In recent years, a variety of systems have been developed that export the workflows used to analyze data and make them part of published articles. We argue that the workflows that are published in current approaches are dependent on the specific codes used for execution, the specific workflow system used, and the specific workflow catalogs where they are published. In this paper, we describe a new approach that addresses these shortcomings and makes workflows more reusable through: 1) the use of abstract workflows to complement executable workflows to make them reusable when the execution environment is different, 2) the publication of both abstract and executable workflows using standards such as the Open Provenance Model that can be imported by other workflow systems, 3) the publication of workflows as Linked Data that results in open web accessible workflow repositories. We illustrate this approach using a complex workflow that we re-created from an influential publication that describes the generation of 'drugomes'.

The province of Salta is located the Northwest of Argentina in the border with Bolivia, Chile and Paraguay. Its Capital is the city of Salta that concentrates half of the inhabitants of the province and has grown to 600000 hab., from a small active Spanish town well founded in 1583. The city is crossed by the Arenales River descending from close mountains at North, source of water and end of sewers. But with actual growing it has become a focus of infection and of remarkable unhealthiness. It is necessary to undertake a plan for the recovery of the river, directed to the attainment of the well-being and to improve the life?s quality of the Community. The fundamental idea of the plan is to obtain an ordering of the river basin and an integral management of the channel and its surroundings, including the cleaning out. The improvement of the water?s quality, the healthiness of the surroundings and the improvement of the environment, must go hand by hand with the development of sport activities, of relaxation, tourism, establishment of breeding grounds, kitchen gardens, micro enterprises with clean production and other actions that contribute to their benefit by the society, that being a basic factor for their care and sustainable use. The present pollution is organic, chemical, industrial, domestic, due to the disposition of sweepings and sewer effluents that affects not only the flora and small fauna, destroying the biodiversity, but also to the health of people living in their margins. Within the plan it will be necessary to consider, besides hydric and environmental cleaning and the prevention of floods, the planning of the extraction of aggregates, the infrastructure and consolidation of margins works and the arrangement of all the river basin. It will be necessary to consider the public intervention at state, provincial and local level, and the private intervention. In the model it has been necessary to include the sub-model corresponding to the election of the entity to be the optimal instrument to reach the proposed objectives, giving an answer to the social, environmental and economic requirements. For that the authors have used multi-criteria decision methods to qualify and select alternatives, and for the programming of their implementation. In the model the authors have contemplated the short, average and long term actions. They conform a Paretooptimal alternative which secures the ordering, integral and suitable management of the basin of the Arenales River, focusing on its passage by the city of Salta.

We describe lpdoc, a tool which generates documentation manuals automatically from one or more logic program source files, written in Ciao, ISO-Prolog, and other (C)LP languages. It is particularly useful for documenting library modules, for which it automatically generates a rich description of the module interface. However, it can also be used quite successfully to document full applications. A fundamental advantage of using lpdoc is that it helps maintaining a true correspondence between the program and its documentation, and also identifying precisely to what versión of the program a given printed manual corresponds. The quality of the documentation generated can be greatly enhanced by including within the program text assertions (declarations with types, modes, etc. ...) for the predicates in the program, and machine-readable comments. One of the main novelties of lpdoc is that these assertions and comments are written using the Ciao system asseriion language, which is also the language of communication between the compiler and the user and between the components of the compiler. This allows a significant synergy among specification, debugging, documentation, optimization, etc. A simple compatibility library allows conventional (C)LP systems to ignore these assertions and comments and treat normally programs documented in this way. The documentation can be generated interactively from emacs or from the command line, in many formats including texinfo, dvi, ps, pdf, info, ascii, html/css, Unix nroff/man, Windows help, etc., and can include bibliographic citations and images, lpdoc can also genérate "man" pages (Unix man page format), nicely formatted plain ASCII "readme" files, installation scripts useful when the manuals are included in software distributions, brief descriptions in html/css or info formats suitable for inclusión in on-line Índices of manuals, and even complete WWW and info sites containing on-line catalogs of documents and software distributions. Este trabajo estudia la aportación que los métodos de agregación de juicios de expertos pueden realizar en el cálculo de la peligrosidad sísmica de emplazamientos. Se han realizado cálculos en dos emplazamientos de la Península Ibérica: Mugardos (La Coruña) y Cofrentes (Valencia) que están sometidos a regímenes tectónicos distintos y que, además, alojan instalaciones industriales de gran responsabilidad. Las zonas de estudio, de 320 Km de radio, son independientes. Se ha aplicado un planteamiento probabilista a la estimación de la tasa anual de superación de valores de la aceleración horizontal de pico y se ha utilizado el Método de Montecarlo para incorporar a los resultados la incertidumbre presente en los datos relativos a la definición de cada fuente sismogenética y de su sismicidad. Los cálculos