Resumo:
The European energy sector is undergoing a major transformation and is facing a series of difficult challenges. These include a high and increasing dependence on external energy resources; dramatically reduce the need for the emissions of greenhouse gases to meet environmental objectives and the difficulties related to the promotion of energy market effectively integrated and competitive. Some of the policies associated with the various objectives are sometimes in conflict with each other, while in other cases are mutually reinforcing.The aim of this paper is to do a scienti?c analysis of the developments so far and the expectations for the coming period focusing on the pillars of energy policy in the EU in terms of security of supply, environment, climate change and promoting a competitive and integrated market. The use of renewable energy sources is seen as a key element of European energy policy and should help to: reduce dependence on fuel from non-member countries; reduce emissions from carbon-based energy sources, and; decouple energy costs from oil prices.

Over the past 20 years, the economic landscape has changed dramatically in Spain, undergoing a growth explosion and a subsequent decline which has led to the current economic crisis. This growth has led to heavy immigration from both developed and developing countries, which provided skilled and unskilled labour. This article aims to analyze the impact of immigrant students at the Polytechnic University of Madrid, pondering the effect that the economic crisis is having and will have on this group, and evaluating the implementation of new plans of Bologna. We analyze the enrolment at the UPM and particularize to the Civil Engineering school (previous EUITOP), crossing with the effect of the economic crisis on foreign students. The exponential increase of foreign students, most of them from Latin American and born in Spain, and students of European countries that have started to register considerably from 2002 and 2003, lead us to consider a renewal in certain areas of learning, and to exploit the possibility of interaction with other countries so successful through the acquisition of transversal skills, as well as to guide and improve, support and integrate these groups at our university Keywords: knowledge, learning, Bologna, academic record

Lexica and terminology databases play a vital role in many NLP applications, but currently most such resources are published in application-specific formats, or with custom access interfaces, leading to the problem that much of this data is in ‘‘data silos’’ and hence difficult to access. The Semantic Web and in particular the Linked Data initiative provide effective solutions to this problem, as well as possibilities for data reuse by inter-lexicon linking, and incorporation of data categories by dereferencable URIs. The Semantic Web focuses on the use of ontologies to describe semantics on the Web, but currently there is no standard for providing complex lexical information for such ontologies and for describing the relationship between the lexicon and the ontology. One of the challenges facing the current web is the efficient use of all the available information. The Web 2.0 phenomenon has favored the creation of contents by average users, and thus the amount of information that can be found for diverse topics has grown exponentially in the last years. Initiatives such as linked data are helping to build the Semantic Web, in which a set of standards are proposed for the exchange of data among heterogeneous systems. However, these standards are sometimes not used, and there are still plenty of websites that require naive techniques to discover their contents and services. This paper proposes an integrated framework for content and service discovery and extraction. The framework is divided into several layers where the discovery of contents and services is made in a representational stateless transfer system such as the web. It employs several web mining techniques as well as feature-oriented modeling for the discovery of cross-cutting features in web resources. The framework is used in a scenario of electronic newspapers. An intelligent agent crawls the web for related news, and uses services and visits links automatically according to its goal. This scenario illustrates how the discovery is made at different levels and how the use of semantics helps implement an agent that performs high-level tasks.

La edificación es un sector de enorme influencia en la evolución del consumo de energía y las emisiones de CO2. Teniendo en cuenta que en estos momentos hay 3,5 millones de viviendas vacías y que los próximos años no va a haber un aumento en la demanda de vivienda nueva, la rehabilitación sostenible del parque residencial existente es una tarea prioritaria y sobre la que hay que prestar especial interés. Dado que aún queda mucho donde actuar, es necesario hacer una reflexión sobre cómo se está rehabilitando para poder mejorar en el futuro. Por ello, el objetivo del presente trabajo es analizar algunas estrategias adoptadas hasta ahora en el parque inmobiliario y su aplicación en un caso de estudio, mediante la mejora de la fachada de un edificio de viviendas situado en Madrid.
