The annual report presents progress on research activities carried by the organization during the reporting period. The general policy was to integrate the work of every individual on the staff so that all consider themselves members of a scientific team, and so that new problems as they arise could be investigated from more than one aspect. Already some of important findings had arisen as a result of joint studies made by two or more members of the staff working together. As far as possible the work being undertaken was designed to cover the sequence of events which lead from the chemical and physical condition of the water to the ultimate growth of the various populations of fish.

The examination of a considerable amount of data has led to the conclusion that Lake Victoria should be considered as many lakes within a lake. This is not a vague and seemingly obvious remark based on the superficial observation that it is a very large lake containing numerous islands and with a highly indented coastline, and therefore providing variable local conditions. Such local conditions would exist in any lake whose basin departed from a simple geometric form. But evidence has now been collected to show that really significant differences occur between different regions within the lake. These differences are apparent from a variety of data, including the nature of the bottom deposits, the chemical and hydrological condition of the water, the amount and kind of plankton and the distribution and abundance of the fauna. Our findings are as yet somewhat sketchy, and it will be a long time before it will be possible to draw an adequate picture of the various regions of the lake; it is however, of great value to have reached a position enabling us to form this general concept. The most striking and definite evidence is derived, as might be expected, from hydrological data. Details of this work are contained in the hydrological section of this report. Any data recorded below should be considered as applying only to the particular areas mentioned. In other words it would, to draw an obvious example be wrong to suppose that because fish grow at a particular rate in one part of the lake they will grow at the same rate or to the same size in other regions of the lake.

Several important advances have been made in our knowledge both regarding the factors which determine fertility in tropical lakes and the fish that live in them. As a result of our investigations a new theory has been put forward regarding the part played by animals in the bionomics of a lake; this theory, stated somewhat baldly, is that within certain limits the greater the number of animals in a shallow tropical lake, the greater becomes its potential fertility, and therefore the greater the number of animals it can support. The theory arises as a logical conclusion, once we accept the fact that the rate of production in such a lake is determined by the rate at which organic matter is decomposed. Bottom deposits which consist mainly of vegetable matter decompose slowly, whereas deposits which contain a high proportion of matter of animal origin decompose more rapidly. Thus the more animals in a lake, particularly animals which feed on plant material, the faster the biological cycle can proceed and the greater the density of animals it can support. This new concept will have a very profound influence on our ideas concerning the consequences of overfishing tropical waters. It also shows that efforts must be made to encourage and protect all herbivorous and detritus feeding animals, whether they be copepods, fish, or hippopotami, and whether they are of immediate economic importance or not.

The major task in hand at the beginning of the year was the Deep Water Fishing Survey in Uganda waters. This has continued throughout the year with varying, lm generally, not particularly encouraging, results. A full account is given in paras. 33 to 67 of this Report. The new method of marking Tilapia was introduced at the beginning of the year, and, apart from delays resulting from the delivery position of marking materials, has gone ahead steadily. The improvement in results expected from this method was already evident after only nine months' work, and information has been obtained which never was-nor could have been-obtained by the old method of marking. Determination of appropriate technologies and methods for harvesting and conservation of fish species in the Albert and Kyoga Systems 2. Impact of policies and technologies on livelihoods 3. Generation of knowledge for the management of aquatic invasive weeds and their hot spots in Lakes Albert and Kyoga 5. Determination of environmental factors influencing productivity for fisheries in Lakes Albert and Kyoga Systems 6. MSI - Nile perch project 7. Adaptation and Facilitating Dissemination of Appropriate technologies for harvesting Commercial Species 8. Identification of fish species suitable for culture and marketing, and promotion of their commercial culture in the Eastern AEZ.

The annual report presents present activities and achievements for the reporting year 2011/2012. The Objectives of NaFIRRI are highlighted below: a) Generation of knowledge and technologies of strategic importance for the management, development and conservation of fisheries resources and water quality. b) Establishment and management of the human, physical and financial resources of the National Fisheries Resources Research Institute. c) Provision of technical backstopping and capacity building to the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF), Zonal Agricultural Research and Development Institutes (ZARDIs) and other agencies dealing in fisheries research and water quality. d) Development and management of fisheries research information and ensuring collaboration with stakeholders. e) Planning, monitoring and evaluation of all fisheries research programmes undertaken by the institute to ensure conformity with national research strategy. f) Ensuring the quality of knowledge and technologies developed, multiplied and disseminated through uptake pathways. g) Generation of periodic reports on fisheries and water quality research programmes to National Agricultural Research Council (NARC) and other stakeholders. h) Establishment of sustainable linkages and partnerships with local, regional and international research bodies.

The first year-round quarterly surveys were completed for the year 2011. For the year 2012, SON management decided to change the frequency of the surveys from quarterly to biannual and the first such survey, was undertaken in June 2012. The second survey was undertaken in December 2012 and is the subject of this report: Results/observations made are presented in this technical report along with a scientific interpretation and discussion of the results with reference to possible impacts of the cage facilities to the water environment and aquatic biota. SON cage study sites were coded as downstream of cages (DSC), within cages (WIC) and upstream of cages (USC). Physical-chemical parameters (water column temperature, dissolved oxygen, pH, conductivity, were measured in-situ with a pre-calibrated hydrolab at each site. A digital Echo Sounder was used to determine the total water column depth at each site. A black and white Secchi disc was used to determine water column transparency. Coordinate locations were determined with a GPS device.

Source of the Nile Fish farm (SON) is located at Bugungu area in Napoleon Gulf, northern Lake Victoria. The proprietors of the farm requested NaFIRRI to provide technical assistance to undertake regular environment monitoring of the cage site as is mandatory under the NEMA conditions. NAFIRRI agreed to undertake regular environment surveys in the cage area covering selected physical‐chemical factors i.e. water column depth, water transparency, water column temperature, dissolved oxygen, pH, conductivity, redox potential and turbidity; nutrient status, algal and invertebrate communities (micro‐invertebrates/zooplankton and macro‐invertebrates/macro‐benthos) as well as fish community. The first year‐round quarterly surveys were completed for the year 2011. It was decided by SON management to change the frequency of the monitoring surveys to biannual starting in the year 2012 and the first such survey, which is the subject of this report, was undertaken in June 2012. Results/observations made are presented in this technical report along with a scientific interpretation and discussion of the results with reference to possible impacts of the cage facilities to the water environment and aquatic biota. Following the collapse of the East African Community on 30th June, 1977 Ugandan fisheries research employees who were stationed in Kenya and Tanzania were recalled by the Uganda Government. The return of these officers strengthened the staff position of the Department. Formally the Headquarters of the East African Freshwater Fisheries Research Organization (EAFFRO), the institution was re-named the Uganda Freshwater Fisheries Research Organization (UFFRO) and the Uganda Government took up the full responsibility for running and maintaining the Department. The Annual report presents activities and achievements during the reporting period 1977.

This Annual report sets out clearly the various activities undertaken by the ministry in the field of fisheries for the period 1971. It has highlighted some commendable achievements for fisheries to claim its place among the rapidly expanding rural industries in this country. Fish production now at 162,000 metric tons per annum worth over 130 million shillings at the lakeshore, is not only a source of food but also a source of employment. It is believed that the fishing industry is at the moment employing more than 35,000 people in the various aspects of the industry, for example, fishing, fish processing, fish marketing and manufacture of fishing equipment. It is, therefore, greatly contributing not only to our nutrition but also to the economic development.