se han operado mediante un programa de ordenador, desarrollado para este trabajo, que utiliza la metodología propuesta por el Senior Seismic Hazard Analysis Commitee (1997) para la NRC. La primera conclusión de los resultados ha sido que la Atenuación es la fuente principal de incertidumbre en las estimaciones de peligrosidad en ambos casos. Dada la dificultad de completar los datos históricos disponibles de esta variable se ha estudiado el comportamiento de cuatro métodos matemáticos de agregación de juicios de expertos a la hora de estimar una ley de atenuación en un emplazamiento. Los datos de partida se han obtenido del Catálogo de Isosistas del IGN. Los sismos utilizados como variables raíz se han elegido con el criterio de cubrir uniformemente la serie histórica disponible y los valores de magnitud observados. Se ha asignado un panel de expertos particular a cada uno de los dos emplazamientos y se han aplicado a sus juicios los métodos de Cooke, equipesos, Apostolakis_Mosleh y Morris. Sus propuestas se han comparado con los datos reales para juzgar su eficacia y su facilidad de operación. A partir de los resultados se ha concluido que el método de Cooke ha mostrado el comportamiento más eficiente y robusto para ambos emplazamientos. Este método, además, ha permitido identificar, razonadamente, a aquellos expertos que no deberían haberse introducido en un panel. The present work analyses the possible contribution of the mathematical methods of aggregation in the assessment of Seismic Hazzard. Two sites, in the Iberian Peninsula, have been considered: Mugardos ( La Coruña) and Cofrentes (Valencia).Both of them are subjected to different tectonic regimes an both accommodate high value industrial plants. Their areas of concern, with radius of 320 Km, are not overlapping. A probabilistic approach has been applied in the assessment the annual probability of exceedence of the horizontal peak acceleration. The Montecarlo Method has allowed to transfer the uncertainty in the models and parameters to the final results. A computer program has been developed for this purpose. The methodology proposed by the Senior Seismic Analysis Committee (1997) for the NRC has been considered. Attenuation in Ground motion has been proved to be the main source of uncertainty in seismic hazard for both sites. Taking into account the difficulties to complete existing historical data in this subject the performance of four mathematical methods of aggregation has been studied. Original data have been obtained from the catalogs of the Spanish National Institute of Geography. The seismic events considered were chosen to cover evenly the historical records and the observed values of magnitude. A panel of experts have been applied to each site and four aggregation methods have been developed : equal weights, Cooke, Apostolakis-Mosleh and Morris The four proposals have been compaired with the actual data to judge their performance and ease of application. The results have shown that the Method of Cooke have proved the most efficient and robust for both sites. This method, besides, allow the reasoned identification of those experts who should be rejected from the panel

Este proyecto es una documentación sintetizada, para los alumnos de Grado en Imagen y Sonido, de todos los conceptos que conciernen a la asignatura Sistemas Audiovisuales. No obstante puede servir para todo aquel al que le interese la materia, sin ser necesariamente estudiante. El material se basa en la recopilación de libros de diversos autores, páginas web y catálogos de productos de empresas del sector audiovisual. Se intenta con esto incentivar en el auto-aprendizaje, proporcionando multitud de fuentes de información. El documento se ha dividido en dos bloques temáticos correspondientes a los temas: 1- Dispositivos de captación y reproducción de sonido e imagen. 2- Señales y formatos de audio y vídeo. Aunque no es tema de este proyecto pero si de la asignatura hay que nombrar el tercer bloque temático, Introducción a los sistemas de transmisión de audio y vídeo. Dado que hay suficiente documentación de estudio sobre éste se ha optado por no incluirlo. Cada bloque temático a su vez contiene cuatro unidades didácticas. Cada unidad se ha desarrollado de manera independiente a las demás, es decir, que cada unidad puede ser estudiada sin necesidad de recurrir a otras unidades para comprender la/s que interesa/n. Por otro lado hay que remarcar que todos los capítulos tienen relación entre sí. La documentación se complementa al final de cada unidad didáctica con un test de evaluación que a su vez ha sido publicado dentro del entorno de Moodle en la página correspondiente a la asignatura. Para ello se ha accedido a esta plataforma on line con el rol de editor de contenido. Para la elaboración de los cuestionarios se han tomado los conceptos clave de cada unidad didáctica, de esta manera los alumnos pueden saber si han comprendido lo que se explica en la documentación y mejorar así sus conocimientos. Para la redacción y estructuración de cada unidad didáctica, así como el documento en general, se ha cogido como referencia la Taxonomía de objetivos de la Educación o Taxonomía de Bloom. Dado que el dominio cognitivo del lector se encuadra dentro del ‘nivel de comprensión’, el documento no resulta tedioso en su estudio. No obstante introduce al alumno en los temas más importantes de la materia, proporcionando una base sólida de conocimiento en sistemas audiovisuales. Es precisamente el interés en hacer lo más accesible posible este documento lo que ha dificultado su elaboración, ya que el área de estudio es muy extensa y es difícil sintetizar sin eliminar contenido importante. No obstante para hacer más fiable el documento se ha seguido las pautas temáticas y argumentales marcadas por el Departamento Ingeniería Audiovisual y Comunicaciones de la Escuela Universitaria de Ingeniería Técnica de Telecomunicaciones de la Universidad Politécnica de Madrid verificando cada uno de los capítulos con los profesores de este departamento. Al tratarse de un proyecto con fines académicos, el texto se ha apoyado por figuras, esquemas, tablas, anexos y desarrollo de ecuaciones para hacer más comprensible lo que se expone. Algunos de estas informaciones se incluyen en inglés y no se ha creído conveniente su traducción dado que gran parte de la información que encontrará el alumno a lo largo de la carrera vendrá escrita en este idioma. Por último hay que decir al lector que es conveniente, pero no necesario, tener ciertas nociones de cálculo, álgebra, ondas y circuitos para seguir con fluidez lo que a continuación se expone. ABSTRACT. This project concerns all the concepts and topics of the subject Audiovisual Systems. It has been created for students of Sound and Image Degree, however everyone who's interested in this subject could use it even if isn’t a student. The document is divided into two main thematic sections corresponding to the topics: 1- Catchment and reproduction devices of sound and image. 