As environmental standards become more stringent (e.g. European Directive 2008/50/EC), more reliable and sophisticated modeling tools are needed to simulate measures and plans that may effectively tackle air quality exceedances, common in large cities across Europe, particularly for NO2. Modeling air quality in urban areas is rather complex since observed concentration values are a consequence of the interaction of multiple sources and processes that involve a wide range of spatial and temporal scales. Besides a consistent and robust multi-scale modeling system, comprehensive and flexible emission inventories are needed. This paper discusses the application of the WRF-SMOKE-CMAQ system to the Madrid city (Spain) to assess the contribution of the main emitting sectors in the region. A detailed emission inventory was compiled for this purpose. This inventory relies on bottom-up methods for the most important sources. It is coupled with the regional traffic model and it makes use of an extensive database of industrial, commercial and residential combustion plants. Less relevant sources are downscaled from national or regional inventories. This paper reports the methodology and main results of the source apportionment study performed to understand the origin of pollution (main sectors and geographical areas) and define clear targets for the abatement strategy. Finally the structure of the air quality monitoring is analyzed and discussed to identify options to improve the monitoring strategy not only in the Madrid city but the whole metropolitan area.

La sostenibilidad de los sistemas olivareros situados en zonas de pendiente y montaña (SMOPS) en Andalucía se encuentra actualmente amenazada por las elevadas tasas de abandono que afectan a estos sistemas productivos. Así, la consumación de este proceso de abandono, no sólo pondría en peligro a las propias explotaciones, sino a todo el conjunto de bienes y servicios no productivos y al patrimonio cultural generado por este sistema productivo. En este contexto, la búsqueda de alternativas políticas enfocadas a revertir este proceso se erige como una necesidad categórica en aras de garantizar en el largo plazo la sostenibilidad de los olivares de montaña. Esta tesis pretende hacer frente a esta necesidad a través de la construcción de un marco político alternativo para los SMOPS, que permita la integración simultánea de todas las dimensiones que pueden influir en su desarrollo; esto es: el marco político actual, principalmente determinado por la Política Agraria Común (PAC) de la Unión Europea (UE); las preferencias de la sociedad hacia la oferta de bienes y servicios públicos generados por los SMOPS; y las preferencias y voluntad de innovación hacia nuevos manejos y sistemas de gestión de los agricultores y propietarios de las explotaciones. Para ello, se emplea una metodología de investigación mixta, que abarca la realización de cuatro encuestas (personales y online) llevadas a cabo a los agentes o grupos de interés involucrados directa o indirectamente en la gestión de los SMOPS –ciudadanos, agricultores y propietarios y expertos-; una profunda revisión de las herramientas de política agroambiental actuales y posibles alternativas a las mismas; y el desarrollo de nuevas estrategias metodológicas para dotar de mayor precisión y fiabilidad las estimaciones obtenidas a partir del Método del Experimento de Elección (MEE) en el campo de la valoración medioambiental. En general, los resultados muestran que una estrategia de política agroambiental basada en la combinación de los Contratos Territoriales de Zona Rural (CTZR) y el manejo ecológico supondría una mejora en la sostenibilidad de los sistemas olivareros de montaña andaluces, que, al mismo tiempo, propiciaría una mejor consideración de las necesidades y demandas de los agentes implicados en su gestión. Asimismo, los hallazgos obtenidos en esta investigación demandan un cambio de paradigma en los actuales pagos agroambientales, que han de pasar de una estrategia basada en la implementación de acciones, a otra enfocada al logro de objetivos, la cual, en el caso del olivar, se podría centrar en el aumento del secuestro de carbono en el suelo. Desde un punto de vista metodológico, los resultados han contribuido notablemente a mejorar la fiabilidad y precisión de las conclusiones estimadas a partir del MEE, mediante el diseño de un novedoso proceso iterativo para detectar posibles comportamientos inconsistentes por parte de los entrevistados con respecto a su máxima Disposición al Pago (DAP) para lograr la situación considerada como “óptima” en los olivares ecológicos de montaña andaluces. En líneas generales, el actual marco institucional favorece la puesta en práctica de la mayoría de las estrategias propuestas en esta tesis; sin embargo son necesarios mayores esfuerzos para reconducir los actuales Pagos Agroambientales y Climáticos de la PAC, hacia una estrategia de política agroambiental adaptada a las necesidades y