is reported to be relatively low and conflicting views about its taxonomic status have been reported. Successful crossbreeding of the Nilgiri rainbow trout with trout stocks from the Indian State of Himachal Pradesh has indicated the scope for utilizing cryopreserved milt as a mode of introducing new genetic material into the Nilgiri rainbow trout population. This paper outlines the requirement of ecological and genetic data to develop a strategy for management and reintroduction fresh stocks.

Bycatch from trawlers forms a signifi cant quantity of the total marine fi sh landings along the northwest coast of India, particularly in the state of Gujarat, which contributes about 23 percent of the total marine fi sh landings in the country. This paper discusses the composition of this bycatch, its signifi cance in terms of nutritional value, its present utilization pattern and the scope for improvement.
