The overall objective of the project is the reduction of poverty in rural areas of Solomon Islands through creation of livelihoods based on sustainable aquaculture. This fits within the over-arching goals of the WorldFish Center in the Pacific to reduce poverty and hunger in rural communities, and with the Ministry of Fisheries and Marine Resources (MFMR) to stimulate rural development and to develop aquaculture. It has been recognised that the nature of the pearl farming industry means that a high chance of success requires a long term investment from an established pearl farming organisation. This project has been specifically designed to compile the elements of a pre-feasibility study to provide offshore pearl companies with sufficient information to investigate the potential for long-term investment in pearl farming in Solomon Islands. This report also includes the following 6 appendices: Appendix I) Past research and development on black-lip pearl oysters in Solomon Islands; Appendix II) Suitability of habitats in the Solomon Islands and other regions of the Pacific for growth of black-lip and silver-lip pearl oysters; Appendix III) Water temperature and cyclone frequency in the Solomon Islands and other key regions of the Pacific: implications for pearl farming; Appendix IV) Abundance, size structure and quality of silver-lip pearl oysters in Solomon Islands; Appendix V) Solomon Islands: the investment climate for pearl farming; Appendix VI) Pearl farming policy and management guidelines.

The population structure and abundance of the American lobster (Homarus americanus) stock in the Gulf of Maine are defined by data derived from a fishery-independent trawl survey program conducted by the National Marine Fisheries Service (NMFS). Few sampling stations in the survey area are located inshore, in particular along coastal Maine. According to statistics, however, more than two thirds of the lobster landings come from inshore waters within three miles off the coast of Maine. In order to include an inshore survey program, complementary to the NMFS survey, the Maine Department of Marine Resources (DMR) initialized an inshore survey program in 2000. The survey was modeled on the NMFS survey program, making these two survey programs comparable. Using data from both survey programs, we evaluated the population structure of the American lobster in the Gulf of Maine. Our findings indicate that lobsters in the Gulf of Maine tend to have a size-dependent inshore-off-shore distribution; smaller lobsters are more likely to stay inshore and larger lobsters are more likely to stay offshore. The DMR inshore and NMFS survey programs focused on different areas in the Gulf of Maine and likely targeted different segments of the stock. We suggest that data from both survey programs be used to assess the lobster stock and to describe the dynamics of the stock in the Gulf of Maine.

Marine ecosystems compose the major source (85%) of world fisheries production (Garcia and Newton, 1997). Although only a few fish species tend to dominate fishery catches (Jennings et al., 2001), a large diversity of fishes representing varied taxonomic levels, ecological guilds, and life histories is commonly taken. Recently, 66% of global marine resources were determined to be either fully, heavily, or over-exploited (Botsford et al., 1997). Considering the current state of many fisheries, the large diversity of species taken globally, and the general lack of resources to adequately assess many stocks, it has become important to develop shortcuts that may provide methods fisheries scientists can use to determine which stocks are in danger of overexploitation and which recovery plans are appropriate when biological data are limited (Stobutzki et al., 2001).

Jamaica, with its overfish marine resources, has become a major tilapia producer in Latin America led by a small number of large farms practicing tilapia culture with considerable commercial success. Across the country, however, aquaculture is typically practiced by a large number of small-scale fish farmers who own less than 1.0 ha of land. Production is constrained by lack of credit, finite land space and suitable soil type, but larger existing aquaculturists are expanding further for overseas markets. Inspired by pioneering tilapia fish culture demonstration projects funded by the USAID and the goverment of Jamaica, fish culture production rose from a few hundred kg of Oreochromis niloticus in 1977, to about 5000 t of processed fish mainly red hybrid tilapia, in 2000. Most of this quantity was exported to Europe and North America.

South Africa's marine resources are essentially fully exploited and in some cases over exploited. The Government of National Unity has embarked on the ambitious Reconstruction and Development Programme (RDP) to: meet the basic needs; develop the country's human resources; build economy; and democratize the state and society. Although fisheries can only be expected to play a minor role in contributing to RDP, the Programme have a role to play in managing South Africa's living marine resources. The role of RDP in fisheries management is presented together with fisheries management approaches to help achieve the aims of the RDP.

The West Indian Ocean is rich in biodiversity and marine resources. This paper gives an overview of fisheries development and resource management in the region. There are many shared issues that must be addressed within countries and at the regional level. These are illustrated by examples from three countries. In Mozambique the issues of lack of information about artisanal fisheries, excessive harvesting of juveniles and conflicts between artisanal and commercial sectors are highlighted. Elements in addressing this include targeted research and decision-making support tools. The challenges faced in Somalia stem primarily from the political instability that contributed to an absence of sound fisheries policy. An example of a highly participatory process to develop the policy provides a model for other countries. In Tanzania, the issue of dynamite fishing was addressed by local communities initiating a program to promote wise use of the resources. There is a clear opportunity for better collaboration and greater integration of fisheries research and management on a regional basis. There is also much to be learnt by the sharing of experiences between countries. This has been initiated by some recently launched regional cooperation projects, but there are still many challenges facing this region.

Nearshore marine resources play a significant role in the lives of South Pacific islanders and can be critical to the economies of nations in the region. However, few countries have adequate management controls in place to ensure harvests remain at sustainable levels, and so determining current levels of utilization is far from easy. A lack of information about the volume of both domestic and international trade in marine invertebrates in high demand is a growing concern. Further hindering management and conservation efforts is the little available background biological information to allow for population assessments, according to this new study on the global trade in South Pacific marine invertebrates.

