HIGHLIGHTS FOR FY 2004 1. Completed the second of a 3-year Gulf sturgeon population estimate on the Escambia River, Florida. 2. Completed the first of a 2-year Gulf sturgeon population estimate on the Apalachicola River, Florida. 3. Conducted Gulf sturgeon presence-absence surveys in three other Florida river systems. 4. Documented Gulf sturgeon marine habitat use in the near shore waters of the Gulf of Mexico. 5. Identified environmental threats to Gulf sturgeon spawning habitat in the Choctawhatchee River, Florida. 6. Initiated a study to document Gulf sturgeon spawning with the collection of fertilized eggs in the Yellow River, Florida. 7. Implemented Gulf Striped Bass Restoration Plan by coordinating the 21st Annual Morone Workshop, leading the technical committee, transporting broodfish, and coordinating the stocking on the Apalachicola-Chattahoochee-Flint (ACF) river system. 8. Over 86,000 Phase II Gulf striped bass were marked with sequential coded wire tags and stocked in Lake Seminole and the Apalachicola River. Post-stocking evaluations were conducted at 31 sites. 9. Drafted updates to Apalachicola-Chattahoochee-Flint Striped Bass Restoration and Evaluation Five-Year Plan with partners. 10. Fishery surveys were conducted on Tyndall Air Force Base and St. Marks and St. Vincent National Wildlife Refuges. 11. Habitat evaluations and population surveys were completed at 153 Okaloosa darter stream sites. 12. Aquatic insect biomonitoring and identification of over 39,000 individual aquatic macroinvertebrates was completed and provided to Eglin Air Force Base. 13. Ten years of fishery data from Okefenokee and Banks Lake National Wildlife Refuges was analyzed with recommendations incorporated into the refuge Comprehensive Conservation Plan. 14. A draft mussel sampling protocol was tested in wadeable streams in northwest Florida and southwest Georgia. 15. Implemented recovery plan and candidate conservation actions for 14 listed and candidate freshwater mussels in the Northeast Gulf Watersheds. 16. Worked with partners in developing the Spring Creek Watershed Partnership in the Flint River basin, Georgia. 17. Multiple stream restoration and watershed management projects were initiated or completed. A total of 6.8 stream miles were restored for stream fishes, along with 56.4 miles of coastline were enhanced for sea turtle lighting. A total of 135 acres of wetlands and 58 acres of understory habitat were restored. 18. Multiple outreach projects were completed to detail aquatic resources conservation needs and opportunities. Participated in National Fishing Week event, BASS ProShops event, several festivals, and school outreach.

HIGHLIGHTS FOR FY 2003 1. Continued a 3-year threatened Gulf sturgeon population estimate in the Escambia River, Florida and conducted presence-absence surveys in 4 other Florida river systems and 1 bay. 2. Five juvenile Gulf sturgeon collected, near the mouth of the Choctawhatchee River, Florida, were equipped with sonic tags and monitored while over-wintering in Choctawhatchee Bay. 3. Continued to examine Gulf sturgeon marine habitat use. 4. Implemented Gulf Striped Bass Restoration Plan by coordinating the 20th Annual Morone Workshop, leading the technical committee, transporting broodfish, and coordinating the stocking on the Apalachicola-Chattahoochee-Flint (ACF) river system. 5. Over 73,000 Phase II Gulf striped bass were marked with sequential coded wire tags and stocked in the Apalachicola River. Post-stocking evaluations were conducted at 31 sites. 6. Three stream fisheries assessment s were completed to evaluate the fish community at sites slated for habitat restoration by the Partners for Fish and Wildlife Program (PFW). 7. PFW program identified restoration needs and opportunities for 10 areas. 8. Developed an Unpaved Road Evaluation Handbook. 9. Completed restoration of Chipola River Greenway, Seibenhener Streambank Restoration, Blackwater River State Forest, and Anderson Property. 10. Assessments for fluvial geomorphic conditions for design criteria were completed for 3 projects. 11. Geomorphology in Florida streams initiated development of Rosgen regional curves for Northwest Florida for use by the Florida Department of Transportation. 12. Developed a Memorandum of Understanding between partners for enhancing, protecting, and restoring stream, wetland, and upland habitat in northwest Florida 13. Completed aquatic fauna and fish surveys with new emphasis on integration of data from reach level into watershed and landscape scale and keeping database current. 14. Compliance based sampling of impaired waterbodies on Eglin Air Force Base in conjunction with Florida Department of Environmental Protection for Total Maximum Daily Load development support. 15. Surveyed 20 sites for the federally endangered Okaloosa darter, provided habitat descriptions, worked with partners to implement key recovery tasks and set priorities for restoration. 16. Worked with partners to develop a freshwater mussel survey protocol to provide standard operating procedures for establishing the presence/absence of federally listed mussel species within a Federal project area. 17. GIS database was created to identify all known freshwater mussel records from the northeast Gulf ecosystem. 18. Completed recovery plan for seven freshwater mussels and drafted candidate elevation package for seven additional mussels. Developed proposals to implement recovery plan. 19. Worked with Corps of Engineers and State partners to develop improved reservoir operating policies to benefit both riverine and reservoir fisheries for the ACF river system. 20. Multiple outreach projects were completed to detail aquatic resources conservation opportunities. 21. Multiple stream restoration and watershed management projects initiated or completed (see Appendix A).

