streets in local residential areas in large cities, real traffic tests for pollutant emissions and fuel consumption have been carried out in Madrid city centre. Emission concentration and car activity were simultaneously measured by a Portable Emissions Measurement System. Real life tests carried out at different times and on different days were performed with a turbo-diesel engine light vehicle equipped with an oxidizer catalyst and using different driving styles with a previously trained driver. The results show that by reducing the speed limit from 50 km h-1 to 30 km h-1, using a normal driving style, the time taken for a given trip does not increase, but fuel consumption and NOx, CO and PM emissions are clearly reduced. Therefore, the main conclusion of this work is that reducing the speed limit in some narrow streets in residential and commercial areas or in a city not only increases pedestrian safety, but also contributes to reducing the environmental impact of motor vehicles and reducing fuel consumption. In addition, there is also a reduction in the greenhouse gas emissions resulting from the combustion of the fuel.

En la presente tesis se estudian los contenidos geoquímicos de los sedimentos de llanura de inundación en diversas cuencas fluviales seleccionadas con el objetivo de contribuir a un mejor conocimiento de sus condiciones medioambientales. En cada cuenca, se ha muestreado un perfil vertical de llanura de inundación, dividiéndolo en tramos que generalmente corresponden a diferentes episodios de inundación. Estos sedimentos se depositan durante los episodios de crecidas una vez que la corriente sobrepasa los límites del canal. Se caracterizan normalmente por tener un tamaño de grano fino y una estructura en capas horizontales que corresponden a los sucesivos episodios de inundación. Muestran dos ventajas principales con respecto a otros medios de muestreo en geoquímica como suelos o sedimentos de corriente: • Pueden almacenar sedimento antiguo así como actual, con lo que se puede estudiar la historia geoquímica de una zona específica en un mismo punto de muestreo (perfil vertical). • Los sedimentos de llanuras de inundación son capaces de caracterizar grandes áreas de drenaje. El origen de los sedimentos es más diverso que en el sedimento de corriente, debido a las mayores áreas de donde proceden las aguas de las avenidas. Las cuencas han sido seleccionadas según las actividades antropogénicas que en ellas se llevan a cabo, en concreto, actividades urbanas e industriales, minería y agricultura. Así mismo, se han estudiado, como referencia, dos cuencas donde no se espera encontrar ningún tipo de actividad contaminante. Una vez hecha la selección, los sedimentos aluviales de las cuencas se han estudiado cuidadosamente para asegurar que no existen depósitos de acreción lateral en el punto seleccionado. Posteriormente se ha procedido al muestreo del perfil vertical. Las muestras han sido analizadas mediante ICP-MS (ataque total) e INAA para conocer los contenidos totales de los elementos traza y mayoritarios. Los análisis de la fracción extraíble se han llevado a cabo mediante ICP-MS (ataque con agua regia). Así mismo, algunas muestras seleccionadas han sido sometidas a una extracción secuencial para un estudio más detallado. La presencia de materia orgánica ha sido estimada mediante el análisis de Carbono Orgánico Total (TOC). Finalmente, se ha llevado a cabo un análisis de isótopos de Pb en muestras escogidas en los perfiles, con el objetivo de hacer una evaluación ambiental. Los contenidos metálicos aumentan hacia la superficie en algunos de los perfiles, mientras en otros muestran una distribución muy constante exceptuando algún nivel específico con un aumento de los contenidos de la mayoría de los metales. Ha sido posible determinar la influencia de las actividades antropogénicas en algunos de los perfiles. Aquellos que pertenecen a cuencas mineras, urbanas o industrializadas muestran generalmente altos contenidos en elementos metálicos. Es el caso de los perfiles muestreados en los ríos Odiel y Tinto, Besaya, Besós y Manzanares. Algunos de estos perfiles pueden incluso correlacionarse con periodos de tiempo en los que ha tenido lugar una actividad antropogénica más intensa. Los perfiles que mejor se correlacionan con la actividad antropogénica de la cuenca son el perfil de Rivas en el río Manzanares (Madrid), que refleja un crecimiento de la contaminación producida por las actividades urbana e industrial en las últimas décadas, y el río Tinto, que muestra un crecimiento llamativo de los contenidos en su mayoría metálicos que puede estar relacionado con el incremento de la actividad minera que tuvo lugar hace aproximadamente 125 años. El análisis de los isótopos de Pb ha resultado ser una herramienta útil en la evaluación ambiental de estos