Participatory modeling for sustainable development in water and agrarian systems: potential and limits of stakeholder involvement

Public participation is increasingly advocated as a necessary feature of natural resources management. The EU Water Framework Directive (WFD) is such an example, as it prescribes participatory processes as necessary features in basin management plans (EC 2000). The rationale behind this mandate is that involving interest groups ideally yields higher-quality decisions, which are arguably more likely to meet public acceptance (Pahl-Wostl, 2006). Furthermore, failing to involve stakeholders in policy-making might hamper the implementation of management initiatives, as controversial decisions can lead pressure lobbies to generate public opposition (Giordano et al. 2005, Mouratiadou and Moran 2007).

To provide public and private actors at local, regional, national and European levels with methodologies to: – Create the conditions for them to gradually appropriate the problematic of long term rehabilitation following a situation of long‐lasting radioactive contamination; – Develop in their context appropriate means and tools for rehabilitation strategies; – Foster innovation and experimentation at territorial and national levels.

Empowerment Evaluation in Spain: The Critical Friend Role in Working with Rural Communities

Rural communities in Cuenca (Spain) are characterized by a great social dislocation, mostly due to the low population density in these areas. In this way, the existence of groups of citizens able to be active agents of their development process is a critical aspect for any community-based development process in this Spanish region. The Institute of Community Development of Cuenca (IDC) has been working with this type of groups for the last 30 years focusing on the organizational empowerment of the rural communities. Main tools in this process have been the empowerment evaluation approach and the critical friend role when helping the groups to achieve their objectives and reinforcing them. This chapter analyses the empowerment process and how the critical friend role is nourished by the facilitator figure.
