The acquisition of technical, contextual and behavioral competences is a prerequisite for sustainable development and strengthening of rural communities. Territorial display of the status of these skills helps to design the necessary learning, so its inclusion in planning processes is useful for decision making. The article discusses the application of visual representation of competences in a rural development project with Aymara women communities in Peru. The results show an improvement of transparency and dialogue, resulting in a more successful project management and strengthening of social organization.

This poster raises the issue of a research work oriented to the storage, retrieval, representation and analysis of dynamic GI, taking into account The ultimate objective is the modelling and representation of the dynamic nature of geographic features, establishing mechanisms to store geometries enriched with a temporal structure (regardless of space) and a set of semantic descriptors detailing and clarifying the nature of the represented features and their temporality. the semantic, the temporal and the spatiotemporal components. A participatory modelling process has been conducted in two areas of the Guadiana river (the upper and the middle sub-basins), in Spain, with the aim of providing support for decision making in the water management field. The area has a semi-arid climate where irrigated agriculture plays a key role in the economic development of the region and accounts for around 90% of water use. Following the guidelines of the European Water Framework Directive, we promote stakeholder involvement in water management with the aim to achieve an improved understanding of the water system and to encourage the exchange of knowledge and views between stakeholders in order to help building a shared vision of the system. At the same time, the resulting models, which integrate the different sectors and views, provide some insight of the impacts that different management options and possible future scenarios could have. The methodology is based on a Bayesian network combined with an economic model and, in the middle Guadiana sub-basin, with a crop model. The resulting integrated modelling framework is used to simulate possible water policy, market and climate scenarios to find out the impacts of those scenarios on farm income and on the environment. At the end of the modelling process, an evaluation questionnaire was filled by participants in both sub-basins. Results show that this type of processes are found very helpful by stakeholders to improve the system understanding, to understand each others views and to reduce conflict when it exists. In addition, they found the model an extremely useful tool to support management. The graphical interface, the quantitative output and the explicit representation of uncertainty helped stakeholders to better understand the implications of the scenario tested. Finally, the combination of different types of models was also found very useful, as it allowed exploring in detail specific aspects of the water management problems.

This paper describes ExperNet, an intelligent multi-agent system that was developed under an EU funded project to assist in the management of a large-scale data network. ExperNet assists network operators at various nodes of a WAN to detect and diagnose hardware failures and network traffic problems and suggests the most feasible solution, through a web-based interface. ExperNet is composed by intelligent agents, capable of both local problem solving and social interaction among them for coordinating problem diagnosis and repair. The current network state is captured and maintained by conventional network management and monitoring software components, which have been smoothly integrated into the system through sophisticated information exchange interfaces. For the implementation of the agents, a distributed Prolog system enhanced with networking facilities was developed. The agents’ knowledge base is developed in an extensible and reactive knowledge base system capable of handling multiple types of knowledge representation. ExperNet has been developed, installed and tested successfully in an experimental network zone of Ukraine.

Nowadays one of the issues hindering the potential of federating cloud-based infrastructures to reach much larger scales is their standard management and monitoring. In particular, this is true in cases where these federated infrastructures provide emerging Future Internet and Smart Cities-oriented services, such as the Internet of Things (IoT), that benefit from cloud services. The contribution of this paper is the introduction of a unified monitoring architecture for federated cloud infrastructures accompanied by the adoption of a uniform representation of measurement data. The presented solution is capable of providing multi-domain compatibility, scalability, as well as the ability to analyze large amounts of monitoring data, collected from datacenters and offered through open and standardized APIs. The solution described herein has been deployed and is currently running on a community of 5 infrastructures within the framework of the European Project XIFI, to be extended to 12 more infrastructures.

Extracting opinions and emotions from text is becoming increasingly important, especially since the advent of micro-blogging and social networking. Opinion mining is particularly popular and now gathers many public services, datasets and lexical resources. Unfortunately, there are few available lexical and semantic resources for emotion recognition that could foster the development of new emotion aware services and applications. The diversity of theories of emotion and the absence of a common vocabulary are two of the main barriers to the development of such resources. This situation motivated the creation of Onyx, a semantic vocabulary of emotions with a focus on lexical resources and emotion analysis services. It follows a linguistic Linked Data approach, it is aligned with the Provenance Ontology, and it has been integrated with the Lexicon Model for Ontologies (lemon), a popular RDF model for representing lexical entries. This approach also means a new and interesting way to work with different theories of emotion. As part of this work, Onyx has been aligned with EmotionML and WordNet-Affect.