ENGLISH: It is important to the Inter-American Tropical Tuna Commission to know whether the anchoveta (Cetengraulis mysticetus), the principal tuna bait species in the Eastern Tropical Pacific Ocean, is composed of one or several populations. Earlier research indicated that, on the basis of significant differences in certain meristic counts, populations of this species in six of the major baiting localities between Mexico and Peru, should provisionally be considered as separate stocks. Since that time, additional collections of anchovetas have been obtained from these and other intervening localities. Purpose of the present study was to confirm the results of the earlier work, and to determine whether the differences in the meristic counts persisted from year to year, as well as to examine certain morphometric characters of the fish from these areas, and to learn whether the populations from the other localities are also separate entities. SPANISH: La Comisión Interamericana del Atún Tropical está interesada en saber si la anchoveta (Ceteugrautís mvsticetus}, la principal especie usada como cebo para la pesca del atún en el Océano Pacífico Oriental Tropical, está compuesta de una o de varias poblaciones. Investigaciones previas indicaron que, a base de diferencias significativas encontradas en ciertos caracteres numéricos, las poblaciones de esta especie en seis de las principales localidades entre México y Perú, podían ser consideradas provisionalmente como pertenecientes a "stocks'' separados. Desde entonces se han venido haciendo recolecciones adicionales de anchovetas en éstas y otras localidades intermedias. El propósito del presente trabajo ha sido confirmar los resultados obtenidos previamente, y determinar si las diferencias en los caracteres numéricos han persistido de un año a otro, así como examinar ciertos caracteres morfométricos en los peces de estas áreas, y resolver si las poblaciones de las nuevas localidades muestreadas son también entidades diferentes. One of the paradigms in the management of fish resources is that annual yield is a function of water quality. Consequently, the use of shorthand methods for predicting yields from morphological and /or edaphic factors of the water body are most appropriate for tropical multi-species fisheries. In this study, the morpho-edaphic index (MEI) was used to estimate the productivity of Ologe lagoon (Nigeria). The predicted yield was 73.8 kg ha super(-1) yr super(-1) and a comparison with yields in other African waters showed that Ologe lagoon is highly productive. However, its potential is not fully harnessed due to the traditional nature of the fishing

Knowledge of the population structure of an exploited stock is necessary for the effective management of a fishery. For this reason the Inter-American Tropical Tuna Commission (IATTC) has sponsored numerous genetic, morphometric, and migration studies of yellowfin, Thunnus albacares, and skipjack, Katswonus pelamis, in a concerted effort to determine the structure of these stocks in the eastern Pacific Ocean. ENGLISH: This report, published in response to the large volume of requests for information received by the IATTC, provides information on the catches, effort, and composition of the purse-seine and baitboat fleets which fished for tunas and tuna-like species in the eastern Pacific Ocean (EPO) in the 1979-1992 period. It does not include data for longline fisheries operating in the EPO; that information may be found in the IATTC's Annual and other reports. The IATIC has published similar data for other periods in its Bulletin series (Shimada, 1958; Alverson, 1959, 1960, ~963; Martin, 1962; Calkins and Chatwin, 1967, 1971; Calkins, 1975; Orange and Calkins, 1981) and in its weekly, quarterly, and annual reports. ENGLISH: This report presents fine-scale spatial summaries of annual catch and effort information compiled by the IATTC staff. These data summaries are presented in a graphical format, and display only information collected from purse-seine vessels fishing in the eastern Pacific Ocean (EPO) during 1965-1998. Data collected from baitboat and longline vessels fishing in the EPO are not considered in this report. Equivalent data from Japanese longline vessels fishing in the EPO are presented by Uosaki and Bayliff(1999) for 1988-1992 and by' references cited in that publication for 1956-1987. SPANISH: Este informe presenta resúmenes espaciales a escala fina de información sobre captura y esfuerzo anuales compilada por el personal de la CIAT. Se presentan los resúmenes en formato gráfico, e incluyen solamente información tomada de barcos cerqueros pescando en el Océano Pacifico oriental (OPO) durante 1965-1998. No se consideran en el informe datos provenientes