The following brief is to ensure standard criteria and format are used for the scoping and environmental assessment of water resources projects leading to the production of an environmental report or Environmental Statement. This volume is one of a series giving guidance on water resources projects. The water resources projects will predominantly comprise drought orders and permits, time limited and permanent licences. Smaller projects, such as spray irrigation licences, will not require an environmental assessment. This document forms the basis for discussions between the Environment Agency North East Region, consultees and the applicant. The process aims to produce a thorough assessment. Each section addresses consecutive elements of the assessment process. Section 2 outlines the structure for a scoping document, section 3 outlines the structure for an Environmental Statement and section 4 gives guidance on the role of an Environmental Action Plan. Appendices 1 and 2 should be used in conjunction with the scoping process and cover a wide range of aspects. However, some projects may not require all of them to be included, whilst for others, the inclusion of additional factors may be appropriate.

In its role as protector of the water environment, the Environment Agency requires significant water resources abstraction applications and schemes such as drought orders, drought permits, time limited licences, and river transfers to be environmentally assessed leading to the production of an environmental report or statement. This may not take the form of a formal Environmental Assessment, but is required to provide environmental information to support applications. (See Volume 1 - Guidance for Scoping and Environmental Assessment for Water Resources Projects in North East Region). This second volume concentrates on the environmental monitoring component of environmental assessments.

The occurrence of hypoxia, or low dissolved oxygen, is increasing in coastal waters worldwide and represents a significant threat to the health and economy of our Nation’s coasts and Great Lakes. This trend is exemplified most dramatically off the coast of Louisiana and Texas, where the second largest eutrophication-related hypoxic zone in the world is associated with the nutrient pollutant load discharged by the Mississippi and Atchafalaya Rivers. Aquatic organisms require adequate dissolved oxygen to survive. The term “dead zone” is often used in reference to the absence of life (other than bacteria) from habitats that are devoid of oxygen. The inability to escape low oxygen areas makes immobile species, such as oysters and mussels, particularly vulnerable to hypoxia. These organisms can become stressed and may die due to hypoxia, resulting in significant impacts on marine food webs and the economy. Mobile organisms can flee the affected area when dissolved oxygen becomes too low. Nevertheless, fish kills can result from hypoxia, especially when the concentration of dissolved oxygen drops rapidly. New research is clarifying when hypoxia will cause fish kills as opposed to triggering avoidance behavior by fish. Further, new studies are better illustrating how habitat loss associated with hypoxia avoidance can impose ecological and economic costs, such as reduced growth in commercially harvested species and loss of biodiversity, habitat, and biomass. Transient or “diel-cycling” hypoxia, where conditions cycle from supersaturation of oxygen late in the afternoon to hypoxia or anoxia near dawn, most often occurs in shallow, eutrophic systems (e.g., nursery ground habitats) and may have pervasive impacts on living resources because of both its location and frequency of occurrence.

The trawl fishery for pelagic annorhead, Pseuaopentaceros wheeleri(fonnerly referred to as Pentaceros richardsoni), and alfonsin, Beryx splendens, over the central North Pacific seamounts has a relatively short history. Before 1967, fishery scientists were generally unaware of the resources on seamounts; however, the discovery of commercial concentrations of pelagic armorhead on seamounts in the southern Emperor Seamounts by a Russian commercial trawler in November 1967 led to almost immediate exploitation of the species by the Soviets. Unconfinned reports indicated that the schools of pelagic annorhead on the seamounts averaged 30 m thick and catches averaged from 3 to 50 metric tons on 10-20 min hauls (Sakiura 1972). Japanese trawlers entered the fishery in 1969. To assist in the development of this tishery, Japanese research vessels conducted extensive surveys in 1972 on the distribution and potential for development ofthe pelagic armorhead and alfonsin resources. The results of their surveys to the central North Pacific and mid-Pacific seamounts showed that many had summits that were too deep for trawling. Those found suitable were concentrated in the southern Emperor-northern Hawaiian Ridge. (PDF file contains 113 pages.)

Coastal and marine ecosystems support diverse and important fisheries throughout the nation’s waters, hold vast storehouses of biological diversity, and provide unparalleled recreational opportunities. Some 53% of the total U.S. population live on the 17% of land in the coastal zone, and these areas become more crowded every year. Demands on coastal and marine resources are rapidly increasing, and as coastal areas become more developed, the vulnerability of human settlements to hurricanes, storm surges, and flooding events also increases. Coastal and marine environments are intrinsically linked to climate in many ways. The ocean is an important distributor of the planet’s heat, and this distribution could be strongly influenced by changes in global climate over the 21st century. Sea-level rise is projected to accelerate during the 21st century, with dramatic impacts in low-lying regions where subsidence and erosion problems already exist. Many other impacts of climate change on the oceans are difficult to project, such as the effects on ocean temperatures and precipitation patterns, although the potential consequences of various changes can be assessed to a degree. In other instances, research is demonstrating that global changes may already be significantly impacting marine ecosystems, such as the impact of increasing nitrogen on coastal waters and the direct effect of increasing carbon dioxide on coral reefs. Coastal erosion is already a widespread problem in much of the country and has significant impacts on undeveloped shorelines as well as on coastal development and infrastructure. Along the Pacific Coast, cycles of beach and cliff erosion have been linked to El Niño events that elevate average sea levels over the short term and alter storm tracks that affect erosion and wave damage along the coastline. These impacts will be exacerbated by long-term sea-level rise. Atlantic and Gulf coastlines are especially vulnerable to long-term sea-level rise as well as any increase in the frequency of storm surges or hurricanes. Most erosion events here are the result of storms and extreme events, and the slope of these areas is so gentle that a small rise in sea level produces a large inland shift of the shoreline. When buildings, roads and seawalls block this natural migration, the beaches and shorelines erode, threatening property and infrastructure as well as coastal ecosystems.

