The purpose of this Fisheries Management Plan (FMP) within the Lake Victoria Fisheries Research Project was to sustain the livelihoods of the communities who depend on the fishery resources of the lake and to reduce poverty, food insecurity and unemployment. To achieve this goals, a better management of the resources, which would mobilize and include stakeholders at local, regional, national and international level was believed to be the right strategy for success. Two landing sites were chosen in Tanzania for the 4-beaches survey. The former, Ihale, is a large one with an avarage of 120 boats and direct connections to the fish processing factories. The latter, Mwasonge, is one of the smallest landing sites in the Mwanza region with totally different characteristics. This book section aims to analyse the results from these two sites in the context of the co-management potentialities in Tanzania and more generally on the Lake Victoria region.

Caridina nilotica (Roux) (Decapoda: Atyidae) was investigated over a period of four months in three zones of Lake Victoria. Abundances were estimated by vertical net sampling. The importance of C. nilotica in the diet of the three commercial fish species was investigated. Caridina nilotica is a primary food for Lates niloticus (L.), Oreochromis niloticus (L.) and Rastrineobola argentea (Pellegrin). A quantitative study of C. nilotica in the fishing area indicated high biomass which can support the Lake Victoria fisheries.

The main objective of this 3.5 year project was to increase the productivity of reservoir fisheries and provide sustainable livelihoods to the rural poor through a series of interventions in tropical reservoirs. The main project activities focused on two reservoirs in the Indo-Gangetic basin (Dahob in Madhya Pradesh, and Pahuj in Uttar Pradesh, both in India), the Lake Nasser in Egypt as part as the Nile basin, and the Volta Lake in Ghana as part as the Volta basin. The project also encompassed an initial data inventory from a wide variety of tropical reservoirs within the three basins, and the detailed assessment of the selected reservoirs, including market evaluation and post-capture improvements. This report presents the activities and results of the workshop Envisioning 2050: Climate Change, Aquaculture and Fisheries in West Africa. The objectives of the workshop were to discuss critical issues and uncertainties faced by the fisheries and aquaculture sector in Ghana, Senegal and Mauritania, build sectoral scenarios for 2050 and discuss the implication of these scenarios in the context of climate change for the countries and the region.

Three commercially important fish species, Lates niloticus (L.), Rastrineobola argentea (Pellegrin) and Oreochromis niloticus (L.) that are fished by artisanal fishermen of Lake Victoria, Tanzania part, were studied in Kagera, Mwanza and Mara beaches from October 1997 to July 1999. Catches, effort, exploitation and stock structure were investigated. Beaches for sampling were selected based on importance for landing the above named fish species. The number of boats found on beach that day, the number that lay idle and their means of propulsion were recorded. As many boats as possible were sampled for gear type and gear size. The catches were sorted into species and measured. Variation in the species and size composition of landings was observed between regions, between months and between gears used. The implications of the findings to management are discussed.

The study divides the history of the fishery into five 'regulatory periods': the pre-colonial fishery (pre-1901), the colonial fishery (1901-1963), the post indipendence fishery (1963-1980), the Nile perch 'boom' years (1980-1989), and finally the fishery in the 1990's. Within each of these periods, the nature of and the relationship between, formal and informal regulations differs and changes with time. In the pre-colonial period, the outcome of formal and informal regulations largely sustained the fishery in a productive and species diverse state. However, at no time since then have formal regulations worked, with the result that the nature of production from the fishery changes over time and is dependent on a number of factors, amongst which the most important are effort level increases, technological introductions, species introductions, changes in regional and national job markets, the change from community-based controls to state-based controls within the fishery, and finally, considerable changes to the fish markets.

The purpose of this study was to investigate the implications of the fish export trade on the fishers and the fisheries resources of Lake Victoria, Uganda with respect to sustainability. Eight fish processing factories and ninety fishers were qualitatively investigated. Socio-economic characteristics of fishers and the economic characteristics of fish factories formed a basis for the analysis. Results of the research indicate that there is a relationship between the growth in fish export trade, particularly the growth in industrial fish processing (for export) and declining fisheries resources of the lake. However, whether or not that impact is positive or negative, and to what extent there is an impact, is highly dependent upon the underlying socio-economic considerations of the fishers to the process. The fish-ban imposed by the European Union countries was particularly decried by fishers and factory owners as the main cause for the present poverty among the fishers. Fundamentally, several conflicting issues: ecological, physical and economic activities are a threat to the sustainability of the Lake Victoria fisheries, and for all that depend on and interact with the lake. There is urgent need to address the immediate issue of the growing riparian population and the global fish trade, to educate and train all the relevant actors in appropriate fisheries management techniques. Attitudes of fishers towards the fish factory developments are positive and this is a way forward for co-management for the sustainability of the fisheries resource.

