Lake Nakivali is one of the four small lakes that form what is known as the Koki lakes system. It is 14 km long, 6 km wide, 26 km2 in area and has maximum depth of 3.5 m at high water level. The lake is located in a lake-swamp complex with River Rwizi as the principle inflow, and a number of peripheral lakes among which are four major ones, i.e. Lakes Nakivali, Mburo, Kachira, and Kijanebalola. The survey therefore established that Lake Nakivali is a healthy ecosystem capable of sustaining fisheries production. While stock enhancement through restocking with fry could boost fish stocks, especially of the Nile tilapia, effective management measures that allow natural regeneration of stocks of indigenous fish species is paramount. This may require closed fishing seasons and control of fishing effort. Tank aquaculture is a viable option for increasing fish production and Ngege (O. niloticus) and Male (C. gariepinus) are candidate fish species for fish farming.

Fisheries plays a significant and important part in the economy of the country contributing to foreign exchange, food security and employment creation. Lake Victoria contributes over 50% of the total annual fish catch. The purpose of fisheries management is to ensure conservation, protection, proper use, economic efficiency and equitable distribution of the fisheries resources both for the present and future generations through sustainable utilization. The earliest fisheries were mainly at the subsistence level. Fishing gear consisted of locally made basket traps, hooks and seine nets of papyrus. Fishing effort begun to increase with the introduction of more efficient flax gillnets in 1905. Fisheries management in Uganda started in 1914. Before then, the fishery was under some form of traditional management based on the do and don'ts. History shows that the Baganda had strong spiritual beliefs in respect of "god Mukasa" (god of the Lake) and these indirectly contributed to sustainable management of the lake. If a fisherman neglected to comply witt'l any of the ceremonies related to fishing he was expected to encounter a bad omen (Rev. Roscoe, 1965) However, with the introduction of the nylon gill nets, which could catch more fish, traditional management regime broke down. By 1955 the indigenous fish species like Oreochromis variabilis and Oreochromis esculentus had greatly declined in catches. Decline in catches led to introduction of poor fishing methods because of competition for fish. Government in an attempt to regulate the fishing irldustry enacted the first Fisheries Ordinance in 1951 and recruited Fisheries Officers to enforce them. The government put in place minimum net mesh-sizes and Fisheries Officers arrested fishermen without explaining the reason. This led to continued poor fishing practices. The development of government centred management systems led to increased alienation of resource users and to wilful disregard of specific regulations. The realisation of the problems faced by the central management system led to the recognition that user groups need to be actively involved in fisheries management if the systems are to be consistent with sustainable fisheries and be legitimate. Community participation in fisheries management under the Comanagement approach has been adopted in Lake Victoria including other water bodies.

Management of fisheries resources requires information on the fish stocks; the magnitude, distribution and trends of fishing effort and the trends of fish catches. Catch Assessment Surveys (CAS) in Lake Victoria are one of the ways through which the partner states sharing the lake are generating the key information required. In the Uganda part of the lake, CAS activities are carried out at 54 fish landing sites in the 11 riparian districts. The National Fisheries Resources Research Institute (NaFIRRI), the Department of Fisheries Resources (DFR), and the Districts of Busia, Bugiri, Mayuge, Jinja, Mukono, Wakiso, Kampala, Mpigi, Masaka, Kalangala and Rakai jointly conduct the surveys, The CAS enumerators are recruited from the fishing communities and work under direct supervision of sub-county fisheries officers. Small pelagic fish species have ultimately become important on most of the Great Lakes of Africa, especially after the depletion of the larger, initially preferred fish species. In Lake Victoria, the small pelagic cyprinid Rastrineobola argentea is now the only abundant native species supporting a fast growing light fishery. In Pilkington Bay, off Lingira Island the artisanal light fishery is well established and in the last two years this bay has witnessed a sharp increase in the fishing effort. This has been followed by a modification of fishing method and a reduction in the mesh size of nets used. R. argentea now caught from this bay consist of mainly juveniles and this could result into localized recruitment overfishing. Drawing examples from what is happening to the fishery in Pilkington Bay, it is necessary to carry out research on the stocks, gear and suitable fishing crafts before light fishing spreads to most parts of the lake.

