Speed enforcement on public roadways is an important issue in order to guarantee road security and to reduce the number and seriousness of traffic accidents. Traditionally, this task has been partially solved using radar and/or laser technologies and, more recently, using video-camera based systems. All these systems have significant shortcomings that have yet to be overcome. The main drawback of classical Doppler radar technology is that the velocity measurement fails when several vehicles are in the radars beam. Modern radar systems are able to measure speed and range between vehicle and radar. However, this is not enough to discriminate the lane where the vehicle is driving on. The limitation of several vehicles in the beam is overcome using laser technology. However, laser systems have another important limitation: They cannot measure the speed of several vehicles simultaneously. Novel video-camera systems, based on license plate identification, solve the previous drawbacks, but they have the problem that they can only measure average speed but never top-speed. This paper studies the feasibility of using an interferometric linear frequency modulated continuous wave radar to improve top-speed enforcement on roadways. Two different systems based on down-the-road and across-the-road radar configurations are presented. The main advantage of the proposed solutions is they can simultaneously measure speed, range, and lane of several vehicles, allowing the univocal identification of the offenders. A detailed analysis about the operation and accuracy of these solutions is reported. In addition, the feasibility of the proposed techniques has been demonstrated with simulations and real experiments using a Ka-band interferometric radar developed by our research group.

Software evolution, and particularly its growth, has been mainly studied at the file (also sometimes referred as module) level. In this paper we propose to move from the physical towards a level that includes semantic information by using functions or methods for measuring the evolution of a software system. We point out that use of functions-based metrics has many advantages over the use of files or lines of code. We demonstrate our approach with an empirical study of two Free/Open Source projects: a community-driven project, Apache, and a company-led project, Novell Evolution. We discovered that most functions never change; when they do their number of modifications is correlated with their size, and that very few authors who modify each; finally we show that the departure of a developer from a software project slows the evolution of the functions that she authored.

When an automobile passes over a bridge dynamic effects are produced in vehicle and structure. In addition, the bridge itself moves when exposed to the wind inducing dynamic effects on the vehicle that have to be considered. The main objective of this work is to understand the influence of the different parameters concerning the vehicle, the bridge, the road roughness or the wind in the comfort and safety of the vehicles when crossing bridges. Non linear finite element models are used for structures and multibody dynamic models are employed for vehicles. The interaction between the vehicle and the bridge is considered by contact methods. Road roughness is described by the power spectral density (PSD) proposed by the ISO 8608. To consider that the profiles under right and left wheels are different but not independent, the hypotheses of homogeneity and isotropy are assumed. To generate the wind velocity history along the road the Sandia method is employed. The global problem is solved by means of the finite element method. First the methodology for modelling the interaction is verified in a benchmark. Following, the case of a vehicle running along a rigid road and subjected to the action of the turbulent wind is analyzed and the road roughness is incorporated in a following step. Finally the flexibility of the bridge is added to the model by making the vehicle run over the structure. The application of this methodology will allow to understand the influence of the different parameters in the comfort and safety of road vehicles crossing wind exposed bridges. Those results will help to recommend measures to make the traffic over bridges more reliable without affecting the structural integrity of the viaduct

The objective of this study was to assess the potential of visible and near infrared spectroscopy (VIS+NIRS) combined with multivariate analysis for identifying the geographical origin of cork. The study was carried out on cork planks and natural cork stoppers from the most representative cork-producing areas in the world. Two training sets of international and national cork planks were studied. The first set comprised a total of 479 samples from Morocco, Portugal, and Spain, while the second set comprised a total of 179 samples from the Spanish regions of Andalusia, Catalonia, and Extremadura. A training set of 90 cork stoppers from Andalusia and Catalonia was also studied. Original spectroscopic data were obtained for the transverse sections of the cork planks and for the body and top of the cork stoppers by means of a 6500 Foss-NIRSystems SY II spectrophotometer using a fiber optic probe. Remote reflectance was employed in the wavelength range of 400 to 2500 nm. After analyzing the spectroscopic data, discriminant models were obtained by means of partial least square (PLS) with 70% of the samples. The best models were then validated using 30% of the remaining samples. At least 98% of the international cork plank samples and 95% of the national samples were correctly classified in the calibration and validation stage. The best model for the cork stoppers was obtained for the top of the stoppers, with at least 90% of the samples being correctly classified. The results demonstrate the potential of VIS + NIRS technology as a rapid and accurate method for predicting the geographical origin of cork plank and stoppers

The citys policy choices, with intensive investment in road and public transport infrastructure may explain why short-distance mobility is not as important as it could have been expected in those neighbourhoods with more pedestrian-friendly conditions. The metropolitan transport system is providing mobility conditions, which make far-away destinations attractive to most citizens.