sedimentos. Con este estudio y mediante la comparación con fuentes naturales y antropogénicas, ha sido posible diferenciar las muestras afectadas por diferentes fuentes de plomo, así como detectar las más afectadas antropogénicamente. ABSTRACT The geochemical composition of overbank sediments of some selected river basins is studied in this thesis in order to contribute to a better knowledge of the environmental conditions surrounding them. In each basin a vertical overbank profile has been sampled, dividing it into stretches that usually correspond to different flood events. The overbank sediments are those deposited during a flood event once the flow spills over the channel banks. They are usually characterized by a very fine grain size and a structure of horizontal layers, which correspond to successive flood events. These sediments show two main advantages regarding other sampling media in geochemistry, like soils or stream sediments: • They can store sediment deposited in the past as well as in current times, so that the history of a specific location can be studied at the very same point (vertical profile). • The overbank sediments are able to characterize a large drainage area. The origin of the sediment is wider than in the stream sediments due to the larger areas where the flood water comes from. The basins have been selected depending on the anthropogenic activities developed in them, namely, urban and industrial activities, mining activities and agricultural activities. As well, two pristine basins have been studied as a reference. Afterwards, the alluvial sediments in the basins have been carefully studied in order to sample a vertical profile and make sure that lateral accretion materials are not present in the profile. The samples have been analysed by ICP-MS (total digestion) and INAA to know the total contents of trace and major elements. Analysis of the mobile fraction has been carried out by ICP-MS (aqua regia); as well some of the samples have been subjected to sequential extraction for a more detailed study. The presence of organic matter has been estimated by the analysis of the Total Organic Carbon (TOC). Finally, a lead isotope analysis of some of the samples in the profiles was carried out in order to make an environmental assessment. Metal contents grow towards the surface in some of the profiles, while others show a very steady distribution, except for some of them with a growth of most of the metals in a specific level. XI It has been possible to determine the influence of the anthropogenic activities in some of the profiles. The ones that belong to mining and urban or industrialized basins show generally high contents of metal elements. This is the case of the profiles sampled in the Odiel and Tinto Rivers, the Besaya River, the Besós River and the Manzanares River. Some of these profiles can even correlate with the periods of time when a more intense activity in their respective basins has taken place. The profiles which best correlate with the anthropogenic activity are the Rivas profile in the Manzanares River, which reflects a growth of the pollution produced by urban and industrial activities in the city of Madrid in the last decades and the Tinto profile, which shows a very dramatic growth of the elemental contents (mostly metals) which can be related to the increase of the mining activities that took place in the last 125 years. The analysis of lead isotopes has turned out to be a powerful tool in the environmental assessment in this type of sediments. With this study and through the comparison with natural and anthropogenic sources, it has been possible to determine samples affected by different sources of lead and to detect the most anthropogenicaly affected ones.

he inclusion of environmental care data in the decision-making process should be based on the results obtained after scienti?cally evaluating different environmental variables. Herein, a European landscape geographic model is presented. This landscape map would allow the environmental care variable ?visual landscape?, along with other information related to vegetation, geology, soils, cultural variables, etc., to be integrated into the planning process. The methodology used is not new since it has already been tested in Spain by the authors. Nevertheless, the model was adapted to cope with the much more extensive territory of the European Union. This meant dealing with computational dif?culties, and a lack of information. The result of this work is a raster map (100 m cell size) that evaluates landscape quality in Europe by dividing the area into seven visual quality classes. This is a practical tool for territorial development that will facilitate the environmental assessment of plans, such as infrastructure plans, within a strategic pan-European framework.