de barcos de camada y palangreros que pescan en el OPO. Se presentan datos equivalentes de barcos palangreros japoneses pescando en el OPO en Uosaki y Bayliff (1999) para 1988-1992 yen las referencias citadas en dicha publicación para 1956-1987. Understanding fluctuations in tropical cyclone activity along United States shores and abroad becomes increasingly important as coastal managers and planners seek to save lives, mitigate damage, and plan for resilience in the face of changing storminess and sea-level rise. Tropical cyclone activity has long been of concern to coastal areas as they bring strong winds, heavy rains, and high seas. Given projections of a warming climate, current estimates suggest that not only will tropical cyclones increase in frequency, but also in intensity (maximum sustained winds and minimum central pressures). An understanding of what has happened historically is an important step in identifying potential future changes in tropical cyclone frequency and intensity. The ability to detect such changes depends on a consistent and reliable global tropical cyclone dataset. Until recently no central repository for historical tropical cyclone data existed. To fill this need, the International Best Track Archive for Climate Stewardship (IBTrACS) dataset was developed to collect all known global historical tropical cyclone data into a single source for dissemination. With this dataset, a global examination of changes in tropical cyclone frequency and intensity can be performed. Caveats apply to any historical tropical cyclone analysis however, as the data contributed to the IBTrACS archive from various tropical cyclone warning centers is still replete with biases that may stem from operational changes, inhomogeneous monitoring programs, and time discontinuities. A detailed discussion of the difficulties in detecting trends using tropical cyclone data can be found in Landsea et al. 2006. The following sections use the IBTrACS dataset to show the global spatial variability of tropical cyclone frequency and intensity. Analyses will show where the strongest storms typically occur, the regions with the highest number of tropical cyclones per decade, and the locations of highest average maximum wind speeds. Gold Coast Water is responsible for the management of the water and wastewater assets of the City of the Gold Coast on Australia’s east coast. Treated wastewater is released at the Gold Coast Seaway on an outgoing tide in order for the plume to be dispersed before the tide changes and renters the Broadwater estuary. Rapid population growth over the past decade has placed increasing demands on the receiving waters for the release of the City’s effluent. The Seaway SmartRelease Project is designed to optimise the release of the effluent from the City’s main wastewater treatment plant in order to minimise the impact of the estuarine water quality and maximise the cost efficiency of pumping. In order to do this an optimisation study that involves water quality monitoring, numerical modelling and a web based decision support system was conducted. An intensive monitoring campaign provided information on water levels, currents, winds, waves, nutrients and bacterial levels within the Broadwater. These data were then used to calibrate and verify numerical models using the MIKE by DHI suite of software. The decision support system then collects continually measured data such as water levels, interacts with the WWTP SCADA system, runs the models in forecast mode and provides the optimal time window to release the required amount of effluent from the WWTP. The City’s increasing population means that the length of time available for releasing the water with minimal impact may be exceeded within 5 years. Optimising the release of the treated water through monitoring, modelling and a decision support system has been an effective way of demonstrating the limited environmental impact of the expected short term increase in effluent disposal procedures. This paper reviews fisheries as an important economic sector in terms of employment, food security, enterprise development, and foreign exchange earning. The fisheries sub sector of agriculture if developed will enhance employment opportunities for rural fisher folks vis a vis the harnessing of less culturable surface area for aquaculture purpose, also homestead pond if fully encouraged and utilized has potential for increasing the fish yield of the nation. The role of women in the artisanal fisheries sub sector was x-rayed as an area to be encouraged, as it has the potential of eradicating poverty from the grass root. The importance of fisheries development in sustainable livelihood and poverty alleviation is highlighted in this paper