The National Fisheries Resources Research Institute (NAFIRRI), the Department of Fisheries Resources (DFR) and the districts in and around Lake Victoria jointly conduct Catch Assessment Surveys (CAS) with a major objective of providing information on the magnitude of fish catches in the lake. Fisheries contribute as high as 12% to Uganda's GDP. Catch assessment surveys are some of the avenues used to collect information for monitoring fish population dynamics as well as the magnitude, distribution and trends of fishing effort and fish catches. They are necessary for making sound decisions for the management of Lake Victoria fisheries. This information provides the Catch Per Unit of Effort (CPUE). The CPUE is used together with frame survey data to estimate total fish catches.

The WorldFish Center has been collaborating with its partners (AWF and WWF) in the Maringa-Lopori-Wamba (MLW) and the Lac Tele-Lac Ntomba (LTL) Landscapes to develop participatory monitoring systems for aquatic ecosystems. This requires rigorous data collection regarding fishing effort and catch, and the establishment of community partnerships; enabling WorldFish Center researchers to understand and counteract the institutional legacies of previous NGO interventions. In the MLW, fisherfolk livelihoods are severely limited due to their extreme isolation from markets and government services. However, fisherfolk have some experience dealing with natural resource conservation or extraction entities as well as humanitarian agencies. Their history has left them slightly skeptical but reasonably willing to collaborate with incoming NGOs. Around Lac Ntomba, fisherfolk have had more extensive interactions with conservation and humanitarian NGOs, but despite their proximity to the Congo River, they appear to have very limited access to distant markets. As past benefits from NGO activities have been captured by local village elites many fishers are highly skeptical and even antagonistic toward NGOs in general, and see little benefits from collaborating with each other or NGOs. Similarly to the MLW and Lac Ntomba, Lac Maï-Ndombe fisherfolk were disillusioned by past NGO activities. However, in this area levels of fish catch are greater than in the other watersheds, and many fishers make regular trips to major markets in Kinshasa, Kikwit and Tchikapa. Consequently, while there are significant divisions to be addressed in Lac Maï-Ndombe, fisherfolk in general are more interested in exploring options for improving livelihoods. In order to overcome these hurdles, the WorldFish Center has introduced an integrated research-extension approach in its interactions with these communities. The teams conducted demonstrations of technological innovations that could significantly improve on present post-harvest fish processing practices, in particular: a solar fish drying tent and a fish smoking barrel.

The WorldFish Center was contracted by the World Wide Fund for Nature (WWF) to lead a preliminary assessment of the Lac Maï-Ndombe fishery, one of three water bodies for which such an assessment will be completed in the Lac Tele-Lac Tumba Landscape of the CARPE program. Between Aug.29-Sept.5, 2007, a joint WorldFish Center-WWF team traveled to Lac Maï-Ndombe in Bandundu Province, and conducted an analysis of the conditions surrounding the fishery and fisherfolk livelihoods in a total of 19 villages and camps. Included in this assessment were preliminary analyses of market-chain networks and stakeholders’ receptivity to NGO capacity-building to improve commercialization of fish catches and/or to introduce local fisheries management regimes. While perceptions of declining fish stocks prevail, the absence of changes in reported fish sizes bring into doubt any urgent need for fishery management interventions. However, lacking scientific fish population structure data the team would not recommend any NGO interventions to increase fishing effort. Lac Maï-Ndombe fisherfolk have highly diversified levels of dependence on fishing, and while there is evidence that some stakeholder groups are flourishing, the majority of the fishery appears to be characterized by a livelihood insecurity and a lack of capital. This limits fishers’ abilities to negotiate with transporters and with Kinshasa-based market brokers, and in combination with a heavy burden of rent-seeking behavior by civil servants, this condition forces over half of the fishers to sell their fish and buy all manufactured products through local intermediaries at disadvantageous prices.