requisitos del territorio en el que se aplica, enfocada al logro de objetivos y que sea capaz de integrar y coordinar al conjunto de agentes y grupos de interés involucrados -directa o indirectamente- en la gestión de los olivares de montaña. En este contexto, se espera que la puesta en práctica de nuevas estructuras y acuerdos de gobernanza territorial juegue un importante papel en el desarrollo de una política agroambiental realmente adaptada a las necesidades de los sistemas olivareros de montaña andaluces. ABSTRACT The long-term sustainability of Andalusian sloping and mountainous olive production systems (SMOPS) is currently threatened by the high abandonment rates that affect these production systems. The effective occurrence of this abandonment process is indeed menacing not only farms themselves, but also the wide array of public goods and services provided by SMOPS and the cultural heritage held by this production system. The search of policy alternatives aimed at tackling this process is thus a central necessity. This thesis aims to undertake this necessity by building an alternative policy framework for SMOPS that simultaneously integrates the several dimensions that are susceptible to influence it, namely: the current policy framework, mainly determined by the European Union’s (EU) Common Agricultural Policy (CAP); the social preferences toward the supply of SMOPS’ public goods and services; and farmers’ preferences and willingness to innovate toward new management practices in their farms. For this purpose, we put into practice a mixed-method strategy that combines four face-to-face and online surveys carried out with SMOPS’ stakeholders -including citizens, farmers and experts-; in-depth analysis of current and alternative agrienvironmental policy (AEP) instruments; and the development of novel methodological approaches to advance toward more reliable Discrete Choice Experiment’s (DCE) outcomes in the field of environmental valuation. Overall, results show that a policy strategy based on the combination of Territorial Management Contracts (TMC) and organic management would further enhance Andalusian SMOPS’ sustainability by simultaneously taking into account stakeholders’ demands and needs. Findings also call for paradigm shift of the current action-oriented design of Agri-Environmental-Climate Schemes (AECS), toward a result-based approach, that in the case of olive orchards should particularly be focused on enhancing soil carbon sequestration. From a methodological perspective, results have contributed to improve the accuracy and feasibility of DCE outcomes by designing a novel and iterative procedure focused in ascertaining respondents’ inconsistent behaviour with respect to their stated maximum WTP for the attainment of an ideal situation to be achieved in organic Andalusian SMOPS. Generally, the present institutional framework favours the implementation of the main policy strategies proposed in this thesis, albeit further efforts are required to better conduct current CAP’s agri-environmental instruments toward a territorially targeted result-oriented strategy capable to integrate and coordinate the whole set of stakeholders involved in the management of SMOPS. In this regard, alternative governance structures and arrangements are expected to play a major role on the process of tackling SMOPS’ agri-environmental policy challenge.

This study examines the seed dispersal spectrum of the tropical dry forests of Southern Ecuador, in an effort to contribute to the knowledge of the complex dynamics of tropical dry forests. Seed dispersal spectrum was described for a total number of 160 species. Relationships of dispersal syndromes with plant growth form and climatic seasonality were explored. For a subset of 97 species, we determined whether dispersal spectrum changes when species abundance, in addition to species number, is taken into account. The same subset was used to relate dispersal syndromes with the environmental conditions. Zoochorous species dominated in the studied community. When considering the individual abundance of each species, however, anemochory was the prevalent dispersal syndrome. We found a significant difference in the frequency of dispersal syndromes among plant growth forms, with epizoochory only occurring in shrub species. The dispersal spectrum was dependent on climatic seasonality. The largest proportion of anemochorous species fructified during the dry season, while zoochorous diaspores dominated during the rainy season. A fourth-corner analysis indicated that the seed dispersal spectrum of Southern Ecuador dry forests is controlled by environmental conditions such as annual precipitation, annual temperature range or topography. Our results suggest that spatio-temporal changes in the environmental conditions may affect important ecological processes for dispersal. Thus, the predominance of one syndrome or another may depend on the spatial variation of environmental conditions.