2- Audio and video signals and formats. Even if this subject it isn’t mention in this project, it’s very important to quote a third important thematic of this block , such as Introduction about Transmission of Audio and Video System. Since there is enough study-documentation about this topic, it has been taken the choice to don’t integrate this chapter in this project. Every thematic block in this project is divided in chapters that have been developed in an independent way: that’s means that for each unit it is not necessary to look forward to other chapters in this project On the other hand it is necessary to emphasize that all the chapters are related one to each other. Every didactic unit and chapter ends with an evaluation test , that has been published with Moodle System using a content editor account. Those exercises will help in a easy way the student to improve his skills and his own ability. Collection of books of various authors, websites and product catalogs of audiovisual companies are used in this document and are included for stimulate the curiosity of the student. The key concepts of each unit have been used for making tests, so in this way students could be able to know if they have understood what the documentation explains and improve his skills. For writing and building each didactic unit, such as in the general document, it has been taken reference from Bloom’s Taxonomy. Since the skills and competence of the student are concentrated in the ‘comprehension level’, it will not be very complicated or hard to study. In spite of everything, all of thematic treated and discussed in documentation gives a solid knowledge of topic about audiovisual systems. The most difficult thing of realizing this document it was to take very complex topic and try to explain them as simply as possible In spite of everything for making this document as much accurated as possible it has been taken as point of reference rules established by the Department of Audiovisual Engineering & Communications of University School of Telecommunications Engineering (EUITT-UPM). This Project reach academic goal, for this reason in this document images, tables, annexes and outlines are enclosed in this document for an easier compression. At last, it’s necessary to say that each lector must have necessary a basic knowledge about arithmetic, calculus, waves and electronic circuits in the order that he could follow in a fluently way what the documentation set out.

The Spanish NGO "Alianza por la Solidaridad" has installed improved cookstoves in 3000 households during 2012 and 2013 to improve energy efficiency reducing fuelwood consumption and to improve in-door air quality. The type of cookstoves were Noflaye Jeeg and Noflaye Jaboot and were installed in the Cassamance Natural Subregion covering part of Senegal, The Gambia and Guinea-Bissau. The Technical University of Madrid (UPM) has conducted a field study on a sample of these households to assess the effect of improved cookstoves on kitchen air quality. Measurements of carbon monoxide (CO) and fine particle matter (PM2.5) were taken for 24-hr period before and after the installation of improved cook-stoves. The 24-hr mean CO concentrations were lower than the World Health Organization (WHO) guidelines for Guinea-Bissau but higher for Senegal and Gambia, even after the installation of improved cookstoves. As for PM2.5 concentrations, 24-hr mean were always higher than these guidelines. However, improved cookstoves produced significant reductions on 24-hr mean CO and PM2.5 concentrations in Senegal and for mean and maximum PM2.5 concentration on Gambia. Although this variability needs to be explained by further research to determine which other factors could affect indoor air pollution, the study provided a better understanding of the problem and envisaged alternatives to be implemented in fu-ture phases of the NGO project.

Numerical analysis is a suitable tool in the design of complex reinforced concrete structures under extreme impulsive loadings such as impacts or explosions at close range. Such events may be the result of terrorist attacks. Reinforced concrete is commonly used for buildings and infrastructures. For this reason, the ability to accurately run numerical simulations of concrete elements subjected to blast loading is needed. In this context, reliable constitutive models for concrete are of capital importance. In this research numerical simulations using two different constitutive models for concrete (Continuous Surface Cap Model and Brittle Damage Model) have been carried out using LS-DYNA. Two experimental benchmark tests have been taken as reference. The results of the numerical simulations with the aforementioned constitutive models show different abilities to accurately represent the structural response of the reinforced concrete elements studied.

Within the European Union, member states are setting up official data catalogues as entry points to access PSI (Public Sector Information). In this context, it is important to describe the metadata of these data portals, i.e., of data catalogs, and allow for interoperability among them. To tackle these issues, the Government Linked Data Working Group developed DCAT (Data Catalog Vocabulary), an RDF vocabulary for describing the metadata of data catalogs. This topic report analyzes the current use of the DCAT vocabulary in several European data catalogs and proposes some recommendations to deal with an inconsistent use of the metadata across countries. The enrichment of such metadata vocabularies with multilingual descriptions, as well as an account for cultural divergences, is seen as a necessary step to guarantee interoperability and ensure wider adoption.

