El estado Bolívar con una superficie de 238.000 Km2 se encuentra ubicado al SE de Venezuela y su capital es Ciudad Bolívar. Ocupa el 26,24% de la superficie del territorio nacional. Ciudad Guayana es la principal región del desarrollo económico del estado siendo sede de las empresas básicas de los sectores siderúrgicos y del aluminio que se encargan de la extracción, procesamiento y transformación del mineral de hierro y de la transformación de la bauxita en aluminio primario. Además, cuenta con un gran potencial hidroeléctrico, garantizando el suministro de energía eléctrica para el funcionamiento de las empresas básicas, para el parque industrial de la región, así como para el desarrollo industrial, económico y social de la nación. Con relación al sector de la industria del mineral de hierro y del aluminio, las empresas destinan más del 60 por ciento de su producción al mercado internacional. A pesar de que el sector de las Pequeñas y Medianas Industrias (PYMIS) del estado Bolívar cuenta con un mercado cercano y seguro, no se le ha propiciado un desarrollo integral en términos de orientar sus esfuerzos en innovar en nuevos productos o mejoras de procesos. Debido a la falta del personal de investigación calificado, la escasa vinculación con centros de investigación, la baja inversión en investigación, desarrollo tecnológico e innovación (I+D+i), la ausencia de la aplicación de una política pública de I+D+i y la desarticulación de los miembros del Sistema Regional de Innovación (SRI), constituyen los principales obstáculos para generar bienes y servicios con un alto valor agregado. Esta situación desequilibra y hace ineficiente el funcionamiento del SRI. La baja capacidad de las PYMIS del estado Bolívar en I+D+i, es una situación que impide generar por si sola nuevos productos o procesos para satisfacer las demandas del mercado regional. Por lo tanto, se requiere de la intervención y participación activa de la institución gubernamental responsable del diseño y aplicación de una política pública de I+D+i para dinamizar la capacidad de innovación en las PYMIS, en su articulación y vinculación con los miembros del SRI. xiii El presente proyecto se planteó como objetivo diseñar una metodología de política pública de I+D+i para liderar, coordinar y direccionar el SRI del estado Bolívar, para el desarrollo de la capacidad de innovación en el sector industrial y específicamente en las PYMIS. La presente tesis representa una investigación no experimental de tipo proyectivo que analiza la situación actual del Sistema Regional de Innovación del estado Bolívar. El análisis de los resultados se ha dividido en tres fases. En la primera se realizan diagnósticos por medio de encuestas de las PYMIS en materia de I+D+i, de los centros y laboratorios de investigación pertenecientes a las universidades de la región en el área de Materiales y de los sectores financieros público y privado. En dichas encuestas se evalúa el nivel de integración con los entes gubernamentales que definen y administran la política pública de I+D+i. En la segunda fase, con el diagnóstico y procesamiento de los resultados de la primera fase, se procede a desarrollar un análisis de las fortalezas, oportunidades, debilidades y amenazas (FODA) del Sistema Regional de Innovación, permitiendo comprender la situación actual de la relación y vinculación de las PYMIS con los centros de investigación, instituciones financieras y entes gubernamentales. Con la problemática detectada, resultó necesario el diseño de estrategias y un modelo de gestión de política pública de I+D+i para la articulación de los miembros del SRI, para el apoyo de las PYMIS. En la tercera fase se diseña la metodología de política pública de I+D+i para fortalecer la innovación en las PYMIS. La metodología se representa a través de un modelo propuesto que se relaciona con las teorías de los procesos de innovación, con los modelos de sistemas de innovación y con las reflexiones y recomendaciones hechas por diferentes investigadores e instituciones de cooperación internacional referentes a la aplicación de políticas públicas de I+D+i para dinamizar la capacidad de innovación en el sector industrial. La metodología diseñada es comparada con diferentes modelos de aplicación de política pública de I+D+i. Cada modelo se representa en una figura y se analiza su xiv situación presente y la función que desempeña el ente gubernamental en la aplicación del enfoque de política pública de I+D+i. El diseño de la metodología de política pública de I+D+i propuesta aportará nuevos conocimientos y podrá ser aplicado para apoyar el progreso de la I+D+i en las PYMIS de la región, como caso de estudio, con el fin de impulsar una economía más competitiva y reducir el grado de dependencia tecnológica. La metodología una vez evaluada podrá ser empleada en el contexto de la gran industria y en otras regiones de Venezuela y además, puede aplicarse en otros países con características similares en su tejido industrial. En la tesis doctoral se concluye que el desarrollo de la capacidad de innovación en las PYMIS depende del diseño y aplicación de la política pública de I+D+i como elemento dinamizador y articulador del SRI del estado Bolívar. xv ABSTRACT The Bolivar state with an area of 238,000 km2 is located in the SE of Venezuela and its capital is Ciudad Bolivar. It occupies a surface which is 26.24% of the national territory. Ciudad Guayana is the main area of the state's economic development and the location of the corporate headquarters of the basic steel and aluminum sectors that are responsible for the extraction, processing and transformation of iron ore and bauxite processing for primary aluminum. It also has a great hydroelectric potential, ensuring the supply of electricity for the operation of enterprises, for the regional industrial park as well as for the industrial, economic and social development of the nation. With regard to the iron ore and aluminum industry, companies allocate more than 60 percent of their production to the international market. Although the sector of Small and Medium Industries (SMIs) of the Bolivar state has a secure market, it has not been led to an integral development in terms of targeting its efforts on innovating new products or improving processes. Due to the lack of qualified research staff, poor links with research centers, low investment in research, technological