The CGIAR Research Program on Aquatic Agricultural Systems (AAS) is a research in development program which aims to foster innovation to respond to community needs, and through networking and social learning to bring about development outcomes and impact at scale. It aims to reach the poorest and most vulnerable communities that are dependent upon aquatic agricultural systems. AAS uses monitoring and evaluation to track progress along identified impact pathways for accountability and learning. This report presents an evaluation of the recommended method for selecting communities during the participatory planning process, referred to as AAS “hub rollout,” in the first year of program implementation.

Established in early 2002, STREAM Vietnam has so far attained a number of good experiences and lessons in using participatory approaches for its work. The Country Office has been able to link to a wide range of stakeholders, and is working hard to build close relationships amongst them, so that institutional entities can better support the livelihoods of poor aquatic resources users, and support disadvantaged groups of people to improve their living standards by themselves. Reservoir fisheries and co-management are at early stage in Vietnam, but in certain places and industries co-management has brought about successful results by involving proactive participation of communities. Situated on the same continent and having many similarities, the interaction in agriculture and fisheries sector between Vietnam and Sri Lanka has brought the two countries closer. Being members of the STREAM family, there are great opportunities for exchange of experiences and lessons towards sustainable management of reservoir resources. (PDF has 11 pages.)

This is a report to the California Department of Fish and Game. Between 2003 and 2008, the Foundation of CSUMB produced fish habitat maps and GIS layers for CDFG based on CDFG field data. This report describes the data entry, mapping, and website construction procedures associated with the project. Included are the maps that have been constructed. On 17-20 July 2007, 45 experts on sea turtles, fisheries, conservation and finance from 10 countries convened at the Bellagio Sea Turtle Conservation Initiative workshop in Terengganu to focus on methods to save the imperiled Pacific leatherback from extinction. The group developed a strategic plan to guide the prioritization and long term financing of Pacific leatherback turtle conservation and recovery objectives. Participants identified critical conservation actions and agreed that a business plan is urgently needed to reverse the trajectory towards extinction of the Pacific leatherback. The conservation actions prioritized by the participants encompassed protecting nesting beaches including eggs and nesting females; reducing direct and indirect turtle take in coastal fisheries; and strengthening regional and sub-regional cooperation. The group committed to work together on fundraising and implementation of these urgent conservation actions. This report presents outputs and the plan that was produced from the workshop.

Cambodia is one of the poorest countries in the world; much of its population live in rural areas and many live below the local poverty line. The management of common property aquatic resources is of over-riding importance to food security and sustainable rural development in Cambodia. Aquatic resources are utilized principally by subsistence fishers and the landless, for whom aquatic resource use is an important livelihood activity. Subsistence fishers access mainly the rivers, lakes and inundated forests in Tonle Sap provinces, the lower Mekong and Bassac regions and the upper part of the Mekong. Freshwater capture fisheries probably contribute more to national food security and the national economy in Cambodia than in any other country in the world. (PDF contains 52 pages)

Understanding how well National Marine Sanctuaries and other marine protected areas represent the diversity of species present within and among the biogeographic regions where they occur is essential for assessing their conservation value and identifying gaps in the protection of biological diversity. One of the first steps in any such assessment should be the development of clearly defined and scientifically justified planning boundaries representing distinct oceanographic conditions and faunal assemblages. Here, we propose a set of boundaries for the continental shelf of northeastern North America defined by subdivisions of the Eastern Temperate Province, based on a review and synthesis (i.e. meta-analysis) of the scientific literature. According to this review, the Eastern Temperate Province is generally divided into the Acadian and Virginian Subprovinces. Broad agreement places the Scotian Shelf, Gulf of Maine, and Bay of Fundy within the Acadian Subprovince. The proper association of Georges Bank is less clear; some investigators consider it part of the Acadian and others part of the Virginian. Disparate perspectives emerge from the analysis of different groups of organisms. Further, while some studies suggest a distinction between the Southern New England shelf and the rest of the Mid-Atlantic Bight, others describe the region as a broad transition zone with no unique characteristics of its own. We suggest there exists sufficient evidence to consider the Scotian Shelf, Gulf of Maine, Georges Bank, Southern New England, and Southern Mid-Atlantic Bight as distinct biogeographic regions from a conservation planning perspective, and present a set of proposed mapped boundaries. This report presents a discussion of communications strategies to influence policy outcomes. It is based on a series of interviews with projects, NGOs and regional organisations to review current activities and assess the implications for STREAM of developing a communications strategy within a livelihoods framework. The main message of the report is that in order to fulfil its guiding principles. STREAM must acknowledge that policy change is related to governance and civil society, and requires a broad range of partnerships and a broad range of voices in the policy-making arena. The aims of this paper are twofold. Firstly to characterise rural poverty and to give a broad overview of the agro-ecological, climatic and socio-economic conditions in Sri Lanka which shape poverty. Secondly to present the methodology employed to screen suitable field research areas and the techniques subsequently used to carry out Rapid Rural Appraisal in two upper-watersheds villages. An examination is made of the current situation regarding fisheries planning in Nigeria, identifying areas where information is required to correct existing imbalances. The artisanal fishery, industrial/commercial fishery and aquaculture sectors and requirements for a comprehensive development policy in each sector are detailed
