Los Objetivos de Desarrollo del Milenio comprometieron a los países con una nueva alianza mundial de alcanzar gradualmente una cobertura universal de los niveles mínimos de bienestar en los países en desarrollo (reducir la pobreza y el hambre y dar respuesta a problemas como la mala salud, las desigualdades de género, la falta de educación, el acceso a agua salubre y la degradación ambiental). Para dar continuidad a esta iniciativa, recientemente en septiembre de 2015, la ONU promulgó la declaración de los Objetivos de Desarrollo Sostenible. Los ODM sitúan la salud en el corazón del desarrollo y establecen un novedoso pacto mundial que vincula a los países desarrollados y los países en desarrollo por medio de obligaciones claras y recíprocas. En este sentido, diversos organismos de cooperación a través de sus programas de cooperación internacional, tratan de mejorar el acceso a la asistencia sanitaria, especialmente a la población vulnerable que vive en zonas rurales de países en desarrollo. Con el fin de ayudar a cumplir los ODM que apoyan los temas de salud en dicha población, estos organismos desarrollan proyectos que despliegan sistemas de e-salud. Las intervenciones se enfrentan a múltiples retos: condicionantes de los países en desarrollo, las necesidades y demandas de los sistemas sanitarios y la complejidad de implantar las TIC en entornos complejos y altamente dinámicos como son los países en desarrollo. Estos condicionantes ocasionan la mayoría de proyectos fallidos que terminan convirtiéndose en soluciones aisladas, que anteponen la tecnología a las necesidades de la población y no generan el impacto esperado en su desarrollo. En este contexto tuvo origen esta tesis doctoral, que persigue como objetivo analizar, planificar, diseñar, verificar y validar un marco arquitectónico de implantación de sistemas de e-salud en áreas rurales de países en desarrollo, que promueva el mejoramiento de la calidad de vida de la población vulnerable de estas regiones y la efectividad de las intervenciones de e-salud en el marco de proyectos de cooperación al desarrollo. Para lograrlo, tomé como punto de partida, diversas estrategias, modelos, metodologías de implantación de e-salud, modelos de gestión de proyectos propuestos por distintos organismos internacionales y propuse una instanciación de estos modelos a proyectos de implantación de sistemas de e-salud en países en desarrollo. Apliqué la metodología action research y los enfoques twin track, middle out y design thinking que me permitieron el refinamiento iterativo del modelo propuesto en la tesis doctoral mediante el trabajo de campo realizado en dos zonas rurales de países de Centroamérica: Jocotán (Guatemala) y San José de Cusmapa (Nicaragua). Como resultado obtuve un modelo experimental basado en cuatro componentes: un modelo de referencia tipo, un modelo conceptual de e-salud, los procesos de gestión y de implantación de sistemas de e-salud en países en desarrollo y una arquitectura de referencia. El modelo experimental resultante aporta herramientas importantes para el despliegue de sistemas de e-salud en países en desarrollo. Se ha propuesto un modelo de referencia que proporciona una visión holística del contexto del país en desarrollo donde se desarrollarán las intervenciones. Un modelo conceptual de e-salud que representa los principales conceptos involucrados en un sistema de e-salud. Los procesos ii- de gestión del proyecto y de implantación del sistema que proporcionan a los grupos de cooperación, herramientas para el análisis, diseño, desarrollo y despliegue de los sistemas de e-salud en áreas rurales de países en desarrollo. Y finalmente la arquitectura de referencia que sienta las bases para la aplicación de estos procesos a un contexto en particular. Las líneas futuras de trabajo sugieren extender el modelo a más casos de estudio que permitan su refinamiento y evaluar los futuros usos que pueden surgir de los sistemas de e-salud resultantes. ABSTRACT Millennium Development Goals (MDGs) committing the countries with a new global partnership to achieve universal coverage of minimum levels of well-being in Developing Countries (for addressing extreme poverty in its many dimensions-income poverty, hunger, disease, lack of adequate housing, and exclusion-while promoting gender equality, education, and environmental sustainability). From September 2015, these goals are replaces with Sustainable Development Goals (SDGs). The MDG place health at the heart of development and establish a novel global compact, linking developed and developing countries through clear, reciprocal obligations. Many public and private institutions promote international cooperation programs to support in achieving the MDGs. Some of these cooperation programs deal improving access to healthcare to poor people living in isolated areas from developing countries. In order to accomplish this goal organizations perform projects (interventions or cooperation projects) that deploy e-health systems in these zones. Nevertheless, this kind of projects face multiple challenges that dismiss the effectiveness of the projects results. In particular, cooperation teams face issues such as constraints in developing countries, lack of electrical and ICT infrastructure, scarce transport, extreme climate conditions, lack ICT capacity, lack of access to healthcare and inefficient delivery methods, etc. Hence, these issues increase the complexity of implementing e-health in developing countries and then causes the most projects fail. In other words, the solutions do not meet population needs and do not generate the expected impact on development. This context is the starting point of this doctoral thesis, which deals with analysing, planning, designing, testing and validating an architectural framework in order to implement e-health systems in rural areas from developing countries, promote development of the population in these regions, and thus improve the impact of interventions of development cooperation projects. To achieve this goal, I took as a starting point the strategies, models, e-health implementation methodologies and projects management models proposed by various international agencies. Then I proposed an instantiation of these models to manage the intervention and implement e-health systems in developing countries. I applied the action research methodology and the approaches twin track, middle out and design thinking which allowed me the iterative refinement of the model proposed in this doctoral thesis. The proposed framework was validated by running two cases studies in rural areas of Central America: Jocotán (Guatemala) and San José de Cusmapa (Nicaragua). As a result, I obtained an experimental model based on four components: a Type reference model, an e-health conceptual model, both process management and implementation e-health systems in developing countries and a reference architecture. The resulting experimental model provides important tools for the deployment of e-health systems in developing countries. The model become as reference model that provides a holistic view of the developing countries context where the interventions will be running. The conceptual model of e-health represents the main concepts involved into an e-health system. The project management and implementation processes of the iv- system provide to the cooperation teams with tools for analysing, designing, developing and deploying e-health systems in rural areas from developing countries. Finally, the reference architecture provides the basis for the implementation of these processes into a particular context. The future research suggest the extension the model to other cases studies in order to refine and evaluate the viability the model.