development and innovation (R & D & I), the absence of the implementation of a public policy for R & D & I and the dismantling of the members of the Regional Innovation System (RIS), are the main obstacles to generate goods and services with high added value. This situation makes the RIS unbalanced and inefficient. The low capacity of Bolivar state’s SMIs in R & D & I, is a situation that cannot generate by itself new products or processes to meet regional market demands. Therefore, it requires the active involvement and participation of the government institution responsible for the design and implementation of R & D & I public policy to boost the innovation capacity in SMIs, through the connection and integration with members of the RIS. This project is intended to design a methodology aimed at public policy for R & D & I to lead, coordinate and direct the RIS of Bolivar state, for the development of innovation capacity in the industrial sector and specifically in the SMIs. xvi This thesis is an experimental investigation of projective type which analyzes the current situation of the Regional Innovation System of the Bolivar state. The analysis of the results is divided into three phases. In the first one, a diagnosis is performed through surveys of SMIs in R & D & I centers and research laboratories belonging to the universities of the region in the area of materials and public and private financial sectors. In such surveys the level of integration with government agencies that define and manage the public policy of R & D & I is assessed. In the second phase, with the diagnosis and processing of the results of the first phase, we proceed to develop an analysis of the strengths, weaknesses, opportunities and threats (SWOT) of the Regional Innovation System, allowing the comprehension of the current status of the relationship of SMIs with research centers, financial institutions and government agencies. With the problems identified it was necessary to design strategies and a model of public policy management of R & D & I for the articulation of the members of the RIS, to support the SMIs. In the third phase a public policy methodology for R & D & I is designed in order to strengthen innovation in SMIs. The methodology is shown through a proposed model that relates to the theories of the innovation process, with models of innovation systems and with the discussions and recommendations made by different researchers and institutions of international cooperation concerning the implementation of policies public for R & D & I to boost innovation capacity in the industrial sector. The methodology designed is compared with different models of public policy implementation for R & D & I. Each model is represented in a figure and its current situation and the role of the government agency in the implementation of the public policy approach to R & D & I is analyzed. The design of the proposed public policy methodology for R & D & I will provide new knowledge and can be applied to support the progress of R & D & I in the region’s SMIs, as a case study, in order to boost a more competitive economy and reduce the degree of technological dependence. After being evaluated the methodology can be used in the context of big industry and in other regions of Venezuela and can also be applied in other countries with similar characteristics in their industrial structure. xvii The thesis concludes that the development of the innovation capacity in SMIs depends on the design and implementation of the public policy for R & D & I as a catalyst and coordination mechanism of the Regional Innovation System of the Bolivar state.

El cambio climático y los diferentes aspectos del concepto de “desarrollo” están intrínsecamente interconectados. Por un lado, el desarrollo económico de nuestras sociedades ha contribuido a un aumento insostenible de las emisiones de gases de efecto invernadero, las cuales están desestabilizando el sistema climático global, generando al mismo tiempo una distribución desigual de la capacidad de las personas para hacer frente a estos cambios. Por otro lado, en la actualidad existe un amplio consenso sobre que el cambio climático impacta directamente y de manera negativa sobre el denominando desarrollo sostenible. De igual manera, cada vez existe un mayor consenso de que el cambio climático va a desafiar sustancialmente nuestra capacidad de erradicar la pobreza a medio y largo plazo. Ante esta realidad, no cabe duda de que las estrategias de adaptación son esenciales para mantener el desarrollo. Es por esto que hasta el momento, los mayores esfuerzos realizados por unir las agendas globales de la lucha contra la pobreza y del cambio climático se han dado en el entorno de la adaptación al cambio climático. Sin embargo, cada vez son más los actores que defienden, desde distintos escenarios, que existen sinergias entre la mitigación de emisiones y la mejora de las condiciones de vida de las poblaciones más vulnerables, favoreciendo así un “desarrollo sostenible” sin disminuir los recursos financieros destinados a la adaptación. Para hacer efectivo este potencial, es imprescindible identificar diseños de estrategias de mitigación que incrementen los resultados de desarrollo, contribuyendo al desarrollo sostenible al mismo tiempo que a reducir la pobreza. En este contexto se sitúa el objetivo principal de esta investigación, consistente en analizar los co-beneficios locales, para el desarrollo sostenible y la reducción la pobreza, de proyectos de mitigación del cambio climático que se implementan en Brasil. Por co-beneficios se entienden, en el lenguaje de las discusiones internacionales de cambio climático, aquellos beneficios que van más allá de la reducción de emisiones de Gases de Efecto Invernadero (GEI) intrínsecas por definición a los proyectos de mitigación. Los proyectos de mitigación más relevantes hasta el momento bajo el paraguas de la Convención Marco de las Naciones Unidas para el Cambio Climático (CMNUCC), son los denominados Mecanismos de Desarrollo Limpio (MDL) del Protocolo de Kioto. Sin embargo, existen alternativas de proyectos de mitigación (tales como los denominados “estándares adicionales” a los MDL de los Mercados Voluntarios de Carbono y las Tecnologías Sociales), que también serán tenidos en cuenta en el marco de este estudio. La elección del tema se justifica por la relevancia del mismo en un