One of the most important changes taking place in drylands worldwide is the increase of the cover and dominance of shrubs in areas formerly devoid of them (shrub encroachment). A large body of research has evaluated the causes and consequences of shrub encroachment for both ecosystem structure and functioning. However, there are virtually no studies evaluating how shrub encroachment affects the ability of ecosystems to maintain multiple functions and services simultaneously (multifunctionality). We aimed to do so by gathering data from ten ecosystem functions linked to the maintenance of primary production and nutrient cycling and storage (organic C, activity of β-glucosidase, pentoses, hexoses, total N, total available N, amino acids, proteins, available inorganic P, and phosphatase activity), and summarizing them in a multifunctionality index (M). We assessed how climate, species richness, anthropic factors (distance to the nearest town, sandy and asphalted road, and human population in the nearest town at several historical periods) and encroachment by sprouting shrubs impacted both the functions in isolation and M along a regional (ca. 350 km) gradient in Mediterranean grasslands and shrublands dominated by a non-sprouting shrub. Values of M were higher in those grasslands and shrublands containing sprouting shrubs (43 and 62%, respectively). A similar response was found when analyzing the different functions in isolation, as encroachment by sprouting shrubs increased functions by 2–80% compared to unencroached areas. Encroachment was the main driver of changes in M along the regional gradient evaluated, followed by anthropic factors and species richness. Climate had little effects on M in comparison to the other factors studied. Similar responses were observed when evaluating the functions in isolation. Overall, our results showed that M was higher at sites with higher sprouting shrub cover, longer distance to roads and higher perennial plant species richness. Our study is the first documenting that ecosystem multifunctionality in shrublands is enhanced by encroaching shrubs differing in size and leaf attributes. Our findings reinforce the idea that encroachment effects on ecosystem functioning cannot be generalized, and that are largely dependent on the traits of the encroaching shrub relative to those of the species being replaced.

The global economic structure, with its decentralized production and the consequent increase in freight traffic all over the world, creates considerable problems and challenges for the freight transport sector. This situation has led shipping to become the most suitable and cheapest way to transport goods. Thus, ports are configured as nodes with critical importance in the logistics supply chain as a link between two transport systems, sea and land. Increase in activity at seaports is producing three undesirable effects: increasing road congestion, lack of open space in port installations and a significant environmental impact on seaports. These adverse effects can be mitigated by moving part of the activity inland. Implementation of dry ports is a possible solution and would also provide an opportunity to strengthen intermodal solutions as part of an integrated and more sustainable transport chain, acting as a link between road and railway networks. In this sense, implementation of dry ports allows the separation of the links of the transport chain, thus facilitating the shortest possible routes for the lowest capacity and most polluting means of transport. Thus, the decision of where to locate a dry port demands a thorough analysis of the whole logistics supply chain, with the objective of transferring the largest volume of goods possible from road to more energy efficient means of transport, like rail or short-sea shipping, that are less harmful to the environment. However, the decision of where to locate a dry port must also ensure the sustainability of the site. Thus, the main goal of this article is to research the variables influencing the sustainability of dry port location and how this sustainability can be evaluated. With this objective, in this paper we present a methodology for assessing the sustainability of locations by the use of Multi-Criteria Decision Analysis (MCDA) and Bayesian Networks (BNs). MCDA is used as a way to establish a scoring, whilst BNs were chosen to eliminate arbitrariness in setting the weightings using a technique that allows us to prioritize each variable according to the relationships established in the set of variables. In order to determine the relationships between all the variables involved in the decision, giving us the importance of each factor and variable, we built a K2 BN algorithm. To obtain the scores of each variable, we used a complete cartography analysed by ArcGIS. Recognising that setting the most appropriate location to place a dry port is a geographical multidisciplinary problem, with significant economic, social and environmental implications, we consider 41 variables (grouped into 17 factors) which respond to this need. As a case of study, the sustainability of all of the 10 existing dry ports in Spain has been evaluated. In this set of logistics platforms, we found that the most important variables for achieving sustainability are those related to environmental protection, so the sustainability of the locations requires a great respect for the natural environment and the urban environment in which they are framed.

