The third Training School of the Action took place in Vitoria-Gasteiz (Basque country, Spain) from 24th to 26th September 2014. Vitoria-Gateiz has experimented an important urban outgrowth in the last decade, mainly through the planning and development of two new neighborhoods, Zabalgana and Salburúa, situated at the eastern and western border of the city, by the Greenbelt. These new development are well-equipped and designed according to sustainability principles. Nevertheless, among the main problems they present is their over-dimensioned public space, which creates some areas lacking enough density and mix of uses. On the other hand it is very expensive for the municipality to maintain these public space with the high Vitorian urban standards for public space. The proposed solution for this problem is a strategy of "re-densification" through the insertion of new uses The debate has arisen about which are the most adequate uses to insert in order to get an increasing of urban vitality, specially considering that housing has reached its peak and that Vitoria-Gasteiz is well served with social and sport amenities. The main goal of the TS was to offer an opportunity for the reflection about how urban agriculture might be an optimal alternative for the re-qualifying of this over-dimensioned public space in the new neighbourhoods, especially considering it synergic potential as a tool for production, leisure and landscaping, including the possibility of energy crops within the limits of urban space. Continuity with rural and natural surrounding area through alternatives for urban fringe at the small scale is a relevant issue to be considered as well within the reflection. Taking Zabalgana neighbourhood as a practical field for experiment, the Training School is conceived as a practical and intensive design charrette to be held during a whole day after two days of local knowledge-deepening through field visits and presentations.

Urban agriculture in Lima has been promoted by the project Farmers in the city encompassed in the Urban harvest program promoted by the Consultive Group on International Agricultural Research (CGIAR). The validation of the effectiveness of the project Farmers in the city can only be confirmed by maintenance over the time the deployment of the project goals. The project Farmers in the city was carried out by the International Potato Center (CIP) and GESPLAN research group of the Technical University of Madrid. The project was conducted at the East Cone of Lima, Peru, from 2006 to 2008. This communication shows the situation 5 years later. In order to know the current situation all the members of Cosanaca producer association, which was created under the project, have been interviewed. Besides, an expert panel was carried out with the responsible of the urban agricultural office of the municipalities that participate in the project. The results show that Cosanaca has duplicated the number of producers and that the municipalities have increased the number of workers.

Urban Agriculture was a common practice in the old times. However after a period of low interest by urban population there is a movement of renaissance of urban agriculture especially in the new megalopolis. It is important to understand the role of UA in the new framework, and the interface of urban and rural agricultures, with their comparative advantages. Thus, we describe the impact of UA in several scenarios: political, socioeconomic and environmental. As a consequence several actions should be developed for improving the situation, with the stimulus to UA: urban planning, food value chain, appropriate technology, education and extension services, entertainment and leisure, selection of botanic varieties and agrochemical inputs, design and landscape and good farming practices. As a complement, there is an analysis of the Urban Greening Value Organization in our society. In the paper there is a description of the situation of urban agriculture in Spain (located mainly in roofs, walls, indoor and ground places) the existence of local regulations, barriers and opportunities in the new situation. Due to the social dimension of urban agriculture there are some comments about the role of the more significant stakeholders, and the goals and the structure of the neighbor communities.

In 1933 public letter to Wilhelm Furtwängler, Joseph Goebbels synthesized the official understanding of the link between politics, art and society in the early steps of the Third Reich. By assuming the ethos of art, politics acquired a plastic agency to mold its objects —population and the state— as a unified entity in the form of a ‘national-popular community’ (Volksgemeinschaft); in turn, by infusing art with a political valence, it became part of a wider governmental apparatus that reshaped aesthetic discourses and practices. Similar remarks could be made about the ordering of cities and territories in this period. Dictatorial imaginations mobilized urbanism —including urban theory, urban design and planning— as a fundamental tool for social organization. Under their aegis the production of space became a moment in a wider production of society. Many authors suggest that this political-spatial nexus is intrinsic to modernity itself, beyond dictatorial regimes. In this light, I propose to use dictatorial urbanisms as an analytical opportunity to delve into some concealed features of modern urban design and planning. This chapter explores some of these aspects from a theoretical standpoint, focusing on the development of dictatorial planning mentalities and spatial rationalities and drawing links to other historical episodes in order to inscribe the former in a broader genealogy of urbanism. Needless to say, I don’t suggest that we use dictatorships as mere templates to understand modern productions of space. Instead, these cases provide a crude version of some fundamental drives in the operationalization of urbanism as an instrument of social regulation, showing how far the modern imagination of sociospatial orderings can go. Dictatorial urbanisms constituted a set of experiences where many dreams and aspirations of modern planning went to die. But not, as the conventional account would have it, because the former were the antithesis of the latter, but rather because they worked as the excess of a particular orientation of modern spatial governmentalities — namely, their focus on calculation, social engineering and disciplinary spatialities, and their attempt to subsume a wide range of everyday practices under institutional structuration by means of spatial mediations. In my opinion the interest of dictatorial urbanisms lies in their role as key regulatory episodes in a longer history of our urban present. They stand as a threshold between the advent of planning in the late 19th and early 20th century, and its final consolidation as a crucial state instrument after World War II. We need, therefore, to pay attention to these experiences vis-à-vis the alleged ‘normal’ development of the field in contemporary democratic countries in order to develop a full comprehension thereof.