momento histórico en el que se está decidiendo el futuro del régimen climático a partir del año 2020. Aunque en el momento de redactar este documento, todavía no se ha acordado la forma que tendrán los futuros instrumentos de mitigación, sí que se sabe que los co-beneficios de estos instrumentos serán tan importantes, o incluso más, que las reducciones de GEI que generan. Esto se debe, principalmente, a las presiones realizadas en las negociaciones climáticas por parte de los países menos desarrollados, para los cuales el mayor incentivo de formar parte de dichas negociaciones se basa principalmente en estos potenciales co-beneficios. Los resultados de la tesis se estructuran alrededor de tres preguntas de investigación: ¿cómo están contribuyendo los MDL implementados en Brasil a generar co-beneficios que fomenten el desarrollo sostenible y reduzcan la pobreza?; ¿existen proyectos de mitigación en Brasil que por tener compromisos más exigentes en cuanto a su contribución al desarrollo sostenible y/o la reducción de la pobreza que los MDL estén siendo más eficientes que estos en relación a los co-beneficios que generan?; y ¿qué características de los proyectos de mitigación pueden resultar críticas para potenciar sus co-beneficios en las comunidades en las que se implementan? Para dar respuesta a estas preguntas, se ha desarrollado durante cuatro años una labor de investigación estructurada en varias fases y en la que se combinan diversas metodologías, que abarcan desde el desarrollo de un modelo de análisis de cobeneficios, hasta la aplicación del mismo tanto a nivel documental sobre 194 documentos de diseño de proyecto (denominado análisis ex-ante), como a través de 20 casos de estudio (denominado análisis ex-post). Con la realización de esta investigación, se ha confirmado que los requisitos existentes hasta el momento para registrar un proyecto como MDL bajo la CMNUCC no favorecen sustancialmente la generación de co-beneficios locales para las comunidades en las que se implementan. Adicionalmente, se han identificado prácticas y factores, que vinculadas a las actividades intrínsecas de los proyectos de mitigación, son efectivas para incrementar sus co-beneficios. Estas prácticas y factores podrán ser tenidas en cuenta tanto para mejorar los requisitos de los actuales proyectos MDL, como para apoyar la definición de los nuevos instrumentos climáticos. ABSTRACT Climate change and development are inextricably linked. On the one hand, the economic development of our societies has contributed to the unsustainable increase of Green House Gases emissions, which are destabilizing the global climate system while fostering an unequal distribution of people´s ability to cope with these changes. On the other hand, there is now a consensus that climate change directly impacts the so-called sustainable development. Likely, there is a growing agreement that climate change will substantially threaten our capacity to eradicate poverty in the medium and long term. Given this reality, there is no doubt that adaptation strategies are essentials to keep development. This is why, to date, much of the focus on poverty in the context of climate change has been on adaptation However, without diverting resources from adaptation, there may exist the potential to synergize efforts to mitigate emissions, contribute to sustainable development and reduce poverty. To fulfil this potential, it is key identifying how mitigation strategies can also support sustainable development and reduce poverty. In this context, the main purpose of this investigation is to explore the co-benefits, for sustainable development and for poverty reduction, of climate change mitigation projects being implemented in Brazil. In recent years the term co-benefits, has been used by policy makers and academics to refer the potentially large and diverse range of collateral benefits that can be associated with climate change mitigation policies in addition to the direct avoided climate impact benefits. The most relevant mitigation projects developed during the last years under the United Nations Framework Convention on Climate Change (UNFCCC) are the so-called Clean Development Mechanisms (CDM) of the Kyoto Protocol. Thus, this research will analyse this official mechanism. However, there are alternatives to the mitigation projects (such as the "add-on standards" of the Voluntary Carbon Markets, and the Social Technologies) that will also be assessed as part of the research. The selection of this research theme is justified because its relevance in a historic moment in which proposals for a future climate regime after 2020 are being negotiated. Although at the moment of writing this document, there is not a common understanding on the shape of the new mitigation instruments, there is a great agreement about the importance of the co-benefits of such instruments, which may be even more important for the Least Developed Countries that their expected greenhouse gases emissions reductions. The results of the thesis are structured around three research questions: how are the CDM projects being implemented in Brazil generating local co-benefits that foster sustainable development and poverty reduction?; are other mitigation projects in Brazil that due to their more stringent sustainable development and/o poverty reduction criteria, any more successful at delivering co-benefits than regular CDM projects?; and what are the distinguishing characteristics of mitigation projects that are successful at delivering co-benefits? To answer these research questions, during four years it has been developed a research work structured in several phases and combining various methodologies. Those methodologies cover from the development of a co-benefits assessment model, to the application of such model both to a desktop analysis of 194 project design documents, and to 20 case studies using field data based on site visits to the project sites. With the completion of this research, it has been confirmed that current requirements to register a CDM project under the UNFCCC not substantially favour co-benefits at the local level. In addition, some practices and factors enablers of co-benefits have been identified. These characteristics may be taken into consideration to improve the current CDM and to support the definition of the new international market mechanisms for climate mitigation.