La consistencia del trazado puede interpretarse como la relación entre las características geométricas de una carretera y lo que espera encontrar el conductor que circula por ella. Si hay una correspondencia entre estos dos aspectos, la conducción puede hacerse de modo continuo, sin sobresaltos, lo que incide favorablemente sobre la seguridad en la circulación. Si bien hay una serie de recomendaciones desde el punto de vista geométrico para obtener trazados consistentes, esto no siempre se logra, y sólo en los últimos años se ha iniciado el estudio de metodologías para evaluar ésto, tanto en vías existentes como en vías proyectadas. La mayor parte de estas metodologías sólo considera el trazado en planta, olvidándose del trazado en alzado y de la coordinación entre los mismos. En esta Tesis doctoral se ha desarrollado una metodología para evaluar la consistencia del trazado en carreteras interurbanas de dos carriles que considera dichos aspectos. Para ello, se hizo un análisis exhaustivo de los índices de trazado, los cuales evalúan las características geométricas en planta y en alzado. Los índices se correlacionaron con la accidentalidad, para determinar cuál de ellos tiene mayor incidencia, encontrándose que es el cambio de curvatura vertical (VCCR); a este índice se le estableció un rango de calificación. Como elemento de evaluación complementario de análisis se seleccionó el perfil de velocidades de operación, procedimiento que ha sido probado en diferentes investigaciones, y del cual se desarrolló un modelo aplicado a Colombia. Para la coordinación de trazados en planta y alzado se evaluaron diferentes combinaciones geométricas, algunas de las cuales generaron reapariciones del trazado. Se ha definido un nuevo índice (Irt) que permite determinar numéricamente la posibilidad de que se presente esta situación, indeseable desde el punto de vista de la seguridad vial. La combinación de estos tres elementos permite una evaluación integral de los diferentes aspectos que inciden sobre la consistencia del trazado de una carretera. La metodología desarrollada se aplicó en el estudio de consistencia del trazado en algunas carreteras españolas y colombianas, ubicadas en distintos tipos de terreno. ABSTRACT Geometric Design Consistency can be defined as the relationship between the geometric characteristics of a road and what the driver expects to find when driving. If there is a correspondence between these two aspects, driving is smoother and unexpected events are minimized, which increases traffic safety conditions. Although from the geometric point of view there are several recommendations to ensure consistent designs, this is not always successfully applied. The study of methods to evaluate design consistency in existing and future routes has only begun in recent years. Most existing methods only consider the horizontal alignment of the road and overlook both the vertical alignment and the coordination that must exist between the vertical and the horizontal. The present Doctoral Thesis proposes a method to evaluate the geometric design consistency of a two-lane rural highway which considers all three of these aspects: the horizontal alignment, the vertical alignment and the coordination that must exist between them. In order to achieve this, several different alignment indices, that evaluate horizontal and vertical geometric characteristics, were thoroughly analyzed to determine their correlation with traffic accidents. The Vertical Curvature Change Rate (VCCR) index showed the highest correlation, and rating thresholds for this index have been established. To complement the evaluation, the operating speed profile, was chosen. This procedure has been extensively tested by several researchers. An operating speed prediction model adapted to Colombia was developed. To study the coordination between the horizontal and the vertical alignments of the road, several geometric combinations of the two were used. Some of these combinations generate undesirable losses of visibility. For this reason, a new index (Irt) was defined to numerically detect those cases, which are undesirable from the point of view of traffic safety. The combination of these three factors allows a comprehensive evaluation of the different aspects that affect the geometric design consistency of a highway. The methodology was applied to some Spanish and Colombian roads located in different types of terrain.