El objetivo de este documento es desarrollar un plan de negocio, para analizar la viabilidad de la puesta en marcha de una nueva empresa, una escuela de cocina infantil. Inicialmente la empresa se plantea con la opción de venta de dos productos, uno que serían las propias clases de cocina, con diversas temáticas y un segundo producto, que aprovechando las instalaciones consistirá en la opción de celebrar cumpleaños o fiestas infantiles, donde los niños cocinaran su propia merienda. La escuela se abriría en el municipio de Coslada, en la comunidad de Madrid, por lo que todos los reglamentos o requerimientos legales e impuestos se analizaran dentro del prisma de dicho municipio y comunidad autónoma. El Plan de negocio analizara los siguientes aspectos: - Estrategia: creación del plan estratégico de la empresa: Análisis y selección de las estrategias (misión, visión, etc, de la empresa), estudio de competencias, etc. - Marketing: Definición de productos, canales de comunicación con los posibles clientes y desarrollo del pricing de los productos. - Financiero: Análisis del impacto financiero de la apertura y funcionamiento del proyecto.---ABSTRACT---The aim of this document is to develop a business plan to analyze the feasibility of launching a new business, a school for children kitchen. Initially the company raises two products, own cooking classes, with different themes and a second product through which the facilities for children's birthday celebration where children can take advantage cook their own snacks. The school would open in the town of Coslada, in Madrid, so that all regulations and legal requirements and fees will be analyzed within the prism of that community. The Business Plan will analyze aspects of: - Strategy: creation of the strategic plan of the company: Analysis and selection of strategies (mission, vision, etc, of the company), study skills, etc. - Marketing: Definition of products, channels of communication with potential customers and development product’s pricing. - Financial Analysis of the financial impact of the opening and operation of the project.

La gestión de riesgo, es un mecanismo de protección, que mediante la identificación anticipada de las acciones generadas por un evento catastrófico, ayuda a reducir de la vulnerabilidad y a identificar las medidas a tomarse para evitar o mitigar los impactos de estos eventos o desastres. A sabiendas de que la seguridad absoluta no existe, surge la necesidad de que las construcciones de hoy día deben ser adaptadas en función de las características de su entorno y los peligros que se presentan en el mismo. La sociedad moderna identifica su exposición al riesgo y exige que estos sean tratados de manera adecuada garantizando que la obra no suponga ningún tipo de amenaza. Este Trabajo de Fin de Máster está guiado a la identificación de aquellas acciones e influencias que representan un peligro para las estructuras de la República Dominicana por el paso de los huracanes. Con esta información será posible la creación de un catálogo de Riesgos y Soluciones, cuya finalidad sea reducir la exposición y vulnerabilidad de las construcciones frente a un evento catastrófico como lo es paso de un huracán. Para realizar la investigación se ha utilizado el “Método LOGRO”, el cual trabaja bajo tres distintos métodos de investigación, los cuales son la: La revisión de documentación, una sesión de tormenta de ideas y encuestas a expertos (Método Delphi). Ya realizada la investigación e identificados los riesgos, se han realizado una serie de catálogos de Riesgos y Soluciones, que faciliten la creación de un plan de gestión de riesgos, para garantizar un diseño estructural resiliente, en las zonas expuestas al paso de los huracanes en la República Dominicana. Risk management is a protective mechanism, which by the early identification of actions generated by a catastrophic event, helps reduce vulnerability and to identify the measures taken to prevent or mitigate the impacts of these events or disasters. Knowing that there is no absolute security, there is the need for the construction of today must be adapted according to the characteristics of their environment and the dangers presented herein. Modern society identifies their exposure to risk and requires that these are adequately addressed by ensuring that the work does not pose any threat. This Final Project Master is guided to the identification of those actions and influences that pose a threat to the structures of the Dominican Republic by the hurricanes. With this information it is possible to create a catalog of risks, and solutions aimed at reducing the exposure and vulnerability of the buildings facing a catastrophic event as it is a hurricane. To make research has used the "LOGRO method", which works low three different research methods, which include: The review of documentation, a session of brainstorming and expert surveys (Delphi method). And conducted research and identified the risks, there have been a number of catalogs and Risk Solutions that facilitate the creation of a risk management plan to ensure a structural design resilient in areas prone to hurricanes in the Dominican Republic

El trabajo de investigación que presentamos tiene como principal objetivo, la recopilación, el registro, el análisis y la reflexión sobre una época, tan trascendental como poco estudiada desde el ámbito arquitectónico, como es el período comprendido entre las dos normas de mayor relevancia en relación a la protección del Patrimonio Histórico Español del último siglo. Nos referimos a la Ley sobre Defensa, Conservación y Acrecentamiento del Patrimonio Histórico Nacional de 13 de mayo de 1933 y la Ley 13/1985, de 25 de junio, del Patrimonio Histórico Español. A través de la investigación realizada, se pretende aportar una visión integral de esta etapa, desde el enfoque arquitectónico, fundamentando la misma en el desarrollo de pautas metodológicas, abordadas desde la recopilación exhaustiva del material bibliográfico y documental para su posterior análisis. A partir de esta fase inicial, se han identificado los nexos comunes entre los estudios existentes sobre el patrimonio monumental español previos a la Guerra Civil y las investigaciones dedicadas a la historia de las últimas décadas del siglo XX. De esta forma, se ha procurado trazar un “puente” documental, con el que trasponer virtualmente el vacío bibliográfico existente. Históricamente, la protección del patrimonio histórico edificado y urbano, ha preocupado y ocupado a multitud de profesionales que, desde