El motivo de abordar esta Tesis responde al hecho personal de haber vivido históricamente momentos cumbre de la Construcción Naval en España y no dejar de plantearme, a pesar de mi distancia del sector desde el punto de vista profesional, en las opciones de futuro para volver a ser competitivos en un sector que ha tenido un peso tan importante en la economía española, y que tanto ha ilusionado a centenares de profesionales y compañeros a lo largo de muchas décadas con el optimismo de estar aportando valor para que España fuera competitiva. A lo largo de los últimos años, y la relación con el ámbito de la dirección de Empresas desde el punto de vista de una Escuela de Negocios, así como el contacto con enfoques estratégicos en sectores muy diversos me animó a plantearme la Tesis con el objetivo de reflejar el estado actual del sector y poder valorar alternativas de futuro para la Construcción Naval española, aun sabiendo que son muchos los “maestros” realmente autorizados en nuestros país, con amplios conocimientos y experiencia, que muchas veces, a pesar de las propuestas y de los esfuerzos que han realizado para impulsar el sector, se han encontrado con situaciones adversas, bien de tipo económico, social‐laboral, político ‐a nivel nacional, europeo o global‐, etc., que han impedido un fortalecimiento del sector como todos hubiéramos deseado. La presión histórica ejercida por los países competidores en Construcción naval del ámbito asiático y lejano oriente, así como los compromisos derivados de las Directivas europeas, han obligado al sector de la Construcción Naval en España a buscar unos nuevos posicionamientos estratégicos presentes y, sobre todo, de futuro. Partiendo de un análisis del sector naval, tanto del mercado nacional como del internacional, con especial foco en los países líderes, se plantea investigar, siguiendo el modelo de Porter, las fuerzas competitivas que han influido en estas últimas décadas y que han conducido a la situación actual, valorando la estructura competitiva, el entorno relevante y los efectos de la globalización, con las amenazas de los nuevos y actuales competidores y las barreras existentes. Para abordar esta investigación se ha realizado un análisis del sector naval con la siguiente metodología: 1. Análisis del estado actual de la construcción naval en España. 2. Análisis del estado actual de la construcción naval en el mundo. 3. Estudio de la demanda en el mercado y evolución de la misma en los últimos años: muy centrada en los países líderes y más competitivos. 4. Estudio de las perspectivas de negocio en el sector marítimo y oceánico: estudio particular del transporte marítimo y una comparativa con la explotación de recursos oceánicos. Finalmente se decidió no abordar por falta de datos de futuro las construcciones militares. 5. Estudio de características de la industria naval española y capacidad de los astilleros. Se ha focalizado especialmente en la construcción para valorar la capacidad de futuro. 6. Análisis de fuerzas competitivas de la industria naval española a partir del modelo de Porter. En esta parte se incluyen alguno de los factores críticos externos e internos que ayudan a identificar barreras y estrategias en el entorno de la construcción naval como sector global. 7. Identificación de las oportunidades de negocio hacia el 2050. 8. Alternativas para una estrategia competitiva de actuación frente a las oportunidades de futuro en el 2050. Con esta Tesis se aporta un estudio competitivo actualizado, de acuerdo con el modelo de Porter, con el fin de proponer una posible estrategia competitiva de futuro, que posicione competitivamente la industria naval y el sector marítimo en España en las próximas décadas. ABSTRACT The reason for addressing this thesis responds to my personal experience about having lived historical moments summit Shipbuilding in Spain. Despite my distance from this industry from a professional point of view, I have never stopped wonder myself which are the options for the future to become competitive in an industry that has had such an important weight in the Spanish economy, which has excited so hundreds of professionals and peers through many decades with optimism to be adding value to Spain in order to be competitive again. Over recent years, and the relationship with the field of business management from the point of view of a business school, as well as contact with strategic approaches in diverse sectors encouraged me to wonder Thesis order to reflect the current state of the sector and to evaluate future alternatives for the Spanish Shipbuilding, knowing that many "teachers" really allowed in our country, with extensive knowledge and experience that often, despite proposals and the efforts that have been made to boost the sector, have met with adverse situations, whether economic, social and labor, political kind ‐at national, European or global‐level, etc., that have prevented a strengthening of all sectors we wished. The historical pressure from competing countries in Shipbuilding Asian area and Far East, as well as commitments arising from EU directives, have forced the shipbuilding industry in Spain to seek a new strategic positions present and, above all, future. Starting from an analysis of the shipbuilding sector, both national and international market, with special focus on the leading countries, we propose to investigate, following the model of Porter, the competitive forces that have influenced recent decades and have led to the current situation, assessing the competitive structure of the relevant environment and the effects of globalization, with the threat of new and existing competitors and barriers. To address this research has analyzed the naval sector with the following methodology: 1. Analysis of the current state of shipbuilding in Spain. 2. Analysis of the current state of shipbuilding in the world. 3. Study of the demand in the market and evolution of the same in recent years: very focused on the leading and most competitive countries. 4. Study of business prospects in the maritime and oceanic sector: private study of maritime transport and a comparison with the exploitation of ocean resources. Finally it was decided not to address a lack of data future military construction. 5. Study of characteristics of the Spanish shipbuilding and shipyard capacity. It is particularly focused on building the capacity to assess future. 6. Analysis of competitive forces of the Spanish shipbuilding industry from the model of Porter. In this part they include some critics of the external and internal factors that help identify barriers and strategies in the environment of global shipbuilding sector. 7. Identification of business opportunities by 2050. 8. Alternatives to a competitive strategy of action against future opportunities in 2050. This thesis has sought to provide a competitive study updated according to Porter's model, in order to propose a possible future competitive strategy to reach a competitive position at the shipbuilding industry and the maritime sector in Spain in the coming decades. The historical pressure from competing countries in the Asian sphere Shipbuilding and Far East, as well as commitments arising from EU directives have forced the shipbuilding industry in Spain to seek a new strategic positioning. Starting from an analysis of the shipbuilding sector, both national and international market, with a special focus on the leading countries, it is proposed to analyze, following the model of Porter, the competitive forces that have influenced in recent decades and have led to the current situation, studying the competitive structure of the relevant environment and the effects of globalization, with the threat of new and existing competitors and barriers. It concludes with a forecast of future market and business opportunities arising in the global environment of maritime and naval Industry, in order to propose a possible competitive strategy for the near future, which could help to achieve a competitive position on the shipbuilding and maritime sector in Spain for the coming decades.