ENGLISH: Since the inception of the Inter-American Tropical Tuna Commission in 1950, one of the primary tasks of its scientific staff has been the collection and analysis of the statistics of total catch, effort expended in obtaining this catch, and the apparent abundance of yellowfin tuna (Neothunnus macropterus) and the skipjack tuna (Katsuwonus pelamis) in the Eastern Pacific Ocean. A concentrated effort by the staff during 1951 and 1952 resulted in the compilation of a series of historical data on the catch and catch-per-effort of tropical tunas for the years 1934-1950, and in the establishment of a detailed logbook system to monitor the current activities of the tuna fleets. Schaefer (1953) and Shimada and Schaefer (1956) have reviewed in detail the methods of collection and analysis of these data. Further studies, based on these and subsequently collected records, are contained in publications by Schaefer (1957), Shimada (1958), Alverson (1959, 1960), Griffiths (1960) and Calkins (1961). SPANISH: Desde que la Comisión Interamericana del Atún Tropical comenzó sus funciones en 1950, entre las más importantes tareas de su personal científico incluyó la recolección y análisis de las estadísticas de la captura total, del esfuerzo empleado en obtener esta captura y de la abundancia aparente de los atunes aleta amarilla (Neothunnus macropterus) y barriletes (Katsutvonus pelamis) en el Océano Pacífico Oriental. El concentrado esfuerzo del personal científico de la Comisión durante 1951 y 1952 dió como resultado la compilación de una serie de datos históricos sobre la captura de atunes tropicales y sobre la captura según el esfuerzo durante los años 1934 a 1950, así como el establecimiento de un sistema detallado de registro de las anotaciones en los cuadernos de bitácora para vigilar las actividades diarias de las flotas atuneras. Schaefer (1953) y Shimada y Schaefer (1956) han expuesto detalladamente los métodos de recolección y análisis de dichos datos. Artisanal fishery is the main type of fishing practised occupationally by the fishermen along the upper sectors of the Cross River. No form of mechanised fishing has so far been introduced to the fishermen in these areas. This study has attempted to find out the different gears used, when and where used along the main river channel, its tributaries and flood plains. An effort has also been made to provide some information on the types of fishes caught with the different gears. Recommendation for effective management are also advanced

The paper discusses simple methods of estimating fish yield from small reservoirs and establishes 2 indices of fish yield based on: 1) the relationship between the catch per boat in artisanal commercial fish landings and the catch per unit effort in experimental gill-net survey; and also, 2) the relationship between standing crop of fish in reservoirs and catch per unit effort in experimental gill-net survey. The paper then elaborates on the methods of utilizing these simple relationships in managing small reservoirs in Nigeria based on the principle of exclusive fishing right licence with the objective of attracting investors into this viable inland fishery investment project hitherto untapped