Professionals who are responsible for coastal environmental and natural resource planning and management have a need to become conversant with new concepts designed to provide quantitative measures of the environmental benefits of natural resources. These amenities range from beaches to wetlands to clean water and other assets that normally are not bought and sold in everyday markets. At all levels of government — from federal agencies to townships and counties — decisionmakers are being asked to account for the costs and benefits of proposed actions. To non-specialists, the tools of professional economists are often poorly understood and sometimes inappropriate for the problem at hand. This handbook is intended to bridge this gap. The most widely used organizing tool for dealing with natural and environmental resource choices is benefit-cost analysis — it offers a convenient way to carefully identify and array, quantitatively if possible, the major costs, benefits, and consequences of a proposed policy or regulation. The major strength of benefit-cost analysis is not necessarily the predicted outcome, which depends upon assumptions and techniques, but the process itself, which forces an approach to decision-making that is based largely on rigorous and quantitative reasoning. However, a major shortfall of benefit-cost analysis has been the difficulty of quantifying both benefits and costs of actions that impact environmental assets not normally, nor even regularly, bought and sold in markets. Failure to account for these assets, to omit them from the benefit-cost equation, could seriously bias decisionmaking, often to the detriment of the environment. Economists and other social scientists have put a great deal of effort into addressing this shortcoming by developing techniques to quantify these non-market benefits. The major focus of this handbook is on introducing and illustrating concepts of environmental valuation, among them Travel Cost models and Contingent Valuation. These concepts, combined with advances in natural sciences that allow us to better understand how changes in the natural environment influence human behavior, aim to address some of the more serious shortcomings in the application of economic analysis to natural resource and environmental management and policy analysis. Because the handbook is intended for non-economists, it addresses basic concepts of economic value such as willingness-to-pay and other tools often used in decision making such as costeffectiveness analysis, economic impact analysis, and sustainable development. A number of regionally oriented case studies are included to illustrate the practical application of these concepts and techniques.

