This article analyzes the characteristics of four different social enterprise schools of though (social economy, earned-income school in developed countries, earned-income in emerging countries, and social innovation) and the influence of the contextual elements (cultural, political, economic and social) on their configuration. This article draws on the qualitative discussions of social enterprise in different regions of the world. This paper is intended to contribute to the field of social enterprise by broadening the understanding of the influence of environment and institutions on the emergence of social enterprise.

The famous plan for Toulouse-Le Mirail, by Candilis/Josic/Woods (1961), proposed a radical and hitherto new public space, the dalle, an elevated linear ?stem? that wove the whole urban intervention and concentrated all the commercial, social and cultural activity of the neighbourhood. However, the project is today stigmatized as a total social failure. The dalle has been demolished and a traditional commercial street has been implemented. Was demolition the sole alternative for Le Mirail?s future? This paper aims at identifying certain themes around the conception of the dalle, capable of informing today?s theory and practice in the design of new shopping/public-scapes. It reflects on both the most positive values of the project and on its naiveties and mistakes, conscious of the social unrest that aggrandized them. Ultimately, it calls for a deeper reflection on the urban proposals of the Modern Movement, beyond demolition as the only possible solution.

Aunque los conjuntos de vivienda social carecen en Europa de un nivel de protección patrimonial comparable a otras áreas urbanas, las negociaciones que surgen a raíz del anuncio de su remodelación o rehabilitación resultan inexplicables si no se supone su aceptación como patrimonio por parte de algunos de los actores implicados. Nos encontraríamos entonces no con un repertorio patrimonial consolidado, sino ante un proceso de patrimonialización, entendido no sólo como el paso de la categoría de no-patrimonio a la de patrimonio mediante la protección jurídica o urbanística, sino también como la construcción del consenso social suficiente en torno la posesión de ciertos valores preexistentes, así como la producción y reproducción social e histórica de estos valores. Ante el incipiente proceso de patrimonialización de determinados Barrios de Promoción Oficial madrileños, la tesis aborda dos cuestiones fundamentales, los mecanismos que conducen a su construcción social e histórica como nuevos elementos patrimoniales, y la evolución y estado actual del conjunto de elementos eventualmente patrimonializables, los Barrios de Promoción Oficial madrileños. De esta forma, propone un modelo teórico del proceso de patrimonialización de los conjuntos de vivienda social, basado en la identificación de discursos, valores, sujetos y etapas, así como de su relación con las características físicas y sociales originales de los barrios y su evolución hasta la actualidad. Para ello, se reconstruye la evolución física, social y de la protección patrimonial de los Barrios de Promoción Oficial madrileños, y se analizan tres procesos concretos de patrimonialización, la participación de la Colonia del Tercio y Terol en la defensa ciudadana de las Colonias Históricas madrileñas (1973-1979), la incorporación de criterios patrimoniales en la rehabilitación integral del Poblado Dirigido de Caño Roto (1991-2004), y la protección patrimonial como obstáculo para la remodelación de la U.V.A. de Hortaleza (2004-2015). ABSTRACT Comparatively speaking, few social housing estates are legally protected as cultural heritage in Europe. However, when a physical intervention is announced, the ensuing negotiation often defies explanation unless one assumes that the estate is regarded as cultural heritage by some of the players involved. Therefore, one should not so much talk of social housing as heritage, but of the process of patrimonialisation, which refers not only to the change of these estates from the status of non-heritage to that of cultural heritage through their legal recognition, but also to the process that leads to the acknowledgment of certain values in these estates, and even the social and cultural shaping of these values. This thesis tackles two main issues: the mechanisms that lead to the social and historical construction of new heritage elements or repertoires, and the evolution and current status of the Barrios de Promoción Oficial in Madrid. It proposes a theoretical model of the process of patrimonialisation of social housing estates, based on the identification of discourses, values, subjects and phases, as well as its relationship with the original physical and social features of these estates and their further evolution up to the present. In order to do so, the changes in the physical and social features of the Barrios de Promoción Oficial and in their heritage protection are reconstructed, and three particular processes are analysed. These are the role of Colonia del Tercio y Terol in the citizens’ movement for the preservation of the Colonias Históricas in Madrid (1973-1979), the incorporation of conservation criteria in the refurbishment of Poblado Dirigido de Caño Roto (1991-2004), and heritage as an obstacle to urban renewal in U.V.A. de Hortaleza (2004-2015).

