The Open Access movement has encouraged the availability of publicly-funded research papers, data and learning content for barrier-free use of that content without payment by the user. The impact of increasing availability of content to researchers in European universities is understood in terms of easier access to previous research and greater exposure for new research results, bringing benefits to the research community itself. A new culture of informal sharing is evident within the teaching and learning communities and to some extent also within the research community, but as yet the growth in informal sharing has not had a major effect upon the use of formal publication choices. This briefing paper explores the impact of open access upon potential users of research outputs outside the walls of research-led European universities, where the economic value of open access may be even greater than the academic value within universities. The potential impact of open access is understood in many communities but requires a greater volume of open access content to be available for the full potential to be realised. More open access content will become available as the opportunities in open, internet-based digital scholarship are understood. This briefing paper was written in cooperation with SPARC Europe. Through LSC funding, Thurrock Adult Community College (TACC) purchased a single-deck bus, equipped with all the essential equipment that has allowed them to deliver fundamental IT skills within local communities. The bus travels to various local towns and villages which in turn has brought learning to the learners. This has proved to be very useful for those who perhaps have difficulty travelling to the main campuses or do not have the confidence to enrol on a course.

Funded by the LSIS Excellence and Improvement Fund, Essex Adult Community Learning has produced a distance/blended learning resource on CD-Rom for tutors in the post-16 sector to achieve the City & Guilds PTLLS (7303 Preparing to Teach in the Lifelong Learning Sector) at Level 4. The aim of the resource is to improve teaching and learning by providing a flexible way to access initial teacher training where candidates may otherwise find it difficult or impossible to attend a taught course. It is also intended to increase tutors' own e-learning skills.

Southend Adult Community College hosts a regular Middle Eastern and Egyptian dance class for all ages and abilities. For a performing art such as dance, learning and self-review aids such as mirrors are essential for improving technique and attainment. The Egyptian Dance course is very popular with many students enrolled. Therefore, sessions need to take place in a large hall within the college. Through inspired innovation and improvisation, the class now have an extremely useful reflective teaching aid using cameras and projectors.

Cloud-based infrastructure essentially comprises two offerings, cloud-based compute and cloud-based storage. These are perhaps best typified for most people by the two main components of the Amazon Web Services (AWS)1 public cloud offer, the Elastic Compute Cloud (EC2)2 and the Simple Storage Service (S3)3, though, of course, there are many other related services offered by Amazon and many other providers of similar public cloud infrastructure across the Internet.

This study has investigated the medium to long term costs to Higher Education Institutions (HEIs) of the preservation of research data and developed guidance to HEFCE and institutions on these issues. It has provided an essential methodological foundation on research data costs for the forthcoming HEFCE-sponsored feasibility study for a UK Research Data Service.It will also assist HEIs and funding bodies wishing to establish strategies and TRAC costings for long-term data management and archiving. The rising tide of digital research data raises issues relating to access, curation and preservation for HEIs and within the UK a growing number of research funders are now implementing policies requiring researchers to submit data management, preservation or data sharing plans with their funding applications.

This briefing paper offers insight into various open access business models, from institutional to subject repositories, from open access journals to research data and monographs. This overview shows that there is a considerable variety in business models within a common framework of public funding. Open access through institutional repositories requires funding from particular institutions to set up and maintain a repository, while subject repositories often require contributions from a number of institutions or funding agencies to maintain a subject repository hosted at one institution. Open access through publication in open access journals generally requires a mix of funding sources to meet the cost of publishing. Public or charitable research funding bodies may contribute part of the cost of publishing in an open access journal but institutions also meet part of the cost, particularly when the author does not have a research grant from a research funding body
