Millennium Development Goals point out the necessity of actively promoting maternal-child health care status, especially in underserved areas. This article details the development actions carried out between 2008 and 2011 in some rural communities of Nicaragua with the aim to provide a low-cost tele-health communication service. The service is managed by the health care center of Cusmapa, which leads the program and maintains a communication link between its health staff and the health brigades of 26 distant communities. Local agents can use the system to report urgent maternal-child health care episodes to be assessed through WiMAX-WiFi voice and data communications attended by two physicians and six nurses located at the health care center. The health and nutritional status of the maternal-child population can be monitored to prevent diseases, subnutrition, and deaths. The action approach assumes the fundamentals of appropriate technology and looks for community- based, sustainable, replicable, and scalable solutions to ensure future deployments according to the strategies of the United Nations.

This paper presents the SAILSE Project (Sistema Avanzado de Información en Lengua de Signos Española ? Spanish Sign Language Advanced Information System). This project aims to develop an interactive system for facilitating the communication between a hearing and a deaf person. The first step has been the linguistic study, including a sentence collection, its translation into LSE (Lengua de Signos Española - Spanish Sign Language), and sign generation. After this analysis, the paper describes the interactive system that integrates an avatar to represent the signs, a text to speech converter and several translation technologies. Finally, this paper presents the set up carried out with deaf people and the main conclusions extracted from it.

Many progresses have been made since the Digital Earth notion was envisioned thirteen years ago. However, the mechanism for integrating geographic information into the Digital Earth is still quite limited. In this context, we have developed a process to generate, integrate and publish geospatial Linked Data from several Spanish National data-sets. These data-sets are related to four Infrastructure for Spatial Information in the European Community (INSPIRE) themes, specifically with Administrative units, Hydrography, Statistical units, and Meteorology. Our main goal is to combine different sources (heterogeneous, multidisciplinary, multitemporal, multiresolution, and multilingual) using Linked Data principles. This goal allows the overcoming of current problems of information integration and driving geographical information toward the next decade scenario, that is, ?Linked Digital Earth.?

Urban areas benefit from significant improvements in accessibility when a new high speed rail (HSR) project is built. These improvements, which are due mainly to a rise in efficiency, produce locational advantagesand increase the attractiveness of these cities, thereby possibly enhancing their competitivenessand economic growth. However, there may be equity issues at stake, as the main accessibility benefits are primarily concentrated in urban areas with a HSR station, whereas other locations obtain only limited benefits. HSR extensions may contribute to an increase in spatial imbalance and lead to more polarized patterns of spatial development. Procedures for assessing the spatial impacts of HSR must therefore follow a twofold approach which addresses issues of both efficiency and equity. This analysis can be made by jointly assessing both the magnitude and distribution of the accessibility improvements deriving from a HSR project. This paper describes an assessment methodology for HSR projects which follows this twofold approach. The procedure uses spatial impact analysis techniques and is based on the computation of accessibility indicators, supported by a Geographical Information System (GIS). Efficiency impacts are assessed in terms of the improvements in accessibility resulting from the HSR project, with a focus on major urban areas; and spatial equity implications are derived from changes in the distribution of accessibility values among these urban agglomerations.

El objeto de la Tesis es el régimen de humedad de los suelos de la España Peninsular, cuya determinación a partir de datos climáticos se ha realizado de acuerdo con la metodología incluida en la taxonomía norteamericana de suelos (Soil Survey StafF 1975, 1994). Esta metodología presenta algunas indefiniciones, que se pretenden solventar. La investigación ha consistido en la clasificación de los regímenes de humedad del suelo de la España Peninsular y su representación cartográfica. Se han considerado varios métodos de determinación de la evapotranspiración y varios modelos de estimación del régimen de humedad. La clasificación numérica de los regímenes de 467 localidades ha permitido su agrupamiento en clases y su subdivisión natural. El contraste de esta información con la aportada por la cartografía de series de vegetación, mediante un sistema de información geográfica tipo reticular, ha servido para afinar los mapas. El resultado revela que un modelo modificado sirve para subsanar las indefiniciones y posibilita la adaptación de los grupos a las condiciones naturales. SUMMARY The soil moisture regime defined by the Soil Taxonomy (Soil Survey StafF, 1975, 1994) has been determined by Newhall's simulation model from climatic data. This classification presents some diffículties as gaps and overlaps in the definitions, that we have tried to solve. The soil moisture regimes have been determined by different methods and the results have been classified and mapped. We have compared differents methods of evapotranspiration estimation. A simple modification of Newhall's model matchs better the natural conditions of Spain when comparing with the potential vegatation. A ráster geographical information system has been used to overlay the information layers. As result of the numerical classification of soil moistures regimes of 467 sites, the regimes have been grouped in classes adapted to the natural conditions of Spain. We have compared the results with the potential vegetation map in order to tune the soil moisture regime boundaries. We propose a new soil moisture regimes classification divided in two categories. This classification is adapted to Spanish natural conditions.