One of the advantages of social networks is the possibility to socialize and personalize the content created or shared by the users. In mobile social networks, where the devices have limited capabilities in terms of screen size and computing power, Multimedia Recommender Systems help to present the most relevant content to the users, depending on their tastes, relationships and profile. Previous recommender systems are not able to cope with the uncertainty of automated tagging and are knowledge domain dependant. In addition, the instantiation of a recommender in this domain should cope with problems arising from the collaborative filtering inherent nature (cold start, banana problem, large number of users to run, etc.). The solution presented in this paper addresses the abovementioned problems by proposing a hybrid image recommender system, which combines collaborative filtering (social techniques) with content-based techniques, leaving the user the liberty to give these processes a personal weight. It takes into account aesthetics and the formal characteristics of the images to overcome the problems of current techniques, improving the performance of existing systems to create a mobile social networks recommender with a high degree of adaptation to any kind of user.

La presente tesis doctoral aborda el estudio del proyecto de vivienda colectiva social desde la noción de norma, entendida desde la sistematización o normalización de los instrumentos del proyecto arquitectónico de vivienda protegida. Esto es, desde una idea de tipificación taxonómica en cuanto ajuste a un conjunto de reglas comunes productoras de sistemas normativos. La hipótesis de partida se basa en la consideración de la vivienda pública como un laboratorio de estudio histórico de los ideales de confort y calidad de vida. Este campo de pruebas ha constituido una sólida base que ha servido como punto de encuentro muy particular entre proyecto y normativa desde las primeras vanguardias europeas hasta la actualidad. El principal objetivo de la investigación es la revalorización de una normativa de vivienda que ha producido ejemplos de innegable calidad en el contexto nacional e internacional, así como un intento de actualización de su codificación. La investigación se sirve de los instrumentos específicos de la disciplina arquitectónica para explicar una disociación detectada desde la segunda mitad del siglo pasado entre la utopía del proyecto social de vivienda y el pragmatismo de la norma que lo regula, más allá de los aspectos sociales y culturales asociados a las nuevas composiciones familiares, las tecnologías cambiantes, los ritos domésticos contemporáneos o el valor creciente del tiempo libre. La propuesta de una nueva terminología que aborde nuevas relaciones en el acercamiento al proyecto de vivienda desde la normativa española deriva en un conjunto de estrategias de proyecto desde las que proponer sistemas normativos. Dichas estrategias se basan principalmente en mecanismos de cualificación espacial que permitan un nuevo acercamiento entre dichas normas y las formas de habitar actuales. ABSTRACT This doctoral thesis deals with the study of the project of social collective housing from the notion of rule, understanding it from the systematization or standardization of the instruments of architectural project for social housing. Thus, it deals with an idea of taxonomic typification as an adjustment to a set of common rules which produce regulation systems. The initial hypothesis is based on the consideration of public housing as a laboratory for studying the historical ideals of comfort and quality of life. This testing ground has been a solid base that has served as a very specific meeting point between project and regulations from the first European avant‐garde to nowadays. The main objective of this research is the revaluation of housing regulations, which have produced examples of undeniable quality in the national and international stage, as well as an attempt to update their codification. The research assumes the specific tools of the discipline of architecture for explaining a dissociation detected between the utopia of the project for social housing and the pragmatism of the regulations from the second half of last century, beyond social and cultural aspects associated to the new family arrangements, the changing technologies, the contemporary domestic rituals or the rising value of leisure time. The proposal of a new terminology that tackles new relations in the approach to housing project from the Spanish legislation results in a set of strategies to propose regulation systems. Those strategies are mainly based on mechanisms for spatial qualification which allow a new approach between these rules and the current ways of living.