Fuel poverty can be defined as ‘the inability to afford adequate warmth in the home’ and it is the result of the combination of three factors: low household income, lack of energy efficiency and high energy bills. Within this context, the present research is aimed at characterizing, for the first time, the housing stock of fuel-poor households in the Autonomous Region of Madrid. Fuel poverty incidence was established and households were divided into six different groups according to their relative position regarding fuel and monetary poverty. The housing stock of each group is characterized and those households most in need are identified. These results enable energy retrofitting priorities to be established, focusing on the needs of the different household groups and accounting for their housing stock characteristics. This allows Spanish energy retrofitting policies to be assessed for their capability of tackling fuel poverty and makes it possible to suggest some improvements.

This work is based on the prototype High Engineering Test Reactor (HTTR) of the Japan Agency of Energy Atomic (JAEA). Its objective is to describe an adequate deterministic model to be used in the assessment of its design safety margins via damage domains. The concept of damage domain is defined and it is shown its relevance in the ongoing effort to apply dynamic risk assessment methods and tools based on the Theory of Stimulated Dynamics (TSD). To illustrate, we present results of an abnormal control rod (CR) withdrawal during subcritical condition and its comparison with results obtained by JAEA. No attempt is made yet to actually assess the detailed scenarios, rather to show how the approach may handle events of its kind

Este artículo expone la primera aplicación experimental de un método para el análisis y la comparación de experiencias de vivienda social internacional en el contexto de las grandes áreas metropolitanas. El método, desarrollado en la Universidad Politécnica Universidad Politécnica de Madrid (UPM) desde 2009, se basa en la utilización de códigos gráficos y numéricos comunes y la integración de diferentes escalas de aproximación al entorno construido, de la vivienda y su arquitectura, a sus materiales de construcción y llegando más lejos, la ciudad. Además, los datos están vinculados a tres conceptos clave estrechamente relacionados con las condiciones específicas de las grandes áreas metropolitanas: la economía, la densidad y la diversidad. El objetivo final de la investigación es proporcionar una herramienta para la evaluación de la calidad de las viviendas sociales, optimización de recursos y un diseño innovador.