The growing interest in achieving the objectives of cycling policies has increased the need to know the key variables that influence the use of the bicycle for daily mobility. This paper makes a contribution in this research line by examining a varying nature of variables – objective and psychological - and their influence on cycling commuting in the context of a “climber cycling city”: Vitoria-Gasteiz (Spain). Statistical differences of the variables were determined between cycling commuters and commuters by other modes. The objective variables analyzed allowed us to identify the cycling commuting profile in Vitoria-Gasteiz, but showed a small effect on cycling commuting. However, analyses on seven cycling psychological variables identified and defined, showed a higher influence, especially “Individual capacities” and “Non-commuting cycling habit”. Their results allowed recommending a wide et of policy initiatives. These policy recommendations were made considering that Vitoria-Gasteiz is a “city in transition” towards cycling: a high level of cycling share for the Spanish contex t and the safety issue not being the main barrier for cycling. However the psychological latent variable “Non-commuting cycling habit” indicates that normalization of the bicycle as a mode of transport needs more progress.

Language is an essential aspect of human communication and interaction, not only between humans but also between humans and interactive systems. Indeed, the use of the language is a keystone for the design of interactive systems.Inappropriate use of language might limit the access of users to information and induce users to make mistakes or to lose control of interactive systems. Despite the existence of public policies, the diversity of languages poses serious problems when considering full-fledged/seamless support for all existing languages. And yet standardization processes have successfully defined mechanisms for ensuring cross-platform compatibility between languages, at least at the level of format and the set of characters that can be used.

Esta Tesis surgió ante la intensidad y verosimilitud de varias señales o “warnings” asociadas a políticas dirigidas a reducir el peso del petróleo en el sector energético, tanto por razones económicas, como geopolíticas, como ambientales. Como tal Tesis se consolidó al ir incorporando elementos novedosos pero esenciales en el mundo petrolífero, particularmente las “tecnologías habilitantes”, tanto de incidencia directa, como el “fracking” como indirecta, del cual es un gran ejemplo el Vehículo Eléctrico (puro). La Tesis se definió y estructuró para elaborar una serie de indagaciones y disquisiciones, que comportaran un conjunto de conclusiones que fueran útiles para las corporaciones energéticas. También para la comprensión de la propia evolución del sector y de sus prestaciones técnicas y económicas, de cara a dar el servicio que los usuarios finales piden. Dentro de las tareas analíticas y reflexivas de la Tesis, se acuñaron ciertos términos conceptuales para explicar más certeramente la realidad del sector, y tal es el caso del “Investment burden”, que pondera la inversión específica (€/W) requerida por una instalación, con la duración del período de construcción y los riesgos tanto tangibles como regulatorios. Junto a ello la Tesis propone una herramienta de estudio y prognosis, denominada “Market integrated energy efficiency”, especialmente aplicable a dicotomías. Tal es el caso del coche térmico, versus coche eléctrico. El objetivo es optimizar una determinada actividad energética, o la productividad total del sector. Esta Tesis propone varias innovaciones, que se pueden agrupar en dos niveles: el primero dentro del campo de la Energía, y el segundo dentro del campo de las corporaciones, y de manera especial de las corporaciones del sector hidrocarburos. A nivel corporativo, la adaptación a la nueva realidad será función directa de la capacidad de cada corporación para desarrollar y/o comprar las tecnologías que permitan mantener o aumentar cuota de mercado. Las conclusiones de la Tesis apuntan a tres opciones principalmente para un replanteamiento corporativo: - Diversificación energética - Desplazamiento geográfico - Beneficiándose de posibles nuevos nichos tecnológicos, como son: • En