Planning and Comunity Development: Case Studies, presents the findings of the inter-university Seminar held on 28?29 July 2011 and organized by researchers from the Technical University of Madrid and the University of California, Berkeley, who were fortunate to have the presence of the renowned Professor John Friedmann. Professors, researchers and PhD students from our research groups presented their works as scientific communications that were enriched by the debate among the different researches who attended the Seminar. All of them appear in the picture below in front of the gate of Haviland Hall at UC Berkeley. This book analyses the concept of planning and its evolution so far, leading to the conceptualization of governance as an expression of the planning practice. It also studies the role of social capital and cooperation as tools for the community development. The conceptual analysis is complemented by the development of six case studies that put forward experiences of planning and community development carried out in diverse social and cultural contexts of Latin-America, Europe and North America. This publication comes after more than 20 years of work of the researchers that met at the seminar. Through their work in managing development initiatives, they have learned lessons and have contribute to shape their own body of teaching that develops and analyses the role of planning in public domain to promote community development. This knowledge is synthesized in the model Planning as Working With People, that shows that development is not effective unless is promoted in continuous collaboration with all the actors involved in the process.

It started with the development of a karstic system between two types of rock (sandstone and Neogene conglomerates) as a result of the flow of a small stream. It continued with the use of the cave as a refuge and a hiding place during the Spanish Civil War and the aftermath and with the presence of some endemic species of bats and cave insects