ENGLISH: We analyzed catches per unit of effort (CPUE) from the Japanese longline fishery for bigeye tuna (Thunnus obesus) in the central and eastern Pacific Ocean (EPO) with regression tree methods. Regression trees have not previously been used to estimate time series of abundance indices fronl CPUE data. The "optimally sized" tree had 139 parameters; year, month, latitude, and longitude interacted to affect bigeye CPUE. The trend in tree-based abundance indices for the EPO was similar to trends estimated from a generalized linear model and fronl an empirical model that combines oceanographic data with information on the distribution of fish relative to environmental conditions. The regression tree was more parsimonious and would be easier to implement than the other two nl0dels, but the tree provided no information about the nlechanisms that caused bigeye CPUEs to vary in time and space. Bigeye CPUEs increased sharply during the mid-1980's and were more variable at the northern and southern edges of the fishing grounds. Both of these results can be explained by changes in actual abundance and changes in catchability. Results from a regression tree that was fitted to a subset of the data indicated that, in the EPO, bigeye are about equally catchable with regular and deep longlines. This is not consistent with observations that bigeye are more abundant at depth and indicates that classification by gear type (regular or deep longline) may not provide a good measure of capture depth. Asimulated annealing algorithm was used to summarize the tree-based results by partitioning the fishing grounds into regions where trends in bigeye CPUE were similar. Simulated annealing can be useful for designing spatial strata in future sampling programs. SPANISH: Analizamos la captura por unidad de esfuerzo (CPUE) de la pesquería palangrera japonesa de atún patudo (Thunnus obesus) en el Océano Pacifico oriental (OPO) y central con métodos de árbol de regresión. Hasta ahora no se han usado árboles de regresión para estimar series de tiempo de índices de abundancia a partir de datos de CPUE. EI árbol de "tamaño optimo" tuvo 139 parámetros; ano, mes, latitud, y longitud interactuaron para afectar la CPUE de patudo. La tendencia en los índices de abundancia basados en árboles para el OPO fue similar a las tendencias estimadas con un modelo lineal generalizado y con un modelo empírico que combina datos oceanográficos con información sobre la distribución de los peces en relación con las condiciones ambientales. EI árbol de regresión fue mas parsimonioso y seria mas fácil de utilizar que los dos otros modelos, pero no proporciono información sobre los mecanismos que causaron que las CPUE de patudo valiaran en el tiempo y en el espacio. Las CPUE de patudo aumentaron notablemente a mediados de los anos 80 y fueron mas variables en los extremos norte y sur de la zona de pesca. Estos dos resultados pueden ser explicados por cambios en la abundancia real y cambios en la capturabilidad. Los resultados de un arbal de regresión ajustado a un subconjunto de los datos indican que, en el OPO, el patudo es igualmente capturable con palangres regulares y profundos. Esto no es consistente con observaciones de que el patudo abunda mas a profundidad e indica que clasificación por tipo de arte (palangre regular 0 profundo) podría no ser una buena medida de la profundidad de captura. Se uso un algoritmo de templado simulado para resumir los resultados basados en el árbol clasificando las zonas de pesca en zonas con tendencias similares en la CPUE de patudo. El templado simulado podría ser útil para diseñar estratos espaciales en programas futuros de muestreo. (PDF contains 45 pages.)

ENGLISH: This report presents fine-scale spatial summaries of annual catch and effort information compiled by the IATTC staff. These data summaries are presented in a graphical format, and display only information collected from purse-seine vessels fishing in the eastern Pacific Ocean (EPO) during 1965-1998. Data collected from baitboat and longline vessels fishing in the EPO are not considered in this report. Equivalent data from Japanese longline vessels fishing in the EPO are presented by Uosaki and Bayliff(1999) for 1988-1992 and by' references cited in that publication for 1956-1987. SPANISH: Este informe presenta resúmenes espaciales a escala fina de información sobre captura y esfuerzo anuales compilada por el personal de la CIAT. Se presentan los resúmenes en formato gráfico, e incluyen solamente información tomada de barcos cerqueros pescando en el Océano Pacifico oriental (OPO) durante 1965-1998. No se consideran en el informe datos provenientes de barcos de camada y palangreros que pescan en el OPO. Se presentan datos equivalentes de barcos palangreros japoneses pescando en el OPO en Uosaki y Bayliff (1999) para 1988-1992 yen las referencias citadas en dicha publicación para 1956-1987. The Alawariwa beels located in the flood plains of the Ogun River, off Ibafo in Owode/Obafemi Local Government Area of Ogun State number 16 with an approximate total surface area of 28.0 hectares. The beels are conveniently exploited between January and April annually when the dry season and riverine contraction make this possible. The daily landing showed that the fish enclosure is truly a natural fisheries reserve as well as a medium of biodiversity. Fish catch per unit effort is reasonable especially for the more abundant fish species. The beel is sufficiently productive and worthy of the fishing efforts of the fishing efforts of eight fishers undertaking the daily assignment. Beel fishing is therefore economically advisable for fishers having access to such valuable communal or individual natural wetland resources