Land value bears significant weight in house prices in historical town centers. An essential aim for regulating the mortgage market, particularly in the financial and property crisis that countries such as Spain are undergoing, is to have at hand objective procedures for its valuation, whatever the conditions (location, construction, planning). Of all the factors contributing to house price make-up, the land is the only one whose value does not depend on acquisition cost, but rather on the location-time binomial. That is to say, the specific circumstances at that point and at the exact moment of valuation. For this reason, the most commonly applied procedure for land valuation in town centers is the use of the residual method: once the selling price of new housing in a district is known, the other necessary costs and expenses of development are deducted, including those of building and the developer’s profit. The value left is that of the land. To apply these procedures it is vital to have figures such as building costs, technical fees, tax costs, etc. But, above all, it is essential to obtain the selling price of the new housing. This is not always feasible, on account of the lack of newbuild development in this location. This shortage of information occurs in historical town cities, where urban renewal is slight due to the heritage-protection policies, and where, nevertheless there is substantial activity in the secondary market. In these circumstances, as an alternative for land valuation in consolidated urban areas, we have the adaptation of the residual method to the particular characteristics of the secondary market. To these ends, there is the proposal for the appreciation of the dwelling which follows, in a backwards direction, the application of traditional depreciation methods proposed by the various valuation manuals and guidelines. The reliability of the results obtained is analyzed by contrasting it with published figures for newly-built properties, according to different rules applied in administrative appraisals in Spain and the incidence of an eventual correction due to conservation state.

The efficiency of the Iberian Energy Derivatives Market in its first five and a half years is assessed in terms of volume, open interest and price. The continuous market shows steady liquidity growth. Its volume is strongly correlated to that of the Over The Counter (OTC) market, the amount of market makers, the enrolment of financial agents and generation companies belonging to the integrated group of last resort suppliers, and the OTC cleared volume in its clearing house. The hedging efficiency, measured through the ratio between the final open interest and the cleared volume, shows the lowest values for the Spanish base load futures as they are the most liquid contracts. The ex-post forward risk premium has diminished due to the learning curve and the effect of the fixed price retributing the indigenous coal fired generation. This market is quite less developed than the European leaders headquartered in Norway and Germany. Enrolment of more traders, mainly international energy companies, financial agents, energy intensive industries and renewable generation companies is desired. Market monitoring reports by the market operator providing post-trade transparency, OTC data access by the energy regulator, and assessment of the regulatory risk can contribute to efficiency gains.

An assessment of the hedging performance in the Iberian Forward Electricity Market is performed. Aggregated data from the Portuguese and Spanish clearing houses for energy derivatives are considered. The hedging performance is measured through the ratio of the final open interest of a month derivatives contract divided by its accumulated cleared volume. The base load futures in the Iberian energy derivatives exchange show the lowest ratios due to good liquidity. The peak futures show bigger ratios as their reduced liquidity is produced by auctions fixed by Portuguese regulation. The base load swaps settled in the clearing house located in Spain show initially large values due to low registered volumes, as this clearing house is mainly used for short maturity (daily and weekly swaps). This hedging ratio can be a powerful oversight tool for energy regulators when accessing to all the derivatives transactions as envisaged by European regulation.

A comprehensive assessment of the liquidity development in the Iberian power futures market managed by OMIP (“Operador do Mercado Ibérico de Energia, Pólo Português”) in its first 4 years of existence is performed. This market started on July 2006. A regression model tracking the evolution of the traded volumes in the continuous market is built as a function of 12 potential liquidity drivers. The only significant drivers are the traded volumes in OMIP compulsory auctions, the traded volumes in the “Over The Counter” (OTC) market, and the OTC cleared volumes in OMIP clearing house (OMIClear). Furthermore, the enrollment of financial members shows strong correlation with the traded volumes in the continuous market. OMIP liquidity is still far from the levels reached by the most mature European markets (Nord Pool and EEX). The market operator and its clearing house could develop efficient marketing actions to attract new entrants active in the spot market (energy intensive industries, suppliers, and small producers) as well as volumes from the opaque OTC market, and to improve the performance of existing illiquid products. An active dialogue with all the stakeholders (market participants, spot market operator, and supervisory authorities) will help to implement such actions.

