Public Private Partnerships (PPPs) are mostly implemented to circumvent budgetary constraints, and to encourage efficiency and quality in the provision of public infrastructure in order to reach social welfare. One of the ways of reaching the latter objective is by the introduction of performance based standards tied to bonuses and penalties to reward or punish the performance of the contractor. This paper focuses on the implementation of safety based incentives in PPPs in such a way that the better the safety outcome the greater larger will be the economic reward to the contractor. The main aim of this paper is to identify whether the incentives to improve road safety in PPPs are ultimately effective in improving safety ratios in Spain. To that end, Poisson and negative binomial regression models have been applied using information of motorways of the Spanish network of 2006. The findings indicate that even though road safety is highly influenced by variables that are not much controllable by the contractor such as the Average Annual Daily Traffic and the percentage of heavy vehicles, the implementation of safety incentives in PPPs has a positive influence in the reduction of fatalities, injuries and accidents.

Compared to the size of the microfinance market, the number of Microfinance Institutions that are professionally ran like commercial banks is still scarce, and even more scarce are the MFI listed in public stock exchanges. This document focuses on four listed MFIs and reviews its business model and funding sources. The document also analyses the market price evolution of the listed shares and investigates whether investors are assigning a premium to the MFIs compared with its respective market indices. Nearly 3000 slaughterhouses (74% of them public facilities) were built in Spain during the last decades of the nineteenth century and the first half of the twentieth century. The need to comply with new technical requirements and regulations on the hygiene of the meat passed in the 70s and the gradual replacement of public facilities by larger and more modern private slaughterhouses have subsequently led to the closure and abandonment of many of these buildings. Public slaughterhouses generally consisted of several single-storey and open-plan buildings located around a courtyard. Although originally they were preferably located on the outskirts of the towns, many slaughterhouses are now placed inside the built up areas, due to the urban development. The present work aims to contribute to a better understanding of these agro-industrial buildings and to provide ideas for their conservation and reuse. A review on the historical evolution and the architectural features of the public slaughterhouses in Spain is presented and different examples of old vacant slaughterhouses reused to accommodate libraries, offices, community centres, exhibition halls or sports centres, among others, are shown in the paper.

This paper proposes a method of landscape characterisation and assessment of public works associated with fluvial landscapes, which is validated in the middle section of the Tajo River. In this method, a set of criteria is identified that unifies various characteristics of the landscape associated to the infrastructures. A specific weight is then assigned to each criterion in such a way as to produce a semi-quantitative value ranging from a minimum value of 0 to a maximum value of 10. Taken together, these criteria enable us to describe and assess the value of the public works selected for study, in this case helping us to evaluate the sections of the River Tajo analysed in our study area. Accordingly, the value of all the infrastructures associated to a stretch of the river covering several hundred kilometres was determined and after dividing this stretch into sections, they were compared under equivalent conditions to provide a hierarchal ranking.

Many countries around the world are implementing Public?Private?Partnership (PPP) contacts to manage road infrastructure. In some of these contracts the public sector introduces economic incentives to the private operator to foster the accomplishment of social goals. The understanding of public perception to climate change is an essential factor in the development of adaptation policies. In the Mediterranean, agriculture, as the largest consumer of freshwater, has the highest potential to suffer adverse impacts of climate change. Future water availability predictions, conflicting interests among stakeholders and an increasing social concern about the environment further aggravate the situation. Therefore studying public support for adaptation policies can play a key role in successfully adapting the sector. The study site, approximately 36,000 hectares of rice fields in Seville (Spain), exemplifies an area in the Mediterranean where water needs to be carefully re-allocated in view of the limitations anticipated by climate change scenarios; in particular where conflicts will arise between water for agriculture and water for ‘natural’ ecosystems. This paper proposes an ex-ante evaluation of the societal support for adaptation policies. A survey of 117 respondents was conducted and a Logit model utilized to analyze which predictors positively or negatively affect people's support for adaptation policies. Results suggest that the main barriers to support these policies were economic losses and low climate change concern whereas the primary motivation factor was environmental commitment. Additionally, the main socio-demographic determinants were gender, age, education and family structure. In order to improve societal support for climate change adaptation policies, implementing educational and awareness raising initiatives will be the main challenges for policy makers to overcome.