(SPA) La elección de localizaciones para la implantación de actividades industriales es un problema complejo, donde a los criterios de coste y eficiencia se han ido añadiendo otros nuevos relativos tanto al impacto en el medio ambiente como a la imagen de la empresa reflejada en la Responsabilidad Social Empresarial. Los criterios medioambientales han ido adquiriendo gran relevancia en la decisión final, hasta convertirse, gracias a la obligación de someter los proyectos a evaluación ambiental, en elementos clave en la decisión final. Por ello, resulta relativamente frecuente que los promotores consulten previamente con la Administración sobre la viabilidad de sus proyectos antes de iniciar un dilatado procedimiento administrativo. En este trabajo se plantea la utilización de indicadores de sostenibilidad y su aplicación, a través de un modelo de decisiones multicriterio, para la ordenación de las distintas opciones de ubicación inicialmente consideradas, de tal forma que se conviertan en instrumento de tanteo y ayuda en la toma de estas decisiones. Para mostrar su utilidad se propone la utilización de la herramienta de apoyo basada en la metodología PROMETHEE y su aplicación en la ordenación de cinco emplazamientos alternativos para la instalación de una cementera en la Comunidad de Madrid según criterios de sostenibilidad. (ENG) The choice of locations for the implementation of industrial activities is a complex problem where the cost and efficiency criteria have been adding new ones relating to the environment impact and the company’s corporate image reflected in Corporate Social Responsability. The environmental criteria have been getting big importance in the final decision, to become key elements in the final decision, due to the duty of submit of environmental assessment projects. Therefore, promoters, quite often, ask previously to the Administration about the viability of their projects before starting a lengthy administrative procedure. This paper proposes the use of sustainability indicators and their application through a multi-criteria decision model for managing the establishment options initially considered, so that they become an help instrument of estimation in order to making these decisions. To show its usefulness we propose the use of the support tool for decision making based on the PROMETHEE methodology and its application in the management of 5 alternative sites for the installation of a cement factory in the Community of Madrid under sustainability criteria.

El desarrollo de la Ingeniería Civil en el siglo XXI debe estar dirigido a proporcionar de forma simultánea tanto las necesidades funcionales del proyecto como la conservación y sostenibilidad del territorio. Para que este proceso se pueda realizar de forma eficiente debe integrarse a los promotores (públicos y privados), a la administración y a los ciudadanos y sus asociaciones en el mecanismo de gestión y documentación del proyecto. Las directrices de la Unión Europea y el nuevo marco legislativo actual (Ley 21/2013) está orientado en esta dirección, pero las herramientas que estamos utilizando en este momento no cumplen adecuadamente estas necesidades. La norma UNE 157921:2006 y sucesivas debería renovarse contemplando tanto el nuevo marco legislativo como sobre todo la nueva realidad tecnológica para la gestión de la documentación técnica y científica mediante los lenguajes extensibles, la integración de bases de datos, las herramientas de participación social y las herramientas de protección y conservación del territorio todo ello a lo largo del ciclo de vida del proyecto En esta tesis vamos a presentar los trabajos que estamos realizando de análisis y propuesta de metodologías para la normalización de los informes de evaluación ambiental. que permita la gestión, documentación y participación social ABSTRACT The development of Civil Engineering in the XXI century should be leading towards a simultaneous sustenance of both the functional needs of the project, and the conservation and sustainability of the territory. Public and private promoters should collaborate with administration, citizens and their associations in the management mechanism and project documentation, in order to perform this process efficiently. The guidelines of the European Union and the current legislative framework (Law 21/2013) are oriented towards this, but the tools which are being used at the moment do not adequately meet the mentioned needs. The UNE 157921: 2006 and successive should be renewed in order to contemplate both the new legislative framework and the new technological reality for the management of technical and scientific documentation by the extensible languages, integration of databases, tools of social participation and tools protection and conservation of land all along the project life cycle. The analysis and proposal of different methodologies for the standardisation of environmental assessment reports, which admits for the correct management, documentation and social participation, will be presented in this paper.