The aim of this paper is to call into question those typologies conventionally used in developing the post-industrial urban fabric (streets, cityblocks, slabs, etc.), often catering to urban designs based on speculative interests and completely overlooking community interests. By defining the concepts of ?postpublic space? and ?reversible urban entities? and illustrating them with an exemplary case of Spanish residential architecture from the 1960s, we establish one possible way of tackling contemporary urban-residential projects. This alternative approach considers the relationship between residential systems and open space systems and promotes the continuity and/or alternation of scales between house and city in an effort to improve the urban quality of life for residents and external users.

ABSTRACT This thesis studies the role of the metaphor as an architectural tool in the debate and proposals to overcome the orthodoxy of modern architecture that took place since the middle part of the Twentieth Century. In architecture, the usage of the process which the metaphor constitutes is based in a semantic consideration of architecture and historically it has been used many times to develop new proposals, always based in the comparison with known models. This work examines the significant presence that this tool acquired in the proposals critical with orthodox modern architecture, due to the importance that the semantic aspects had in the debate on the continuity and validity of modern architecture’s postulates. This study also looks into the motives and frequency that those architects which adopted a critical attitude towards modern architecture alluded to the metaphorical relations in their alternative proposals. To demonstrate how during that period metaphors were imbued in the mechanisms of change of architecture, recovering a higher creative potential to approach architectural projects, a series of pertinent and relevant examples are studied. Each chapter examines the most important objections on modern architecture made by an architect or group of architects, selected among those who participated in this debate, and studies the inclusion of metaphor in the alternatives proposed in each case. Besides a critical attitude towards modern architecture, all the selected architects share a semantic consideration of architecture and have exposed their ideas and postures through projected and finalized works as in writings or commentaries on their way of understanding and projecting architecture. This double production allowed to analyse, in a comparatively manner, the role of metaphor in their approaches and critical proposals as in the execution of their works. At the same time, the research conducted further analyses the body of knowledge on the usage of metaphor as an architectural tool. By looking over the different ways some of the architects of the second half of the Twentieth Century understood this tool, both the possibilities and the most critical aspects of the usage of the metaphor in architecture can be exposed. The various usages of the notion of metaphor in architecture are reflected in the multiple considerations done about it by the selected architects. This thesis differentiates each one of those approaches, echoing the plurality with which the concept of metaphor can be addressed both in broader terms and more particularly in architecture. In this sense, some architects of Team 10 used it as a mean of semantic extension and renewal of modern architecture, proposing a synthesis between the old and the new. For Robert Venturi it is a resource with the capacity to persuade and recreate, semantically renewing architecture. Charles Jencks considers it an essential semantic procedure of architecture, forgotten by the modern architects, and which recovery represents a differential trait of post-modern architecture in relation to modern architecture. For Aldo Rossi, is a way of materializing the analogical relations which represent his proposal to project architecture of exalted rationalism as opposed to a more conventional rationalism. Peter Eisenman values it because it invents other architectures different from the preconceived before, even if he refuses its representational and expressive capacity. Rafael Moneo uses it to counter determinism, as an innovation tool of the architectonical form which generates dynamics between contingency and necessity. Finally, for Frank Gehry it supposes a creative and subjective process to face both modern architecture and post-modern architecture with a new architecture open to unusual references. As such, through its different chapters, this study aims to compose a mosaic of postures which expresses the links and the differences between those architects in relation to the topics examined: criticism and alternatives to modern architecture, semantics of architecture, metaphor and other related concepts. At the same time, the continuous presence of the metaphor in the different chapters, and of the issues it relates to, shows the importance of this tool in the proposals of evolution and change of architecture in the period considered.