The advantages of wireless sensing implemented on the cold chain of fresh products are well known. These sensor systems consist of a combination of delicate internal electronic circuitry enclosed in a special housing unit. Manufacturers however are presented with the challenge that the housing required to withstand the harsh environment in which the sensors are being used all too often take from the functionality of the sensor. Therefore the target of this study is to determine the dynamic behavior and the counteractive effects of the sensor housing on temperature recording accuracy in the wireless nodes of Wireless Sensor Network (WSN) and Radio Frequency Identification (RFID) semi-passive tags. Two kind of semi-passive Turbo Tags were used (T700 and T702-B), which consisted of sensors with and without a cover, and two kind of WSN nodes, IRIS (sensors Intersema and Sensirion soldered in the motherboard) and NLAZA (Sensirion in a cable and soldered to the motherboard). To recreate the temperature profiles the devices were rotated between a cold room(5 ºC) through a ambient room(23 ºC) to a heated environment (35ºC) and vice versa. Analysis revealed the differences between housing and no housing are 308.22s to 21.99s respectively in the step from 5 to 35 ºC. As is demonstrated in these experiments the influence of the housing significantly hinders sensor accuracy.

Esta investigación tiene por fin poner en valor la obra del arquitecto chileno Luciano Kulczewski, profesional que cumplió un rol clave y distintivo en la primera mitad del siglo XX, considerado como un período crucial para el desarrollo de la arquitectura nacional, ya que es el momento en que se produce el advenimiento de la modernidad en el país. Si bien su figura goza de un gran reconocimiento, solamente una parte de su obra es (re)conocida por la historiografía nacional. Su labor en el libre ejercicio de la profesión, como asimismo los distintos cargos administrativos y políticos que desempeñó en su vida, hacían suponer un corpus más amplio, como finalmente se pudo constatar en este estudio. El amplio catastro documentado permitió fehacientemente identificar el rol y el significado que esta obra cumpliera en la transición que hizo posible dejar atrás los valores impuesto por el Academicismo, para incorporar los procesos de modernización en los distintos ámbitos de la arquitectura. Por tanto, el quehacer de Kulczewski se reveló como ejemplar y paradigmático. Una de las ilustraciones más elocuentes a este respecto fue la precursora realización de edificios en altura para uso residencial. Esta tipología lo obligó a trabajar con nuevos materiales y técnicas constructivas, junto a la necesidad de introducir las modernas tecnologías que estos portentos arquitectónicos requerían para su funcionamiento, como era el uso de ascensores y los sistemas de calefacción centralizada. El estudio del contexto urbano de sus obras permitió dar cuenta también de los procesos que estaban convirtiendo a las principales ciudades del país en urbes ‘modernas’. En este ámbito, destaca la nueva concepción urbanística que llegaba vinculada a los barrios-jardín, que contrariamente a lo establecido por el urbanismo tradicional, implicó inéditas maneras de articular la ciudad y el empleo de nuevas tipologías residenciales. Estas concepciones de ciudad encontraron eco principalmente en las urbanizaciones que se estaban realizando en las nuevas comunas de la capital, contexto elegido por el arquitecto para llevar a cabo algunos innovadores conjuntos habitacionales, hoy considerados modélicos, y que estaban destinados a un nuevo estrato social empoderado y demandante: la clase media. Su particular preocupación por las cuestiones sociales, las que entraron en crisis con el devenir del siglo XX, lo llevaron a desarrollar una activa vida política, que culminó con un importante puesto administrativo en el primer Gobierno Radical que tuvo lugar en el país. Desde esa posición, pudo gestionar y dar solución apropiada a la urgente necesidad de viviendas obreras que requería el país, creando los primeros edificios colectivos destinados a este grupo social. Esto a la vez supuso un acercamiento más sustancial a las nuevas propuestas vinculadas al Movimiento Moderno. En conclusión, su quehacer hizo eco de los estilos vanguardistas y modernos que arribaron provenientes de Europa, pero reconociendo las realidades propias del país, de tal forma que la apropiación, y no la reproducción, fue su sello. En este proceso de adecuación al medio local, los modelos foráneos se desprenderán de muchas de sus principios rectores originales, lo que sumado a la impronta de un imaginario propio y original, convierten a sus creaciones en un caso singular en el contexto del la arquitectura chilena. ABSTRACT This research aims to add value to the work of Chilean architect Luciano Kulczewski, a professional who accomplished a key and distinctive role in the first half of the twentieth century, which is considered as a crucial period for the development of the Chilean architecture, since it corresponds to the arrive of Modernity in this country. While his figure is widely recognized, only a portion of his oeuvre is known (or acknowledged) by national historiography. Because of his work as a freelance professional and another administrative and political position he held in his life, it is possible to assume a larger corpus, as it was finally confirmed by this study. The copious documented cadastre allowed convincingly to identify the role and significance that this work fulfilled in the transition that made possible leaving behind the values imposed by Academicism, and thus to incorporate the modernization processes in the different fields of architecture. Therefore, the work of Kulczewski revealed itself as exemplary and paradigmatic. One of the most eloquent illustrations to this regard was the pioneering construction of high-rise buildings with a residential purpose. This typology drove him to work with new materials and constructive techniques, alongside with the need of introducing new modern technologies required by these architectonical advances for its operations, like the use of elevators and central heating systems. The study of the urban context of his work allowed also accounting the processes the major cities of the country went through in order to become 'modern' cities. In this context, it stands out the new urban conception linked to the idea of garden city, which was contrary to the practices of the traditional urbanism, and that implied new ways of articulating the city and that the use of new residential typologies. These urban notions were mainly echoed in the urbanizations that were made in the new districts of the city, scenario chosen by the architect for the concretion of innovative housing projects, nowadays thought as paradigmatic, and that were oriented for a new empowered and demanding social group: the middle class. His particular concern for social issues, which ones came into crisis with the arrival of the twentieth century, led him to take an active political role, culminating with an important administrative position in the first Radical Government that took place in the country. From that position, he could manage and provide adequate solutions to the urgent worker’s housing needs that required the country, creating the first collective buildings for this social group. This supposed a more substantial approach to new proposals of the Modern Movement. To conclude, his oeuvre was influenced by the avant-garde and modern styles that arrived from Europe, but with the proper adjustments to the local requirements, so that it is possible to say that appropriation more than reproduction was his hallmark. In this process, these features were transformed in order to get more flexibility for their adaptation to the Chilean needs that added to a personal and peculiar imaginary, which transformed his works into a unique case in the national architecture history.