La construcción es uno de los causantes de mayor impacto ambiental y energético en el entorno. Por ello, los profesionales del sector deben empezar a cambiar la manera en la que diseñan la arquitectura, incorporando técnicas y parámetros sostenibles desde las primeras etapas del diseño, controlando la elección de los materiales y las soluciones constructivas. A través de las Declaraciones Ambientales de Producto (DAP) es posible conocer el perfil ambiental de los productos de la construcción, sin embargo, la mayoría de estos documentos solo poseen información de la etapa de producto (A1-A3) y de la etapa de fin de vida, contemplando solo un tipo de tratamiento (vertedero o incineración). Lo que propone esta investigación es generar información medioambiental del resto de las etapas del ciclo de vida relacionado con el producto, haciendo especial hincapié en la etapa de transporte (A4), puesta en obra (A5), transporte de obra a planta de tratamiento (C2) y etapa de fin de vida con vertedero e incineración. Para la realización de la investigación se ha generado un Inventario de Ciclo de Vida (ICV) con valores medios facilitados por las empresas. El ámbito de actuación es la península ibérica, considerándose un transporte en camión. La evaluación ambiental se ha realizado con la herramienta informática SimaPro (versión 7.3.3). Para los procesos que no han podido ser modelizados por falta de información, se ha recurrido a la base de datos Ecoinvent (versión 2.0). Las categorías de impacto analizadas son las contempladas en la UNE-EN ISO 15804+A1. Con esta investigación se propone una catalogación medioambiental del material de aislamiento térmico según los impactos asociados al transporte, puesta en obra y fin de vida del producto para que el prescriptor pueda escoger qué material es el más adecuado a incorporar en el proyecto, desde el punto de vista medioambiental. ABSTRACT _ Construction is one of the main causes of environmental and energy impacts in the environment. Therefore, the professionals of the sector should begin changing the way they design architecture, incorporating sustainable techniques and parameters from the first design stages, controlling the choice of materials and building solutions. It is possible to know the environmental profile of construction products through Environmental Product Declarations (EPD). However, most of these documents only provide information for the product stage (A1-A3) and the end-of-life stage, taking into account only one type of treatment (landfill or incineration). This research proposes the generation of environmental information for the rest of the life cycle stages related to the product, with particular emphasis on the transportstage (A4), construction installation (A5), transport from the construction site to the recycling facilities (C2) and end-of-life stage with landfill and incineration. A Life Cycle Inventory (LCI) has been generated for the development of the research, with mean values provided by the firms. The scope of action is the Iberian Peninsula, considering transport by lorry. The environmental assessment has been carried out with the SimaPro software (version 7.3.3). The Ecoinvent database (version 2.0) has been used for the processes that couldn’t be modelled due to lack of information. The impact categories analysed are those considered in standard UNE-EN ISO 15804+A1. This research proposes an environmental cataloguing of the thermal insulation material depending on the impacts associated with transport, construction installation and end-of-life of the product so that the prescriber might choose which material is the most suitable to implement in the project from an environmental point of view.