El tema de estudio de esta tesis es el análisis morfológico y cronológico de diez ejemplares emblemáticos de la arquitectura doméstica señorial de la Granada del siglo XVI, analizados en comparación con otros casos de referencia construidos en el mismo período en la propia ciudad, conservados y desaparecidos. También se han tenido en cuenta las principales manifestaciones arquitectónicas de los mayores focos urbanos contemporáneos en el reino de Castilla. El trabajo se ha desarrollado partiendo de la realización de una planimetría precisa y completa de las diez casas documentadas, uniendo al trabajo in situ sobre los datos materiales el estudio de las fuentes de archivo y de la bibliografía especializada existente sobre la materia. El análisis formal de las unidades domésticas ha sido enfocado al estudio tipológico de lo construido, haciendo especial hincapié en las pervivencias andalusíes sobre las cuales los nuevos moradores edificaron o adaptaron sus casas solariegas. En apoyo a las hipótesis presentadas se aporta la documentación arqueológica derivada de las excavaciones realizadas en los solares de las viviendas objeto de análisis, además de los planos de los estados previos a las recientes reformas sufridas por muchos de estos edificios. El análisis comparativo con algunos edificios contemporáneos en los que se ha documentado y estudiado cronológicamente su evolución histórica, ha permitido afianzar las hipótesis de datación y de reconstrucción de la distribución espacial de las fábricas originarias de la época tratada. Los objetivos de la investigación han sido orientados a poner de manifiesto la delicada y compleja transición de la medina nazarí a la ciudad cristiana, tratando también ciertas características multiculturales propias de las técnicas constructivas y de sociedad de la época. Los resultados de este estudio multidisciplinar se han registrado en un mapa de datos creado con el Sistema de Información Geográfico, en el que se han incluido tanto los datos cronológicos como formales, individualizando los ambientes que constituyen las pervivencias medievales y los que se han construido después, aportando sus distintas dataciones. Se ha querido dar respuesta a varios interrogativos: ¿Cómo se adapta la arquitectura castellana al tejido urbano andalusí? ¿Reaprovecha las preexistencias o las elimina en cada momento? ¿De qué modo la ciudad ha ido modificándose hasta configurarse como una ciudad moderna? ¿Cuánto se ha mantenido este patrimonio de casas? ¿Cómo se debería conservar? Se ha tratado de resolver estas cuestiones formulando síntesis gráficas en las que se puede comprender la evolución histórica de las viviendas acontecida a lo largo del siglo XVI, junto con sus transformaciones recientes provocadas por las intervenciones contemporáneas. Asimismo se aporta el estudio de las principales características de las intervenciones acometidas sobre este patrimonio único de viviendas, que por su propia naturaleza es altamente perecedero y necesita que se formulen criterios eficaces y correctos para su mayor conservación. El punto de partida de este trabajo no ha sido solamente el análisis de campo sino también la recopilación y ordenación de los datos procedentes de la bibliografía existente para formular discursos coherentes y precisos sobre la evolución de este tipo de viviendas históricas, cuyos valores son tan expuestos a graves deterioros que su catalogación, documentación y valoración se hacen imprescindibles. Pese a que las diez viviendas incluidas en los capítulos de estudio detallado estén catalogadas en los Planes Especiales de Protección (Albaicín, 1990 y Centro, 2002), sus caracteres formales y sus elementos estructurales y decorativos de valor histórico han sufrido un evidente proceso de expolio o destrucción, hecho grave que esta Tesis quiere reflejar de cara a la deseable futura puesta en valor real de estos edificios así como, indirectamente, de sus ámbitos urbanísticos de pertenencia. ABSTRACT The purpose of this thesis is to study the morphological and chronological characteristics of ten emblematic mansions belonging to the architectural period of the 16th Century in Granada, Spain. These houses are compared with other similar outstanding constructions of the same period that are located in the city, which have either been preserved or disappeared. Also, this study has taken into account the main architectural expressions of greater contemporary urban areas of the Kingdom of Castile. The work carried out began, first of all, by drawing a precise and thorough planimetry of the ten surveyed houses, together with in situ tasks based on physical data, a study of archival data, and the specialized existing bibliography on the subject. The formal analysis of the home units is focused as a typological study of erected buildings, with a special attention on Al Andalus remains over which the new householders constructed or adapted their mansions. The hypotheses brought forward have been supported by the archaeological documentation that had been elaborated during the excavation works of the houses concerned in this study. Moreover, the drawings of the states of the sites, previously to the most recent renovation works many of these buildings have undergone, have been presented. The comparative analysis made with some contemporary buildings, which have been chronologically documented and studied in their historical evolution, has confirmed the dating hypotheses, and that of the reconstruction of the spatial distribution of the original factories the period discussed. The aims of this research have been oriented to bring to light the delicate and complex transition of the town, from the Nasrid period to Christian times. The research has also dealt with some special multicultural characteristics of the constructive techniques, as well as of the society of that period. The results of this multidisciplinary study have been registered on a data map created with the Geographical Information System, which includes both the chronological and formal data. The Medieval settings, and those of later constructions, have been individualised and dated. Several questions have been answered: how the Castilian architecture adapts to the Al Andalus urban design? Have the pre-existing structures been reused or eliminated at each stage? How has the town evolved until becoming a modern city? To which degree this heritage of houses has remained? How should it been preserved? These questions have been approached by means of graphical syntheses in an attempt to bring an understanding of the historical evolution of the houses throughout the 16th Century. But also, this work shows the more recent transformations these structures suffered over the contemporary period. Moreover, there is a study of the main characteristics of interventions over this unique patrimony of housing which by nature is perishable and needs a formulation of correct and efficient criteria for better conservation. The starting point of this work has not only been that of field analysis, but also the gathering and ordering of the existing bibliographical data, in order to formulate coherent and precise statements on the evolution of this type of historical housing. Its treasures are so exposed to severe deterioration that their cataloguing, documentation and appreciation are becoming crucial. Despite the fact that the ten houses considered in the chapters of this detailed study are listed in the special protection plans (Planes Especiales de Protección, Albaicín plan of 1990 and the town centre plan of 2002) their formal characteristics, as well as structural and decorative historical value, have suffered gradual plunders or destruction. This thesis tries to reflect how serious is that matter and the need in the future to give this heritage and the surrounding urban environment, a real value.