La presente tesis doctoral aborda el estudio del proyecto de vivienda colectiva social desde la noción de norma, entendida desde la sistematización o normalización de los instrumentos del proyecto arquitectónico de vivienda protegida. Esto es, desde una idea de tipificación taxonómica en cuanto ajuste a un conjunto de reglas comunes productoras de sistemas normativos. La hipótesis de partida se basa en la consideración de la vivienda pública como un laboratorio de estudio histórico de los ideales de confort y calidad de vida. Este campo de pruebas ha constituido una sólida base que ha servido como punto de encuentro muy particular entre proyecto y normativa desde las primeras vanguardias europeas hasta la actualidad. El principal objetivo de la investigación es la revalorización de una normativa de vivienda que ha producido ejemplos de innegable calidad en el contexto nacional e internacional, así como un intento de actualización de su codificación. La investigación se sirve de los instrumentos específicos de la disciplina arquitectónica para explicar una disociación detectada desde la segunda mitad del siglo pasado entre la utopía del proyecto social de vivienda y el pragmatismo de la norma que lo regula, más allá de los aspectos sociales y culturales asociados a las nuevas composiciones familiares, las tecnologías cambiantes, los ritos domésticos contemporáneos o el valor creciente del tiempo libre. La propuesta de una nueva terminología que aborde nuevas relaciones en el acercamiento al proyecto de vivienda desde la normativa española deriva en un conjunto de estrategias de proyecto desde las que proponer sistemas normativos. Dichas estrategias se basan principalmente en mecanismos de cualificación espacial que permitan un nuevo acercamiento entre dichas normas y las formas de habitar actuales. ABSTRACT This doctoral thesis deals with the study of the project of social collective housing from the notion of rule, understanding it from the systematization or standardization of the instruments of architectural project for social housing. Thus, it deals with an idea of taxonomic typification as an adjustment to a set of common rules which produce regulation systems. The initial hypothesis is based on the consideration of public housing as a laboratory for studying the historical ideals of comfort and quality of life. This testing ground has been a solid base that has served as a very specific meeting point between project and regulations from the first European avant‐garde to nowadays. The main objective of this research is the revaluation of housing regulations, which have produced examples of undeniable quality in the national and international stage, as well as an attempt to update their codification. The research assumes the specific tools of the discipline of architecture for explaining a dissociation detected between the utopia of the project for social housing and the pragmatism of the regulations from the second half of last century, beyond social and cultural aspects associated to the new family arrangements, the changing technologies, the contemporary domestic rituals or the rising value of leisure time. The proposal of a new terminology that tackles new relations in the approach to housing project from the Spanish legislation results in a set of strategies to propose regulation systems. Those strategies are mainly based on mechanisms for spatial qualification which allow a new approach between these rules and the current ways of living.