upstream: Recuperación estimulada de petróleo mediante uso de energías renovables • En downstream: Aditivos orientados a reducir emisiones • En gestión del cambio: Almacenamiento energético con fines operativos Algunas políticas energéticas siguen la tendencia de crecimiento cero de algunos países de la OCDE. No obstante, la realidad mundial es muy diferente a la de esos países. Por ejemplo, según diversas estimaciones (basadas en bancos de datos solventes, referenciados en la Tesis) el número de vehículos aumentará desde aproximadamente mil millones en la actualidad hasta el doble en 2035; mientras que la producción de petróleo sólo aumentará de 95 a 145 millones de barriles al día. Un aumento del 50% frente a un aumento del 100%. Esto generará un curioso desajuste, que se empezará a sentir en unos pocos años. Las empresas y corporaciones del sector hidrocarburos pueden perder el monopolio que atesoran actualmente en el sector transporte frente a todas las demás fuentes energéticas. Esa pérdida puede quedar compensada por una mejor gestión de todas sus capacidades y una participación más integrada en el mundo de la energía, buscando sinergias donde hasta ahora no había sino distanciamiento. Los productos petrolíferos pueden alimentar cualquier tipo de maquina térmica, como las turbinas Brayton, o alimentar reformadores para la producción masiva de H2 para su posterior uso en pilas combustible. El almacenamiento de productos derivados del petróleo no es ningún reto ni plantea problema alguno; y sin embargo este almacenamiento es la llave para resolver muchos problemas. Es posible que el comercio de petróleo se haga menos volátil debido a los efectos asociados al almacenamiento; pero lo que es seguro es que la eficiencia energética de los usos de ese petróleo será más elevada. La Tesis partía de ciertas amenazas sobre el futuro del petróleo, pero tras el análisis realizado se puede vislumbrar un futuro prometedor en la fusión de políticas medioambientales coercitivas y las nuevas tecnologías emergentes del actual portafolio de oportunidades técnicas. ABSTRACT This Thesis rises from the force and the credibility of a number of warning signs linked to policies aimed at reducing the role of petroleum in the energy industry due to economical, geopolitical and environmental drives. As such Thesis, it grew up based on aggregating new but essentials elements into the petroleum sector. This is the case of “enabling technologies” that have a direct impact on the petroleum industry (such as fracking), or an indirect but deep impact (such as the full electrical vehicle). The Thesis was defined and structured in such a way that could convey useful conclusions for energy corporations through a series of inquiries and treatises. In addition to this, the Thesis also aims at understating la evolution of the energy industry and its capabilities both technical and economical, towards delivering the services required by end users. Within the analytical task performed in the Thesis, new terms were coined. They depict concepts that aid at explaining the facts of the energy industry. This is the case for “Investment burden”, it weights the specific capital investment (€/W) required to build a facility with the time that takes to build it, as well as other tangible risks as those posed by regulation. In addition to this, the Thesis puts forward an application designed for reviewing and predicting: the so called “Market integrated energy efficiency”, especially well-suited for dichotomies, very appealing for the case of the thermal car versus the electric car. The aim is to optimize energy related activity; or even the overall productivity of the system. The innovations proposed in this Thesis can be classified in two tiers. Tier one, within the energy sector; and tier two, related to Energy Corporation in general, but with oil and gas corporations at heart. From a corporate level, the adaptation to new energy era will be linked with the corporation capability to develop or acquire those technologies that will yield to retaining or enhancing market share. The Thesis highlights three options for corporate evolution: - diversification within Energy - geographic displacement - profiting new technologies relevant to important niches of work for the future, as: o Upstream: enhanced oil recovery using renewable energy sources (for upstream companies in the petroleum business) o Downstream: additives for reducing combustion emissions o Management of Change: operational energy storage Some energy policies tend to follow the zero-growth of some OECD countries, but the real thing could be very different. For instance, and according to estimates the number of vehicles in use will grow from 1 billion to more than double this figure 2035; but oil production will only grow from 95 million barrel/day to 145 (a 50% rise of versus an intensification of over a 100%). Hydrocarbon Corporation can lose the monopoly they currently hold over the supply of energy to transportation. This lose can be mitigated through an enhanced used of their capabilities and a higher degree of integration in the world of energy, exploring for synergies in those places were gaps were present. Petroleum products can be used to feed any type of thermal machine, as Brayton turbines, or steam reformers to produce H2 to be exploited in fuel cells. Storing petroleum products does not present any problem, but very many problems can be solved with them. Petroleum trading will likely be less volatile because of the smoothing effects of distributed storage, and indeed the efficiency in petroleum consumption will be much higher. The Thesis kicked off with a menace on the future of petroleum. However, at the end of the analysis, a bright future can be foreseen in the merging between highly demanding environmental policies and the relevant technologies of the currently emerging technical portfolio.

Resumo Em resposta aos desafios atuais de muitas grandes cidades, o contexto institucional e o planeamento territorial formam dimensões para melhorar a governação metropolitana. No quadro das regiões capitais do sudoeste europeu, quais poderão ser as inovações e diferenças nos seus modelos e processos em curso? Este artigo propõe uma investigação aplicada para apresentar a análise da governação metropolitana. Através do método de estudos de caso em perspectiva comparada, vários elementos e entrevistas são ponderados qualitativamente nas regiões de Madrid, Barcelona, Paris e Lisboa. As conclusões encontram uma tendência para o equilíbrio entre os esforços dessas duas dimensões da governação territorial metropolitana, não impedindo registrar os seus diferentes percursos: por exemplo Ile-de-France desenvolveu boas iniciativas em matéria de planeamento, que então pedem alguns ajustamentos no quadro político, enquanto Madrid teve “menos actividade” nos últimos anos, em resultado da sua grande estabilidade institucional. A região de Lisboa permanece talvez numa “posição intermédia”, com uma dinâmica de evolução pouco previsível. Mas de acordo com este argumento, admite-se que os seus processos podem levar a melhorias graduais no sistema de governação, com o seu próprio percurso, implementando acções que devem respeitar, em particular, a geografia do território. Abstract Addressing the running challenges of several greater cities, the institutional mark and regional planning are dimensions for improving metropolitan governance. Regarding the southwest European capital regions, what can be the innovations and differences in their currently processes and models? This paper proposes an applied framework to present the metropolitan governance analysis. Through a comparative case study methodology, various elements and interviews are qualitatively measured in the regions of Madrid, Barcelona, Paris and Lisbon. The conclusions find a tendency to balance between the efforts on those two regional metropolitan governance dimensions, which does not prevent to register their different paths: for example Ile-de-France has developed good initiatives in terms of planning, which then require some adjustments in the political mark, while Madrid had in recent years “less activity”, in result of his institutional stability. The Lisbon region maybe stays in an “intermediate position” with a dynamic evolution that is difficult to predict. But according to that argument, it’s possible to admit that his processes can gradually lead to small improvements in his governance system, with his own path, implementing actions that must respect, in particularly, the geography of the territory.