The paper shows the design process of Nagele, a Dutch modernist agrarian settlement designed during the Post-Second World War period by the internationally recognized group of architects De 8 en Opbouw: Rietveld, Van Eesteren, Merkelbach, van Eyck, Bakema, Stam, Ruys, etc. It is located in the Noordoostpolder (NOP), in the Flevoland province, which was entirely reclaimed from the sea. The country planning of the Noodoostpolder reveals a high rationalization in the disposal of roads, canals, cities, agrarian land and forests, which can be an inspiration for the cities of today. The configurational elements of Nagele must be understood in terms of their relationship to the overall system of the polder. Important territorial principles in structure, form and landscape can be seen in the project of Nagele. This relationship is an additional example of the continuing transformation that the entire length and breadth of The Netherlands in subjected to. The research developed to date reveals a plan which shows the evolution of functionalistic paradigm at the CIAM postwar congresses. The particular case of Nagele points to the incorporation of human scale, green design and social co-existence. The source of these theories mainly came from Aldo van Eyck, who played an important role during the second phase of design. The research will be developed analyzing his drawings and texts and will show the way his theories appear in the project. Can Nagele be a materialization of Van Eyck¿s ideas? Nagele constitutes one of the most outstanding contributions to modern urban planning as far as both urbanism and landscape, are at the service of human well-being. Not only were urban independently designed parts, but their relationships also formed a perfect urban whole.

The benefits of urban agriculture are many and well documented, ranging from health improvement to community betterment, more sustainable urban development and environment protection. On the negative side, urban soils are commonly enriched in toxic trace elements that have accumulated over time through the deposition of atmospheric particles (generated by automotive traffic, heating systems, historical industrial activities and resuspended street dust), and the uncontrolled disposal of domestic, commercial and industrial wastes. This in turn has given rise to concerns about the level of exposure of urban farmers to these elements and the potential health hazards associated with this exposure. Research efforts in this field have started relatively recently and have almost systematically omitted the influence of Sb and Se, and to a lesser extent of As, although all three have proven toxic effects.

Development cooperation projects work with people involved in processes of change and social transformation. While the main objective of the intervention is the development process itself, the project?s quality will be determined by the way of implementing it. Its success lies in the sustainability of the generated processes and the connection with them by the involved actors. The evaluation analyses both aspects. This article examines the evaluation, under a process approach, of a project on urban agriculture in Lima (Peru). The results show that the use of this approach, which combines different evaluation tools, allows the identification and analysis of the processes with the involved members, providing a better understanding of the real sustainability of the results.

ABSTRACT An infrastructural understanding of architectural design This thesis project claims for the suitability of infrastructural logics as a design tool within contemporary urban territories. This claim is illustrated by means of a report on the transit between the 60–70’s decades and the end of the 20th century, ranging from vector, central, ‘modern’ urban systems, towards polycentric ‘contemporary’ urban patterns, arranged following field models. Infrastructures have been traditionally on the spot for generations of architects and urban planners who, due to either their aesthetical condition, or an intuition of their organizational capacity, have been fascinated by the bursting of these elements in the territory. Projects which have explored the possibility to inhabit these huge structures, or to design with its language or scale for decades, have turned out to be always limited to morphological-typological issues. However, from the base of a research on ‘classic’ infrastructure –understood as the outcome of supplies and connectivity basic networks– a new nature of infrastructure is revealed, going beyond its known formal expression and exploring its potential to perform as a system of relationships, as a topological pattern, or as a flexible support for spontaneous and unanticipated activity. The breakthrough of a relational consciousness, as well as the modern concern about the generation of ‘a new city for a new society’ are shown, through the works of several authors and a selection of heterogeneous mostly-unbuilt projects. This semantic history of infrastructures, regarding not only typologies but also a broader concept able to operate in contemporary postmetropolitan territory, is drawn by following the paths of Fumihiko Maki in Investigations in Collective Form, Reyner Banham in Megastructure, or Shadrach Woods in The Man in the Street during the 60’s and 70’s and, lately, those of Stan Allen in Points + Lines, Edward Soja in Postmetropolis or Frei Otto in Occupying and Connecting. In order to do so, this thesis project sets, on one hand, a description of the urban context which can be assumed as contemporary, as well as its evolution and main features. On the other hand, complementary approaches help go deep into how this notion of infrastructural insight within the last decades has been created. An introduction describes the contextual conditions for this thesis project to become relevant: the relatively recent transit from a classic spatial occupation pattern, to the contemporary, disperse and polycentric pattern inherent to field models. A three-chapters core analyzes the infrastructures as the expression of an architecture of relations, as well as a support for a changing society and as a formless design logic. The last part, an epilogue, describes the urban contemporary territory and the suitability of the infrastructural logics to operate in it. A final conclusive section, lays the foundations for an open line of research on present functionality of these systems in architectural designs.