El presente trabajo se enmarca dentro del proyecto “Operación de Autopistas Seguras, Inteligentes y Sostenibles (OASIS)”, cuyo principal objetivo es definir la autopista del futuro, aquella que en su operación presentará niveles notablemente altas de seguridad, servicio al usuario y sostenibilidad. Para lograrlo, uno de los parámetros a tener en cuenta es la conservación y optimización del paisaje por el que discurren. Esta tesis desarrolla una metodología de valoración del paisaje de las autopistas, aplicando dicha metodología a diversos tramos de las autopistas gestionadas por empresas del proyecto (OHL Concesiones, Iridium y Abertis). El estudio se ha llevado a cabo en más de 2.000 km de autopistas, identificando los diferentes paisajes vistos desde la carretera y elaborando un catálogo de fotografías digitalizadas y georreferenciadas de los paisajes; desarrollando y aplicando una novedosa metodología de valoración de la calidad del paisaje; determinando las diferencias entre el paisaje percibido desde las autopistas por medio de fotografías y mediante la utilización de mapas representativos de paisaje; identificando los elementos de diseño paisajístico (puentes, estaciones de servicio, etc.) y estableciendo alternativas para su mejor adecuación paisajística; y estimando el impacto que provocan estas infraestructuras al observarse desde fuera. Es de esperar que las conclusiones extraídas de este proyecto permitan una mejor integración paisajística de las autopistas del futuro, convirtiéndose en instrumentos para mostrar paisajes de mayor calidad, y reduciendo el impacto como elementos modificadores del territorio. Summary This work is within the framework of the project "Operation of Safe, Intelligent and Sustainable Highways (OASIS)," whose main objective is to define the highway of the future, which in its operation will present significantly high levels of safety, customer service and sustainability. To achieve this, one of the parameters to consider is landscape conservation and improvement along highways. This thesis develops a methodology for assessing the landscape of highways, applying the model to different stretches of highway managed by project companies (OHL Concessions, Iridium and Abertis). The study was carried out in more than 2.000 km of highways, identifying the different landscapes seen from the road and developing a catalog of digitized and georeferenced photographs of landscapes; developing and applying a new methodology for assessing the quality of the landscape; determining the differences between the landscape seen from highways through photographs and use of landscape maps; identifying the landscape design elements (bridges, service area, etc.) and providing alternatives for better landscape; and integration estimating the impact that cause these infrastructures when viewed from outside. It is expected that the conclusions extract from this project allow to better landscape integrate of the future highways, become instruments to show higher quality landscapes, reducing the impact as modifiers´ elements of the territory.

Transportation modes produce many external costs such as congestion, accidents, and environmental impacts (pollution, noise and so on). From the microeconomic theory it is well known that in order to maximize social welfare, transportation modes should internalize the marginal costs they produce. Allocative efficiency is achieved when all transportation modes are priced at their social marginal cost. The objective of this research is to evaluate to what extent different passenger transport modes internalize their social marginal costs. This analysis is important since it affects the competitiveness of the different transport modes for a given OD pair. The case study analyzed is the corridor Madrid-Barcelona in Spain and the different transport modes have been considered (cars, buses, high-speed train and air). The research calculates the marginal social cost per user for each transportation mode, and it compares it with the average fare—allowing for the effect of discriminatory taxes—currently paid by the users. The external costs are calculated according to the guidelines established by the European Union. The gap between the marginal social cost and the price paid by users will provide the extra cost per passenger that each transport mode should have to pay for internalizing the external cost it produces. The research shows that external costs already produced by road and air transport modes are much higher than those produced by rail. However, the results show that road transport already internalizes every external costs it produces because users pay high fuel taxes. In other words, although rail transportation produces lower external costs, road transportation pays more than it should on the basis of the social marginal costs. The results of this work might be of help for Europ ean policy actions to be undertaken in the future.

En algunos países, como por ejemplo España, es común que entre un origen y un destino existan dos carreteras paralelas en las que existen ciertas diferencias. La más importante es que una de las vías es una autopista que ofrece a los usuarios una mayor comodidad y un menor tiempo de viaje a cambio del pago de un peaje, el cual no es necesario abonar en la carretera convencional paralela. Así, el problema de la tarificación vial ha sido estudiado en diversas ocasiones. Existe un amplio consenso en que para lograr el máximo bienestar social, los usuarios deben internalizar las externalidades que producen y no perciben a través de un peaje. Sin embargo, dicho peaje puede perjudicar a los usuarios con bajos ingresos. Dependiendo del objetivo (por ejemplo, maximizar el bienestar, maximizar la equidad social, la amortización de la construcción de la carretera, etc) el peaje óptimo podría variar sustancialmente. La literatura académica acerca de los peajes, la eficiencia y la equidad es vasta y diversa. Sin embargo, hemos encontrado una deficiencia en dicha literatura sobre el peaje óptimo, en corredores donde una carretera y una autopista con diferentes características de calidad compiten para capturar el tráfico. Particularmente no se ha encontrado ninguna investigación acerca del establecimiento del peaje que maximice el bienestar social o la equidad para distintas distribuciones del valor del tiempo de viaje (VTT), caracterizadas por su media y varianza. Por ello, el principal objetivo de la investigación es estimar la influencia que tiene la distribución de la renta de una sociedad sobre el peaje óptimo. La presente tesis doctoral trata de obtener, por medio de una metodología robusta, las diferentes políticas de peajes que los planificadores de transporte deberían llevar a cabo según la riqueza y cohesión social de los potenciales usuarios del corredor, la demanda y el objetivo que se busque con dicha tarificación, esto es, maximizar el bienestar social o la equidad. Adicionalmente también se obtienen los peajes óptimos dependiendo de si el corredor se encuentra totalmente tarificado o únicamente se debe pagar un peaje por circular