Durante las últimas décadas el objetivo principal de la silvicultura y la gestión forestal en Europa ha pasado de ser la producción de madera a ser la gestión sostenible de los ecosistemas, por lo que se deben considerar todos los bienes y servicios que proporcionan los bosques. En consecuencia, es necesario contar con información forestal periódica de diversos indicadores forestales a nivel europeo para apoyar el desarrollo y la implementación de políticas medioambientales y que se realice una gestión adecuada. Para ello, se requiere un seguimiento intensivo sobre el estado de los bosques, por lo que los Inventarios Forestales Nacionales (IFN), (principal fuente de información forestal a gran escala), han aumentado el número de variables muestreadas para cumplir con los crecientes requerimientos de información. Sin embargo, las estimaciones proporcionadas por los diferentes países no son fácilmente comparables debido a las diferencias en las definiciones, los diseños de muestreo, las variables medidas y los protocolos de medición. Por esto, la armonización de los datos que proporcionan los diferentes países es fundamental para la contar con una información forestal sólida y fiable en la Unión europea (UE). La presente tesis tiene dos objetivos principales: (i) establecer el diseño de una metodología para evaluar la biodiversidad forestal en el marco del Inventario forestal nacional de España teniendo en cuenta las diferentes iniciativas nacionales e internacionales, con el objetivo de producir estimaciones comparables con las de otros países de la UE y (ii) armonizar los indicadores más relevantes para satisfacer los requerimientos nacionales e internacionales. Como consecuencia del estudio realizado para alcanzar el primer objetivo, la metodología diseñada para estimar la biodiversidad fue adoptada por el Tercer Inventario forestal nacional. Ésta se componía de indicadores agrupados en: cobertura del suelo, composición de árboles y especies de arbustos, riqueza de especies herbáceas y helechos, especies amenazadas, estructura, madera muerta, y líquenes epífitos. Tras el análisis del diseño metodológico y de los datos proporcionados, se observó la conveniencia de modificarla con el fin de optimizar los costes, viabilidad, calidad y cantidad de los datos registrados. En consecuencia, en el Cuarto Inventario Forestal Nacional se aplica una metodología modificada, puesto que se eliminó el muestreo de especies herbáceas y helechos, de líquenes epífitos y de especies amenazadas, se modificaron los protocolos de la toma de datos de estructura y madera muerta y se añadió el muestreo de especies invasoras, edad, ramoneo y grado de naturalidad de la masa. En lo que se refiere al segundo objetivo, se ha avanzado en la armonización de tres grupos de variables considerados como relevantes en el marco de los IFN: los indicadores de vegetación no arbórea (que juegan un papel relevante en los ecosistemas, es donde existe la mayor diversidad de plantas y hasta ahora no se conocían los datos muestreados en los IFN), la determinación de los árboles añosos (que tienen un importante papel como nicho ecológico y su identificación es especialmente relevante para la evaluación de la biodiversidad forestal) y el bosque disponible para el suministro de madera (indicador básico de los requerimientos internacionales de información forestal). Se llevó a cabo un estudio completo de la posible armonización de los indicadores de la vegetación no arbórea en los IFN. Para ello, se identificaron y analizaron las diferentes definiciones y diseños de muestreo empleados por los IFN, se establecieron definiciones de referencia y se propusieron y analizaron dos indicadores que pudiesen ser armonizados: MSC (mean species cover) que corresponde a la media de la fracción de cabida cubierta de cada especie por tipo de bosque y MTC (mean total cover). Se estableció una nueva metodología que permite identificar los árboles añosos con los datos proporcionados por los inventarios forestales nacionales con el objetivo de proporcionar una herramienta eficaz para facilitar la gestión forestal considerando la diversidad de los sistemas forestales. Se analizó el concepto de "bosque disponible para el suministro de madera" (FAWS) estudiando la consistencia de la información internacional disponible con el fin de armonizar su estimación y de proporcionar recomendaciones para satisfacer los requerimientos europeos. Como resultado, se elaboró una nueva definición de referencia de FAWS (que será adoptada por el proceso paneuropeo) y se analiza el impacto de la adopción de esta nueva definición en siete países europeos. El trabajo realizado en esta tesis, puede facilitar el suministrar y/o armonizar parcial o totalmente casi la mitad de los indicadores de información forestal solicitados por los requerimientos internacionales (47%). De éstos, prácticamente un 85% tienen relación con los datos inventariados empleando la metodología propuesta para la estimación de la biodiversidad forestal, y el resto, con el