ABSTRACT: The Potomac River Fisheries Program is concerned with the longterm effects of power plant ichthyoplankton entrainment on striped bass(hforone smatilis) recruitment. Since striped bass population fluctuations are determined strongly by environmental conditions during spawning and early development, assessment of power plant-induced ichthyoplankton mortalities must consider the mechanisms controlling spawning success. Ichthyoplankton distributions for 1974, spawning population abundance and fecundity, and environmental conditions were considered for analysis. Loss of the early part of the spawn (including the peak) accounted for the highest mortalities among ichthyoplankton. This was due to the proximity of these distributions to the salt wedge where transport into regions un!ivorable to survival seems to have occurred. The later, successful portion of the spawn occurred further upstream, in fresh tidal portions of the river. The sequence of events Ieading to an assessment of factors affecting ichthyoplankton surnnl are evaluated. Due to high early mortalities in ichthyoplankton, 1974 spawning success was low, and a poor yearclass is projected.

Vietnam has a large number of poor people whose livelihoods depend in various ways on aquatic resources. More than 20 million people living along the coastline are among the most vulnerable and poorest in Vietnam and similarly poor situations occur with more than 10 million population living in mid and highland areas throughout the country. The Government of Vietnam is giving high priority to the poverty alleviation and following several successful government and donor funded projects, it is recognized that aquaculture can and should play an increasingly important role in improving the livelihoods of poor people. In July 1974, we began a two-year baseline study of the Moss Landing Elkhorn Slough marine environment for Pacific Gas and Electric Company as mandated by the Coastal Commission. The original proposal included strong recommendations for more complete oceanographic studies and a third year of data collection. These further studies were not funded. This report is divided into three sections: oceanography, benthic invertebrate ecology and fish and zooplankton ecology. (PDF contains 480 pages)

In July 1974 Moss Landing Marine Laboratories began the continuation of the bi-weekly hydrographic observations in Monterey Bay. From 1951 to this date, these stations were sampled by personnel at Hopkins Marine Station in Pacific Grove. Small changes were made in the sampling routine: 1) to facilitate squid (Loligo opa1escens) studies, our observations were made at night, and 2) stations 1125 and 1154 are sampled in addition to five stations originally used by Hopkins Marine Station (2201, 2202, 2203, 2204, and 2205). From 1974 through 1983, we conducted monitoring to provide the first long-term, year-round record of sea water temperatures south of New England from surface to bottom, and from nearshore to the continental slope. Expendable bathythermograph transects were made approximately monthly during the ten years by scientists and technicians from numerous institutions, working on research vessels that traversed the continental shelf off southern New England. Ten-year (1974-83) means and variability are presented for coastal and bottom water temperatures, for mid-shelf water column temperatures, and for some atmospheric and oceanographic conditions that may influence shelf and upper-slope water temperatures. Possible applications of ocean temperature monitoring to fishery ecology are noted. Some large departures from mean conditions are discussed; particularly notable during the decade were the response of water temperatures to the passage of Gulf Stream warm-core rings, and the magnitude and persistence of shelf-water cooling associated with air temperatures in three successive very cold winters (1976-77, 1977-78, and 1978-79). The United States and Japanese counterpart panels on aquaculture were formed in 1969 under the United States-Japan Cooperative Program in Natural Resources (UJNR). The panels currently include specialists drawn from the federal departments most concerned with aquaculture. Charged with exploring and developing bilateral cooperation, the panels have focused their efforts on exchanging information related to aquaculture which could be of benefit to both countries. The UJNR was begun during the Third Cabinet-Level Meeting of the Joint United States-Japan Committee on Trade and Economic Affairs in January 1964. In addition to aquaculture, current subjects in the program include desalination of seawater, toxic microorganisms, air population, energy, forage crops, national park management, mycoplasmosis, wind and seismic effects, protein resources, forestry, and several joint panels and committees in marine resources research, development, and utilization. Accomplishments include: Increased communication and cooperation among tecbnical specialists; exchanges of information, data, and research findings; annual meetings of the panels, a· policy-coordinative body; administrative staff meetings; exchanges of equipment, materials, and samples; several major technical conferences; and beneficial effects on international relations. Routine biostatistical port sampling data and landings records collected from the gulf menhaden purse seine fishery between 1974 and 1985 are updated. During most of the period, a total of 11 menhaden reduction plants operated in Mississippi and Louisiana, and the number of vessels in the purse seine fleet varied from 71 to 82. Total annual landings ranged from 447,100 metric tons in 1977 to the record landings for the fishery of 982,800 metric tons in 1984. Age-I and -2 gulf menhaden annually comprised almost 96% of the landings. Estimated total numbers of menhaden landed varied from 4,510.5 million in 1975 to 11,154.9 million in 1985. Annual mean lengths and weights of sampled fish-at-age showed lillie variation. Nominal or observed fishing effort gradually increased through Ihe 1970s and 1980s, reaching 655,800 vessel-ton-weeks in 1983. (PDF file contains 14 pages.)