------------------------------------------------------ ABSTRACT -------------------------------------------------------------------- The proposed analysis of the figure of Agrarian Park in the Spanish sphere arises from the awareness that a new paradigm is happening at the state level. Different focuses are working in parallel, under participated programs, after the reformulation of public policies related to urban agriculture. These areas understand the figure of Agrarian Park as a territorial instrument for improving sustainability and territorial cohesion through the defense of local food governance, considering the need for conservation of natural resources and landscape heritage together with the multiple ecosystem services provided by these areas to the public. Additionally, the role that this figure can play as a tool for territorial development of peri-urban agrarian systems, which are key to the local effects that globalization has on these territories, is staring to be envisioned. The figure of Agrarian Park is a structure that works by blocking the territorial base to encourage the development of agrarian activity. Its greatest potential is to convert the threat of "urban proximity" into an opportunity for an endogenous local development that allows the persistence of agriculture, farmers and the agrarian space. The uniqueness of the Agrarian Park is that it is not a standard figure, structured and regulated by legislation, but rather an ad hoc initiative, specific to each case, designed to meet certain objectives of agrarian revitalization, urban protection and territorial enhance. Despite the existence of several definitions and contributions on different aspects of the figure, there is a lack of a complex analysis of it in all its dimensions, missing any attempt to describe a global and unitary model of the Spanish case and its potential outcomes. Its "invariants” have neither been evaluated in depth, shown as the structural elements of the project able to be developed in different ways, to achieve numerous levels of complexity, and to be materialized according to the possibilities allowed by the regulatory and legal framework. Therefore, the definition of a conceptual model of Spanish Agrarian Park able to be articulated and institutionalized through a process of governance, and durable over time as a sine qua non requisite, it is proposed as the main aim of the thesis. To get to describe a collective model, a genealogical analysis that systematically analyzes the proposals and cases developed in the Spanish field is undertaken to verify the existence of a continuity of the idea of Agrarian Park on the proposals developed during the past 25 years -invariants-, and evaluate all the elements that have enriched this figure in each experience - variants. This analysis also provides as inputs a family tree, maps of dispersion of the figure and the first catalog of Agrarian Park proposals materialized into projects. The result of inducting the data obtained in the genealogical analysis is the Conceptual Model of Agrarian Park, defined as an organic planning-management-government structure of the territory able to adapt to the specific needs of all peri-urban agrarian systems that require the articulation-institutionalization of this figure in it. Having described the model, its reliability is tested by applying it as a methodology for characterization and evaluation of two case studies, one successful, the Baix Llobregat Agrarian Park, and one frustrated, the proposed Agrarian Park de la Vega of Granada.

Flooding is one of the main risks associated to many urban settlements in Spain and, indeed, elsewhere. The location of cities has traditionally ignored this type of risk as other locational criteria prevailed (communications, crop yields, etc.). Defence engineering has been the customary way to offset the risk but, nowadays, the opportunity costs of engineering works in urban areas has highlighted the interest of “soft measures” based on prevention. Early warning systems plus development planning controls rank among the most favoured ones. This paper reflects the results of a recent EU-financed research project on alternative measures geared to the enhancement of urban resilience against flooding. A city study in Spain is used as example of those measures.