disciplinas dispares, han emprendido la tarea ímproba de comprender y explicar cuáles han sido los avatares, históricos y legales, que han marcado su evolución. Tal preocupación ha generado una bibliografía ingente y diversa, desde la protección formal y precisa, sobre uno u otro material, pasando por el marco historiográfico de las tendencias conservacionistas y las teorías decimonónicas, las filigranas formadas por las cuantiosas normas promulgadas desde la Novísima Recopilación, hasta la incidencia del planeamiento urbano en la tutela del patrimonio, incluidas la trama de competencias y yuxtaposiciones administrativas. Documentos de toda índole y profundidad científica, que como mosaicos hispanomusulmanes, dibujan el panorama patrimonial en el que la criba de material resulta una tarea, en ocasiones, inextricable. El título de este documento, en sí mismo, circunscribe la materia que ha sido el objeto de análisis durante el proceso de investigación, el Patrimonio Arquitectónico Monumental. El eje o núcleo basal de estudio se sitúa en los bienes inmuebles, los edificados, que, a su vez, ostentan la declaración de Bien de Interés Cultural, y que, por ende, pertenecen al Patrimonio Histórico Español. La metodología de trabajo se ha desarrollado de forma concéntrica, desde aspectos generales de la protección del patrimonio monumental, como el marco legal que antecede a la promulgación de la Ley de 1933, y el estado previo de los bienes susceptibles de ser preservados. Reconocemos en el ámbito legislativo, el fundamento orgánico que regula y dirige la tutela del patrimonio histórico español y la acción conservadora, y que delimita el ámbito a partir del cual se condiciona el devenir de los bienes culturales. Del esquema de situación surgido del análisis previo, se han detectado los factores claves en la transición hacia la Ley de Patrimonio Histórico Español; la evolución conceptual del “Patrimonio”, como apreciación genérica, y el testimonio de este progreso a través de los valores históricos, artísticos y culturales. El presente documento de investigación, consta de una primera fase, correspondiente al Capítulo 1, que se ha desarrollado a partir, principalmente, de la ordenación jurídica que rige el Patrimonio Histórico Español, a través de leyes, decretos, órdenes y disposiciones anexas, complementado con el material bibliográfico dedicado a la revisión histórica del proceso legal de la protección del patrimonio histórico-artístico. Si bien no ha sido nuestro propósito realizar un estudio pormenorizado del volumen jurídico e histórico que precede a la Ley de 1933, y que da inicio al período de estudio de la presente investigación, sí lo ha sido centrarnos en la elaboración de un extracto de aquellos elementos de la doctrina de mayor relevancia y repercusión en la protección del patrimonio histórico-artístico y/o monumental español. A lo largo de este estudio hemos comprobado lo que algunos juristas ya habían planteado, acerca de la profunda dispersión, ramificación, y diversificación de esfuerzos, tanto en la legislación específica como en la urbanística. Esta disgregación se ha extendido al ámbito de las medidas de reconocimiento caracterizado por la elaboración de múltiples catálogos e inventarios, con desigual transcendencia, alcance y utilidad. El resultado ha sido una división de esfuerzos, desdibujando el objetivo y convirtiendo la acción del reconocimiento en múltiples empresas inconexas y de escasa trascendencia. Nuestra investigación avanza en el análisis de la protección del patrimonio, como concepto globalizador, con el desarrollo del Capítulo 2, en el que se incluye una serie de mecanismos directos e indirectos que, individualmente, suelen carecer de la fuerza efectiva que muchos de los monumentos o conjuntos monumentales requieren para sobrevivir al paso del tiempo y sus circunstancias. En primer lugar, en este segundo capítulo nos hemos centrado, específicamente, en el mecanismo regulado por la Ley del Patrimonio Histórico Español, y el régimen general de protección implementado a partir de su promulgación en 1985. En especial, consideraremos la declaración de Interés Cultural como grado máximo de protección y tutela de un bien, y su posterior inscripción en el Registro General correspondiente, dependiente del Ministerio de Educación, Cultura y Deporte. Este mecanismo representa el instrumento por antonomasia que condensa las facultades de tutela del Estado sobre un bien del que se considera poseedor y aglutinador de valores “culturales” —como cohesión de los valores históricos, artísticos, sociales, etc. — representativos de la idiosincrasia española, y sobre el cual no existen dudas sobre la necesidad de garantizar su permanencia a través de su conservación. En segunda instancia, hemos analizado el Planeamiento Urbanístico, como aglutinador de valores culturales contenidos en la ciudad y como contenedor de los efectos generados por el hombre a partir de su interacción con el medio en el que habita y se relaciona. En tercer término, hemos recopilado y estudiado la concepción de los catálogos, como noción genérica de protección. Desde hace siglos, este género ha estado definido como una herramienta capaz de intervenir en la protección del patrimonio histórico, aunque de una manera difícilmente cuantificable, mediante la identificación, enumeración y descripción de una tipología concreta de monumentos o grupos de ellos, contribuyendo al reconocimiento de los valores cualitativos contenidos en éstos. El tercer capítulo analiza el mecanismo directo de tutela que ejerce la Administración en el patrimonio monumental. La declaración de monumentalidad o de Bien de Interés Cultural y su inclusión en el Registro General de Protección. La protección teórica y la protección jurídica de un monumento, analizadas hasta el momento, resultan tan necesarias como pueriles si no van seguidas de su consumación. En el caso de este tipo de patrimonio monumental, toda acción que tenga como objeto resguardar los valores implícitos en un bien mueble o inmueble, y en su materia, implica el cumplimiento de la protección. Por último, el cuarto capítulo se convierte en el punto culminante, y por ende crucial, del proceso de protección del Patrimonio Cultural, el de la consumación de la intervención. La teoría, la crítica, la normativa y hasta las doctrinas más radicales en materia de protección del patrimonio cultural, carecen de sentido si no las suceden los hechos, la acción, en antítesis a la omisión o la desidia. De ello ha dado pruebas elocuentes la propia historia en multitud de