El mercado ibérico de futuros de energía eléctrica gestionado por OMIP (“Operador do Mercado Ibérico de Energia, Pólo Português”, con sede en Lisboa), también conocido como el mercado ibérico de derivados de energía, comenzó a funcionar el 3 de julio de 2006. Se analiza la eficiencia de este mercado organizado, por lo que se estudia la precisión con la que sus precios de futuros predicen el precio de contado. En dicho mercado coexisten dos modos de negociación: el mercado continuo (modo por defecto) y la contratación mediante subasta. En la negociación en continuo, las órdenes anónimas de compra y de venta interactúan de manera inmediata e individual con órdenes contrarias, dando lugar a operaciones con un número indeterminado de precios para cada contrato. En la negociación a través de subasta, un precio único de equilibrio maximiza el volumen negociado, liquidándose todas las operaciones a ese precio. Adicionalmente, los miembros negociadores de OMIP pueden liquidar operaciones “Over-The-Counter” (OTC) a través de la cámara de compensación de OMIP (OMIClear). Las cinco mayores empresas españolas de distribución de energía eléctrica tenían la obligación de comprar electricidad hasta julio de 2009 en subastas en OMIP, para cubrir parte de sus suministros regulados. De igual manera, el suministrador de último recurso portugués mantuvo tal obligación hasta julio de 2010. Los precios de equilibrio de esas subastas no han resultado óptimos a efectos retributivos de tales suministros regulados dado que dichos precios tienden a situarse ligeramente sesgados al alza. La prima de riesgo ex-post, definida como la diferencia entre los precios a plazo y de contado en el periodo de entrega, se emplea para medir su eficiencia de precio. El mercado de contado, gestionado por OMIE (“Operador de Mercado Ibérico de la Energía”, conocido tradicionalmente como “OMEL”), tiene su sede en Madrid. Durante los dos primeros años del mercado de futuros, la prima de riesgo media tiende a resultar positiva, al igual que en otros mercados europeos de energía eléctrica y gas natural. En ese periodo, la prima de riesgo ex-post tiende a ser negativa en los mercados de petróleo y carbón. Los mercados de energía tienden a mostrar niveles limitados de eficiencia de mercado. La eficiencia de precio del mercado de futuros aumenta con el desarrollo de otros mecanismos coexistentes dentro del mercado ibérico de electricidad (conocido como “MIBEL”) –es decir, el mercado dominante OTC, las subastas de centrales virtuales de generación conocidas en España como Emisiones Primarias de Energía, y las subastas para cubrir parte de los suministros de último recurso conocidas en España como subastas CESUR– y con una mayor integración de los mercados regionales europeos de energía eléctrica. Se construye un modelo de regresión para analizar la evolución de los volúmenes negociados en el mercado continuo durante sus cuatro primeros años como una función de doce indicadores potenciales de liquidez. Los únicos indicadores significativos son los volúmenes negociados en las subastas obligatorias gestionadas por OMIP, los volúmenes negociados en el mercado OTC y los volúmenes OTC compensados por OMIClear. El número de creadores de mercado, la incorporación de agentes financieros y compañías de generación pertenecientes a grupos integrados con suministradores de último recurso, y los volúmenes OTC compensados por OMIClear muestran una fuerte correlación con los volúmenes negociados en el mercado continuo. La liquidez de OMIP está aún lejos de los niveles alcanzados por los mercados europeos más maduros (localizados en los países nórdicos (Nasdaq OMX Commodities) y Alemania (EEX)). El operador de mercado y su cámara de compensación podrían desarrollar acciones eficientes de marketing para atraer nuevos agentes activos en el mercado de contado (p.ej. industrias consumidoras intensivas de energía, suministradores, pequeños productores, compañías energéticas internacionales y empresas de energías renovables) y agentes financieros, captar volúmenes del opaco OTC, y mejorar el funcionamiento de los productos existentes aún no líquidos. Resultaría de gran utilidad para tales acciones un diálogo activo con todos los agentes (participantes en el mercado, operador de mercado de contado, y autoridades supervisoras). Durante sus primeros cinco años y medio, el mercado continuo presenta un crecimento de liquidez estable. Se mide el desempeño de sus funciones de cobertura mediante la ratio de posición neta obtenida al dividir la posición abierta final de un contrato de derivados mensual entre su volumen acumulado en la cámara de compensación. Los futuros carga base muestran la ratio más baja debido a su buena liquidez. Los futuros carga punta muestran una mayor ratio al producirse su menor liquidez a través de contadas subastas fijadas por regulación portuguesa. Las permutas carga base liquidadas en la cámara de compensación ubicada en Madrid –MEFF Power, activa desde el 21 de marzo de 2011– muestran inicialmente valores altos debido a bajos volúmenes registrados, dado que esta cámara se emplea principalmente para vencimientos pequeños (diario y semanal). Dicha ratio puede ser una poderosa herramienta de supervisión para los reguladores energéticos cuando accedan a todas las transacciones de derivados en virtud del Reglamento Europeo sobre Integridad y Transparencia de los Mercados de Energía (“REMIT”), en vigor desde el 28 de diciembre de 2011. La prima de riesgo ex-post tiende a ser positiva en todos los mecanismos (futuros en OMIP, mercado OTC y subastas CESUR) y disminuye debido a la curvas de aprendizaje y al efecto, desde el año 2011, del precio fijo para la retribución de la generación con carbón autóctono. Se realiza una comparativa con los costes a plazo de generación con gas natural (diferencial “clean spark spread”) obtenido como la diferencia entre el precio del futuro eléctrico y el coste a plazo de generación con ciclo combinado internalizando los costes de emisión de CO2. Los futuros eléctricos tienen una elevada correlación con los precios de gas europeos. Los diferenciales de contratos con vencimiento inmediato tienden a ser positivos. Los mayores diferenciales se dan para los contratos mensuales, seguidos de los trimestrales y anuales. Los generadores eléctricos con gas pueden maximizar beneficios con contratos de menor vencimiento. Los informes de monitorización por el operador de mercado que proporcionan transparencia post-operacional, el acceso a datos OTC por el regulador energético, y la valoración del riesgo regulatorio pueden contribuir a ganancias de eficiencia. Estas