The construction industry, one of the most important ones in the development of a country, generates unavoidable impacts on the environment. The social demand towards greater respect for the environment is a high and general outcry. Therefore, the construction industry needs to reduce the impact it produces. Proper waste management is not enough; we must take a further step in environmental management, where new measures need to be introduced for the prevention at source, such as good practices to promote recycling. Following the amendment of the legal frame applicable to Construction and Demolition Waste (C&D waste), important developments have been incorporated in European and International laws, aiming to promote the culture of reusing and recycling. This change of mindset, that is progressively taking place in society, is allowing for the consideration of C&D waste no longer as an unusable waste, but as a reusable material. The main objective of the work presented in this paper is to enhance C&D waste management systems through the development of preventive measures during the construction process. These measures concern all the agents intervening in the construction process as only the personal implication of all of them can ensure an efficient management of the C&D waste generated. Finally, a model based on preventive measures achieves organizational cohesion between the different stages of the construction process, as well as promoting the conservation of raw materials through the use and waste minimization. All of these in order to achieve a C&D waste management system, whose primary goal is zero waste generation

Inside COBRA 2011 RICS International Research Conference, the present paper is linked to analyze the liability of the construction professional in his practice as a expert witness in the Spanish legal framework. In a large number of legal procedures related to the building it is necessary the intervention of the expert witness to report on the subject of litigation, and to give an opinion about possible causes and solutions. This field is increasingly importantly for the practice of construction professional that requires an important specialization. The expert provides his knowledge to the judge in the matter he is dealing with (construction, planning, assessment, legal, ...), providing arguments or reasons as the base for his case and acting as part of the evidence. Although the importance of expert intervention in the judicial process, the responsibilities arising from their activity is a slightly studied field. Therefore, the study has as purpose to think about the regulation of professional activities raising different aims. The first is to define the action of the construction professional-expert witness and the need for expert evidence, establishing the legal implications of this professional activity. The different types of responsibilities (the civil, criminal and administrative) have been established as well as the economic, penal or disciplinary damages that can be derived from the expert report

Under the 12th International Conference on Building Materials and Components is inserted this communication related to the field of management of those assets that constitute the Spanish Cultural Heritage and maintenance. This work is related to the field of management of those assets that constitute the Spanish Cultural Heritage which share an artistic or historical background. The conservation and maintenance become a social demand necessary for the preservation of public values, requiring the investment of necessary resources. The legal protection involves a number of obligations and rights to ensure the conservation and heritage protection. The duty of maintenance and upkeep exceeds the useful life the property that must endure more for their cultural value for its usability. The establishment of the necessary conditions to prevent deterioration and precise in order to fulfill its social function, seeking to prolong the life of the asset, preserving their physical integrity and its ability to convey the values protected. This obligation implies a substantial financial effort to the holder of the property, either public or private entity, addressing a problem of economic sustainability. Economic exploitation, with the aim of contributing to their well-maintained, is sometimes the best way to get resources. The work will include different lines of research with the following objectives. - Establishment of processes for assessing total costs over the building life cycle (LCC), during the planning stages or maintenance budgets to determine the most advantageous operating system. - Relationship between the value of property and maintenance costs, and establishing a sensitivity analysis.

Experiences relating to the InternationalMasters in Rural Development from the Technical University of Madrid (Universidad Politécnica de Madrid, UPM), the first Spanish programme to receive a mention as a Registered Education Programme by InternationalProject Management Association (IPMA) are considered. Backed by an educational strategy based on Project-Based Learning dating back twenty years, this programme has managed to adapt to the competence evaluation requirements proposed by the European Space for Higher Education (ESHE). In order to do this the training is linked to the professional qualification using competences as a reference leading to the qualification in project management as established by the IPMA.

Strong high-order Rayleigh or Sezawa modes, in addition to the fundamental Rayleigh mode, have been observed in ZnO/GaAs(001) systems along the [110] propagation direction of GaAs. The dispersion of the different acoustic waves has been calculated and compared to the experimental data. The bandwidth and impedance matching characteristics of the multimode SAW delay lines operating at high frequencies (2.5-3.5 GHz regime) have been investigated.