La expansión de las ciudades hacia la periferia en las últimas décadas ha generado una serie de tejidos en colisión, donde los intersticios y los espacios residuales muestran la realidad de una ciudad dispersa. A esta serie de espacios intermedios los denominaremos “vacíos urbanos” y determinaremos una serie de factores que hagan posible su identificación Los vacíos urbanos son el objeto de la Tesis. El concepto “vacío urbano” adquiere un determinado significado para la investigación y se acota formulando una serie de parámetros para su definición. Definiremos los “vacíos urbanos” como espacios que han aparecido en el extrarradio de las ciudades, fruto de una expansión sin precedentes de las áreas urbanas. Han surgido como lugares residuales condicionados por elementos naturales o por infraestructuras, ligados a una temporalidad incierta, no inmersos en la dinámicas urbanas o habiendo perdido su funcionalidad. El objetivo de esta investigación es localizar y clasificar los vacíos existentes en la ciudad partiendo de la hipótesis de que es posible establecer una metodología para su reconocimiento y comprobación de los parámetros que los definen. La investigación centra su estudio en la ciudad de Zaragoza, como un ejemplo paradigmático, confirmando que la nueva fenomenología territorial, no sólo se manifiesta en dicha ciudad y en las áreas en concreto donde se ha estudiado, sino que más bien se trata de observarla como una serie de modelos tipológicos que respondan a un proceso de análisis. La propuesta metodológica de loa tesis pasa por reconocerlos, mostrarlos y darles una visibilidad que permita su clasificación, el desarrollo de un estudio de Áreas de la ciudad donde se localizan y un análisis de cada tipología de vacío urbano. Como instrumento metodológico se ha elaborado una detallada cartografía a diferentes escalas. La realización de los planos ha sido el medio de análisis que ha permitido localizar e interpretar los vacíos, complementado con unas escogidas fotografías de estos entornos. La metodología se convierte en un modo de descubrir y analizar los vacíos, el proceso conlleva la comprobación y la clasificación en una tipología. Según se han ido analizando nuevas áreas, se confirma como un hecho repetitivo exitoso y se observa que es aplicable a otras áreas urbanas de similares características, donde se den las condiciones principales de cada tipo. En general, deberán ser espacios localizados en la periferia de núcleos urbanos donde aparezcan fenómenos ligados a una expansión discontinua. Parece probable que el futuro de la ciudad se tenga que resolver en las próximas décadas sobre su actual extensión; bajo este supuesto, es trascendente la función que los vacíos puedan desempeñar en el futuro desarrollo urbano. Toda posibilidad de intervención precisará de una necesaria reinterpretación, puestas las miras en su potencial como elementos capaces de generar una rehabilitación urbana. A su vez se hace conveniente plantear una reflexión sobre estos espacios cargados de una dimensión social y cultural, como lugares capaces de articular y dotar de identidad al medio urbano. Los vacíos deberían protagonizar un papel relevante en la estructuración urbana, abriendo posibilidades para el tramado de la ciudad desde nuevas perspectivas. Una apuesta para que estos espacios libres pasen de ser el objetivo de procesos urbanizadores tradicionales, a ser considerados como oportunos elementos vertebradores de los entornos periurbanos, colaborando en el objetivo de una ciudad contemporánea sostenible. ABSTRACT In the last decades the city periphary expansion has provoked a series of matters to collide, where interstices and waste lands show the reality of a divided city. We shall determine a number of factors allowing us to treat these “in between” spaces, also called "urban voids" as identifiable elements. We will consider them the subject of the thesis and establish them as a "concept", delimiting the meaning of the research specifically acquired, defining, and formulating a set of parameters. "Urban voids" are defined as spaces that have appeared on the outskirts of cities, the result of an unprecedented expansion of urban areas. They have emerged as waste lands, conditioned by natural elements or infrastructure, related to uncertain temporality, not immersed in the urban dynamics, or having lost their functionality. It seems likely that in the upcoming decades, the future of the city will have to resolve its current way of expanding . It is under this assumption that urban voids, as intermediate spaces, will play an important role in future urban developments. Any possible intervention will require a necessary reinterpretation, closely watching their potential as elements capable of generating an urban rehabilitation. At the same time, we wish to reflect on these spaces, in many cases loaded with a social and cultural dimension, as places able to articulate and give identity to the urban environment. Based on the hypothesis that it is possible to establish a methodology for recognition and verification, the purpose of this research is to locate and classify the existing urban voids in the city. The research focuses its study on the city of Saragossa which can be seen as a paradigmatic example. The objective is to confirm that this new territorial phenomenology, not only manifests itself in Saragossa and specific areas under study, but also, can be observed as a series of typological models that respond to a review process. The methodological proposal will recognize, demonstrate, and exhibit these urban voids, in a light that will allow us to classify them, examine the different areas where they can be found, and develop a tipology analysis of each type of urban void found. The technical tool used in this research is a detailed mapping at different scales. A realization of plans, as a mean of analysis, supplemented with a few selected pictures of these environments, will facilitate the location and interpretation of these voids. This scholarly approach to discover and analyze urban voids will involve checking and classifying them in a typology. It has been confirmed as a successful constant regulator while exploring new areas. It will be apply to other urban areas with similar characteristics, that is, spaces located on the periphery of urban areas where expansion is linked to the appearence of discontinuous phenomena. The urban voids play a fundamental role within the urban structure, providing the city a weaving scheme with opportunities of fresh perspectives. The challenge for these free spaces is to move from being the consequence of traditional urban development processes, to being considered opportune backbone elements of peri-urban environments, and to finally contribute to the objectives of a sustainable contemporary city.

Intervention has taken different forms in different countries and periods of time. Moreover, recent episodes showed that in front of an imminent crisis, the promise of no interventions made by governments is barely credible. In this paper we address the problem of resolving banking crises from the government perspective, taking into account the fact that preventing banking crises is crucial for the government. In addition, we introduce the moral hazard problem, inherent in the banking system, and consider the interaction between regulation, policy measures and banks’ behavior. To the best of our knowledge, this is the first paper that compares different policy plans to resolve banking crises in an environment where insufficiently capitalized banks have incentives to take risk, and the government has to decide whether to provide public services or impede crises. We show that when individuals highly value public services then the best policy in terms of welfare is to apply the tax on early withdrawals, as the government can transfer those taxes to the whole population by investing in public services (although at some cost). Conversely, when individuals assign a low value to consuming public services, recapitalization is the dominant policy. Finally, when the probability of a crisis is sufficiently high, capital requirements should be used