ocasiones con la destrucción, por indolencia o desconocimiento, de importantes vestigios del patrimonio arquitectónico español. Por este motivo, y para ser consecuentes con nuestra tesis hemos recuperado, concentrado y analizado la documentación de obra de tres monumentos imprescindibles del patrimonio construido (la Catedral de Burgos, el Palacio-Castillo de la Aljafería en Zaragoza y la Muralla de Lugo). En ocasiones, al examinar retrospectivamente las intervenciones en monumentos de gran envergadura, física y cultural como catedrales o murallas, algunos investigadores han tenido la sospecha o prevención de que las actuaciones no han seguido un plan de actuación premeditado, sino que han sido el resultado de impulsos o arrebatos inconexos producto de la urgencia por remediar algún tipo de deterioro. En oposición a esto, y a través del estudio de las intervenciones llevadas a cabo en los tres monumentos mencionados, hemos podido corroborar que, a excepción de intervenciones de emergencia fruto de circunstancias puntuales, existe coherencia desde el proceso de análisis de situación de un bien a la designación de prioridades, que ha regido el proceso restaurador a lo largo de dos siglos. La evolución de las intervenciones realizadas en los monumentos analizados ha estado definida, además de por su complejidad, magnitud y singularidad constructiva, por el devenir de su estructura y su uso. En conclusión, la efectividad de la protección del patrimonio cultural español, radica en la concomitancia de múltiples aspectos, entre ellos: el cumplimiento acertado de las normas vigentes, específicas y accesorias; el conocimiento del bien y de sus valores históricos, artísticos, y culturales; su catalogación o inclusión en los inventarios correspondientes; el compromiso de los agentes e instituciones de los cuales depende; la planificación de las tareas necesarias que garanticen tanto la salvaguarda estructural como la conservación de sus valores; y la incorporación de un plan de seguimiento que permita detectar eventuales peligros que atenten contra su conservación. Pero, la situación óptima estaría dada por un sistema en el que estos mecanismos —regulaciones específicas y urbanísticas, Declaraciones de Bien de Interés Cultural, Catálogos e Inventarios, etc. — funcionaran, de forma parcial o total, como una maquinaria, donde cada pieza operara con independencia relativa, pero en sintonía con los demás engranajes. Hasta el momento, la realidad dista mucho de esta situación, convirtiendo esta convivencia en una utopía. Tanto los legisladores, como las autoridades y los técnicos involucrados, deben tener presente que, de ellos, de los parámetros asignados por la legislación, de la implementación de los instrumentos estipulados por ésta y de las decisiones tomadas por cada uno de los poderes directivos de los órganos competentes, dependerá el alcance y efectividad de la protección, ya que en cada vertiente existe, en mayor o menor medida, un porcentaje de interpretación y subjetividad. ABSTRACT The research that we present has as the main objective to collect, record, analyzed and reflection on a time, that was little studied from the architectural field. It is the period between the two laws of most relevance to the protection of Spanish Historical Heritage of the last century. We refer to the Law on the Protection and Conservation of National Heritage of 1933 and Law 16/1985 of Spanish Historical Heritage. Through this research, it aims to provide a comprehensive view of the stage from the architectural approach, basing it on the development of methodological guidelines. The investigation was initiated by the bibliography and documentary for further analysis. After this initial phase, we have identified the common links between existing studies on the Spanish architectural heritage prior to the Civil War and dedicated research into the history of the late twentieth century. Thus, we have tried to draw a documental bridge, with which virtually transpose the gap that has existed. Historically, professionals from diverse disciplines have been worried and busy of the protection of the built and urban heritage. They have undertaken the daunting task of understanding and explaining the historical and legal difficulties, which have marked its evolution. This concern has generated an enormous and diverse literature, from formal and precise protection, in the framework of conservation historiographical trends and nineteenth-century theories. Also, they have studied the impact of urban planning in the protection of heritage, including the competences and administrative juxtapositions. They have generated a lot of documents of all kinds and scientific depth. The title of this document, in itself, circumscribes the matter that has been analyzed during this research process, the Monumental Architectural Heritage. The basal studio is located in the historical buildings, which, in turn, hold the declaration of cultural interest, and thus belong to the Spanish Historical Heritage. The work methodology was developed concentrically from general aspects of the protection of monuments, such as the legal framework that predates the enactment of the 1933 Act, and the previous state of the monuments that should be preserved. We recognize in the legislative sphere, the organic base that regulates and directs the tutelage of Spanish heritage and conservative action. The situation scheme emerged from the previous analysis, and we detected the key factors in the transition to the Spanish Historical Heritage Act; the conceptual evolution of the Heritage as a generic assessment, and witness this progress through historical, artistic and cultural values. This research paper consists of a first phase, corresponding to Chapter 1, which has developed from the legal regulation governing the Spanish Historical Heritage, through laws, decrees, orders and related provisions, supplemented the bibliography dedicated to the historical review of the legal process of protecting historical and artistic heritage. While it was not our intention to conduct a detailed study of the legal and historical volume preceding the 1933 Act, and that started the study period of this investigation, yes he has been focusing on the production of an extract from those elements of the doctrine with greater relevance and impact on the protection of Spanish art-historical and / or architectural heritage. Throughout our study we have seen what some jurists had already raised, about the scattering, branching and diversification of efforts, both