Nondeterminism and partially instantiated data structures give logic programming expressive power beyond that of functional programming. However, functional programming often provides convenient syntactic features, such as having a designated implicit output argument, which allow function cali nesting and sometimes results in more compact code. Functional programming also sometimes allows a more direct encoding of lazy evaluation, with its ability to deal with infinite data structures. We present a syntactic functional extensión, used in the Ciao system, which can be implemented in ISO-standard Prolog systems and covers function application, predefined evaluable functors, functional definitions, quoting, and lazy evaluation. The extensión is also composable with higher-order features and can be combined with other extensions to ISO-Prolog such as constraints. We also highlight the features of the Ciao system which help implementation and present some data on the overhead of using lazy evaluation with respect to eager evaluation.

El objetivo de la presente Tesis está dirigido a analizar diversas opciones de diversificación que la pesca marítima profesional puede tener, poniendo el acento en el respeto al medio ambiente. En concreto la Pesca-turismo aparece como una de las alternativas más viables tanto por su respeto al medio ambiente como por su relativamente sencilla posibilidad de implantación en España. A fin de poder desarrollar la misma se proponen los cambios legislativos necesarios para su implantación en nuestro país procediéndose, para ello, al estudio de la situación actual de la actividad pesquera en nuestro país desde un punto de vista jurídico, con una especial consideración de la gestión y conservación de los recursos pesqueros. El estudio de su posible implantación en España, comienza analizando cuáles son las diferentes administraciones que influyen en dicha actividad y en qué medida lo hacen, tanto en el ámbito nacional como en el supranacional, con una especial referencia a la Unión Europea, así como la organización de las mismas. Acto seguido se procede al examen, tanto de la normativa sobre la materia, como de la jurisprudencia y la doctrina aplicables a la actividad de pesca marítima en España para, una vez llevado a cabo dicho estudio, comenzar con el examen de los requisitos exigidos, ya sean éstos de índole material o humana, a aquéllos que quieran llevarla a cabo. A continuación, se estudia el régimen de infracciones y sanciones, entrando, por último, en el terreno más propiamente de conservación de los recursos, donde se examinan las medidas que, a tal fin, se encuentran en nuestro ordenamiento jurídico. Más adelante se analiza, siquiera sea brevemente, la pesca deportiva, que, aunque con una incidencia muy inferior, no deja de ser otra forma de actividad extractiva. La existencia de otras experiencias parecidas a la propuesta de pesca-turismo en el ámbito internacional es objeto de estudio a fin de determinar cuál es la situación en otros países donde se hayan implantado con anterioridad. Para ello se lleva a cabo un análisis de las distintas soluciones que a este mismo problema se han dado en otros países también con amplia tradición en este campo procediendo, a tal fin, a un estudio de la legislación sobre la pesca-turismo, fundamentalmente en Italia, pero también en Francia y Portugal. A la vista de cuanto antecede es posible concluir que al día de hoy no es factible la realización de las actividades de Pesca-turismo con los instrumentos jurídicos de los que se dispone en España, dado que existen puntos sustanciales en los mismos que o bien impiden o bien no permiten su desarrollo. Por tanto el planteamiento de tales actividades necesariamente conlleva una serie de modificaciones normativas. El siguiente paso y en relación con las modificaciones normativas a efectuar, se ofrece un texto alternativo al texto legal a modificar (Ley 3/2001 de Pesca Marítima del Estado) y al Real Decreto 1027/1989, mientras que se dejan efectuados los apuntes precisos de cual debería de ser el marco reglamentario que, en desarrollo de las modificaciones anteriores, posibilitasen el ejercicio de la Pesca-turismo en España. Por último se ha optado por efectuar un análisis de la opinión del sector, tendente a verificar si los datos obtenidos empíricamente quedaban asimismo reflejados en las actitudes de los destinatarios finales de tales normas, que no serían otros que los pescadores profesionales. A tal fin se ha procedido a recoger las opiniones de diversos colectivos del sector, a través tanto de las cofradías de pescadores como de las Federaciones, acerca de las actividades de pesca-turismo, buscando la representación de todas las zonas geográficas. Fruto de tal investigación se ha llegado a la conclusión de que el desarrollo de las actividades propuesta de pescaturismo cuenta con una opinión favorable dentro del sector que, con una mayoría aplastante se manifestó a favor de desarrollar la posibilidad de ejercicio de la mismas. SUMMARY The objective of this thesis is aimed to analyze various options of diversification that commercial maritime fishing can have, with an emphasis on respect for the environment. Specifically, fishing-tourism appears as one of the most viable alternatives because of its environmental friendliness as well by its relatively simple possibility of implementation in Spain In order to develop it, it is proposed the necessary changes legislative for implementation in our country proceeding to study of the current situation of fisheries in our country from a legal perspective, with special consideration of the management and conservation of fisheries resources. The study of their possible implementation in Spain, begins by analyzing which are the different administrations that influence in that activity and to what extent they do, both at the national field as well at the supranational field, with special reference to the European Union and organization of thereof. Then proceeds to an examination, both of the relevant legislation as well as of the jurisprudence and doctrine applicable to maritime fishing in Spain for, once conducted this study, to begin with the consideration of the requirements, be they human or material, to those who want to carry out. Then studies the regime of offences and penalties, entering, finally, in the field conservation of resources, where discusses measures which, to this end, are in our legal system Later analyzes, even briefly, sport fishing, which, although with a much lower incidence, it is another form of extractive activity. The existence of other similar experiences to the proposal of fishing-tourism in the international arena is object of study in order to determine which is the situation in other countries where it has been implemented previously. For that it is carried out an analysis of the different solutions that to this same problem have been given in other countries with long tradition in this field, to proceed to study about legislation on fishing-tourism, fundamentally in Italy, but also in France and Portugal In view of the above it can be concluded that today is not feasible to implement the fishing-tourism activities with the legal instruments that are available in Spain, as there are substantial points which prevent them or not allows its development. Therefore the approach to such activities necessarily entails a series of normatives changes. The next step and in relation to normatives changes to do, it is offered an alternative text to the legal text to modify (Law 3/2001 of the State Marine Fisheries) and to the Royal Decree No. 1027 / 1989, while we leave made accurate notes about which ought be the reglamentary framework that, in developing of the above modifications, can be enable exercise of fishing-tourism in Spain. Finally, it is been opted to carry out an analysis of the opinion of the sector, aimed at verifying if data obtained empirically were also reflected in the attitudes of the final recipients of such standards, who would not be other than the professional fishermen. For this purpose it has been collected the opinions of various groups of the sector, through of fishermen's associations and federations, about of the activities of tourism-fishing, looking for the representation of all geographical areas. The result of such an investigation has concluded that the development of this proposed activities fishing-tourism has a positive opinion within the sector because an overwhelming majority was in favor of developing the possibility of exercise of the same.