Over 20 years, successive openings and closures of the Sumilon Island marine reserve to fishers have provided unique opportunities to examine the effects of marine reserves on populations and communities of fishes and upon local fisheries. The history of the reserve also highlights the problems and frustrations of educating and convincing people of the need for rational management of renewable marine resources. Yet, it is a symbol of hope in that it has provided a unique example of the potential benefits of marine reserves in fisheries management, particularly in the developing world.

The Directorate of Fisheries (DOF) of Bahrain has a novel scheme in which the DOF workers cooperate with local sports divers in the management and conservation of their marine resources. This cooperation is mutually beneficial for both the DOF and the divers who are interested in environmental conservation.

Fishing is widely recognized to have profound effects on estuarine and marine ecosystems (Hammer and Jansson, 1993; Dayton et al., 1995). Intense commercial and recreational harvest of valuable species can result in population collapses of target and nontarget species (Botsford et al., 1997; Pauly et al., 1998; Collie et al. 2000; Jackson et al., 2001). Fishing gear, such as trawls and dredges, that are dragged over the seafloor inflict damage to the benthic habitat (Dayton et al., 1995; Engel and Kvitek, 1995; Jennings and Kaiser, 1998; Watling and Norse, 1998). As the growing human population, over-capitalization, and increasing government subsidies of fishing place increasing pressures on marine resources (Myers, 1997), a clear understanding of the mechanisms by which fishing affects coastal systems is required to craft sustainable fisheries management.

Sources of wastes in fishing operations mainly include bycatch discards; processing wastes where catch is processed onboard; plastic wastes due to abandoned, lost and discarded fishing gear; bilges and other wastes from the vessel operations. Fishing systems in general have an associated catch of nontargeted organisms known as bycatch. Non-selective fishing gear that is not modified or equipped to exclude non-targeted organisms, may take a significant quantity of bycatch of non-targeted finfish, juvenile fish, benthic animals, marine mammals, marine birds and vulnerable or endangered species that are often discarded. Average annual global discards, has been estimated to be 7.3 million t, based on a weighted discard rate of 8%, during 1992-2001 period. Trawl fisheries for shrimp and demersal finfish account for over 50% of the total estimated global discards. Plastic materials are extensively used in fisheries, owing to their durability and other desirable properties, contributing to the efficiency and catchability of the fishing gear. However, plastics biodegrade at an extremely slow rate compared to other organic materials. Abandoned, lost or otherwise discarded fishing gear (ALDFG) and related marine debris have been recognized as a critical problem in the marine environment and for living marine resources. Prevention of excess fishing capacity by appropriate management measures could lead to enormous savings in terms of fuel consumption, emissions and bycatch discards from the excess fishing fleet, capital and operational investments and labour deployment in capture fisheries, with significant economic gains. Bycatch in U.S. fisheries has become an increasingly important issue to both fisheries managers and the public, owing to the wide range of marine resources that can be involved. From 2002 to 2006, the Commercial Shark Fishery Observer Program (CSFOP) and the Shark Bottom Longline Observer Program (SBLOP) collected data on catch and bycatch caught on randomly selected vessels of the U.S. Atlantic shark bottom longline fishery. Three subregions (eastern Gulf of Mexico, South Atlantic, Mid-Atlantic Bight), five years (2002–06), four hook types (small, medium, large, and other), seven depth ranges (<50 m to >300 m), and eight broad taxonomic categories (e.g. Selachimorpha, Batoidea, Serranidae, etc.) were used in the analyses. Results indicated that the majority of bycatch (number) was caught in the eastern Gulf of Mexico and that the Selachimorpha taxon category made up over 90% of the total bycatch. The factors year followed by depth were the most common significant factors affecting bycatch.

Belugas, Delphinapterus leucas, in Cook Inlet, Alaska, represent a unique and isolated marine mammal population that has been hunted for a variety of purposes since prehistoric times. Archeological studies have shown that both Alutiiq Eskimos and Dena'ina Atabaskan Indians have long utilized many marine resources in Cook Inlet, including belugas. Over the past century, commercial whaling and sport hunting also occurred periodically in Cook Inlet prior to the Marine Mammal Protection Act of 1972 (MMPA). During the 1990's, the hunting mortality by Alaska Natives apparently increased to 40-70 whales per year, which led to the decling of this stock and its subsequent designation in 2000 as depleted under the MMPA. Concerns about the decline of the Cook Inlet stock resulted in a voluntary suspension of the subsistenc hunt by Alaska Natives in 1999. The difficulty in obtaining accurate estimates for the harvest of these whales is due to the inability to identify all of the hunters and, in turn, the size of the harvest. Attempts to reconstruct harvest records based on hunters' recollections and interviews from only a few households have been subject to a wide degree of speculation. To adequately monitor the beluga harvest, the National Marine Fisheries Service established marking and reporting regulations in October 1999. These rules require that Alaska Natives who hunt belugas in Cook Inlet must collect the lowere left jaw from harvested whales and complete a report that includes date and time of the harvest, coloration of the whale, harvest location, and method of harvest. The MMPA was amended in 2000 to require a cooperative agreement between the National Marine Fisheries Service and Alaska Native organizations before hunting could be resumed.