en la autopista. In some countries, such as Spain, it is very common that in the same corridor there are two roads with the same origin and destination but with some differences. The most important contrast is that one is a toll highway which offers a better quality than the parallel road in exchange of a price. The users decide if the price of the toll worth to pay for the advantages offered. The problem of road pricing has been largely studied. It is well acknowledged that in order to achieve the maximum social welfare, users must internalize the externalities they produce and do not perceive through a toll. However, that toll can harm users with low income. Depending on the objective (e.g. maximize welfare, maximize social equity, amortize the construction of the road, etc) the optimal toll might vary substantially. The academic literature about pricing, efficiency and equity is vast and diverse. However, as far as we have found, there is a gap in the literature regarding the optimal price where a road and a highway with different quality characteristics compete for capturing the traffic in a corridor. Particularly we did not find any research estimating the optimal welfare price or the optimal equity price for different Value of Travel Time (VTT) distributions characterized by different VTT average and variance. The objective of the research is to fill this gap. In this research a theoretical model in order to obtain the optimal price in a toll highway that competes for capturing the traffic with a conventional road is developed. This model is done from the welfare and equity perspective and for non‐usual users who decide over the expectation of free flow conditions. The model is finally applied to the variables we want to focus on: average value of travel time (VTT) which is strongly related with income, dispersion of this VTT, different kind of distributions of VTT and traffic levels, from free flow to congestion. Furthermore, we also obtain the optimal tolls with the corridor completely charged or with untolled alternative.

Este Proyecto Fin de Grado (PFG) tiene como objetivo diseñar e implementar un sistema que genere un fichero de texto que contenga la configuración básica de un encaminador. De esta manera se desea mejorar la eficiencia del personal del departamento donde se va a implantar dicho sistema, liberando a los miembros del mismo de un trabajo repetitivo que se hace varias veces al día. Hasta ahora, esta configuración la realiza cada instalador. Para ello, una vez que se ha cargado y probado la configuración en distintos equipos de manera satisfactoria, se generan un conjunto de plantillas que sirven de modelo para las siguientes configuraciones. Aunque el instalador toma estas plantillas como punto de partida, tiene que modificar manualmente todas las variables que dependen de cada configuración particular. Por tanto, aunque no ha de ejecutar todos los comandos paso a paso, sí debe hacer una revisión total de cada plantilla para generar la configuración adecuada y después cargarla en el encaminador. Para cada configuración se consultan un total de entre tres y siete plantillas. Si a esto se añade que en el departamento se configuran encaminadores de la marca Cisco y Teldat, que de cada marca se utilizan distintos modelos y que la empresa ofrece cuatro tipos de servicio, cada uno con sus particularidades, la tarea de configurar un equipo es costosa. El sistema estará constituido por un servidor web que alojará una base de datos y un programa que permite realizar operaciones de consulta sobre la misma, un sitio web sencillo que hará las funciones de interfaz de usuario y una aplicación que permite generar el fichero de texto que contiene la configuración del encaminador en base a una serie de condicionantes. La base de datos desarrollada es una representación de la utilizada en el entorno real que tiene como objetivo realizar simulaciones del funcionamiento que tendrá el sistema. Por su parte, la funcionalidad del sitio web debe ser la de ofrecer al usuario una interfaz sencilla de utilizar y de interpretar, a través de la cual se puedan realizar consultas a la base de datos así como presentar los resultados de dichas consultas de forma ordenada. La aplicación se encargará de validar los datos a partir de los que se va a generar la configuración, determinar qué plantillas se deben consultar en función a aspectos como el servicio a configurar o la marca del encaminador y finalmente generar el fichero de texto resultado. De este modo, el instalador simplemente tendrá que volcar la información de dicho fichero sobre el encaminador. El sistema se ha diseñado de manera que sea lo más flexible a cambios, puesto que la idea de los miembros del departamento es ampliar la funcionalidad de esta herramienta. ABSTRACT. This Final Degree Project is focused on the design and implementation of a system which is able to generate a text file that contains the basic configuration of a router. With this system we want to improve the efficiency of the department members where this system is going to be introduced, releasing them from repetitive work which is done several times per day. Up to now, each installer has to configure the router manually. After checking the configuration of several devices successfully, they create a set of templates which work as models. Although the installers use those templates, they have to modify the variables that depend on the specific features of each kind of configuration. Thus, even though they don´t have to execute the commands step by step, they have to do a review of each used template in order to generate the right configuration. For each configuration, three to seven templates have to be checked. In addition, if the configured routers are both Cisco and Teldat, there are several models per brand and the company offers four types of services to be installed, so the configuration becomes a hard task to do. The system is comprised of a web server in which both the database and the program responsible for doing queries are hosted, a simple web site that will be the graphic user interface, and an application focused on generating the text file which contains the router configuration based on a set of conditions. The developed database is the representation of the real one and its aim is to simulate the way the system will work. The function of the web site is to offer an easy interface whereby you can submit a query or you can see the obtained results as a data table. Furthermore, the application has to validate the data in which the text file with the router configuration is based on. Then, it has to decide which templates it is going to use according to different aspects, such as the brand of the router or the type of service we want to configure. Finally, the application generates a text file with the necessary commands. As a result of this, the user of the system only has to copy the contents of this file to the router. The system has been designed to be flexible to changes because the members of the department want to increase the utility of this tool in the future.