In this genre analysis research paper, we compare U.S. patents, contracts, and regulations on technical matters with a focus upon the relation between vagueness and communicative purposes and subpurposes of these three genres. Our main interest is the investigation of intergeneric conventions across the three genres, based on the software analysis of three corpora (one for each genre, 1 million words per corpus). The result of the investigation is that intergeneric conventions are found at the level of types of expressed linguistic vagueness, but that intergeneric conventions at the level of actual formulations are rare. The conclusion is that at this latter level the influence from the situation type underlying the individual genre is more important than the overarching legal character of the genres, when we talk about introducing explicit vagueness in the text.

For centuries, earth has been used as a construction material. Nevertheless, the normative in this matter is very scattered, and the most developed countries, to carry out a construction with this material implies a variety of technical and legal problems. In this paper we review, in an international level, the normative panorama about earth constructions. It analyzes ninety one standards and regulations of countries all around the five continents. These standards represent the state of art that normalizes the earth as a construction material. In this research we analyze the international standards to earth construction, focusing on durability test (spray and drip erosion tests). It analyzes the differences between methods of test. Also we show all results about these tests in two types of compressed earth block.

This document provides a general description of the telematic voting scenario designed by the author?s research group. This scenario reinforces verification procedures as key elements to achieve full acceptance of the system on the part of voters. To frame this work, a general overview of electronic voting is given and the conditions entailed by these systems are specified.

