This is the report of the “DLF/NACA-STREAM/FAO National Workshop on Livelihoods Approaches and Analysis” that was conducted in Vientiane, Lao PDR from 8-12 March 2004. The purpose of the workshop was to develop and document mechanisms for training in livelihoods approaches and analysis, and to build national capacity to conduct livelihoods analysis. The workshop in Vientiane was the first STREAM event in Lao PDR, with colleagues coming to participate from Vientiane and many provinces throughout the country. The workshop in Vientiane was the third in a series, the first of which was held in Iloilo City, Philippines, in November 2003 and the second in Ranchi, India, in February, 2004. Subsequent workshops will take place in other countries in the region, including Myanmar and Yunnan, China. (Pdf contains 59 pages).

This is the report of the “Yunnan DOA/NACA-STREAM/FAO Workshop on Livelihoods Approaches and Analysis” that was conducted in Mengzi, Yunnan from 6-10 September 2004. The purpose of the workshop was to develop and document mechanisms for training in livelihoods approaches and analysis, and to build national capacity to conduct livelihoods analysis. The workshop in Yunnan was the first STREAM event in China, with colleagues coming to participate from throughout the province. It was the fifth workshop in a series, the first of which was held in Iloilo City, Philippines, in November 2003, the second in Ranchi, India, in February 2004, third in Vientiane, Lao PDR, in March 2004 and the fourth in Yangon, Myanmar, in May 2004. This is the report of the “BFAR/NACA-STREAM/FAO Workshop on Livelihoods Approaches and Analysis” that was conducted in Iloilo City, Philippines from 24-28 November 2003. The main purpose of the workshop was to develop and document mechanisms for training in livelihoods approaches and analysis, and to build national capacity to conduct livelihoods analysis. The workshop in Iloilo was the first in a series which will take place in other countries in the region, including India (with Nepal), Lao PDR, Myanmar and Yunnan, China. (Pdf contains 53 pages).

Framework for a pro-poor regional strategy on sustainable aquatic resources management in Asia-Pacific: a statement of understanding and recommendations

This statement was prepared by the participants of the FAO/NACA-STREAM Workshop on Aquatic Resources and Livelihoods: Connecting Policy and People, 17-19 March 2005, in Los Baños, Laguna, Philippines. This was the concluding event of the FAO Technical Cooperation Program (TCP) project entitled “Assistance in Poverty Alleviation through Improved Aquatic Resources Management in Asia-Pacific.” The purpose of the workshop was to review and share experiences of the NACA-STREAM Initiative, build consensus on the value of livelihoods approaches in aquatic resources management and poverty alleviation, and identify ways of promoting livelihoods approaches throughout the region. The improved management of small-scale cage culture in Asia: final technical report

The purpose of the project is to develop sustained small-scale cage fish culture in inland and coastal waters through improved understanding of the social, institutional and resource environment of resource poor groups. Two Asian countries, Bangladesh (inland systems) and Vietnam (marine), were studied with this workshop bringing together both sides of the project together with representatives of collaborative institutions, government departments and universities. Addressing the overall aim of producing guidelines for the planning and extension of cage aquaculture in Asia a combination of group work and plenary discussion was conducted producing the following outputs. 1) An assessment of cage aquaculture potential, 2) Development options for small-scale cage culture, 3) A review of tools and methodologies and 4) Policy initiatives for sustainable cage culture development. Key issues raised were the use of outputs as a guide to be adapted to regional circumstances to facilitate farmer and extension worker discussion and not as a rigid methodology. The degree of linkage between development, research and government institutions was also considered a crucial factor in benefiting the research and development of cage culture at the local, regional and national level and vital in affecting the future policies by both development and government institutions. The Siem Reap Meet Proceedings: Asserting Rights, Defining Responsibilities: Perspectives from Small-scale Fishing Communities on Coastal and Fisheries Management in Asia

This publication is a record of the proceedings of the Siem Reap Workshop and Symposium. It provides a bottom-up perspective on how rights are understood, and what rights are seen as important by small-scale fishing communities, if they are to fulfil their responsibilities for managing resources in a sustainable and equitable manner. It is hoped that these proceedings, and the Statement from the Workshop-the Siem Reap Statement-are found useful by those engaged in policy making and advocacy in support of small-scale fisheries, as well as researchers, non-governmental organizations (NGOs), fishworker organizations, and multilateral and regional organizations

This paper reviews the status and some management issues of fisheries production in Asia, as well as the supply and demand situation. Its food security and nutritional roles and opportunities for value addition are also discussed.

The future for fish in the food and livelihoods of the poor in Asia

This article is based on the study, Strategies and Options for Increasing and Sustaining Benefits from Fisheries and Aquaculture Production to Benefit Poor Households in Asia carried out under ADB-RETA 5945, and implemented by the WorldFish Center in partnership with nine participating Asian countries.

Integrating fish and azolla into rice-duck farming in Asia

Several countries in Asia practice integrated rice-duck farming. On-farm resources such as duck manure and feed waste are not adequately used and recycled in the system. This indicates the potential for research to increase the productivity of the rice-duck system. The integration of fish and the nitrogen-fixing aquatic fern azolla show promise for increasing the production potential of the system. Fish, azolla and ducks integrated with rice farming can result in nutrient enhancement, pest control, feed supplementation and biological control. Some of the results of a case study on integrated rice-fish-azolla-duck farming systems conducted in the Philippines are presented in this paper.

Challenges in sustaining and increasing fish production to combat hunger and poverty in Asia

Fish and fisheries make a major contribution to nutritional security and the fight against hunger and poverty in Asia. An additional 37 million t of food fish will be needed by 2020 to meet the needs of the growing population, changing dietary habits and increasing income levels. Production from capture fisheries has reached a plateau, with most fisheries having reached their maximum sustainable yields or being overexploited. A number of challenges need to be addressed if the present production from capture fisheries is to be sustained and aquaculture production increased to bridge the gap between the supply and the growing demand for fish. This needs the commitment of governments to implement policies that foster growth of fisheries and aquaculture and to allocate adequate human and financial resources to the development of the sector.

An overview of fisheries conflicts in South and Southeast Asia: Recommendations, challenges and directions

Fisheries conflicts are among the persistent problems affecting the security of food, livelihoods and fishing environments crucial to poor fishing communities in developing countries in South and Southeast Asia. Most conflicts arise from excessive fishing efforts due to increasing population and economic motivations. Conflicts are not all undesirable as some disputes become a catalyst for much needed reforms for policy and economic improvements. However, a framework for analyzing conflicts in fisheries is necessary to organize interventions relevant to the nature of conflicts, and the needs and capacities of fisheries stakeholders in the region. The WorldFish Center, together with research partners, conducted studies that identify a framework for managing fisheries conflicts. Thematic policy recommendations for managing fishing capacity and related conflicts in small-scale fisheries in the region are identified for further consideration by fisheries stakeholders.

SEACORM Net - Southeast Asia's coral reef monitoring network

The region's scientists work together to formed the SEACORM Net (Southeast Asia Coral Reef Monitoring Network) for better integration of information and resources. The group intends to establish a strong working relationship between member countries, share information and lessons learnt, inform and update each other on research and monitoring activities in each country, and provide a mechanism for cross-country assistance and collaboration.
