The objectives of these Technical Guidelines are to provide a focus on small-scale fisheries and their current and potential role in contributing to poverty alleviation and food security by expanding on the guidance on small-scale fisheries offered by the Code. The Guidelines are complementary to existing Technical Guidelines for Responsible Fisheries. Most small-scale fishers are in developing countries and many live in communities characterized by poverty and food insecurity. Small-scale fishing communities are faced with an array of serious problems, including overexploitation and depletion of resources, lack of alternative sources of employment, rapid population growth, migration of populations, displacement in coastal areas due to industrial development and tourism, pollution and environmental degradation and conflicts with large commercial fishing operations. However, small-scale fisheries are critical for food security and poverty alleviation in many countries. The first part of the Guidelines discusses the current contribution, role and importance of small-scale fisheries in poverty alleviation and food security. It examines the importance of small-scale fisheries for poverty alleviation at a national, local and household level. It also notes the nutritional qualities of fish and thus the particular role of fish in nutritional aspects of food security. The fact that about half of all fish caught for human consumption comes from small-scale fisheries underlines the importance of this subsector for the world fish supply. In many countries small-scale fisheries contribute to national food security both directly – where fish is a crucial part of the daily diet, and indirectly – by generating foreign exchange earnings that enable the purchase through trade of a range of food products. The second part of the Guidelines explores ways through which the contribution of small-scale fisheries to poverty alleviation and food security could be enhanced. A vision for the future of small-scale fisheries is presented as a goal towards which the subsector should develop. Ensuring greater participation by small-scale fishers and their communities in the formulation of policies, the development of related legislation and regulations, and in management decision-making and implementation processes, is vital to the realization of this vision. The central role of effective fisheries management, the importance of considering cross sectoral uses of fisheries and related resources, the special role of women in fish marketing, processing and value addition, the significant scope for trade, the critical role that adequate financing may have in enabling transitions for effective fisheries management and the role of knowledge in making informed decisions are all discussed in these Guidelines. Women, all over the world have contributed in various ways to the social, political and economic development of the Society. In fact, the World Resource Institute recognizes that "women have profound and preserve effect onn the well-being of their families, communities and local ecosystems" (Gamble and Well 1997:211). Women constitute more than 50 percent of the Agricultural (Fisheries being a sub sector), labour force. A study on Women in Fisheries showed that they participate in all aspects of the sector (capture, culture, processing, marketing research, training and Extension services). This paper reports the result of the study on women's contributions in the development of the Fisheries Industry particularly their roles in Fish Food Security, Poverty Alleviation and high rates of women's adoption of Fisheries technologies. The Case-study research methodology is used to study the "How" and "Why" Women's Contribution in Fish Food Security and Poverty Alleviation is at the index level recorded for the gender. The study made use of "Case Study" Research Instrument; documents, interview, artefacts, direct observation and archival records. The sampling techniques were purposive for research audiences and simple random for fisher-folks in the chosen locations. Analysed data showed among others that in Fisheries Research women occupy very important positions as Heads of Division/Section, Fisheries Liasion/Extension Officers and Fisheries Laboratory Chiefs etc. The paper also gave results of women production, processing, marketing and other services statistics; it also discusses the "whys" of women's low capacity in fisheries development of the nation and finally suggested ways in improving women's optimal capacity utilization in fisheries development

The distribution, abundance, and length composition of marine finfish, lobster, and squid in Long Island Sound were examined relative to season and physical features of the Sound, using Connecticut Department of Environmental Protection trawl survey data collected from 1984 to 1994. The following are presented: seasonal distribution maps for 59 species, abundance indices for 41 species, and length frequencies for 26 species. In addition, a broader view of habitat utilization in the Sound was examined by mapping aggregated catches (total catch per tow, demersal catch per tow, and pelagic catch per tow) and by comparing species richness and mean aggregate catch/tow by analysis of variance (ANOVA) among eight habitat types defined by depth interval and bottom type. For many individual species, seasonal migration patterns and preference for particular areas within Long Island Sound were evident. The aggregate distribution maps show that overall abundance was lower in the eastern Sound than the central and western portions. Demersal and pelagic temporal abundance show opposite trends—demersals were abundant in spring and declined through summer and fall, whereas pelagic abundance was low in spring and increased into fall. The analysis of habitat types revealed significant differences for both species richness and mean catch per tow. Generally, species richness was highest in habitats within the central area of the Sound and lowest in eastern habitats. The aggregate mean catch was highest in the western and central habitats, and declined eastward. (PDF file contains 199 pages.)