in specific law and in urban law. This disaggregation has been extended to the field of recognition measures characterized by the development of multiple catalogs and inventories, with varying significance, scope and usefulness. The result has been a division of efforts, blurring the objective and turning the action of the recognition in multiple attempts little consequence. Our research advances in the analysis of heritage protection, as globalization concept in the Chapter 2, which includes a number of direct and indirect mechanisms that individually, often lack the effective force that many of monuments have required to survive the test of time and circumstances. First, in this second chapter we focused specifically on the mechanism regulated by the Spanish Historical Heritage Act, and the general protection regime implemented since its enactment in 1985 . In particular, we consider the declaration of cultural interest as maximum protection and protection of cultural assets, and their subsequent entry in the relevant General Register under the Ministry of Education, Culture and Sports . This mechanism is the instrument par excellence that condenses the powers of state care about a cultural asset, and which represents the cohesion of the historical, artistic, social values , etc. Secondly, we analyzed the Urban Planning, as a unifying cultural value in the city and as a container for the effects caused by man from its interaction with the environment in which he lives and relates. Thirdly, we have collected and studied the origin of catalogs, as generic notion of protection. For centuries, this genre has been defined as a tool to intervene in the protection of historical heritage, although difficult to quantify, through the identification, enumeration and description of a particular typology of monuments, and that contributing to the recognition of qualitative values contained therein. The third chapter analyzes the direct mechanism of protection performed by the Administration in the monuments with the statement of Cultural asset and inclusion in the General Protection Register. The theoretical and legal protection of a monument is as necessary as puerile if they are not followed by intervention. For this type of architectural heritage, any action which has the aim to safeguard the values implicit in the cultural asset involves protection compliance. Finally, the fourth chapter becomes the highlight, because it treated of the end process of the cultural heritage protection, the consummation of the intervention. The theory, the criticism, the rules and even the radical doctrines on the protection of cultural heritage, are meaningless if they do not take place the facts, the action, in antithesis to the omission. The history of the architectural heritage has given eloquent proof by itself. A lot of vestiges have been lost, in many times, for the destruction, through indolence or unknowledge. For this reason, and to be consistent with our thesis, we have collected and analyzed the projects documentation of three monuments (the Burgos Cathedral, the Aljafería Palace-Castle in Zaragoza and the Wall of Lugo). Sometimes, some researchers have suspected that there had not been planning. They suspect that the projects have been the result of different emergency situations. In opposition of this, we confirm that, except for emergency interventions result of specific circumstances, there have been a process of analysis to conclude in the priorities designation, which has guided the restoration process over two centuries. The complexity, magnitude and constructive uniqueness have defined the evolution of intervention. In conclusion, the effectiveness of the protection of Spanish cultural heritage lies in the conjunction of many aspects, including: the successful implementation of existing, specific and ancillary standards; the knowledge of good and its historical, artistic and cultural values; the cataloging and inclusion in the relevant inventories; and the commitment of the actors and institutions on which it depends. These planning tasks are necessary to ensure both structural safeguards as conservation values; and the introduction of a monitoring plan to detect possible dangers that threaten its conservation. But, the optimal situation would be given by a system in which these urban-regulations and specific mechanisms, would work together like a machine, where each piece operated with relative independence, but in tune with the other gears. So far, the reality is far from this situation, turning this coexistence in a utopia. Both legislators and officials and technicians involved must be aware that the effectiveness and scope of protection depends on your insight and commitment.

Complejidad y contradicción en la arquitectura ha resultado ser una de las referencias capitales más aludidas, citadas y reproducidas de la literatura arquitectónica de los tiempos recientes. No en vano, en la introducción de la propia obra, Vincent Scully afirmó que «probablemente es el texto más importante sobre arquitectura desde ‘Vers une Architecture’, escrito por Le Corbusier en 1923». Sin embargo, sus fuentes parece que están inexploradas o, al menos, no examinadas. Por ello, Road to 1966 se plantea como un trabajo de investigación con tres objetivos de partida fundamentales: (1) el interés en estudiar el debate arquitectónico candente, creado con las fricciones surgidas entre los protagonistas de unos años que cambiaron el estado de lo que se consideraba una obra legítima en arquitectura; (2) se pretende ampliar la cronología del desarrollo intelectual de un texto, el de Venturi, que marcó la segunda mitad del siglo xx, de manera retroactiva hasta los años de la II Guerra Mundial, cuando parece que empezaban a ser coherentes y reconocibles unas nuevas posiciones desde las que aproximarse a las cuestiones de la práctica, la teoría y la historia de la arquitectura; (3) poder ofrecer una nueva interpretación de dicho texto de Venturi, entendido no como el origen primigenio de parte de las grandes transformaciones de la arquitectura reciente (de los últimos cincuenta años), sino como el resultado necesario de esa cronología intelectual previa. La arquitectura norteamericana de estos años de posguerra ha resultado ser crucial en su posterior desarrollo, y, especialmente, en relación al libro de Venturi. De hecho, Scully en la introducción de la edición original de Complejidad y contradicción, señalaba que «el principal argumento del libro está expuesto a finales de los cincuenta». Que la