This paper presents the 2006 Miracle team’s approaches to the Ad-Hoc and Geographical Information Retrieval tasks. A first set of runs was obtained using a set of basic components. Then, by putting together special combinations of these runs, an extended set was obtained. With respect to previous campaigns some improvements have been introduced in our system: an entity recognition prototype is integrated in our tokenization scheme, and the performance of our indexing and retrieval engine has been improved. For GeoCLEF, we tested retrieving using geo-entity and textual references separately, and then combining them with different approaches.

Knowledge management is critical for the success of virtual communities, especially in the case of distributed working groups. A representative example of this scenario is the distributed software development, where it is necessary an optimal coordination to avoid common problems such as duplicated work. In this paper the feasibility of using the workflow technology as a knowledge management system is discussed, and a practical use case is presented. This use case is an information system that has been deployed within a banking environment. It combines common workflow technology with a new conception of the interaction among participants through the extension of existing definition languages.

This paper presents the 2005 MIRACLE team’s approach to Cross-Language Geographical Retrieval (GeoCLEF). The main goal of the GeoCLEF participation of the MIRACLE team was to test the effect that geographical information retrieval techniques have on information retrieval. The baseline approach is based on the development of named entity recognition and geospatial information retrieval tools and on its combination with linguistic techniques to carry out indexing and retrieval tasks.