Much of fish consumed by the poor are caught by household members and traded in local markets. These fish are rarely or poorly included in national statistics, and it is therefore difficult to estimate precisely the real contribution of fish to the rural poor households. This report is the first global overview of the role played by fish in improving nutrition. Fish consumption patterns of the poor, the nutritional value of fish, and small-scale fisheries and aquaculture activities are considered. It also highlights the gap in knowledge where more research is needed.

A preliminary survey of Cross River National Park (Nigeria), Okwangwo Division was carried out. The combined natural and human pressures being exerted on the aquatic resources were also investigated. Information on the existing fishing communities in and around the park area are given. The fishermen, their fishing methods and fishing grounds were identified. Limiting factors (natural and human) to the fisheries production, are analysed. Positive measures for conservation, protection and management of healthy and natural aquatic environment are suggested

A Human Security Index (HIS) enumerating 200 countries was introduced in 2008. A community-level HSI is under development in the USA. Coastal communities face large disparities in components of human security. The World Food Summit in its meeting in Rome in 1999 estimated that 790 million people in the developing world do not have enough food to eat. This is more than the total populations of North America and Europe combined. Nigeria is one of the developing countries affected by hunger, deprivation and abject poverty by its citizenry inspite of its enormous natural and human resources. To reduce poverty and increase food supplies to the masses the Federal Government of Nigeria embarked on a programmed-tagged National Special Programme for Food Security (NSPFS) in the year 2002. The programme's broad objectives are to attain food security in the broadest sense and alleviate rural poverty in Nigeria. One of the areas of the programme's intervention is in the aquaculture and inland fisheries development because Nigeria imported 681mt of fish in 2003 with a total cost of about N50 million. The paper assesses the socio-economic conditions of one of the selected water bodies (Yamama Lake) with a view to introducing community-based fisheries management plan for the rational exploitation and management of the fishery and other aquatic resources of the water body thereby increasing fish supply and improving the living standard of the fisherfolk in the area. The notions about women been limited to producing children like rates alone; cooking for the family, restricted within the fenced compound without any meaningful contributions in fish food production was dispelled during the course of the study. From the data gathered, the study revealed various contributions of women as regard fish food production as about 2% of the women are involved in direct fishing as this enhance food security of the family and the society. Also women dominate the entire post harvest and marketing sector and 70% started fishing business with their personal savings.Also, some of the women own boats and other fishing inputs, which they do give to the fishermen that could catch the fish and sell it to them. This has a way of enhancing fish catch and fish food security of the people as those men that would have sit idle for lack of fishing gears are now meaningfully engaged courtesy of the women financiers. Finally, the study also revealed that 46% of the women between N2,5000 to above N4,000 from marketing of fish, and also utilizenthe income generated to enhance the welfare of the households in the area of food, clothing and paying their children school fees hence reducing the level of poverty of their households

This paper reviews fisheries as an important economic sector in terms of employment, food security, enterprise development, and foreign exchange earning. The fisheries sub sector of agriculture if developed will enhance employment opportunities for rural fisher folks vis a vis the harnessing of less culturable surface area for aquaculture purpose, also homestead pond if fully encouraged and utilized has potential for increasing the fish yield of the nation. The role of women in the artisanal fisheries sub sector was x-rayed as an area to be encouraged, as it has the potential of eradicating poverty from the grass root. The importance of fisheries development in sustainable livelihood and poverty alleviation is highlighted in this paper

The Improved Fish Smoker (IFS) was designed and constructed by NIFFR in collaboration with GTZ in 1997. After the on-station trials, five fishing villages with pronounced fishing activities were selected for the demonstration. The IFS and the traditional Smoking Kiln were compared in one of the fishing villages using Gross Margin analysis (GM) and productivity index to determine the profitability and productivity of the two kilns. It was found that the average income of IFS users at fully capacity was N5, 555.50 per day in a year N1.3 million would be realized. Conversely, the average income of the users of Traditional Smoking Kiln (TSK) was N649.00 per day and about N152, 150.50 would be realized in a year. From this estimate, it is evident that the IFS are more profitable than the TSK. Productivity index of the two kilns also revealed that the productivity of IFS is higher than the TSK. Thus, using the IFS would enhance the income of artisanal women Fish Processors (AWOFPS) and ensure food security for the household