Since 1999, NOAA’s Biogeography Branch of the Center for Coastal Monitoring and Assessment (CCMA-BB) has been working with federal and territorial partners to characterize, monitor, and assess the status of the marine environment around northeastern St. Croix, U.S. Virgin Islands. This effort is part of the broader NOAA Coral Reef Conservation Program’s (CRCP) National Coral Reef Ecosystem Monitoring Program (NCREMP). With support from CRCP’s NCREMP, CCMA conducts the “Caribbean Coral Reef Ecosystem Monitoring project” (CREM) with goals to: (1) spatially characterize and monitor the distribution, abundance, and size of marine fauna associated with shallow water coral reef seascapes (mosaics of coral reefs, seagrasses, sand and mangroves); (2) relate this information to in situ fine-scale habitat data and the spatial distribution and diversity of habitat types using benthic habitat maps; (3) use this information to establish the knowledge base necessary for enacting management decisions in a spatial setting; (4) establish the efficacy of those management decisions; and (5) develop data collection and data management protocols. The monitoring effort in northeastern St. Croix was conducted through partnerships with the National Park Service (NPS) and the Virgin Islands Department of Planning and Natural Resources (VI-DPNR). The geographical focal point of the research is Buck Island Reef National Monument (BIRNM), a protected area originally established in 1961 and greatly expanded in 2001; however, the work also encompassed a large portion of the recently created St. Croix East End Marine Park (EEMP). Project funding is primarily provided by NOAA CRCP, CCMA and NPS. In recent decades, scientific and non-scientific observations have indicated that the structure and function of the coral reef ecosystem around northeastern St. Croix have been adversely impacted by a wide range of environmental stressors. The major stressors have included the mass Diadema die off in the early 1980s, a series of hurricanes beginning with Hurricane Hugo in 1989, overfishing, mass mortality of Acropora corals due to disease and several coral bleaching events, with the most severe mass bleaching episode in 2005. The area is also an important recreational resource supporting boating, snorkeling, diving and other water based activities. With so many potential threats to the marine ecosystem and a dramatic change in management strategy in 2003 when the park’s Interim Regulations (Presidential Proclamation No. 7392) established BIRNM as one of the first fully protected marine areas in NPS system, it became critical to identify existing marine fauna and their spatial distributions and temporal dynamics. This provides ecologically meaningful data to assess ecosystem condition, support decision making in spatial planning (including the evaluation of efficacy of current management strategies) and determine future information needs. The ultimate goal of the work is to better understand the coral reef ecosystems and to provide information toward protecting and enhancing coral reef ecosystems for the benefit of the system itself and to sustain the many goods and services that it offers society. This Technical Memorandum contains analysis of the first six years of fish survey data (2001-2006) and associated characterization of the benthos (1999-2006). The primary objectives were to quantify changes in fish species and assemblage diversity, abundance, biomass and size structure and to provide spatially explicit information on the distribution of key species or groups of species and to compare community structure inside (protected) versus outside (fished) areas of BIRNM. The South Carolina Coastal Information Network (SCCIN) emerged as a result of a number of coastal outreach institutions working in partnership to enhance coordination of the coastal community outreach efforts in South Carolina. This organized effort, led by the S.C. Sea Grant Consortium and its Extension Program, includes partners from federal and state agencies, regional government agencies, and private organizations seeking to coordinate and/or jointly deliver outreach programs that target coastal community constituents. The Network was officially formed in 2006 with the original intention of fostering intra-and inter- agency communication, coordination, and cooperation. Network partners include the S.C. Sea Grant Consortium, S.C. Department of Health and Environmental Control – Office of Ocean and Coastal Resource Management and Bureau of Water, S.C. The mobile water hyacinth, which was produced in growth zones, especially Murchison Bay, was mainly exported to three sheltered storage bays (Thruston, Hannington and Waiya). Between 1996 and May 1998, the mobile form of water hyacinth occupied about 800 ha in Thruston Bay, 750 ha in Hannington Bay and 140 ha in Waiya Bay). Biological control weevils and other factors, including localised nutrient depletion, weakened the weed that was confined to the bays and it sunk around October 1998. The settling to the bottom of such huge quantities of organic matter its subsequent decomposition and the debris from this mass was likely to have environmental impacts on biotic communities (e.g. fish and invertebrate), physico-chemical conditions (water quality), and on socio-economic activities (e.g. at fish landings, water abstraction, and hydro-power generation points). Sunken water. hyacinth debris could also affect nutrient levels in the water column and lead to reduction in the content of dissolved oxygen. The changes in nutrient dynamics and oxygen levels could affect algal productivity, invertebrate composition and fish communities. Socio-economic impacts of dead sunken weed were expected from debris deposited along the shoreline especially at fish landings, water abstraction and hydropower generation points. Therefore, environmental impact assessment studies were carried out between 1998 and 2002 in selected representative zones of Lake Victoria to identify the effects of the sunken water hyacinth biomass

Over the years, degradation of the lakeshore resources has been going on due to human induced activities. Human activities notably house construction, fish smoking, boat construction and cooking at the landings impact the tree and forest cover along the lakeshore and Islands. The survey was conducted in ten districts surrounding Lake Victoria and the landings sampled were selected with the help of the District Fisheries Officers. Data was obtained from selected fishermen and Key informants at these landing sites. The study examined the extent of knowledge on importance, utilization, threats and conservation of trees/forests at the landings. Results showed that the fishers (98%) were aware of the benefits derived from the trees/forests. According to the respondents, the most commonly used tree species for boat construction were Mvule (40%), Mkibu (20%), Musizi (17%) and Mpewere (11 %). This was mainly because these trees were durable. For house construction, Nsambya (25%), Musizi (24%) and other materials (12%) were the most commonly used. For other activities like fish smoking and cooking at the landing, the Fisherfolk used any type of tree species readily available at the landings. As regards the status of the trees at the landings, most of the respondents (72%) J agreed that due to some fishery related activities some tree species had reduced more than others in the vicinity of most landings. Most respondents said that the, most reduced tree species around the landings were Mvule (36%) and Musizi (22%). Among the fishery related activities that had a significant impact on the trees/forests, construction of houses (44%) and boats (22%) emerged uppermost. Other activities such as fish smoking (14%) and cooking (12%) had the least impact on trees/forests. Generally, there was extensive reduction of trees at the landings. Therefore there was need to regulate cutting of trees and to have specific programmes targeting afforestation at and around fish landings.

Weeds are plants growing in environments where they are undesirable. Aquatic weeds in fresh waters are nuisance or noxious plants growing in association with water in lakes, impoundment, rivers, canals, wetlands, etc. Some waterweeds cause very big financial loss through the socio economic, environmental and ecological impacts they inflict; and through the effort and expense required for their control. Other waterweeds are simply nuisance plants that cause minimal impacts. This paper is intended to introduce aquatic weeds outlining their characteristics, the main socio-economic and environmental impacts associated with them, and the control strategies often applied for their management.