One of the most significant aspects of a building?s acoustic behavior is the airborne sound insulation of the room façades, since this determines the protection of its inhabitants against environmental noise. For this reason, authorities in most countries have established in their acoustic regulations for buildings the minimum value of sound insulation that must be respected for façades. In order to verify compliance with legal requirements it is usual to perform acoustic measurements in the finished buildings and then compare the measurement results with the established limits. Since there is always a certain measurement uncertainty, this uncertainty must be calculated and taken into account in order to ensure compliance with specifications. The most commonly used method for measuring sound insulation on façades is the so-called Global Loudspeaker Method, specified in ISO 140-5:1998. This method uses a loudspeaker placed outside the building as a sound source. The loudspeaker directivity has a significant influence on the measurement results, and these results may change noticeably by choosing different loudspeakers, even though they all fulfill the directivity requirements of ISO 140-5. This work analyzes the influence of the loudspeaker directivity on the results of façade sound insulation measurement, and determines its contribution to measurement uncertainty. The theoretical analysis is experimentally validated by means of an intermediate precision test according to ISO 5725-3:1994, which compares the values of sound insulation obtained for a façade using various loudspeakers with different directivities. El objetivo de la presente investigación doctoral es proponer una metodología para evaluar las competencias en programas de formación en el sector rural mexicano. Para ello hemos realizado una exhausta revisión documental a nivel internacional sobre el concepto de competencia, sus orígenes y su evolución, para poder diseñar la metodología de su evaluación, así como el identificar los diferentes enfoques, herramientas y técnicas utilizadas actualmente para la evaluación de las competencias. Una vez comprendido el concepto de competencia, haber observado que existen saberes implícitos en ella, además de haber identificado las competencias necesarias por parte de los actores sociales presentes en el medio rural mexicano para el logro de un desarrollo rural integral dentro de sus territorios, y haberlos integrado en el diseño de la metodología, hemos realizado una propuesta metodológica considerando los instrumentos disponibles en México y enmarcados en la normativa legal vigente, que pudieran aportar evidencias de desempeño de un sujeto. Además como parte de la metodología se ha diseñado y validado un cuestionario psicométrico para poder evaluar las competencias personales de los sujetos presentes en el medio rural mexicano. La aplicación empírica de la metodología propuesta fue realizada a un estudio de caso en México, particularmente a Prestadores de Servicios Profesionales (PSP) del medio rural, estudiantes de una maestría tecnológica diseñada bajo un enfoque de competencias por el Colegio de Postgraduados, Institución de enseñanza, investigación y servicio en Ciencias Agrícolas. Los resultados evidencian que la propuesta metodológica es significativa para poder evaluar las competencias en el sector rural mexicano. Abstract The objective of this PhD thesis is to propose a methodology to assess competences in training programs in rural Mexico. We therefore performed an exhausted international literature review on the concept of competence, its origins and evolution, in order to design their evaluation methodology and also identified the different approaches, tools and techniques currently used for the assessment of competences. Once we understand the concept of competence, have noticed that there are implicit knowledge in it, and having identified the competences needed by social actors in rural Mexico, for the achievement of a integrated rural development within their territories, and integrated them into the design of the methodology, we have made a methodology considering the tools available in Mexico and framed in the current legislation, which could provide evidence of performance of a subject. Also as part of the methodology we designed and validated a psychometric questionnaire to assess behavioral competences of the individuals present in rural Mexico. The empirical application of the proposed methodology was performed at a case study in Mexico, particularly to providers of farming professionals services (PSP), students from a technological master designed under a competence approach by the Colegio de Postgraduados, an Institution of teaching, research and service in Agricultural Sciences. The results show that the proposed methodology is meaningful to assess competences in rural Mexico.

The main focus of this paper is on hydrodynamic modelling of a semisubmersible platform (which can support a 1.5MW wind turbine and is composed by three buoyant columns connected by bracings) with especial emphasis on the estimation of the wave drift components and their effects on the design of the mooring system. Indeed, with natural periods of drift around 60 seconds, accurate computation of the low-frequency second-order components is not a straightforward task. As methods usually adopted when dealing with the slow-drifts of deep-water moored systems, such as Newman?s approximation, have their errors increased by the relatively low resonant periods, and as the effects of depth cannot be ignored, the wave diffraction analysis must be based on full Quadratic Transfer Functions (QTF) computations. A discussion on the numerical aspects of performing such computations is presented, making use of the second-order module available with the seakeeping software WAMIT®. Finally, the paper also provides a preliminary verification of the accuracy of the numerical predictions based on the results obtained in a series of model tests with the structure fixed in bichromatic waves.