recomendaciones son también válidas para un potencial mercado ibérico de futuros de gas, una vez que el hub ibérico de gas –actualmente en fase de diseño, con reuniones mensuales de los agentes desde enero de 2013 en el grupo de trabajo liderado por el regulador energético español– esté operativo. El hub ibérico de gas proporcionará transparencia al atraer más agentes y mejorar la competencia, incrementando su eficiencia, dado que en el mercado OTC actual no se revela precio alguno de gas. ABSTRACT The Iberian Power Futures Market, managed by OMIP (“Operador do Mercado Ibérico de Energia, Pólo Português”, located in Lisbon), also known as the Iberian Energy Derivatives Market, started operations on 3 July 2006. The market efficiency, regarding how well the future price predicts the spot price, is analysed for this energy derivatives exchange. There are two trading modes coexisting within OMIP: the continuous market (default mode) and the call auction. In the continuous trading, anonymous buy and sell orders interact immediately and individually with opposite side orders, generating trades with an undetermined number of prices for each contract. In the call auction trading, a single price auction maximizes the traded volume, being all trades settled at the same price (equilibrium price). Additionally, OMIP trading members may settle Over-the-Counter (OTC) trades through OMIP clearing house (OMIClear). The five largest Spanish distribution companies have been obliged to purchase in auctions managed by OMIP until July 2009, in order to partly cover their portfolios of end users’ regulated supplies. Likewise, the Portuguese last resort supplier kept that obligation until July 2010. The auction equilibrium prices are not optimal for remuneration purposes of regulated supplies as such prices seem to be slightly upward biased. The ex-post forward risk premium, defined as the difference between the forward and spot prices in the delivery period, is used to measure its price efficiency. The spot market, managed by OMIE (Market Operator of the Iberian Energy Market, Spanish Pool, known traditionally as “OMEL”), is located in Madrid. During the first two years of the futures market, the average forward risk premium tends to be positive, as it occurs with other European power and natural gas markets. In that period, the ex-post forward risk premium tends to be negative in oil and coal markets. Energy markets tend to show limited levels of market efficiency. The price efficiency of the Iberian Power Futures Market improves with the market development of all the coexistent forward contracting mechanisms within the Iberian Electricity Market (known as “MIBEL”) – namely, the dominant OTC market, the Virtual Power Plant Auctions known in Spain as Energy Primary Emissions, and the auctions catering for part of the last resort supplies known in Spain as CESUR auctions – and with further integration of European Regional Electricity Markets. A regression model tracking the evolution of the traded volumes in the continuous market during its first four years is built as a function of twelve potential liquidity drivers. The only significant drivers are the traded volumes in OMIP compulsory auctions, the traded volumes in the OTC market, and the OTC cleared volumes by OMIClear. The amount of market makers, the enrolment of financial members and generation companies belonging to the integrated group of last resort suppliers, and the OTC cleared volume by OMIClear show strong correlation with the traded volumes in the continuous market. OMIP liquidity is still far from the levels reached by the most mature European markets (located in the Nordic countries (Nasdaq OMX Commodities) and Germany (EEX)). The market operator and its clearing house could develop efficient marketing actions to attract new entrants active in the spot market (e.g. energy intensive industries, suppliers, small producers, international energy companies and renewable generation companies) and financial agents as well as volumes from the opaque OTC market, and to improve the performance of existing illiquid products. An active dialogue with all the stakeholders (market participants, spot market operator, and supervisory authorities) will help to implement such actions. During its firs five and a half years, the continuous market shows steady liquidity growth. The hedging performance is measured through a net position ratio obtained from the final open interest of a month derivatives contract divided by its accumulated cleared volume. The base load futures in the Iberian energy derivatives exchange show the lowest ratios due to good liquidity. The peak futures show bigger ratios as their reduced liquidity is produced by auctions fixed by Portuguese regulation. The net position ratio can be a powerful oversight tool for energy regulators when accessing to all the derivatives transactions as envisaged by European regulation on Energy Market Integrity and Transparency (“REMIT”), in force since 28 December 2011. The ex-post forward risk premium tends to be positive in all existing mechanisms (OMIP futures, OTC market and CESUR auctions) and diminishes due to the learning curve and the effect – since year 2011 – of the fixed price retributing the indigenous coal fired generation. Comparison with the forward generation costs from natural gas (“clean spark spread”) – obtained as the difference between the power futures price and the forward generation cost with a gas fired combined cycle plant taking into account the CO2 emission rates – is also performed. The power futures are strongly correlated with European gas prices. The clean spark spreads built with prompt contracts tend to be positive. The biggest clean spark spreads are for the month contract, followed by the quarter contract and then by the year contract. Therefore, gas fired generation companies can maximize profits trading with contracts of shorter maturity. Market monitoring reports by the market operator providing post-trade transparency, OTC data access by the energy regulator, and assessment of the regulatory risk can contribute to efficiency gains. The same recommendations are also valid for a potential Iberian gas futures market, once an Iberian gas hub – currently in a design phase, with monthly meetings amongst the stakeholders in a Working Group led by the Spanish energy regulatory authority since January 2013 – is operating. The Iberian gas hub would bring transparency attracting more shippers and improving competition and thus its efficiency, as no gas price is currently disclosed in the existing OTC market.