In the EU context extraction of shale and oil gas by hydraulic fracturing (fracking) differs from country to country in terms of legislation and implementation. While fossil fuel extraction using this technology is currently taking place in the UK, Germany and France have adopted respective moratoria. In between is the Spanish case, where hydrocarbon extraction projects through fracking have to undergo mandatory and routine environmental assessment in accordance with the last changes to environmental regulations. Nowadays Spain is at the crossroad with respect to the future of this technology. We presume a social conflictt in our country since the position and strategy of the involved and confronted social actors -national, regional and local authorities, energy companies, scientists, NGO and other social organization- are going to play key and likely divergent roles in its industrial implementation and public acceptance. In order to improve knowledge on how to address these controverted situations from the own engineering context, the affiliated units from the Higher Technical School of Mines and Energy Engineering at UPM have been working on a transversal program to teach values and ethics. Over the past seven years, this pioneering experience has shown the usefulness of applying a consequentialist ethics, based on a case-by-case approach and costs-benefits analysis both for action and inaction. As a result of this initiative a theoretical concept has arisen and crystallized in this field: it is named Inter-ethics. This theoretical perspective can be very helpful in complex situations, with multi-stakeholders and plurality of interests, when ethical management requires the interaction between the respective ethics of each group; professional ethics of a single group is not enough. Under this inter-ethics theoretical framework and applying content analysis techniques, this paper explores the articulation of the discourse in favour and against fracking technology and its underlying values as manifested in the Spanish traditional mass media and emerging social media such as Youtube. Results show that Spanish public discourse on fracking technology includes the costs-benefits analysis to communicate how natural resources from local communities may be affected by these facilities due to environmental, health and economic consequences. Furthermore, this technology is represented as a solution to the "demand of energy" according to the optimistic discourse while, from a pessimistic view, fracking is often framed as a source "environmental problems" and even natural disasters as possible earthquakes. In this latter case, this negative representation could have been influenced by the closure of a macro project to store injected natural gas in the Mediterranean Sea using the old facilities of an oil exploitation in Amposta (Proyecto Cástor). The closure of this project was due to the occurrence of earthquakes whose intensity was higher than the originally expected by the experts in the assessment stage of the project.

The European construction industry is supposed to consume the 40% of the natural European resources and to generate the 40% of the European solid waste. Conscious of the great damage being suffered by the environment because of construction activity, this work tries to provide the building actors with a new tool to improve the current situation. The tool proposed is a model for the comprehensive evaluation of construction products by determining their environmental level. In this research, the environmental level of a construction product has been defined as its quality of accomplishing the construction requirements needed by causing the minimum ecological impact in its surrounding environment. This information allows building actors to choose suitable materials for building needs and also for the environment, mainly in the project stage or on the building site, contributing to improve the relationship between buildings and environment. For the assessment of the environmental level of construction products, five indicators have been identified regarding their global environmental impact through the product life cycle: CO2 emissions provoked during their production, volume and toxicity of waste generated on the building site, durability and recycling capacity after their useful life. Therefore, the less environmental impact one construction product produces, the higher environmental level performs. The model has been tested in 30 construction products that include environmental criteria in their description. The results obtained will be discussed in this article. Furthermore, this model can lay down guidelines for the selection of ecoefficient construction products and the design of new eco-competitive and eco-committed ones

The increasing importance of pollutant noise has led to the creation of many new noise testing laboratories in recent years. For this reason and due to the legal implications that noise reporting may have, it is necessary to create procedures intended to guarantee the quality of the testing and its results. For instance, the ISO/IEC standard 17025:2005 specifies general requirements for the competence of testing laboratories. In this standard, interlaboratory comparisons are one of the main measures that must be applied to guarantee the quality of laboratories when applying specific methodologies for testing. In the specific case of environmental noise, round robin tests are usually difficult to design, as it is difficult to find scenarios that can be available and controlled while the participants carry out the measurements. Monitoring and controlling the factors that can influence the measurements (source emissions, propagation, background noise…) is not usually affordable, so the most extended solution is to create very effortless scenarios, where most of the factors that can have an influence on the results are excluded (sampling, processing of results, background noise, source detection…) The new approach described in this paper only requires the organizer to make actual measurements (or prepare virtual ones). Applying and interpreting a common reference document (standard, regulation…), the participants must analyze these input data independently to provide the results, which will be compared among the participants. The measurement costs are severely reduced for the participants, there is no need to monitor the scenario conditions, and almost any relevant factor can be included in this methodology