La estructura económica mundial, con centros de producción y consumo descentralizados y el consiguiente aumento en el tráfico de mercancías en todo el mundo, crea considerables problemas y desafíos para el sector del transporte de mercancías. Esta situación ha llevado al transporte marítimo a convertirse en el modo más económico y más adecuado para el transporte de mercancías a nivel global. De este modo, los puertos marítimos se configuran como nodos de importancia capital en la cadena de suministro al servir como enlace entre dos sistemas de transporte, el marítimo y el terrestre. El aumento de la actividad en los puertos marítimos produce tres efectos indeseables: el aumento de la congestión vial, la falta de espacio abierto en las instalaciones portuarias y un impacto ambiental significativo en los puertos marítimos. Los puertos secos nacen para favorecer la utilización de cada modo de transporte en los segmentos en que resultan más competitivos y para mitigar estos problemas moviendo parte de la actividad en el interior. Además, gracias a la implantación de puertos secos es posible discretizar cada uno de los eslabones de la cadena de transporte, permitiendo que los modos más contaminantes y con menor capacidad de transporte tengan itinerarios lo más cortos posible, o bien, sean utilizados únicamente para el transporte de mercancías de alto valor añadido. Así, los puertos secos se presentan como una oportunidad para fortalecer las soluciones intermodales como parte de una cadena integrada de transporte sostenible, potenciando el transporte de mercancías por ferrocarril. Sin embargo, su potencial no es aprovechado al no existir una metodología de planificación de la ubicación de uso sencillo y resultados claros para la toma de decisiones a partir de los criterios ingenieriles definidos por los técnicos. La decisión de dónde ubicar un puerto seco exige un análisis exhaustivo de toda la cadena logística, con el objetivo de transferir el mayor volumen de tráfico posible a los modos más eficientes desde el punto de vista energético, que son menos perjudiciales para el medio ambiente. Sin embargo, esta decisión también debe garantizar la sostenibilidad de la propia localización. Esta Tesis Doctoral, pretende sentar las bases teóricas para el desarrollo de una herramienta de Herramienta de Ayuda a la Toma de Decisiones que permita establecer la localización más adecuada para la construcción de puertos secos. Este primer paso es el desarrollo de una metodología de evaluación de la sostenibilidad y la calidad de las localizaciones de los puertos secos actuales mediante el uso de las siguientes técnicas: Metodología DELPHI, Redes Bayesianas, Análisis Multicriterio y Sistemas de Información Geográfica. Reconociendo que la determinación de la ubicación más adecuada para situar diversos tipos de instalaciones es un importante problema geográfico, con significativas repercusiones medioambientales, sociales, económicos, locacionales y de accesibilidad territorial, se considera un conjunto de 40 variables (agrupadas en 17 factores y estos, a su vez, en 4 criterios) que permiten evaluar la sostenibilidad de las localizaciones. El Análisis Multicriterio se utiliza como forma de establecer una puntuación a través de un algoritmo de scoring. Este algoritmo se alimenta a través de: 1) unas calificaciones para cada variable extraídas de información geográfica analizada con ArcGIS (Criteria Assessment Score); 2) los pesos de los factores obtenidos a través de un cuestionario DELPHI, una técnica caracterizada por su capacidad para alcanzar consensos en un grupo de expertos de muy diferentes especialidades: logística, sostenibilidad, impacto ambiental, planificación de transportes y geografía; y 3) los pesos de las variables, para lo que se emplean las Redes Bayesianas lo que supone una importante aportación metodológica al tratarse de una novedosa aplicación de esta técnica. Los pesos se obtienen aprovechando la capacidad de clasificación de las Redes Bayesianas, en concreto de una red diseñada con un algoritmo de tipo greedy denominado K2 que permite priorizar cada variable en función de las relaciones que se establecen en el conjunto de variables. La principal ventaja del empleo de esta técnica es la reducción de la arbitrariedad en la fijación de los pesos de la cual suelen adolecer las técnicas de Análisis Multicriterio. Como