Two working parties, the Working Party on Tuna Tagging in the Pacific and Indian Oceans and the Working Party on Tuna Tagging in the Atlantic and Adjacent Seas, were formed by the Food and Agriculture Organization (FAD) of the United Nations in 1966 (Anonymous, 1966c). The conveners of these working parties were Dr. James Joseph of the Inter-American Tropical Tuna Commission (IATTC) and Mr. FrankJ. Mather, III, of the Woods Hole Oceanographic Institution (WHOI). In 1969 it was recommended that the working parties direct their attention toward billfishes, as well as tunas (Anonymous, 1969h: 5). One report (Joseph and working party, 1969) was published by the Pacific and Indian Oceans group and two (Mather and working party, 1969 and 1972) were published by the Atlantic Ocean and adjacent seas group. Each of the three working party reports included a bibliography of tuna and billfish tagging. The compiler of this bibliography, beginning in 1970, prepared numerous memoranda to the members of the working party, most of which included lists of papers on tuna and billfish tagging which had come to his attention, either directly or through members of the working party. The bibliographies in the three working party reports and the lists of references in the memoranda form the basis for the present bibliography.

It has long been known that tunas frequently associate with floating objects, such as trees washed out to sea during periods of heavy rainfall, and fishermen have taken advantage of this behavior to facilitate the capture of fish. In some coastal areas, such as the Philippines, artisanal fishermen construct anchored fish-aggregating devices (FADs) to attract fish. More recently, large numbers of free-floating FADs have been constructed for deployment by large purse seiners on the high seas. The FADs often can be interrogated by the seiner and located at great distances using radio telemetry and/or GPS (Global Positioning System) technologies. In some cases a fleet of fishing vessels has a tender vessel which deploys and maintains the FADs, and notifies the fishing vessels when fish are seen around them. This workshop was convened by the Inter-American Tropical Tuna Commission and sponsored by Bumble Bee Seafoods, Inc., for the purpose of bringing together scientists and fishermen who have studied the association of tunas with floating objects. Special efforts were made to get participants from all the areas in which tunas associated with floating objects are the targets of fisheries. Thus the "regional review papers" include contributions for the eastern Atlantic, the southern Caribbean Sea, the Indian Ocean, and the eastern and western Pacific Oceans. Many of these reviews and other contributed papers are published in this proceedings volume. Other papers discussed in the workshop were published elsewhere; these papers are cited in the list of background documents in the Report of the Workshop.

The Inter-American Tropical Tuna Commission (lA TTC) came into existence in 1950, after its convention, signed by representatives ofCosta Rica and the United States in 1949, was ratified. It was the first international tuna organization, and only the third international fisheries organization, whose staff has had the responsibility for performing scientific research, the others being the International Pacific Halibut Commission, established in 1923, and the International Pacific Salmon Fisheries Commission, established in 1937. The current members of the IATTC are Costa Rica, Ecuador, EI Salvador, France, Guatemala, Japan, Mexico, Nicaragua, Panama, the United States, Vanuatu, and Venezuela. The first Director ofthe IATTC was Dr. Milner B. Schaefer, who was in that position from 1950 to 1963. He was followed by Dr. John L. Kask (1963-1969), Dr. James Joseph (1969-1999), and Dr. Robin L. Allen (1999-present). The success ofthe IATIC showed that it was possible to carry out research and management on an international, high-seas fishery successfully. Since then other international organizations for tuna management, including the International Commission for the Conservation of Atlantic Tunas (1969), the Forum Fisheries Agency (1979), the Commission for the Conservation of Southern Bluefin Tuna (1994), and the Indian Ocean Tuna Commission (1996), were established. Appropriately, the 50th anniversary celebration was held in Costa Rica, one of the two charter members of the IATTC. Persons who have held important positions in international fishery management in various parts ofthe world spoke at the celebration. Their presentations, except for that describing the Indian Ocean Tuna Commission, are reproduced in this volume.

Large numbers of fishing vessels operating from ports in Latin America participate in surface longline fisheries in the eastern Pacific Ocean (EPO), and several species of sea turtles inhabit the grounds where these fleets operate. The endangered status of several sea turtle species, and the success of circle hooks (‘treatment’ hooks) in reducing turtle hookings in other ocean areas, as compared to J-hooks and Japanese-style tuna hooks (‘control’ hooks), prompted the initiation of a hook exchange program on the west coast of Latin America, the Eastern Pacific Regional Sea Turtle Program (EPRSTP)1. One of the goals of the EPRSTP is to determine if circle hooks would be effective at reducing turtle bycatch in artisanal fisheries of the EPO without significantly reducing the catch of marketable fish species. Participating fishers were provided with circle hooks at no cost and asked to replace the J/Japanese-style tuna hooks on their longlines with circle hooks in an alternating manner. Data collected by the EPRSTP show differences in longline gear and operational characteristics within and among countries. These aspects of the data, in addition to difficulties encountered with implementation of the alternating-hook design, pose challenges for analysis of these data.

The convention, which came into force in 1950, is open to adherence by other governments whose nationals fish for tropical tunas and tuna-like species in the eastern Pacific Ocean (EPO). Under this provision Panama adhered in 1953, Ecuador in 1961, Mexico in 1964, Canada in 1968, Japan in 1970, France and Nicaragua in 1973, Vanuatu in 1990, Venezuela in 1992, El Salvador in 1997, Guatemala in 2000, Peru in 2002, and Spain in 2003. Canada withdrew from the IATTC in 1984. The IATTC’s responsibilities are met with two programs, the Tuna-Billfish Program and the Tuna-Dolphin Program. SPANISH: La Comisión Interamericana del Atún Tropical (CIAT) funciona bajo la autoridad y dirección de una convención suscrita originalmente por Costa Rica y los Estados Unidos de América.
