Resumo:
Port services, and in particular the cargo handling service, are responsible for the greatest share of costs incurred during the passage of cargo through a port. The provision of these services reliably and efficiently is crucial in a sector in which there is great opacity. This study has provided the responsible administration ? the Port Authority ? with a tool enabling objective decision making both when it comes to issuing the corresponding licenses and during the period of service provision. Furthermore, we have proposed a series of measures whose application would improve the conditions of service provision and reduce the costs incurred by the passage of cargo through the port.

Renewable energy sources are believed to reduce drastically greenhouse gas emissions that would otherwise be generated from fossil fuels used to generate electricity. This implies that a unit of renewable energy will replace a unit of fossil-fuel, with its CO2 emissions, on an equivalent basis (with no other effects on the grid). But, the fuel economy and emissions in the existing power systems are not proportional with the electricity production of intermittent sources due to cycling of the fossil fuel plants that make up the balance of the grid (i.e. changing the power output makes thermal units to operate less efficiently). This study focuses in the interactions between wind generation and thermal plants cycling, by establishing the levels of extra fuel use caused by decreased efficiencies of fossil back-up for wind electricity in Spain. We analyze the production of all thermal plants in 2011, studying different scenarios where wind penetration causes major deviations in programming, while we define a procedure for quantifying the carbon reductions by using emission factors and efficiency curves from the existing installations. The objectives are to discuss the real contributions of renewable energies to the environmental targets as well as suggest alternatives that would improve the reliability of future power systems.

This paper shows the Gini Coefficient, the dissimilarity Index and the Lorenz Curve for the Spanish Port System by type of goods from 1960 to the year 2010 for business units: Total traffic, Liquid bulk cargo, Solid bulk cargo, General Merchandise and Container (TEUs) with the aim of carcaterizar the Spanish port systems in these periods and propose future strategies.

The current deficit situation of the Spanish airport system suggests the need to manage this in a more efficient and profitable way. One of the possible options is through private management and being able to do this through Public Private Partnerships (PPP). This study analyzes the situation of the sector and its economic importance and the different possibilities for introducing private management in a public company, specifying the situation in the case of airports, presenting the advantages and disadvantages of these possibilities, and aiming at results obtained in other places where it has been applied. It is proposed that the ideal model for the introduction of private management would be through PPP models tailored to each airport, but having common characteristics according to the group they belong to. Finally, we observe that not all airports are commercially attractive, so that the PPP concept does not apply to all of them. In some cases even the operability itself is not viable at all, and that should be considered separately in order to avoid creating a private monopoly while trying to enhance competition among them.

Unravelling past flash flood activity in a forested mountain catchment of the Spanish Central System

Flash floods represent one of the most common natural hazards in mountain catchments, and are frequent in Mediterranean environments. As a result of the widespread lack of reliable data on past events, the understanding of their spatio-temporal occurrence and their climatic triggers remains rather limited. Here, we present a dendrogeomorphic reconstruction of past flash flood activity in the Arroyo de los Puentes stream (Sierra de Guadarrama, Spanish Central System). We analyze a total of 287 increment cores from 178 disturbed Scots pine trees (Pinus sylvestris L.) which yielded indications on 212 growth disturbances related to past flash flood impact. In combination with local archives, meteorological data, annual forest management records and highly-resolved terrestrial data (i.e., LiDAR data and aerial imagery), the dendrogeomorphic time series allowed dating 25 flash floods over the last three centuries, with a major event leaving an intense geomorphic footprint throughout the catchment in 1936. The analysis of meteorological records suggests that the rainfall thresholds of flash floods vary with the seasonality of events. Dated flash floods in the 20th century were primarily related with synoptic troughs owing to the arrival of air masses from north and west on the Iberian Peninsula during negative indices of the North Atlantic Oscillation. The results of this study contribute considerably to a better understanding of hazards related with hydrogeomorphic processes in central Spain in general and in the Sierra de Guadarrama National Park in particular.

This report analyzes the basis of hydrogen and power integration strategies, by using water electrolysis processes as a means of flexible energy storage at large scales. It is a prospective study, where the scope is to describe the characteristics of current power systems (like the generation technologies, load curves and grid constraints), and define future scenarios of hydrogen for balancing the electrical grids, considering the efficiency, economy and easiness of operations. We focus in the "Spanish case", which is a good example for planning the transition from a power system holding large reserve capacities, high penetration of renewable energies and limited interconnections, to a more sustainable energy system being capable to optimize the volumes, the regulation modes, the utilization ratios and the impacts of the installations. Thus, we explore a novel aspect of the "hydrogen economy" which is based in the potentials of existing power systems and the properties of hydrogen as energy carrier, by considering the electricity generation and demand globally and determining the optimal size and operation of the hydrogen production processes along the country; e.g. the cost production of hydrogen becomes viable for a base-load scenario with 58 TWh/year of power surplus at 0.025 V/kWh, and large number electrolyzer plants (50 MW) running in variable mode (1-12 kA/m2)

The principal risks in the railway industry are mainly associated with collisions, derailments and level crossing accidents. An understanding of the nature of previous accidents on the railway network is required to identify potential causes and develop safety systems and deploy safety procedures. Risk assessment is a process for determining the risk magnitude to assist with decision-making. We propose a three-step methodology to predict the mean number of fatalities in railway accidents. The first is to predict the mean number of accidents by analyzing generalized linear models and selecting the one that best fits to the available historical data on the basis of goodness-offit statistics. The second is to compute the mean number of fatalities per accident and the third is to estimate the mean number of fatalities. The methodology is illustrated on the Spanish railway system. Statistical models accounting for annual and grouped data for the 1992-2009 time period have been analyzed. After identifying the models for broad and narrow gauges, we predicted mean number of accidents and the number of fatalities for the 2010-18 time period.