Length-frequency data collected from inshore and offshore locations in the Gulf of Maine in 1966-1968 indicated that ovigerous female northern shrimp (Pandalus borealis) first appeared offshore in August and September and migrated inshore in the fall and winter. Once eggs hatched, surviving females returned offshore. Juveniles and males migrated offshore during their first two years of life. Sex transition occurred in both inshore and oll'shore waters, but most males changed sex offshore during their third and fourth years. Most shrimp changed sex and matured as females for the first time in their fourth year. Smaller females and females exposed to colder bottom temperatures spawned first. The incidence of egg parasitism peaked in January and was higher for shrimp exposed to warmer bottom temperatures. Accelerated growth at higher temperatures appeared to result in earlier or more rapid sex transition. Males and non-ovigerous females were observed to make diurnal vertical migrations, but were not found in near- surface waters where the temperature exceeded 6°C. Ovigerous females fed more heavily on benthic molluscs in inshore waters in the winter, presumably because the egg masses they were carrying prevented them from migrating vertically at night. Northern shrimp were more abundant in the southwestern region of the Gulf of Maine where bottom temperatures remain low throughout the year. Bottom trawl catch rates were highest in Jeffreys Basin where bottom temperatures were lower than at any other sampling location. Catch rates throughout the study area were inversely related to bottom temperature and reached a maximum at 3°C. An increase of 40% in fecundity between 1973 and 1979 was associated with a decline of 2-3°C in April-July offshore bottom temperatures. Furthermore, a decrease in mean fecundity per 25 mm female between 1965 and 1970 was linearly related to reduced landings between 1969 and 1974. It is hypothesized that temperature-induced changes in fecundity and, possibly, in the extent of egg mortality due to parasitism, may provide a mechanism which could partially account for changes in the size of the Gulf of Maine northern shrimp population during the last thirty years. Die Tagung wurde von 131 Delegierten und Beobachtern aus 41 Mitgliedsstaaten und 2 internationalen Organisationen sowie FAO- und WHO-Personal (4)besucht. Die größten Delegationen stellten Frankreich (7), Thailand (7), USA (10) und Norwegen als Gastgeber (13).Die deutsche Delegation wurde von Dr. Achim Viereck(BMVEL) geleitet. Weitere Mitglieder waren Prof. Jörg Oehlenschläger (BFAFi, Sprecher), Dr. Andrea Sanwidi (BMVEL), Dr. Reinhard Schubring (BFAFi), Dr. Günter Klein (BgVV) und Dr. Jörn Scabell (Frozen Fish International als Vertreter des Bundesverbandes der deutschen Fischindustrie und des Fischgroßhandels). Die Sitzung, die von Peter Gullestad, dem norwegischen Generaldirektor für Fischerei, eröffnet wurde, leitete Dr. Bjorn Rothe Knudtsen, Regionaldirektor des norwegischen Direktorats für Fischerei und Aquakultur, Trondheim.

ENGLISH: Logbook records of purse seiners and baitboats fishing for yellowfin and skipjack tunas in the eastern Pacific Ocean were used to prepare charts showing the distribution of catches by l-degree area and quarter of the year for each gear and regulation status, for the years 1971-1974. Changes in geographical distribution of the catch over the four-year period are discernible. Information on annual catch statistics and fleet composition by country is presented. SPANISH: Los registros de bitácora de los cerqueros y clíperes (barcos de carnada) que pescan atún aleta amarilla y barrilete en el Océano Pacífico oriental se emplearon para preparar los diagramas en los que se indica la distribución de las capturas por área de 1 grado y trimestre, correspondiente a cada arte y condición reglamentaria en los años de 1971 a 1974. Se pueden distinguir los cambios en la distribución geográfica de la captura durante el período de cuatro años.
