The World Food Summit in its meeting in Rome in 1999 estimated that 790 million people in the developing world do not have enough food to eat. This is more than the total populations of North America and Europe combined. Nigeria is one of the developing countries affected by hunger, deprivation and abject poverty by its citizenry inspite of its enormous natural and human resources. To reduce poverty and increase food supplies to the masses the Federal Government of Nigeria embarked on a programmed-tagged National Special Programme for Food Security (NSPFS) in the year 2002. The programme's broad objectives are to attain food security in the broadest sense and alleviate rural poverty in Nigeria. One of the areas of the programme's intervention is in the aquaculture and inland fisheries development because Nigeria imported 681mt of fish in 2003 with a total cost of about N50 million. The paper assesses the socio-economic conditions of one of the selected water bodies (Yamama Lake) with a view to introducing community-based fisheries management plan for the rational exploitation and management of the fishery and other aquatic resources of the water body thereby increasing fish supply and improving the living standard of the fisherfolk in the area. In the past, agricultural researchers tended to ignore the fisheries factor in global food and nutritional security. However, the role of fish is becoming critical as a result of changes in fisheries regimes, income distribution, demand and increasing international trade. Fish has become the fastest growing food commodity in international trade and this is raising concern for the supply of fish for poorer people. As a result, the impact of international trade regimes on fish supply and demand, and the consequences on the availability of fish for developing countries need to be studied. Policies aimed at increasing export earnings are in conflict with those aimed at increasing food security in third world countries. Fisheries policy research will need to focus on three primary areas which have an impact on the marginal and poorer communities of developing countries: increased international demand for low-value fish on the supply of poorer countries; improved aquaculture technologies and productivity on poorer and marginal farmers; and land and water allocation policy on productivity, food security and sustainability across farm, fishery and related sectors. The key to local food security is in the integration of agriculture, aquaculture and natural resources but an important focus on fisheries policy research will be to look at the linkages between societal, economic and natural systems in order to develop adequate and flexible solutions to achieve sustainable use of aquatic resources systems.

The marine fisheries of Jamaica are almost entirely artisanal, with at least 15 000 fishers and an annual catch of approximately 7 000 t. A recent development is a small industrial fishery for queen conch and spiny lobster that earns significant foreign exchange for the country. The major aquatic resources are coral reef fishes, conch, lobster, small pelagics and seasonal large pelagics. The major fishing grounds are the southern island shelf and Pedro Bank, a large oceanic bank 150 km to the southwest of Kingston. The fisheries are rated as overfished, except the queen conch fishery which is relatively well managed. A new Fisheries Bill is currently being reviewed with the intention of improving the efficiency of management measures and of fisheries administration. There are plans for rehabilitating the fisheries and developing them with a focus on their sustainability in the future.

FishBase is a computerized encyclopedia of fishes developed at International Center for Living Aquatic Resources Management (ICLARM) with the support of the European Commission and in collaboration with a large number of institutions throughout the world, notably FAO, and available since 1995 as CD-ROM. Major improvements since version 1.2 have now allowed for the release of FishBase 96, whose name indicates the intention to update FishBase annually. Some of the major improvements of FishBase 96 are: (a) 3,000 more species (total 15,000) and 3,000 more pictures (total 9,000); (b) complete marine checklists for 48 countries, and freshwater checklists for 60 countries; (c) a new user module to document local knowledge of fishes; (d) a stand-alone glossary defining 2,500 ichthyological and related terms; (e) new databases on brain weights (from R. Beauchot and colleagues at the University of Paris VII), on ciguatera (from P. Dalzell, South Pacific Commission, Noumea), and on recruitment (from R.A. Myers and colleagues at the Department of Fisheries and Oceans, St. John's); and (f) new graphs to display quantitative data: through time series, pie charts and bivariate plots. As before, FishBase is available free to collaborators, for US$50 as update to registered users of previous versions, and for US$95 for new users.

ICLARM has recently developed a strategic Plan for International research on living aquatic resources management which identifies tropical coastal resource systems as one of its areas of research emphasis. Details are given of a new approach for analysing and comparing coastal resource systems - the coastal cross-section concept. Agroecosystems analysis and farming systems research were used as a basis for the development of this concept.