arquitectura del siglo xx tiene en la Norteamérica de los años sesenta -cuando se consolida la figura de Venturi- uno de sus capítulos más decisivos, frecuentemente asumido como el paso siguiente a la importada modernidad heroica europea, hoy parece no ser discutido por casi nadie. Ahora bien: ¿qué ocurre con los años intermedios? ¿Qué acontece entre el final de la II Guerra Mundial y esos años sesenta? La posible carencia de una postura dominante y clara quizás haya sumido esta etapa en un cierto olvido o descuido por parte de historiadores y críticos. Así, este trabajo se estructura alrededor del papel que ocupa el texto venturiano, sin ser éste su único protagonista. Tomado más bien como excusa, la tesis va profundizando de manera deductiva en el conjunto de circunstancias que pudieron llevar a su autor hacia las conclusiones que desarrolló, detectando los ambientes biográficos y formativos, pensamientos compartidos e influencias epistemológicas y profesionales mutuas, que justificarían una novedosa interpretación de dicho texto como el corolario necesario de un panorama de crisis y cambios - éste sí protagonista en este trabajo-, al contrario de cómo habitualmente se ha venido entendiendo dicha obra. La investigación se centra predominantemente en el rastreo de las fuentes citadas por el propio Venturi en su libro, así como de los textos de mayor difusión (generalmente revistas profesionales no exclusivamente académicas, además de libros, catálogos de exposiciones, actas de simposios…), y no tanto en las obras construidas o proyectadas; sí, quizás, en los términos en los que dichas obras fueron publicadas, comentadas o reseñadas. Así, se ha adoptado una aproximación concebida sub specie bibliotecae, donde se han aplicado unos métodos de trabajo caracterizados por su componente cronológica, y, después, analítico-comparativa: dicho de otro modo, un método historiográfico-periodístico capaz de relacionar las historias o cursos de ciertas ideas o nociones, dentro de un contexto general más amplio en sus derivadas arquitectónicas, estéticas, socio-generacionales, culturales, filosóficas, científicas, políticas, literarias… Con ello, se pretende establecer una relectura del primer libro de Venturi y sus años de gestación desde unas nuevas concepciones, más modernas que postmodern(ist)as, proponiendo una posible evolución en la arquitectura más reciente cuyas raíces, a fin de cuentas, tendrían su origen en la Norteamérica de 1946 a 1966. ABSTRACT Complexity and Contradiction in Architecture has proved to be one of the capital, alluded references cited and reproduced in the architectural literature of the recent times. Not surprisingly, in the Introduction to the book, Vincent Scully wrote that "yet it is probably the most important writing on the making of architecture since Le Corbusier´s ‘Vers une Architecture’, of 1923". However, its sources seem to be unexplored or at least not examined. Therefore, Road to 1966 is presented as a research with three fundamental starting objectives: (1) first, the interest in studying the burning architectural debate, created within the arising frictions among the protagonists of the years that changed the status of what was considered a legitimate work in architecture; (2) second, it seeks to extend the chronology of the intellectual background of the book written by Venturi, which marked the second half of the twentieth century, in a retroactive manner to the years of the World War II, when it seems that some new positions from which to approach the issues of practice, theory and history of architecture began to be consistent and recognizable; (3) lastly, to offer a new interpretation of Venturi’s text, now understood not as the primal source of the great transformations of the recent architecture (of the last fifty years), but as the necessary result of that background intellectual chronology. The American architecture of these post-war years has proved to be crucial in its later stages, and especially in relation to the book of Robert Venturi. In fact, Scully in the Introduction to the first edition of Complexity and Contradiction, noted that "the major argument of this book was laid out in the late fifties". The fact that the architecture of the twentieth century –when the leading figure of Venturi was consolidated- has in the North America of the sixties one of its most decisive chapters, (often assumed as the next step to the imported European heroic modernism) today seems to be discussed by almost anyone. Now, what about the intervening years? What happens between the end of the World War II and the sixties? The potential lack of a clear dominant position of this stage may have plunged it into oblivion or oversight by historians and critics. Thus, this research is structured around the role that occupies Venturi’s work, whereas this is not its only subject. Rather taken as an excuse, the thesis deepens deductively in the set of circumstances that could lead its author to the conclusions he developed in 1966, detecting biographical and academic environments, shared thoughts and epistemological and mutual professional influences, that would justify a new interpretation of this book as a necessary corollary of an outlook of crisis and change (this major and center subject in this dissertation), contrary to what has been commonly understood upon this work. The research focuses predominantly on tracing the sources cited by Venturi himself in his book, as well as other texts of wider dissemination and outreach (usually professional journals not exclusively academic, as well as books, catalogs of exhibitions, symposia proceedings...), and not so much in the buildings or unbuilt projects; but also, perhaps, it is focused in the terms in which these works were published, commented or reviewed. Hence an approach conceived sub specie bibliotecae has been adopted, with working methods characterized by their chronological component, and then the analytical-comparative one: in other words, a historiographicaljournalistic method able to relate stories or courses of certain ideas or notions, within a broader general context in its architectural, aesthetic, sociological-generational, cultural, philosophical, scientific, political, literary... sides. This approach intends to establish a re-reading of Venturi’s first book and its years of gestation, from some new understandings, more modern than postmodern(ist), proposing a possible evolution of the latest architecture whose roots, after all, would have their origin in the North America of 1946-1966.