caso de estudio, se evalúa la sostenibilidad de los 10 puertos secos existentes en España. Los resultados del cuestionario DELPHI revelan una mayor importancia a la hora de buscar la localización de un Puerto Seco en los aspectos tenidos en cuenta en las teorías clásicas de localización industrial, principalmente económicos y de accesibilidad. Sin embargo, no deben perderse de vista el resto de factores, cuestión que se pone de manifiesto a través del cuestionario, dado que ninguno de los factores tiene un peso tan pequeño como para ser despreciado. Por el contrario, los resultados de la aplicación de Redes Bayesianas, muestran una mayor importancia de las variables medioambientales, por lo que la sostenibilidad de las localizaciones exige un gran respeto por el medio natural y el medio urbano en que se encuadra. Por último, la aplicación práctica refleja que la localización de los puertos secos existentes en España en la actualidad presenta una calidad modesta, que parece responder más a decisiones políticas que a criterios técnicos. Por ello, deben emprenderse políticas encaminadas a generar un modelo logístico colaborativo-competitivo en el que se evalúen los diferentes factores tenidos en cuenta en esta investigación. The global economic structure, with its decentralized production and the consequent increase in freight traffic all over the world, creates considerable problems and challenges for the freight transport sector. This situation has led shipping to become the most suitable and cheapest way to transport goods. Thus, ports are configured as nodes with critical importance in the logistics supply chain as a link between two transport systems, sea and land. Increase in activity at seaports is producing three undesirable effects: increasing road congestion, lack of open space in port installations and a significant environmental impact on seaports. These adverse effects can be mitigated by moving part of the activity inland. Implementation of dry ports is a possible solution and would also provide an opportunity to strengthen intermodal solutions as part of an integrated and more sustainable transport chain, acting as a link between road and railway networks. In this sense, implementation of dry ports allows the separation of the links of the transport chain, thus facilitating the shortest possible routes for the lowest capacity and most polluting means of transport. Thus, the decision of where to locate a dry port demands a thorough analysis of the whole logistics supply chain, with the objective of transferring the largest volume of goods possible from road to more energy efficient means of transport, like rail or short-sea shipping, that are less harmful to the environment. However, the decision of where to locate a dry port must also ensure the sustainability of the site. Thus, the main goal of this dissertation is to research the variables influencing the sustainability of dry port location and how this sustainability can be evaluated. With this objective, in this research we present a methodology for assessing the sustainability of locations by the use of Multi-Criteria Decision Analysis (MCDA) and Bayesian Networks (BNs). MCDA is used as a way to establish a scoring, whilst BNs were chosen to eliminate arbitrariness in setting the weightings using a technique that allows us to prioritize each variable according to the relationships established in the set of variables. In order to determine the relationships between all the variables involved in the decision, giving us the importance of each factor and variable, we built a K2 BN algorithm. To obtain the scores of each variable, we used a complete cartography analysed by ArcGIS. Recognising that setting the most appropriate location to place a dry port is a geographical multidisciplinary problem, with significant economic, social and environmental implications, we consider 41 variables (grouped into 17 factors) which respond to this need. As a case of study, the sustainability of all of the 10 existing dry ports in Spain has been evaluated. In this set of logistics platforms, we found that the most important variables for achieving sustainability are those related to environmental protection, so the sustainability of the locations requires a great respect for the natural environment and the urban environment in which they are framed.