The use of continuous glucose monitor changes the way patients manage their diabetes, as observed in the increased number of daily insulin bolus, the increased number of daily BG measurements, and the differences in the distribution of BG measurements throughout the day. Continuous monitoring also increases the interaction of patients with the information system and modifies their patterns of use.

A useful strategy for improving disaster risk management is sharing spatial data across different technical organizations using shared information systems. However, the implementation of this type of system requires a large effort, so it is difficult to find fully implemented and sustainable information systems that facilitate sharing multinational spatial data about disasters, especially in developing countries. In this paper, we describe a pioneer system for sharing spatial information that we developed for the Andean Community. This system, called SIAPAD (Andean Information System for Disaster Prevention and Relief), integrates spatial information from 37 technical organizations in the Andean countries (Bolivia, Colombia, Ecuador, and Peru). SIAPAD was based on the concept of a thematic Spatial Data Infrastructure (SDI) and includes a web application, called GEORiesgo, which helps users to find relevant information with a knowledge-based system. In the paper, we describe the design and implementation of SIAPAD together with general conclusions and future directions which we learned as a result of this work.

World Health Organization actively stresses the importance of health, nutrition and well-being of the mother to foster children development. This issue is critical in the rural areas of developing countries where monitoring of health status of children is hardly performed since population suffers from a lack of access to health care. The aim of this research is to design, implement and deploy an e-health information and communication system to support health care in 26 rural communities of Cusmapa, Nicaragua. The final solution consists of an hybrid WiMAX/WiFi architecture that provides good quality communications through VoIP taking advantage of low cost WiFi mobile devices. Thus, a WiMAX base station was installed in the health center to provide a radio link with the rural health post "El Carrizo" sited 7,4 km. in line of sight. This service makes possible personal broadband voice and data communication facilities with the health center based on WiFi enabled devices such as laptops and cellular phones without communications cost. A free software PBX was installed at "San José de Cusmapa" health care site to enable communications for physicians, nurses and a technician through mobile telephones with IEEE 802.11 b/g protocol and SIP provided by the project. Additionally, the rural health post staff (midwives, brigade) received two mobile phones with these same features. In a complementary way, the deployed health information system is ready to analyze the distribution of maternal-child population at risk and the distribution of diseases on a geographical baseline. The system works with four information layers: fertile women, children, people with disabilities and diseases. Thus, authorized staff can obtain reports about prenatal monitoring tasks, status of the communities, malnutrition, and immunization control. Data need to be updated by health care staff in order to timely detect the source of problem to implement measures addressed to alleviate and improve health status population permanently. Ongoing research is focused on a mobile platform that collects and automatically updates in the information system, the height and weight of the children locally gathered in the remote communities. This research is being granted by the program Millennium Rural Communities of the Technical University of Madrid.

In this article, the authors examine the current status of different elements that integrate the landscape of the municipality of Olias del Rey in Toledo (Spain). A methodology for the study of rural roads, activity farming and local hunting management. We used Geographic Information Technologies (GIT) in order to optimize spatial information including the design of a Geographic Information System (GIS). In the acquisition of field data we have used vehicle "mobile mapping" instrumentation equipped with GNSS, LiDAR, digital cameras and odometer. The main objective is the integration of geoinformation and geovisualization of the information to provide a fundamental tool for rural planning and management.

Territory or zone design processes entail partitioning a geographic space, organized as a set of areal units, into different regions or zones according to a specific set of criteria that are dependent on the application context. In most cases, the aim is to create zones of approximately equal sizes (zones with equal numbers of inhabitants, same average sales, etc.). However, some of the new applications that have emerged, particularly in the context of sustainable development policies, are aimed at defining zones of a predetermined, though not necessarily similar, size. In addition, the zones should be built around a given set of seeds. This type of partitioning has not been sufficiently researched; therefore, there are no known approaches for automated zone delimitation. This study proposes a new method based on a discrete version of the adaptive additively weighted Voronoi diagram that makes it possible to partition a two-dimensional space into zones of specific sizes, taking both the position and the weight of each seed into account. The method consists of repeatedly solving a traditional additively weighted Voronoi diagram, so that each seed?s weight is updated at every iteration. The zones are geographically connected using a metric based on the shortest path. Tests conducted on the extensive farming system of three municipalities in Castile-La Mancha (Spain) have established that the proposed heuristic procedure is valid for solving this type of partitioning problem. Nevertheless, these tests confirmed that the given seed position determines the spatial configuration the method must solve and this may have a great impact on the resulting partition.

