This study on marine protected areas (MPAs) in India analyzes the legal and institutional framework for their establishment, and uses two case studies – the Gulf of Mannar National Park and Biosphere Reserve, and the Malvan (Marine) Wildlife Sanctuary – to document and understand the experiences and views of local communities, particularly fishing communities, with respect to the various aspects of design and implementation of protected areas. Stressing the need for fishing communities to be equal partners in all aspects of MPA design, implementation and monitoring, the study concludes with specific recommendations. (68 pp.)

In the current context of natural resource management, marine protected areas (MPAs) are being widely propagated as an important tool for the conservation of marine and fisheries resources. The International Collective in Support of Fishworkers (ICSF) recently undertook a series of studies on MPAs in India to highlight the various legal, institutional, policy and livelihoods issues that confront fishing and coastal communities. In order to discuss the findings of these case studies and to suggest proposals for livelihood-sensitive conservation and management of coastal and fisheries resources through participatory processes, ICSF organized a two-day workshop on ‘Social Dimensions of Marine Protected Area Implementation in India: Do Fishing Communities Benefit?’ at Chennai on 21-22 January 2009. This publication—the India MPA Workshop Proceedings—contains the prospectus of the workshop, a report of the proceedings and the consensus statement that was reached by organizations and individuals who particapated in the workshop. This publication will be useful for fishworkers, non-governmental organizations, policymakers, trade unions, researchers and others interested in natural resource management and coastal and fishing communities.

This document is part of a series of 5 technical manuals produced by the Challenge Program Project CP34 “Improved fisheries productivity and management in tropical reservoirs”. The reservoirs of India have a combined surface area of 3.25 million hectares (ha), mostly in the tropical zone, which makes them the country¡¯s most important inland water resource, with huge untapped potential. The prime objective of cage culture discussed here is to rear fingerlings measuring >100 millimetres (mm) in length, especially carp, for stocking reservoirs. The manual discusses various aspects of cage culture from site selection to its economic benefits. (PDF contains 27 pages)

Inland capture fisheries in India have declined in recent years, leaving thousands of fishers to sink deeper into poverty. Freshwater aquaculture in small water bodies like ponds now contributes 80% of the country¡¯s inland fish production. This manual outlines the use of small reservoir for freshwater aquacultureas a means of providing rural areas with food and livelihoods and protecting aquatic ecosystems, in particular by facilitating the conservation of indigenous fish species. The International Collective in Support of Fishworkers (ICSF) organized a workshop titled “Enhancing Women’s Roles in Fisheries in India” during 1-3 February 2010 in Navi Mumbai, India. The workshop was meant to discuss and analyze the role of women in fisheries, and reflect on issues facing women in fishing communities and organizations in contemporary India. Not only did the workshop expose the participants to women’s issues, organizational strategies, policies, schemes and legislation relevant to fishing communities, but it also stimulated discussions and exchange of views, which helped them explore a vision of a fisheries that sustains both communities and livelihoods. The workshop strengthened the linkages between diverse groups, and helped them search for strategies to protect the spaces of women in fisheries and their sources of livelihood. Rainbow trout is one of the important exotic species that is well established in the upland waters of India. This paper presents the historical background of its introduction and the present status of the fish in the streams of he Nilgiri peninsula of India. The rainbow trout inhabits natural reservoirs and streams of the region as a self-recruiting population. The growth rate is reported to be relatively low and conflicting views about its taxonomic status have been reported. Successful crossbreeding of the Nilgiri rainbow trout with trout stocks from the Indian State of Himachal Pradesh has indicated the scope for utilizing cryopreserved milt as a mode of introducing new genetic material into the Nilgiri rainbow trout population. This paper outlines the requirement of ecological and genetic data to develop a strategy for management and reintroduction fresh stocks.

The seed of the sea cucumber Holothuria scabra jaeger is being produced at the Central Marine Fisheries Research Institute in India. This article describes the techniques being used in the production of seed and the experiments being carried out for the rearing of juveniles. Trials to grow juveniles in hatcheries on prawn farms have shown spectabular results that are both cost efficient and environmentally friendly.

Freshwater pearl culture is growing as a source of employment and income in many Southeast Asian countries. Bangladesh, Thailand, the Philippines and Vietnam have initiated freshwater pearl culture projects in recent years. In India, the Central Institute of Freshwater Aquaculture is carrying out research on identification of suitable local pearl mussel species (Genera Lamellidens)defining appropriate surgical implantation procedures, developing post-operative care procedures and captive pond culture of mussels.

The seaweed industry in India is mainly a cottage industry and is based only on the natural stock of agar yielding red seaweeds, such as Gelidiella acerosa and Gracilaria eduli and algin yielding brown seaweed species such as Sargassum and Turbinaria. India produces 110-132 t of dry agar annually utilizing about 880-1100 t of dry agarophytes, and 360-540 t of algin from 3600-5400 t of dry alginophytes.

Community-based aquaculture founded on the principles of common interest groups working together regardless of sex and age has been an effective tool for implementing scientific aquaculture programs in India. Water bodies that do not interset villagers are targeted for use to avoid communal problems. Farmers who share common interests are identified and organized and a team leader chosen among them. An inventory of resources using the SWOT analysis is made. A participatory approach to identify major problems, socioeconomic and biophysical constraints is used and appropriate interventions are planned. This process is then evaluated and the results of the impact assessment are provided to research/extension /policy planners for setting directions and priorities for further improvement. The potential for expanding community aquaculture for generating self-employment and improving food security of the rural poor as well as improving the environmental conditions of the villages in India can be further tapped.

The paper describes the superiority of monoclonal antibodies (MAb) over conventional polyclonal antisera. Studies undertaken indicate that Aeromonas hydrophila isolates are highly heterogenous and variation exists even between isolates from a farm, requiring a large number of MAbs for classification and use of information in vaccine development. However, some of the MAbs could be used for detection of homologous isolates in fish kidney by immunodot assay and evaluation and standardization of biofilm of A. hydrophila for oral vaccination in carps.

Through consultations with key fisheries-based stakeholders in four States of India, this study attempts to assess perceptions of fishing communities about the impact of climate change on their lives and livelihoods. It also evaluates the traditional knowledge, institutions and practices of fishing communities that are relevant to climate-change preparedness. The study identifies adaptation and mitigation measures that may need to be adopted by fishing communities and the State in relation to climate change. Based on this overall analysis, the study proposes measures to protect the lives and livelihoods of small-scale fishing communities in the context of climate-change policies and programmes at different levels. This study will be useful for researchers, policymakers, students and anyone interested in climate change and its potential effects on the lives and livelihoods of small-scale fishing communities.