El consumo de combustible en un automóvil es una característica que se intenta mejorar continuamente debido a los precios del carburante y a la creciente conciencia medioambiental. Esta tesis doctoral plantea un algoritmo de optimización del consumo que tiene en cuenta las especificaciones técnicas del vehículo, el perfil de orografía de la carretera y el tráfico presente en ella. El algoritmo de optimización calcula el perfil de velocidad óptima que debe seguir el vehículo para completar un recorrido empleando un tiempo de viaje especificado. El cálculo del perfil de velocidad óptima considera los valores de pendiente de la carretera así como también las condiciones de tráfico vehicular de la franja horaria en que se realiza el recorrido. El algoritmo de optimización reacciona ante condiciones de tráfico cambiantes y adapta continuamente el perfil óptimo de velocidad para que el vehículo llegue al destino cumpliendo el horario de llegada establecido. La optimización de consumo es aplicada en vehículos convencionales de motor de combustión interna y en vehículos híbridos tipo serie. Los datos de consumo utilizados por el algoritmo de optimización se obtienen mediante la simulación de modelos cuasi-estáticos de los vehículos. La técnica de minimización empleada por el algoritmo es la Programación Dinámica. El algoritmo divide la optimización del consumo en dos partes claramente diferenciadas y aplica la Programación Dinámica sobre cada una de ellas. La primera parte corresponde a la optimización del consumo del vehículo en función de las condiciones de tráfico. Esta optimización calcula un perfil de velocidad promedio que evita, cuando es posible, las retenciones de tráfico. El tiempo de viaje perdido durante una retención de tráfico debe recuperarse a través de un aumento posterior de la velocidad promedio que incrementaría el consumo del vehículo. La segunda parte de la optimización es la encargada del cálculo de la velocidad óptima en función de la orografía y del tiempo de viaje disponible. Dado que el consumo de combustible del vehículo se incrementa cuando disminuye el tiempo disponible para finalizar un recorrido, esta optimización utiliza factores de ponderación para modular la influencia que tiene cada una de estas dos variables en el proceso de minimización. Aunque los factores de ponderación y la orografía de la carretera condicionan el nivel de ahorro de la optimización, los perfiles de velocidad óptima calculados logran ahorros de consumo respecto de un perfil de velocidad constante que obtiene el mismo tiempo de recorrido. Las simulaciones indican que el ahorro de combustible del vehículo convencional puede lograr hasta un 8.9% mientras que el ahorro de energía eléctrica del vehículo híbrido serie un 2.8%. El algoritmo fusiona la optimización en función de las condiciones del tráfico y la optimización en función de la orografía durante el cálculo en tiempo real del perfil óptimo de velocidad. La optimización conjunta se logra cuando el perfil de velocidad promedio resultante de la optimización en función de las condiciones de tráfico define los valores de los factores de ponderación de la optimización en función de la orografía. Aunque el nivel de ahorro de la optimización conjunta depende de las condiciones de tráfico, de la orografía, del tiempo de recorrido y de las características propias del vehículo, las simulaciones indican ahorros de consumo superiores al 6% en ambas clases de vehículo respecto a optimizaciones que no logran evitar retenciones de tráfico en la carretera. ABSTRACT Fuel consumption of cars is a feature that is continuously being improved due to the fuel price and an increasing environmental awareness. This doctoral dissertation describes an optimization algorithm to decrease the fuel consumption taking into account the technical specifications of the vehicle, the terrain profile of the road and the traffic conditions of the trip. The algorithm calculates the optimal speed profile that completes a trip having a specified travel time. This calculation considers the road slope and the expected traffic conditions during the trip. The optimization algorithm is also able to react to changing traffic conditions and tunes the optimal speed profile to reach the destination within the specified arrival time. The optimization is applied on a conventional vehicle and also on a Series Hybrid Electric vehicle (SHEV). The fuel consumption optimization algorithm uses data obtained from quasi-static simulations. The algorithm is based on Dynamic Programming and divides the fuel consumption optimization problem into two parts. The first part of the optimization process reduces the fuel consumption according to foreseeable traffic conditions. It calculates an average speed profile that tries to avoid, if possible, the traffic jams on the road. Traffic jams that delay drivers result in higher vehicle speed to make up for lost time. A higher speed of the vehicle within an already defined time scheme increases fuel consumption. The second part of the optimization process is in charge of calculating the optimal speed profile according to the road slope and the remaining travel time. The optimization tunes the fuel consumption and travel time relevancies by using two penalty factors. Although the optimization results depend on the road slope and the travel time, the optimal speed profile produces improvements of 8.9% on the fuel consumption of the conventional car and of 2.8% on the spent energy of the hybrid vehicle when compared with a constant speed profile. The two parts of the optimization process are combined during the Real-Time execution of the algorithm. The average speed profile calculated by the optimization according to the traffic conditions provides values for the two penalty factors utilized by the second part of the optimization process. Although the savings depend on the road slope, traffic conditions, vehicle features, and the remaining travel time, simulations show that this joint optimization process can improve the energy consumption of the two vehicles types by more than 6%.