El proyecto que he realizado ha consistido en la creación de un sistema de información geográfica para el Campus Sur UPM, que puede servir de referencia para su implantación en cualquier otro campus universitario. Esta idea surge de la necesidad por parte de los usuarios de un campus de disponer de una herramienta que les permita consultar la información de los distintos lugares y servicios del campus, haciendo especial hincapié en su localización geográfica. Para ello ha sido necesario estudiar las tecnologías actuales que permiten implementar un sistema de información geográfica, dando lugar al sistema propuesto, que consiste en un conjunto de medios informáticos (hardware y software), que van a permitir al personal del campus obtener la información y localización de los elementos del campus desde su móvil. Tras realizar un análisis de los requisitos y funcionalidades que debía tener el sistema, el proyecto ha consistido en el diseño e implementación de dicho sistema. La información a consultar estará almacenada y disponible para su consulta en un equipo servidor accesible para el personal del campus. Para ello, durante la realización del proyecto, ha sido necesario crear un modelo de datos basado en el campus y cargar los datos geográficos de utilidad en una base de datos. Todo esto ha sido realizado mediante el producto software Smallword Core 4.2. Además, ha sido también necesario desplegar un software servidor que permita a los usuarios consultar dichos datos desde sus móviles vía WIFI o Internet, el producto utilizado para este fin ha sido Smallworld Geospatial Server 4.2. Para la realización de las consultas se han utilizado los servicios WMS(Web Map Service) y WFS(Web Feature Service) definidos por el OGC(Open Geospatial Consortium). Estos servicios están adaptados para la consulta de información geográfica. El sistema también está compuesto por una aplicación para dispositivos móviles con sistema operativo Android, que permite a los usuarios del sistema consultar y visualizar la información geográfica del campus. Dicha aplicación ha sido diseñada y programada a lo largo de la realización del proyecto. Para la realización de este proyecto también ha sido necesario un estudio del presupuesto que supondría una implantación real del sistema y el mantenimiento que implicaría tener el sistema actualizado. Por último, el proyecto incluye una breve descripción de las tecnologías futuras que podrían mejorar las funcionalidades del sistema: la realidad aumentada y el posicionamiento en el interior de edificios. ABSTRACT. The project I've done has been to create a geographic information system for the Campus Sur UPM, which can serve as a reference for implementation in any other college campus. This idea arises from the need for the campus users to have a tool that allows them to view information from different places and services, with particular emphasis on their geographical location. It has been necessary to study the current technologies that allow implementing a geographic information system, leading to the proposed system, which consists of a set of computer resources (hardware and software) that will allow campus users to obtain information and location of campus components from their mobile phones. Following an analysis of the requirements and functionalities that the system should have, the project involved the design and implementation of the system . The information will be stored and available on a computer server accessible to campus users. Accordingly, during the project, it was necessary to create a data model based on campus data and load this data in a database. All this has been done by Smallword Core 4.2 software product. In addition, it has also been necessary to deploy a server software that allows users to query the data from their phones via WIFI or Internet, the product used for this purpose has been Smallworld Geospatial Server 4.2 . To carry out the consultations have used the services WMS (Web Map Service) and WFS (Web Feature Service) defined by the OGC (Open Geospatial Consortium). These services are tailored to the geographic information retrieval. The system also consists of an application for mobile devices with Android operating system, which allows users to query and display geographic information related to the campus. This application has been designed and programmed over the project. For the realization of this project has also been necessary to study the budget that would be a real system implementation and the maintenance that would have the system updated. Finally, the project includes a brief description of future technologies that could improve the system's functionality: augmented reality and positioning inside the buildings.