El Transportation Research Board es un congreso de reconocido prestigio internacional en el ámbito de la investigación del transporte. Aunque las actas publicadas están en formato digital y sin ISSN ni ISBN, lo consideramos lo suficientemente importante como para que se considere en los indicadores. This paper focuses on the implementation of safety based incentives in Public Private Partnerships (PPPs). The aim of this paper is twofold. First, to evaluate whether PPPs lead to an improvement in road safety, when compared with other infrastructure management systems. Second, is to analyze whether the incentives to improve road safety in PPP contracts in Spain have been effective at improving safety performance. To this end, negative binomial regression models have been applied using information from the Spanish high-capacity network covering years 2007-2009. The results showed that even though road safety is highly influenced by variables that are not manageable by the private concessionaire such as the average annual daily traffic, the implementation of safety incentives in PPPs has a positive influence in the reduction of accidents.

In the EU context extraction of shale and oil gas by hydraulic fracturing (fracking) differs from country to country in terms of legislation and implementation. While fossil fuel extraction using this technology is currently taking place in the UK, Germany and France have adopted respective moratoria. In between is the Spanish case, where hydrocarbon extraction projects through fracking have to undergo mandatory and routine environmental assessment in accordance with the last changes to environmental regulations. Nowadays Spain is at the crossroad with respect to the future of this technology. We presume a social conflictt in our country since the position and strategy of the involved and confronted social actors -national, regional and local authorities, energy companies, scientists, NGO and other social organization- are going to play key and likely divergent roles in its industrial implementation and public acceptance. In order to improve knowledge on how to address these controverted situations from the own engineering context, the affiliated units from the Higher Technical School of Mines and Energy Engineering at UPM have been working on a transversal program to teach values and ethics. Over the past seven years, this pioneering experience has shown the usefulness of applying a consequentialist ethics, based on a case-by-case approach and costs-benefits analysis both for action and inaction. As a result of this initiative a theoretical concept has arisen and crystallized in this field: it is named Inter-ethics. This theoretical perspective can be very helpful in complex situations, with multi-stakeholders and plurality of interests, when ethical management requires the interaction between the respective ethics of each group; professional ethics of a single group is not enough. Under this inter-ethics theoretical framework and applying content analysis techniques, this paper explores the articulation of the discourse in favour and against fracking technology and its underlying values as manifested in the Spanish traditional mass media and emerging social media such as Youtube. Results show that Spanish public discourse on fracking technology includes the costs-benefits analysis to communicate how natural resources from local communities may be affected by these facilities due to environmental, health and economic consequences. Furthermore, this technology is represented as a solution to the "demand of energy" according to the optimistic discourse while, from a pessimistic view, fracking is often framed as a source "environmental problems" and even natural disasters as possible earthquakes. In this latter case, this negative representation could have been influenced by the closure of a macro project to store injected natural gas in the Mediterranean Sea using the old facilities of an oil exploitation in Amposta (Proyecto Cástor). The closure of this project was due to the occurrence of earthquakes whose intensity was higher than the originally expected by the experts in the assessment stage of the project.