Is it profitable for an investor, from a risk-return perspective, to acquire a stake in a quoted company when a capital increase is announced? This paper analyses the return obtained from the investment in equity issues with cash contribution and pre-emptive rights, aimed at funding corporate activities: acquisitions, investments in new facilities and/or strengthening the balance sheet of the companies undertaking the equity issue. During the 16 years covered by the study, the results show a negative average excess risk-adjusted return of almost 5%, from the moment that the equity offer is announced until the completion of the preferential subscription period. To obtain this excess return, the difference between the nominal Internal Rate of Return (IRR) and the expected return, using the CAPM, is computed for each equity issue. The intention behind this method is to eliminate the effects of time and any other possible effect on the stock price during the period of the analysis.The results from this article are consistent with the Pecking Order theory for the Spanish Stock Market also six months after the preferential subscription period. However, there is a positive return after three months.

Current EU Directives force the Member States to assure by 2020 that 70% of the Construction and Demolition (C&D) waste is recovered instead of landfilled. While some countries have largely achieved this target, others still have a long way to go. For better understanding the differences arising from local disparities, six factors related to technical, economic, legislative and environmental aspects have been identified as crucial influences in the market share of C&D waste recycling solutions. These factors are able to identify the causes that limit the recycling rate of a certain region. Moreover, progress towards an efficient waste management can vary through the improvement of a single factor. This study provides the background for further fine-tuning the factors and their combination into a mathematical model for assessing the market share of C&D recycling solutions.

In this paper we present a solution for building a better strategy to take part in external electricity markets. For an optimal strategy development, both the internal system costs as well as the future values of the series of electricity prices in external markets need to be known. But in practice, the real problems that must be faced are that both future electricity prices and costs are unknown. Thus, the first ones must be modeled and forecasted and the costs must be calculated. Our methodology for building an optimal strategy consists of three steps: The first step is modeling and forecasting market prices in external systems. The second step is the cost calculation on internal system taking into account the expected prices in the first step. The third step is based on the results of the previous steps, and consists of preparing the bids for external markets. The main goal is to reduce consumers' costs unlike many others that are oriented to increase GenCo's profits.

Innovation is a process that faces several market failure situations. For this reason and for being considered one of the main drivers of economic growth, a large number of governmental and supranational policies are designed to foster technological progress. Along with these policies, there is an increasing concern with their continuous evaluation aiming at providing valuable feedback for these program?s adaptation and adequacy to the firm?s needs. The paper develops an evaluation of the influence of innovation-focused programs in firm¿s innovation and economic performance by means of a comparative analysis of the results obtained by Spanish firms that have participated in R&D national programmes and those achieved by Spanish firms participating in EUREKA international program. Findings show that the programmes were effective in achieving their objective of promoting technological innovation but, as regards the economic effects, the results were less conclusive since some differences were observed depending on the programme. The EUREKA companies displayed better behaviour, with positive differences in their returns on assets and labour productivity. The results also confirm the importance of designing more detailed and rigorous evaluation processes, taking into account the risk variable, in order to draw a more realistic picture of the impact of national and international programmes.

The aim of this study is to explain the changes in the real estate prices as well as in the real estate stock market prices, using some macro-economic explanatory variables, such as the gross domestic product (GDP), the real interest rate and the unemployment rate. Several regressions have been carried out in order to express some types of incremental and absolute deflated real estate lock market indexes in terms of the macro-economic variables. The analyses are applied to the Swedish economy. The period under study is 1984-1994. Time series on monthly data are used. i.e. the number of data-points is 132. If time leads/lags are introduced in the e regressions, significant improvements in the already high correlations are achieved. The signs of the coefficients for IR, UE and GDP are all what one would expect to see from an economic point of view: those for GDP are all positive, those for both IR and UE are negative. All the regressions have high R2 values. Both markets anticipate change in the unemployment rate by 6 to 9 months, which seems reasonable because such change can be forecast quite reliably. But, on the contrary, there is no reason why they should anticipate by 3-6 months changes in the interest rate that can hardly be reliably forecast so far in advance.