ABSTRACT The historical review of the relationship between territory and agrifood system provides key lessons to help rebuild the territorial fabric, seizing the opportunity offered by a renewed interest in local and sustainable food. The historical transdisciplinary analysis spans spatial, economic, energy, agronomic and nutritional variables, focuses on the middle reaches of the Douro valley (Castilla y Leon, Spain). This a traditionally agricultural region, which has managed to turn a land product – the wine– into an engine of innovation which has transformed landscapes and structures. Even so, it faces the challenges of uneven development and illustrates the contradictions of the rural world in a globalized context. After the analysis of the evolution of the region since 1900, it can be concluded that the territory has been organized over time according to three models of food system that are in turn linked to different nutritional stages: a) the nutritional stage of overcoming malnutrition is related to family agriculture and a territory of proximity, which persists in the studied area until 1950; b) the model of mass consumption and overeating, was built on an industrialized agriculture and a polarized territory with unhindered development, which runs until 1985; c) and, finally, the model of consumer segmentation associated with terciarized agriculture and enclave territories in the context of globalization, which lasts until present time. During this last stage new alternative models of small-scale territorial reconstruction appear, linked to emerging systems that, based on sustainable food systems, reconnect city and countryside, consumption and production. Actually two trends coexist: one towards hierarchisation and tech-based productivism, and another one towards multifunctionality and peasantization that reappropriates technical innovations. The adaptation to local conditions taking advantage of local resources is a key element of environmental and social sustainability. Integrating food into urban and regional planning from an agroecological perspective would help reduce the current unsustainability of the food system. Planning proposals for municipalities need to consider their typology, agrological characteristics, productive capacity, links to other municipalities, proximity to reference nodes and population concentrations with food demands that need to be met. Availability of infrastructure, facilities, as well as human and relational capital to establish and reinforce local value chains is another aspect to consider in planning proposals. Spatial and urban planning are already equipped with mechanisms, such as land classification and the design of facilities’ networks, that affect the autonomy and stability of local food systems and can support biodiversity and adoption of local varieties. We are, however, missing opportunities. An adequate use of existing planning tools and the development of new ones could significantly improve the resilience of local agrifood systems.

ABSTRACT The film work of French director Jacques Tati could be considered as the perfect reflection of the mid-20th century European post-war building paradigm, a period of time plenty of transformations perfectly echoed by cinema. In particular, Tati’s film work reflects the European post-war citizen’s concerns about the consequences of massive constructions built in their desvastated urban centres, as well as the development of functional cities proposed by the Athens Charter (1931). But, on top of that, an analysis of Jacques Tati’s cinematography allows for an approach to modernity from different perspectives, such as mobility, urban design, new buildings, working spaces in the new tertiary districts, housing -traditional, modern, and experimental-, or furniture design during the post-war period. Embodied by his alter-ego –Monsieur Hulot,- Tati curiously interacts with the new geometric constructions of neutral facades and questions the break with the French building tradition, highlighting the opposition between the nostalgic past and modernity of the 50s and 60s, affected by the fierce consumerism of the new welfare state. The functional, volumetric, aesthetic and even chromatic confrontation between both built worlds –traditional vs modern- invites the viewer to an exercise of meditation and criticism on the European modern architecture of that period. Tati’s film look is particularly focused on two basic concepts: on the one hand, his attention addresses Le Corbusier’s famous mechanistic house which is materialized in the ultra-modern Arpel house (Mon Oncle, 1958) and designed, in turn, when the development of other important experimental dwelling prototypes like Alison and Peter Smithson’s House of the Future or Jean Prouvé´s houses was taking place. It must be highlighted that Jacques Tati’s criticism was not addressed to modern architecture itself but to the wrong use that citizens could make of it. On the other hand, Tati focuses on the Miesian prism through the office buildings that shape the city of Tativille in Playtime (1967). It was a big, modern city built specifically for the film shooting, and based on the almost identical residential and tertiary urban fabrics already active in the main European and American capitals those years. Tativille would work as an autonomous city, having several facilities at its disposal and with the goal of getting integrated and consolidated into the Parisian urban weave. However, its final use was, unfortunately, quite different. In conclusion, an analysis of Jacques Tati’s film production allows for an approach to modern post-war architecture and urbanism, as well as to the socio-economic context that favoured its growth and expansion. As a result of this, Jacques Tati’s film production constitutes a suitable visual tool which, even nowadays, is consulted and shown due to its clarity and humour, and at the same time invites citizens –viewers- to participate in an architectural criticism exercise that, so far, had been reserved to architects.