Transportation infrastructure is known to affect the value of real estate property by virtue of changes in accessibility. The impact of transportation facilities is highly localized as well, and it is possible that spillover effects result from the capitalization of accessibility. The objective of this study was to review the theoretical background related to spatial hedonic models and the opportunities that they provided to evaluate the effect of new transportation infrastructure. An empirical case study is presented: the Madrid Metro Line 12, known as Metrosur, in the region of Madrid, Spain. The effect of proximity to metro stations on housing prices was evaluated. The analysis took into account a host of variables, including structure, location, and neighborhood and made use of three modeling approaches: linear regression estimation with ordinary least squares, spatial error, and spatial lag. The results indicated that better accessibility to Metrosur stations had a positive impact on real estate values and that the effect was marked in cases in which a house was for sale. The results also showed the presence of submarkets, which were well defined by geographic boundaries, and transport fares, which implied that the economic benefits differed across municipalities.

Personal aviation represented 9% of the aircraft movement in Europe in 2006, and it is expected to grow over the coming years. According to the European Personal Air Transportation System (EPATS) study, Spain, along with France and Italy, are the European countries with greater growth prospects. The objective of this paper is to present research results focused on the potential growth of the personal aviation market in Spain and its regions. The research is mainly based on the secondary data of a survey (Movilia) from the Spanish Ministry of Public Works and Transport.

This study analyses the effects that the project management certification has on employability. This analysis started with a participative process in which various groups of experts who are involved in the certification of people were consulted. A personal interview was carried out amongst 106 professionals —certifying bodies, training institutions, the civil service, and international organisations— and amongst professional who are certified in project management by the International Project Management Association in Spain. The results show that the certification emerges as a powerful tool for improving employability. The effects are demonstrated across two complementary aspects: internal company aspects and external aspects relating to the labour market. Finally, by compiling the different agents’ opinions, a series of measures emerge for improving the accreditation processes as an employability tool and increasing the mutual learning between public and private actors.

Community development must be accompanied by a social involvement process which creates functional groups of citizens capable of taking responsibility for their own development. It is important that this process promotes the structuring of all population groups and provides the appropriate institutional and technical support. The present paper addresses these issues based on over 25 years of experience by the Association Instituto de Desarrollo Comunitario de Cuenca in revitalizing rural areas of the Spanish province of Cuenca. This paper analyses the social involvement process encouraged by this association, the relationships between public institutions and local associations, the role of these associations and the difficulties encountered in the rural areas. The long-term perspective of this experience provides some keys which can be used to successfully support the process of social involvement ―such as information on its characteristics and methodological tools―, establish local associations and create sustainable partnerships that foster the growth of leadership within the community development process.

Tablas de Daimiel National Park is located in the Upper Guadiana Basin and represents one of the largest and most important wetlands in Europe. The long term ecological integrity of this wetland is inherently associated with the maintenance of a shallow groundwater table, namely the Western Mancha aquifer (WMA) or Aquifer 23. The intensive use of groundwater, mainly for irrigation, has led over the last decades to deep socio‐economic changes. Such intensive use has also lowered the water table of Aquifer 23, drastically reducing the flooded area of the wetland and threatening its ecological integrity. A number of plans and measures have been developed and implemented since the declaration of overexploitation of Aquifer 23 in the year 1987. The most recent one is the Special Plan for the Upper Guadiana (SPUG), approved in 2008. This Plan is the main measure to comply with achieving the objective of good quantitative and qualitative status required under the Water Framework Directive (2000). This paper offers a new type of integrated analysis which allows assessing under a common lens the physical, economic and social dimensions of groundwater use in the area. The first objective is to calculate the groundwater footprint of agricultural production in the Upper Guadiana basin and its evolution during 2000‐2008. For this purpose, we have applied the Extended Water Footprint (EWF) methodology ‐a novel approach based on the classical Water Footprint (WF) approach‐ that includes an assessment of the water productivity from an economic and social perspective. Compared to the classical WF, the EWF allows for a more complete overview of the sector, providing new insights for policy decisions (e.g. to define options and possibilities on water re‐allocation in order to achieve both better ecosystem conservation and social equity). The second objective is to use the EWF to compare the existing authorized and non‐authorized or illegal use of water. This allows us to discuss current initiatives by public authorities in relation to the existing frame of water rights