Proper resource management implies a better understanding of ecosystems and the conservation of biodiversity. Scientists from developing countries often have limited information on their aquatic resources because of many difficulties in accessing and exchanging information on a national and international level. The project described not only aims to strengthen the scientific capacity of fisheries scientists in ACP institutions but it is also expected to create an awareness among fisheries researchers and managers of the importance of conserving biodiversity for the sustainable use of living aquatic resources. This will be achieved through training, building a network of regional and transregional cooperation using modern communication facilities, the promotion of research and the distribution and improvement of fisheries management tools. It is hoped that these capabilities will enable fisheries scientists in ACP countries to actively contribute towards a discussion to solve common problems originating from the endangering of the ecological basis of their fisheries.

The Philippine Expedition of 1907-10 was the longest and most extensive assignment of the Albatross's 39-year career. It came about because the United States had acquired the Philippines following the Spanish-American War of 1898 and the bloody Philippine Insurection of 1899-1902. The purpose of the expedition was to surbey and assess the aquatic resources of the Philippine Islands. Dr. Hugh M. Smith, the Deputy Commissioner of the U.S. Bureau of Fisheries, was the Director of the Expedition. Other scientific participants were Frederick M. Chamberlain, Lewis Radcliffe, Paul Bartsch, Harry C. Fasset, Clarence Wells, Albert Burrows, Alvin Seale, and Roy Chapman Andrews. The expedition consisted of a series of cruises, each beginning and ending in Manila and exploring a different part of the island group. In addition to the Philippines proper, the ship also explored parts of the Dutch East Indies and areas around Hong Kong and Taiwan. The expedition returned great quantities of fish and invertebrate speciments as well as hydrographic and fisheries data; most of the material was eventually deposited in the Smithsonian Institution's National Museum of Natural History. The fisehs were formally accessioned into the museum in 1922 and fell under the car of Barton A. Bean, Assistant Curator of Fishes, who then recruited Henry W. Fowler to work up the material. Fowler completed his studies of the entire collection, but only part of it was ever published, due in part to the economic constraints caused by the Depression. The material from the Philippine Expedition constituted the largest single accession of fishes ever received by the museum. These speciments are in good condition today and are still being used in scientific research.

The Barotse floodplain is an ecosystem characterized by a paradox of widespread poverty amidst high ecological and agricultural potential. The CGIAR Research Program on Aquatic Agricultural Systems (AAS) seeks to address this paradox on the assumption that the rural poor have the potential to transform their lives using the aquatic resources in their environment. Understanding the conditions for natural resources use and management is critical for a program that seeks to transform the livelihoods of households dependent on natural resources. The purpose of this report is to identify and analyze key governance variables influencing the livelihood outcomes of AAS program interventions in the Barotse floodplain system.

A realistic alternative to traditional technology development and transfer has been utilized by the International Center for Living Aquatic Resources Management (ICLARM) to integrate pond fish culture into low-input farming systems in Malawi. Resource mapping was used to assess farm resources and constraints and introduce the concept of integrated resource management (IRM), the synergistic movement of resources between and among farm and household enterprises. Farmer-led IRM research projects are conducted on-farm and monitored by researchers through direct observation and on-station simulation of constraints and management practices. Technology-adoption rates by farmers involved in a pilot activity was 65% compared to 0% by farmers exposed only to top-down extension approaches. Within two years of adoption, every participating farmer had transferred the technology to an average of four other farmers without the involvement of the extension services.

ICLARM introduced integrated aquaculture-agriculture (IAA) in Sakata, Malawi three years ago. Since that time, and without extension support, the number of farmers with ponds increased from 4 in 1993/94 to 12 in 1995/96. To learn why and how IAA is spreading, a study of impact and adoption was conducted in the 1995/96 production season. Interviews were conducted with farmers to discuss lAA and collect data on farm function through the use of bioresource flow diagrams. Motivations given by farmers as to why they adopted IAA were to improve household nutrition and income. Constraints to adoption identified by farmers were availability of labor and capital to purchase inputs

Two observations suggest the possibility that Sri Lanka is acting as a small-mid-plate platelet moving very slowly within and relative to the larger Indian plate. First, sediments of the Bengal Deep-Sea Fan off the SSE continental margin are folded and uplifted in a manner similar to the deformation from front of accretionary prisms where thick sediment columns are passing into subduction zones. And second, subsidence rates in the area of presumed spreading or continuing stretching of continental crust, the Cauvery-Palk Strait-Gulf of Mannar Basin, have not decreased during the Cenozoic as would be predicted by an aborted rift or aulacogen model, but instead appear to have accelerated during the Neogene. Information available on other phenomena which re predicted by the model is at the present time inadequate for evaluation.

Following details of the marine fishery resources of Sri Lanka, prospects for fishery development with respect to the 200-mile Economic Zone are examined, outlining also the 5-year fisheries development plan (1979-83).