This paper explores the urban rehabilitation projects promoted by the Spanish Government between 1992 and 2012 through housing plans. The analysis is based on the comparison of programmes and estimations gathered in these plans with actual housing production within this period in order to find the connection between sectoral housing planning and real estate cycles in these last twenty years. During the period under review, six state housing plans, that were mainly focused on the promotion of newly-constructed state-subsidised housing, were developed, including the Areas of Integrated Rehabilitation programmes (ARI programmes). In spite of the relevance and growing complexity of these programmes, these played a subsidiary role in the government housing policy and were insignificant regarding the whole real estate production in this period.

Fuel poverty can be defined as “the inability to afford adequate warmth in the home" and it is the result of the combination of three items: low household income, housing lack of energy efficiency and high energy bills. Although it affects a growing number of households within the European Union only some countries have an official definition for it. In 2013, the European Parliament claimed the Commission and Estate Members to develop different policies in order to fight household energy vulnerability. The importance of tackling fuel poverty is based on the critical consequences it has for human health living below certain temperatures. In Spain some advances have been made in this field but main existing studies remain at the statistical level and do not deepen the understanding of the problem from the perspective of dwelling indoor habitability conditions. What is more, this concept is yet to be officially defined. This paper presents the evaluation of fuel poverty in a building block of social housing located in the centre of Zaragoza and how this issue determined the strategies implemented in the energy retrofitting intervention project. At a first step, fuel poverty was appraised through the exploration of indoor thermal conditions. The adaptive thermal comfort (UNE-EN 15251:2008) method was used to establish the appropriate indoor temperatures and consequently to determine what can be called 'comfort gap'. Results were collated and verified with energy bills collection and a survey work that gathered data from neighbours. All this permitted pointing out those households more in need. Results from the social analysis combined with the evaluation of the building thermal performance determined the intervention. The renovation project was aimed at the implementation of passive strategies that improve households thermal comfort in order to alleviate households fuel poverty situation. This research is part of the project NewSolutions4OldHousing (LIFE10 ENV/ES/439) cofounded by the European Commission under the LIFE+ Programme.

The third Training School of the Action took place in Vitoria-Gasteiz (Basque country, Spain) from 24th to 26th September 2014. Vitoria-Gateiz has experimented an important urban outgrowth in the last decade, mainly through the planning and development of two new neighborhoods, Zabalgana and Salburúa, situated at the eastern and western border of the city, by the Greenbelt. These new development are well-equipped and designed according to sustainability principles. Nevertheless, among the main problems they present is their over-dimensioned public space, which creates some areas lacking enough density and mix of uses. On the other hand it is very expensive for the municipality to maintain these public space with the high Vitorian urban standards for public space. The proposed solution for this problem is a strategy of "re-densification" through the insertion of new uses The debate has arisen about which are the most adequate uses to insert in order to get an increasing of urban vitality, specially considering that housing has reached its peak and that Vitoria-Gasteiz is well served with social and sport amenities. The main goal of the TS was to offer an opportunity for the reflection about how urban agriculture might be an optimal alternative for the re-qualifying of this over-dimensioned public space in the new neighbourhoods, especially considering it synergic potential as a tool for production, leisure and landscaping, including the possibility of energy crops within the limits of urban space. Continuity with rural and natural surrounding area through alternatives for urban fringe at the small scale is a relevant issue to be considered as well within the reflection. Taking Zabalgana neighbourhood as a practical field for experiment, the Training School is conceived as a practical and intensive design charrette to be held during a whole day after two days of local knowledge-deepening through field visits and presentations.