Rapid Appraisals of the current fisheries situations of some selected inland water bodies in Nigeria were carried out within the framework of Aquaculture and Inland Fisheries Project (AIFP) Annex II of the National Special Programme for Food Security (NSPFS). This paper presents the results of the fishery assessment of one of the selected inland water bodies (Sabke Lake) in Nigeria with a view to optimizing the fish yield through the adoption of improved culture based fishery techniques and community-based fisheries management. The lake is unmanaged and the fishing pressure was found to be very high. Also a number of fishermen were found using small mesh size nets to crop the juveniles of highly valued fish species for an optimum catch. About 14 fishermen ought to have been engaged in full time fishing activities if the fisheries of this lake is to be managed on a sustainable basis. However, a surplus of over 100 fishermen was recorded actively fishing during the period of the study. The results further revealed that Fisheries Rules and Regulations were not established for the national exploitation and proper management of the fisheries of many inland water bodies including Sabke Lake. All these have a depilatory effect on the abundance and sizes of fish harvested from the nigerian inland water bodies especially Sabke Lake. A community based management system that establishes a participatory involvement of fishermen in the conservation and national exploitation of fisheries resources for their own well being is recommended for Sabke Lake and other inland water bodies in Nigeria

The paper viewed the decline in information provision in Nigeria to poor library development, which could be attributed to poor funding. The consequence is that current journal and books are not available in nigerian fisheries libraries. Information which can be regarded as the first factor of production on which other factors like land, labour and capital depend, can only be provided at the right time when libraries are better founded. For now if there must be increase in fish production, poverty alleviation and food security in Nigeria, our fisheries scientists and policy makers will have to rely on international sources of information using the advantage of internet connectivity. Some of such sources discussed in this paper are ASFA, AGORA, FAO DOAJ, FISHBASE, IAMSLIC, INASP, INASP-PERI, INASP-AJOL, ODINAFRICA, SIFAR, WAS, and ABASFR. However, reliance on international sources must not be at the total neglect of harnessing nigerian fisheries information. For the Nigerian Fisheries and Aquatic Sciences Database being developed by NIFFR to attain an international status like those enumerated above, scientists and publishers are requested to take the pain of depositing copies of their publications with NIFFR for inclusion in the Database

Man-made lakes inhabit diverse species of which the fish fauna constitutes the most targeted species of exploitation. For man-made lakes to serve as means of alleviating poverty an enhancing food security through increased fish production in Nigeria, sound management of the lake is strongly recommended. It will include the maintenance of good water quality, stocking with good species, control of over fishing, conservation of extinction and declining species as well as adequate legislation to regulate fishing activities. Recreational and tourism facilities can also be incorporated along with fish production in these man-made lakes to provide additional income and revenue for individual and Government. Some other practical ways by which these water bodies can be improved for effective and sustainable fish production as well as alleviating poverty was discussed

This is the report on the workshop on “Small Indigenous Freshwater Fish Species: Their Role in Poverty Alleviation, Food Security and Conservation of Biodiversity”, organized by the International Collective in Support of Fishworkers(ICSF) in collaboration with the Inland Fisheries Society of India (IFSI). The workshop was a forum for exchange of views on the role of small indigenous freshwater fish species (SIFFS) in enhancing rural food supply and livelihood security, and in conserving biodiversity. The workshop also discussed the socioeconomic and cultural contexts for the culture and capture of SIFFS, and how to enhance access—especially for women—to better incomes, livelihoods and nutritional security, through appropriate policy spaces. This report provides a fresh focus on SIFFS, usually regarded as ‘trash’ fish. It urges scientists, researchers and decisionmakers to develop policy and legislative measures to ensure the conservation and promotion of SIFFS, both in capture- and culture-fisheries systems. This report will be useful for fishworker organizations, researchers, policymakers, fish farmers, members of civil society and anyone interested in fisheries and livelihoods. (PDF contains 86 pages)

The rhythm of division of 9 species belonging to different groups of algae were analysed in situ and in the laboratory. The research which developed in different environmental conditions attempted to establish the capacity for multiplication and assimilation of chlorophyll on the part of the algae under study with a view to placing them in a culture. The results obtained showed that the green multicellular algae (eg. Ulothrix) and the blue algae (eg. Lyngbya, Oscillatoria) are able to produce an appreciable quantity of dry matter, just as the unicellular algae. At the same time it arises that amongst the numerous factors of the environment, temperature plays one of the most important roles in the process of multiplication.