The environmental impact of systems managing large (kg) tritium amount represents a public scrutiny issue for the next coming fusion facilities as ITER and DEMO. Furthermore, potentially new dose limits imposed by international regulations (ICRP) shall impact next coming devices designs and the overall costs of fusion technology deployment. Refined environmental tritium dose impact assessment schemes are then overwhelming. Detailed assessments can be procured from the knowledge of the real boundary conditions of the primary tritium discharge phase into atmosphere (low levels) and into soils. Lagrangian dispersion models using real-time meteorological and topographic data provide a strong refinement. Advance simulation tools are being developed in this sense. The tool integrates a numerical model output records from European Centre for Medium range Weather Forecast (ECMWF) with a lagrangian atmospheric dispersion model (FLEXPART). The composite model ECMWF/FLEXTRA results can be coupled with tritium dose secondary phase pathway assessment tools. Nominal tritium discharge operational reference and selected incidental ITER-like plant systems tritium form source terms have been assumed. The realtime daily data and mesh-refined records together with lagrangian dispersion model approach provide accurate results for doses to population by inhalation or ingestion in the secondary phase

One of the key scrutiny issues of new coming energy era would be the environmental impact of fusion facilities managing one kg of tritium. The potential change of committed dose regulatory limits together with the implementation of nuclear design principles (As Low as Reasonably achievable - ALARA -, Defense in Depth -D-i-D-) for fusion facilities could strongly impact on the cost of deployment of coming fusion technology. Accurate modeling of environmental tritium transport forms (HT, HTO) for the assessment of fusion facility dosimetric impact in Accidental case appears as of major interest. This paper considers different short-term releases of tritium forms (HT and HTO) to the atmosphere from a potential fusion reactor located in the Mediterranean Basin. This work models in detail the dispersion of tritium forms and dosimetric impact of selected environmental patterns both inland and in-sea using real topography and forecast meteorological data-fields (ECMWF/FLEXPART). We explore specific values of this ratio in different levels and we examine the influence of meteorological conditions in the HTO behavior for 24 hours. For this purpose we have used a tool which consists on a coupled Lagrangian ECMWF/FLEXPART model useful to follow real time releases of tritium at 10, 30 and 60 meters together with hourly observations of wind (and in some cases precipitations) to provide a short-range approximation of tritium cloud behavior. We have assessed inhalation doses. And also HTO/HT ratios in a representative set of cases during winter 2010 and spring 2011 for the 3 air levels.

All activities of an organization involve risks that should be managed. The risk management process aids decision making by taking account of uncertainty and the possibility of future events or circumstances (intended or unintended) and their effects on agreed objectives. With that idea, new ISO Standard has been drawn up. ISO 31010 has been recently issued which provides a structured process that identifies how objectives may be affected, and analyses the risk in term of consequences and their probabilities before deciding on whether further treatment is required. In this lecture, that ISO Standard has been adapted to Open Pit Blasting Operations, focusing in Environmental effects which can be managed properly. Technique used is Fault Tree Analysis (FTA), which is applied in all possible scenarios, providing to Blasting Professionals the tools to identify, analyze and manage environmental effects in blasting operations. Also this lecture can help to minimize each effect, studying each case. This paper also can be useful to Project Managers and Occupational Health and Safety Departments (OH&S) because blasting operations can be evaluated and compared one to each other to determine the risks that should be managed in different case studies. The environmental effects studied are: ground vibrations, flyrock and air overpressure (airblast). Sometimes, blasting operations are carried out near populated areas where environmental effects may impose several limitations on the use of explosives. In those cases, where these factors approach certain limits, National Standards and Regulations have to be applied.

We examined the consequences of the spatial heterogeneity of atmospheric ammonia (NH3) by measuring and modelling NH3 concentrations and deposition at 25 m grid resolution for a rural landscape containing intensive poultry farming, agricultural grassland, woodland and moorland. The emission pattern gave rise to a high spatial variability of modelled mean annual NH3 concentrations and dry deposition. Largest impacts were predicted for woodland patches located within the agricultural area, while larger moorland areas were at low risk, due to atmospheric dispersion, prevailing wind direction and low NH3 background. These high resolution spatial details are lost in national scale estimates at 1 km resolution due to less detailed emission input maps. The results demonstrate how the spatial arrangement of sources and sinks is critical to defining the NH3 risk to semi-natural ecosystems. These spatial relationships provide the foundation for local spatial planning approaches to reduce environmental impacts of atmospheric NH3.
