Trials with the “topless” version (with reduced upper panel) of the bottom trawl resulted in a 63 % reduction of cod bycatch in numbers, compared to the complete trawl. Flounder catches increased by 120 % on average. Further modification of the net opening height to optimize the trawl performance are underway.

The basis for a long-term profitable fishery is a precautionary and environment-compatible use of fish stocks. The fishery management presently models the exploitation through the parameters of fishing mortality and the age at first capture. These two parameters are translated into the technical measures of fishing effort and mesh openings and quotas, which are then used in practice for controlling the fishery. Stock protection can be achieved by reducing the fishing effort, by assigning smaller quotas, by reducing the number of days at sea, or by increasing the mesh opening. The respective protection measures have different effects on the development of the stocks but also on the revenue obtained by the fishery. These alternatives have been examined taking as an example the cod stock in the western Baltic. The optimization goal was the maximization of profit observing at the same time the prerequisites for stock protection according to the precaution approach. For these calculations the same models and data have been used as are beeing used in the stock management of the ACFM of ICES. The response of altered technical measures to the recruitment of cod stock was considered, and a proposal to overcome overfishing of cod in the western Baltic Sea was derived.

From 1993 to 2003 special surveys were conducted to analyse temporal and spatial aspects of the spawning activities of cod in the Baltic Sea. The ICES advice for cod in the Baltic Sea is based on yearly stock assessments of two separate stocks the western (SD 22 – 24) and the eastern stock (SD 25 – 32). Both stocks are characterized by different spawning seasons. The general progression of the maturity suggests that two types of development can be distinguished. In the western Baltic Sea (SD 22) the maturity development is temporal stable, with a relative short, main spawning period from March to April - spring spawner. In the Arkona Sea and Bornholm Basin the main spawning season starts in June and probably finishes in September - summer spawner. The proportion of spawners in summer is significantly higher than in spring in the Arkona Sea and Bornholm Basin. This again underlines the importance of the Arkona Sea for the reproduction success of the eastern Baltic cod stock. The analysis furthermore show, that the proportion of male spawners was significantly higher than the proportion of female spawners in all areas and the investigated months. This observation suggests that the reproductive success is only limited by the number of female cod which participates in the spawning process.

Ziele der WEFTA sind der Informationsaustausch zwischen Wissenschaftlern und Fischindustrie auf Jahrestreffen und Arbeitsgruppen sowie die Ausweitungund Verbesserung der Zusammenarbeit unterschiedlicher Interessengruppen und Instituten in Projekten. At present both the wedge gauge and the ICES mesh gauge are used to examine the mesh opening of trawl cod-ends. A thorough investigation of both instruments by an EU project (MESH) has revealed a number of deficiencies. This has lead to the conclusions to not further recommend the use of both devices but to go for the development of a complete new measurement tool. This is presently progressing in a further EU project named OMEGA. Prototypes of the new device have been produced and a number of introductory tests have already been made. This contribution reports on further laboratory tests carried out at the Institute for Fishing technology and Fish Quality with special emphasis on netting yarn diameters below 4 mm. The results demonstrate further yarn size depending inaccuracies of the wedge gauge and support the rapid introduction of the newly developed measurement instrument.

At present the fishery for the brown shrimp (Crangon crangon L.) is one of the most economically rewarding fisheries in Europe. Due to the small size of the target objects this fishery has to be carried out with rather small meshes. As it is, however, performed on the nursing grounds of important fish species it encounters a severe bycatch problem. On this basis, EU Council regulation 850/98 demands the use of either sieve nets or sorting grids from 1 July, and to pass pertaining national bye-laws. Germany discusses to use either sieve nets of 70 mm mesh opening or sorting grids of 20 mm bar distance, and tries to achieve a harmonization of the byelaw with neighbouring countries of The Netherlands and Denmark to ensure equal conditions on the same fishing grounds.

The spring session of ACFM gave advice for a number of stocks in the North Atlantic, North Sea and Baltic. The present assessment of the situation is given here for stocks of importance for the German fishery. These are: Blue Whiting: the stock size is rapidly decreasing due to high catches; ICES recommends a closure of the fishery. Herring (Atlanto-Scandian, Norwegian spring spawner): Stock is within save biological limits, weak recruitment of the recent years will lead to a further reduction of biomass. Herring (North Sea): revision of the assessment led to a different perception of the stock: SSB was in 2000 below Blim. Excellent recruitment will lead to an increase of SSB over Blim within this year, but ICES recommends to reduce fishing mortality on adults significantly. Herring (Baltic spring spawner in 22–24, IIIa): Still no increasing tendency is detectable. Herring (VIaNorth): stable. Redfish: generally further decreasing tendency observed, a reduction of the fishery is recommended. Signs of recovery visible only for two units. Greenland Halibut: State of the stock not quite clear, but slightly positive tendencies. The present fishing intensity should be reduced. Cod (Kattegat): Weak recruitment, outside safe biological limits. ICES recommends a closure of the fishery. Cod (22–24, Western Baltic): Stock situation unclear due to extensive migrations. F should be reduced by at least 10%.

The introduction of a long-term management plan for the cod socks by the International Baltic Sea Fishery Commission (IBSFC) to ensure stable and high yields and to conserve the fish stocks of the Baltic demands certain conservation measures. One is the use of the Total Allowable Catches (TACs) based on precautionary approches. In addition the exploitation pattern and the selectivy of trawls shall be improved to increase the spawning stock biomass and to reduce the presently high discard rates. The contributation demonstrates by means of model calculations for the cod stock of the ICES Sub-divisions 22 to 24 ( Western Baltic ) the short- and long-term effects of an improvement of the trawl selectivity on stock size, yields and profit.

The economical value of turbot (Psetta maxima) from the Baltic Sea has distinctly increased in the past decade. Compared to the eighties the catches of this species on the main fishing grounds increased threefold. Besides a more directed fishery on this species and an improved catch statistic the main reason for this fact is probably an increased stock size. Improved protection measures caused three consecutive strong year-classes. The main parameters of the turbot stock are presented.

The northern European fish stocks are assessed annually by ICES working groups. The results are evaluated biannually in two meetings of the Advisory Committee for Fisheries Management (ACFM) at ICES. Based on the working group assessments, ACFM formulates an advice for fisheries management and suggests a total allowable catch (TAC) which is based strictly on biological grounds. The summaries of the state of some selected stocks which are given here, are derived from the ACFM advice, formulated during the most recent May 1998 meeting. For many of the fish stocks the precautionary approach is still in the process of implementation, and only for some of them the management and target reference points have been fully defined.