This paper describes the UPM system for translation task at the EMNLP 2011 workshop on statistical machine translation (http://www.statmt.org/wmt11/), and it has been used for both directions: Spanish-English and English-Spanish. This system is based on Moses with two new modules for pre and post processing the sentences. The main contribution is the method proposed (based on the similarity with the source language test set) for selecting the sentences for training the models and adjusting the weights. With system, we have obtained a 23.2 BLEU for Spanish-English and 21.7 BLEU for EnglishSpanish

As it is defined in ATM 2000+ Strategy (Eurocontrol 2001), the mission of the Air Traffic Management (ATM) System is: “For all the phases of a flight, the ATM system should facilitate a safe, efficient, and expedite traffic flow, through the provision of adaptable ATM services that can be dimensioned in relation to the requirements of all the users and areas of the European air space. The ATM services should comply with the demand, be compatible, operate under uniform principles, respect the environment and satisfy the national security requirements.” The objective of this paper is to present a methodology designed to evaluate the status of the ATM system in terms of the relationship between the offered capacity and traffic demand, identifying weakness areas and proposing solutions. The first part of the methodology relates to the characterization and evaluation of the current system, while a second part proposes an approach to analyze the possible development limit. As part of the work, general criteria are established to define the framework in which the analysis and diagnostic methodology presented is placed. They are: the use of Air Traffic Control (ATC) sectors as analysis unit, the presence of network effects, the tactical focus, the relative character of the analysis, objectivity and a high level assessment that allows assumptions on the human and Communications, Navigation and Surveillance (CNS) elements, considered as the typical high density air traffic resources. The steps followed by the methodology start with the definition of indicators and metrics, like the nominal criticality or the nominal efficiency of a sector; scenario characterization where the necessary data is collected; network effects analysis to study the relations among the constitutive elements of the ATC system; diagnostic by means of the “System Status Diagram”; analytical study of the ATC system development limit; and finally, formulation of conclusions and proposal for improvement. This methodology was employed by Aena (Spanish Airports Manager and Air Navigation Service Provider) and INECO (Spanish Transport Engineering Company) in the analysis of the Spanish ATM System in the frame of the Spanish airspace capacity sustainability program, although it could be applied elsewhere.

This paper shows the Gini Coefficient of the Spanish bunkering, for the Spanish Port System 1960 to the year 2010 with the aim to describe the Spanish bunkering in these periods and propose future strategies. The stage of bunkering must change due to new regulations of marine fuels but to predict the future you must know the past On December 17 came into force on community standard marine fuels. After a complicated negotiation with the industry moves forward a project that is fully compliant with the guidelines of the International Maritime Organization (IMO) and limiting the sulphur and particulate matter of marine fuels used by ships calling or transit through maritime space of the European Union. The impact of a possible extension at European level of the Sulphur Emission Control Areas (SECA) as they are introduced in the Annex VI of the International Convention for the Prevention of Pollution From Ships, 1973 as modified by the Protocol of 1978 (MARPOL) adopted by the International Maritime Organisation (IMO).

In this paper, the dynamic response of a hydro power plant for providing secondary regulation reserve is studied in detail. Special emphasis is given to the elastic water column effects both in the penstock and the tailrace tunnel. For this purpose, a nonlinear model based on the analogy between mass and momentum conservation equations of a water conduit and those of wave propagation in transmission lines is used. The influence of the plant configuration and design parameters on the fulfilment of the Spanish Electrical System Operator requirements is analysed

This paper studies the effect of different penetration rates of plug-in hybrid electric vehicles (PHEVs) and electric vehicles (EV) in the Spanish electrical system. A stochastic model for the average trip evaluation and for the arriving and departure times is used to determine the availability of the vehicles for charging. A novel advanced charging algorithm is proposed, which avoids any communication among all agents. Its performance is determined through different charging scenarios.

Este proyecto analiza la situación actual de la estrategia de éxito en las universidades públicas españolas y la utilización del modelo de Cuadro de Mando Integral para optimizarla e implantarla de forma efectiva en la ETSI de Minas de Madrid. En primer lugar se analiza la estrategia para el éxito utilizada en el sistema educativo español y en concreto en las universidades públicas españolas. Posteriormente y a través del Cuadro de Mando Integral (CMI) se establecen las principales líneas estratégicas para el éxito de la gestión estratégica en las universidades españolas y particularmente en la ETSI. Minas. En este sentido, el CMI se diseña en función de la planificación estratégica que prevalezca en cada momento identificando una serie de indicadores e iniciativas para su implantación de forma efectiva y satisfactoria. ABSTRACT This project analyzes the current situation of the successful strategy of the Public Spanish Universities and the utilization of The Balanced Scorecard to optimize it and apply it in the ETSI de Minas de Madrid successfully. The development of this project starts with the analysis of the strategy used in the Spanish Education System focusing in the Public Spanish Universities. The Balanced Scorecard (BSC) is developed and the main strategic lines for the Public Spanish University are established focusing on the ETSI. Minas de Madrid. The BSC is designed following the institution strategy management, identifying a list of indicators and initiatives to implement the strategy successfully