establecimiento de la definición de bosque disponible para el suministro de madera. No obstante, y pese a que esta tesis supone un avance importante, queda patente que las necesidades de información forestal son cambiantes y es imprescindible continuar el proceso de armonización de los IFN europeos. ABSTRACT Over the last few decades, the objectives on forestry and forest management in Europe have shifted from being primarily focused on wood production to sustainable ecosystem management, which should consider all the goods and services provided by the forest. Therefore, there is a continued need for forest indicators and assessments at EU level to support the development and implementation of a number of European environmental policies and to conduct a proper forest management. To address these questions, intensive monitoring on the status of forests is required. Therefore, the scope of National Forest Inventories (NFIs), (primary source of data for national and large-area assessments), has been broadened to include new variables to meet these increasing information requirements. However, estimates produced by different countries are not easily comparable because of differences in NFI definitions, plot configurations, measured variables, and measurement protocols. As consequence, harmonizing data produced at national level is essential for the production of sound EU forest information. The present thesis has two main aims: (i) to establish a methodology design to assess forest biodiversity in the frame of the Spanish National Forest Inventory taking into account the different national and international initiatives with the intention to produce comparable estimates with other EU countries and (ii) to harmonize relevant indicators for national and international requirements. In consequence of the work done related to the first objective, the established methodology to estimate forest biodiversity was adopted and launched under the Third National Forest Inventory. It was composed of indicators grouped into: cover, woody species composition, richness of herbaceous species and ferns, endangered species, stand structure, dead wood, and epiphytic lichens. This methodology was analyzed considering the provided data, time costs, feasibility, and requirements. Consequently, in the ongoing Fourth National Forest Inventory a modified methodology is applied: sampling of herbaceous species and ferns, epiphytic lichens and endangered species were removed, protocols regarding structure and deadwood were modified, and sampling of invasive species, age, browsing impact and naturalness were added. As regards the second objective, progress has been made in harmonizing three groups of variables considered relevant in the context of IFN: Indicators of non-tree vegetation (which play an important role in forest ecosystems, it is where the highest diversity of plants occur and so far the related sampled data in NFIs were not known), the identification of old-growth trees (which have an important role as ecological niche and its identification is especially relevant for the assessment of forest biodiversity) and the available forest for wood supply (basic indicator of international forestry information requirements). A complete analysis of ground vegetation harmonization possibilities within NFIs frame was carried on by identifying and analyzing the different definitions and sampling techniques used by NFIs, providing reference definitions related to ground vegetation and proposing and analyzing two ground vegetation harmonized indicators: “Mean species cover” (MSC) and “Mean total cover” (MTC) for shrubs by European forest categories. A new methodology based on NFI data was established with the aim to provide an efficient tool for policy makers to estimate the number of old-growth trees and thus to be able to perform the analysis of the effect of forest management on the diversity associated to forest systems. The concept of “forest available for wood supply” (FAWS) was discussed and clarified, analyzing the consistency of the available international information on FAWS in order to provide recommendations for data harmonization at European level regarding National Forest Inventories (NFIs). As a result, a new reference definition of FAWS was provided (which will be adopted in the pan-European process) and the consequences of the use of this new definition in seven European countries are analyzed. The studies carried on in this thesis, can facilitate the supply and/or harmonization partially or fully of almost half of the forest indicators (47%) needed for international requirements. Of these, nearly 85% are related to inventoried data using the proposed methodology for the estimation of forest biodiversity, and the rest, with the establishment of the definition of forest available for wood supply. However, despite this thesis imply an important development, forest information needs are changing and it is imperative to continue the process of harmonization of European NFIs.
